This paper assesses labour market and skills needs of tourism and related sectors in Wales to inform policy responses by government and Sector Skills Councils. Micro‐businesses, many lifestyle businesses not appreciating the links between skills, training and competitiveness, and typically not undertaking training, dominate Welsh tourism. Sectoral fragmentation challenges the development of a coherent employer perspective. Official statistics provide incomplete, inaccurate information. Employer interviews identify skills gaps and persistent recruitment difficulties with responses including downsizing, deskilling and overseas recruitment. Public sector interventions may better target employer demand for skills and training to support a destination‐level service quality strategy than training supply. The purpose of this paper is to examine the role of company and executive characteristics in strategic alliance formation in the tourism sector of travel. A survey of Australian travel sector businesses was carried out and the results indicate a high level of interaction through alliances between various sectors of the Australian tourism industry. Top managers' characteristics (experience, ownership and risk‐taking attitude) were found to be influential in taking strategic decisions of whether to form alliances or not. These characteristics do not play an important role in determining the number of alliances an organisation has and their geographical location, as much as company characteristics do. The findings of this paper imply that company characteristics are important in determining alliance formation. Managers should thoroughly consider these characteristics when deciding not only to form alliances, but also the types of alliances that could help their organisations to be more competitive, given limited resources. This paper provides an overview and brief evaluation of China's rural tourism. Beginning with the form of poverty alleviation through tourism, China's rural tourism has undergone over 20 years of development and exhibited some unique features in its development pattern, scale and business operational models in accordance with China's political, social and economic systems. Government plays a decisive role in developing rural tourism in China. However, rural tourism has been valued mainly as an economic means for rural development during the country's modernisation process. Overlooking rurality as an essential issue in rural tourism may lead development to a wrong direction, which could jeopardise the sustainability of the industry. This study uses the case study of Kenya to analyse the role of government in the development of tourism in the Third World. Usually, government involvement in the development of tourism reflects on the uniqueness and peculiarity of the tourism industry. By its nature, the development and provision of tourism product involves diverse stakeholders and activities. In the diverse socio‐economic situation, it is usually the government that has the required social and political capacity and legitimacy to bring together and co‐ordinate the activities of diverse and different interest groups which are involved in the development of tourism and, also, establish the required level playing field. In this regard, as probably is the case in most less developed countries where tourism is a major socio‐economic activity, the Kenya Government has, over the years, played a crucial role in the development of the country's tourism industry. Particularly, during the exploratory stage of tourism development in Kenya, it was government involvement that helped lay the required groundwork and, as a consequence, jump‐started the rapid development of the country's tourism industry. However, in recent years, particularly in the 1990s, Kenya's tourism industry is confronted with serious problems including declining international visitor arrivals and decreasing tourism revenues. Ironically, the same government that played a crucial role, especially in the initial development of the country's tourism industry, is currently being blamed as being responsible for the industry's current poor performance. Thus, this study will also examine the underlying factors responsible for the current downturns in Kenya's tourism industry and how they relate to the role of government in the development of tourism. This study analyses how Maori operators in the tourist industry portray indigenous culture in their brochures. For close to 150 years, Maori people have been involved as entrepreneurs in New Zealand's tourist industry. Although now integrated into the modern New Zealand nation-state, the representation of their culture in tourism gives an image of a traditional people radically different and set apart from modern New Zealand (Kiwi) culture. Utilising Fabian's ideas regarding the organisation of otherness through cultural constructions of time and space, this article demonstrates how certain spatial arrangements are necessary to sustain the imaginary temporary division between a modern Kiwi culture and the representation of a traditional Maori culture, the latter is a tourist attraction in itself. Auto-ethnography in the discourse of tourism inevitably becomes ‘self-Orientalism’, even if some spaces makes co-presence possible.  相似文献

Trinidad and Tobago lies within one of the world's most tourism‐intensive regions, the Caribbean. Yet, unlike its neighbours, it has not relied heavily on income from travel and tourism since its economy is dominated by the energy sector. The energy sector is the mainstay of the economy contributing approximately 34.1% to the country's GDP, 85.5% to merchandise exports and 37.1% to Government revenues in 2004 (Ministry of Energy, 2006). The Government, in its aim for developed nation status by 2020, recognizes that the energy sector is unable to provide the sustainable jobs needed to achieve this. Thus, the Government's policy strategy, Vision 2020, identifies tourism as one of five (5) sectors that should be developed to contribute to the country's economic development. The tourism industry currently represents 13.8% of total Gross Domestic Product (GDP) in Trinidad and Tobago and is expected to increase its share by nearly three percentage points to 16.5% by 2015. It accounts for 16.7% of total employment, and this is forecasted to rise to 19.2% (WTTC, 2005). Several challenges are evident, that continue to limit the industry's full potential for growth in the country. It is against this background that this paper seeks to identify and analyse the strategies that can be adopted to maximize the contribution of the hospitality and tourism industry to economic development in Trinidad and Tobago. The three main strategies proposed are a greater focus on local entrepreneurship; the re‐orientation of the role of the local financial mechanisms in tourism development and; the development of competitive tourism investment incentives for potential investors in the hospitality and tourism industry. The role and influence of trade and associated groups in England's tourism policy environment is of increasing importance given recent changes in the consultative processes undertaken by the Department of Culture Media and Sport (the government department sponsoring the tourism industry in Parliament). Yet researchers working within the realm of tourism studies have paid little attention to their characteristics, objectives and tactics. This article, therefore, sets out to address these issues by drawing on the results of phase one of a two‐phase research project into the influence of trade and associated groups on policy development. The article reports the findings of a survey into the objectives and tactics used by the groups in policy communications and links this to structural changes in the landscape of the tourism policy. In doing this it suggests how certain relationships have developed between government and groups, how groups collaborate on policy issues and how this may have influenced the direction of tourism policy in the England. Using the results of this research and an analysis of government policy related announcements over the past two years we hypothesise on how successful the groups have been to data, and proposes areas for future research. This study investigates the critical link between aviation and tourism growth in Hong Kong, with a focus on the identification of causal relationships between scheduled airline seat capacity and visitor arrivals. This is achieved through the cointegration analysis and Granger-causality test, using monthly data collected from Hong Kong's top 17 tourist source markets during 2008–2018. Our analysis finds clear evidence of an overall two-way causal relationship between airline scheduled capacity and tourist arrivals. The positive externalities between the two crucial sectors to the Hong Kong economy call for coordinated planning and policy design in the tourism and aviation sectors, and justify continued government support. On the other hand, market-specific features are evident in selected markets. Such heterogeneity is likely due to airline network effect and regulation in the international market. Therefore, direct subsidy is not always an efficient support measure. A combination of liberalization policy and industry supports are preferred in views of the benefits to be achieved for the two sectors and the Hong Kong economy.  相似文献

The 30?year war between the Sri Lankan government and the Liberation Tigers of Tamil Eelam (LTTE) had a considerable impact on the country's tourism industry. Yet, despite the war, the industry continued to exhibit a high level of resilience and since the end of the war international visitation has increased rapidly. This study, using a comprehensive review of literature and a series of interviews, examines the impact of the war on the industry as well as the government's post-conflict responses. Despite the rapid increase in international tourism numbers various concerns have been raised that government policies are likely to advantage large tourism operators and developers at the expense of small businesses in the informal sector. The development of the industry may also be at the expense of livelihoods of poorer members of society in other industries. A concentration on large-scale developments may reduce the resilience and therefore sustainability of the industry.  相似文献

This article reflects on the complex consequences of tourism development in the isolated Mediterranean village of Kaleko¨y. Built on the antique city of Simena of the 4th century BC and having remnants also from Hellenistic, Byzantine and Ottoman periods, Kaleköy's main source of livelihood since the 1980s has been tourism. Multiple changes that take place simultaneously at the local level, in relation to or as a consequence of tourism, are conceptualised as interrelated transformations that may fall under the four major headings of economy, demography, spatial organisation and cognition. Defining culture as 'everything learned', these transformations amount to a radical change in the local culture, which now includes a culture of tourism. Based on ethnographic research, the article aims to demonstrate the complexity of changes in physical, as well as economic and social structures as they pertain to tourism.  相似文献

Since the 2008 global financial crisis and resulting recession, many countries have been following unconventional monetary policies. Little information is known on how these policies may influence tourism demand. This study starts to fill this gap by investigating the impact of the Japanese economic policy known as Abenomics on South Koreans’ travel to Japan, the largest inbound market for Japan. Per capita gross domestic product, relative prices, and exchange rates are significant determinants of Japanese inbound tourism. As these variables have been influenced by Abenomics, one can infer that Abenomics is associated with a significant increase in tourist arrivals from South Korea. Findings highlight the importance of government economic policy in stimulating international tourism demand through its impact on the economy.  相似文献

Conservation interests hope to use tourism as a tool in conservation, whereas tourism interests want to use conservation as a tool in tourism development. Both promote partnerships, but with different political aims. In federated nations such as Australia, this involves industry associations and government agencies in different jurisdictions as well as different portfolios. There are several recent national‐scale initiatives in Australia. The Tourism in Australia's Protected Areas Forum, TAPAF, is an informal information exchange group between state protected area management agencies which also includes state government tourism representatives. TAPAF has promoted a Code of Practice for commercial tour operators in protected areas. Ecotourism Australia is an industry association which has promoted a Cairns Charter on Partnerships for Ecotourism. The National Tourism and Heritage Taskforce is the highest‐level consultative body, representing both industry and government, tourism and environment, federal and state levels. NTHT has produced a national strategy called Going Places, currently under implementation. The federal tourism portfolio has produced a somewhat conflicting document of its own, called Pursuing Common Goals. And the peak tourism industry association, formerly the Tourism Task Force and currently known as TTF Australia, is soon due to launch a report called Making National Parks a National Tourism Priority. Many countries compete for the opportunity to host the Olympics because of the resulting positive impacts. However, there are also high costs associated with hosting this event. The participants of this study provided insight on how the 2008 Olympics influenced Beijing's tourism industry. This study explores the impacts of hosting the renowned Olympic Games on the transformation of the host city from the supplier perspective. Beijing tourism industry professionals and Beijing residents were considered suppliers and interviewed for the purpose of this study. Collected data reveal that the city of Beijing rapidly developed because of the mega event. Suppliers including Beijing's tourism department, government organizations, hotels, and restaurants have changed their marketing strategies over time because of the impacts of the Olympics. Additionally, Beijing has shifted to promoting a new destination image: fashion and vitality. There is limited scholarship engaging with equestrian tourism even though this segment of the tourism industry has recently undergone phenomenal growth in both supply and demand. This article will focus on the core element of equestrian tourism, travel on horseback, and will explore the role of equine animal agency in the co-creation of tourism experiences and tourism places. Employing qualitative methods, it will demonstrate how horses assert themselves as subjective agents and active players in the communities that tour groups form, assuming a variety of roles that effect their riders' self-actualization and psychological enrichment. At the same time, they assume an active role in determining their own fate by contributing to a climate of animal ethics specific to equestrian tourism. A predominantly female clientele looks to their equine partners for companionship and inspiration and reciprocates by demanding high standards of animal welfare and horsemanship. On the supply side, equestrian ground operators have established themselves as lifestyle entrepreneurs who place their own and their guests' passion for horses and lifestyle values ahead of business savvy and economic efficiency.  相似文献

A special‐interest tourist market that holds out great promise for continued growth well into the next century is that of MICE (meetings, incentives, conventions, exhibitions). At the same time, changing prices in particular destinations relative to others are regarded as one of the most important economic influences on destination shares of total international tourism flows. The question arises as to the price competitiveness of major competing MICE destinations. Although earlier research has recognised that a destination's price competitiveness differs according to a visitor's country of origin there has been relatively little attention paid to tourism price competitiveness from the perspective of those having different motives for travel. This paper has four major aims: first, to provide a method by which price competitiveness of tourism by journey purpose can be estimated; second, to construct price competitiveness indices that measure, absolutely and relative to major competitors world‐wide, the price competitiveness of Australia's MICE tourism industry; third, to compare Australia's price competitiveness as a MICE destination with its price competitiveness for total inbound tourism; fourth, to discuss the implications of the results for travel and tourism decision‐makers in both the private and public sectors. This study examines how mutual learning can potentially enhance the destination competitiveness and sustainability of Hong Kong and Singapore. By comparing the recent tourism policies of the two city states, and by interviewing key government officials, major industrial players, academic experts and representatives of international tourism organisations, it was found that both governments can learn from each other in various aspects. The Hong Kong government can learn from its Singapore counterpart the recognition and proactive support it provides to the industry, its visionary leadership, and its eagerness to learn. Tourism to the Canary Islands is centred around competitively priced holidays focused on the sun and beach mass tourism experience. A restructure of the islands' wine industry offers opportunities for developing new tourism alternatives based on gourmet products and traditional landscapes. This paper examines the potential of wine tourism from winery operators' perspectives. Challenges to overcome in the development of a successful sustainable local wine tourism industry include the need for expansion of the destination image to reflect the region's wine‐making history and scenic qualities; a shift towards independent high‐yield travellers; and reintroducing local produce in the mass tourism product. Before the ‘open-door’ policy doi moi, the Vietnamese government had monopolised all sectors of tourism in the country. In 1987, one year after the beginning of doi moi, the state issued the Law on Foreign Investment, which encouraged foreign direct investment (FDI) in Vietnam, especially in the tourism industry. This article examines the influence of the resulting influx of FDI on tourism accommodation patterns in Vietnam. A synopsis of policy and background of FDI in Vietnam accommodation is followed by an examination of developments, projects and experiences in this field since doi moi. The article then investigates the effects of FDI in Vietnam tourism accommodation on developments and practices in Vietnam's accommodation market, including the traditional state-owned accommodation sub-sector. The article integrates insights gained from interviews with operators of joint venture and state-owned hotels in Vietnam.  相似文献

The Global Financial Crisis (GFC) of 2008/2009 had a major impact on many small island states. In the case of Tuvalu, the GFC uncovered structural weaknesses in the national economy including the need to build alternative sources of income. Given the country's location and its rich marine resources, tourism is possibly the only new industry that has some capacity to generate new revenue streams. This article examines the problems that the country will face if it decides to pursue tourism and offers three options for tourism development including diving, ‘off the beaten track’ experiences and voyeuristic ‘last chance’ tourism. This study aims to provide a better understanding of Asia's low-cost carriers (LCCs) by empirically analysing their route entry patterns in Hong Kong. Two alternative models have been tested, namely a standard probit model and a generalized least squares estimation. Consistent findings from the two models suggest that LCCs in Asia have a preference for large markets with big populations, high incomes and high traffic volume. On the other hand, the dominance of incumbent full service airlines (FSAs), fierce route competition and the lack of secondary airports are not critical to the growth of LCCs. However, government regulations and airport access are main impediment factors. Despite the adoption of long-distance low-cost models by the region's airlines, geographic distance still plays an important role in LCCs' entry decisions. For the growth of low-cost travel and associated benefits in the tourism industry and overall economy, it is important for governments in the region to liberalize aviation markets, provide sufficient airport capacity, and promote efficient allocation of airport slots.  相似文献
