Resident attitudes are important in identifying the impact of tourism within communities and in determining local policy, planning and management responses for the development of tourism. Additionally, tourism policies established are vital for the marketing of cities, regions and countries. This paper examines tourism public policy, with particular reference to the importance of addressing host community interests and involving host communities in public policy decision making. It outlines a segmentation study undertaken on New Zealand residents' views on tourism and how these segments can be applied to tourism policy making.  相似文献

To maximize the benefits to stakeholders in Macao, the sustainability of Macao tourism was examined by assessing the economic, socio‐cultural and environmental impacts of tourism, visitor satisfaction and the level of community involvement in local tourism planning from 2002 to 2009, through the use of primary and secondary data. The results revealed that tourism did bring both positive and negative impacts to the community. Visitor satisfaction was found to be moderate. Channels for community participation in local tourism development were also lacking. The paper suggests that for sustainable tourism development, Macao needs to diversify away from its casino industry, to speed up the construction of the public transport system and to keep monitoring the environmental conditions, the students' drop‐out and crime rate and the locals' quality of life. More importantly, a master plan for its tourism development integrating all the key stakeholders' interests is urgently required. Copyright © 2011 John Wiley & Sons, Ltd.  相似文献

Community participation is crucial for successful heritage tourism and community development. Levels and ways of participation vary, depending on nature and context of heritage sites. This paper explores community participation in tourism at Mutianyu Great Wall, China. General positive perceptions toward World Heritage, tourism development and tourism impacts are held by different groups of the local community. Between‐group differences indicate that local opinions are influenced by different levels of impacts from and participation in tourism. Community members receive benefits with minimal participation in decision making. This study provokes reflections on community participation theory and management practices in the Chinese context. The 2003 SARS epidemic created a significant negative impact on tourism development in China. This paper reviews the effects on tourism of different short-term crises, analyses the effects of SARS and explores the possibility of tourism businesses being buffered from such short-term crisis and the possible new motivations derived from the crisis. Tourism’s lack of resistance but high resilience to short term crises provides tourism and regional planning challenges. These characteristics suggest diversification and partnerships can minimise community vulnerability to crises and rapid economic recovery is possible based on tourism’s resilient nature.  相似文献

This pioneering study explores the powerful mediating effect of community participation on both residents’ attitudes toward sustainable tourism development and their personal environmentally responsible behaviour. It establishes residents’ attitudes when the concept of sustainable tourism development is introduced, measures its influence on their participation in public affairs, and the importance of their own environmentally responsible behaviour. It explores the complex relationships between attitude, community participation, and environmentally responsible behaviour involved, using a survey of 362 residents from 5 eco-tourism communities in Taiwan. Results show that residents’ attitudes towards sustainable tourism development positively and significantly affect both community participation and environmentally responsible behaviour. The degree of residents’ community participation also positively affects environmentally responsible behaviour. Residents’ attitudes toward sustainable tourism development also directly affected environmentally responsible behaviour as well as indirectly affect behaviour via the mediator, “community participation”.

Five mechanisms are suggested to encourage these changes: (1) Institutions develop community sustainable tourism civic education, (2) cohesion and insight for consciousness events to promote sustainable tourism development attitudes, (3) lively public hearings should be encouraged to turn passive into active participation, (4) mechanisms for reporting environmental damage should be created, and (5) community environmental clean-up days should be held.  相似文献

Government’s role in tourism planning has shifted from control to consultation, and many governments have adopted economic planning that move the responsibility for investment in infrastructure from the public to the private sector. In Hong Kong, the government has not articulated a clear tourism policy to guide tourism development but continues to assume responsibility for significant tourism infrastructure investment. This paper considers the views of the private sector towards tourism planning in Hong Kong, which gravitate towards the need for a formalized planning. The tourism sector supports the interventionist policies that have been a characteristic of the government’s relationship to the tourism industry in the past, believes that the current approach to planning needs to be replaced by a formal planning process, and that there is a need to include community groups in the policy determination process. The insights gained from the case of Hong Kong may serve as a reference for other destinations.  相似文献

The paper presents a critique of tourism policy in London in the context of local environmental plans and central government policy for tourism and hotel development. Rationales for local authority tourism policies are assessed in relation to city‐level planning imperatives and local land‐use plan formulation. A comparative analysis of borough development plans and the treatment of tourism is based on a survey of London's 33 unitary authorities. The paper presents a World City case study of urban tourism from the position of the environmental planning process and in the light of the highly concentrated distribution of hotel provision and tourist activity in London. Many cities around the world have seen efforts to restructure the provision of public transport. While transit authorities as public agencies continue to deliver transit services in some cities, many others have privatised these services, have opened up the market to private operators or have outsourced them to newly founded subsidiaries. The situation is no different in Turkey, where new legislation was enacted in the 1980s enabling local authorities to establish corporate companies under their own agency, and to shift to them the entire responsibility for running certain public transport operations. The motivation is often to increase efficiency, productivity and profitability in these operations, although there is a risk that planning and operation may become fragmented under such organisational reforms, making it difficult to maintain coordination in planning and to ensure the provision of an integrated service. This paper analyses this organisational change in public transport in Turkey, focusing on the planning, operation and performance of urban rail systems in Ankara, Istanbul and Izmir.  相似文献

Local government has an important role in tourism planning and development but has been criticised for not being more proactive. Impediments to local government involvement in tourism planning and policy-making include lack of community interest; lack of resources; lack of appropriate research and information; lack of commitment to implementation; lack of co-ordination and communication; and lack of technical expertise. This paper argues that these impediments can be more accurately viewed as consequences of deeply embedded values, beliefs, ideas and perceptions about local government roles and responsibilities. The paper reviews the historical development of local government in New South Wales, Australia, with respect to tourism, and discusses the influence of institutional history on how tourism is dealt with in that state.  相似文献

The purpose of this paper is to investigate the reasons behind and the nature of the intervention of non-local levels of government in local land management and economic development to assist the development of major tourism facilities. Two examples are provided of government intervention, one from Japan and one from Australia, and they show how state intervention may both stimulate tourism development and distort local development planning policy. It is concluded that, although the contents and policies of local development plans are available and may be followed to some extent, in both systems major project decisions are taken out of the hands of local communities.  相似文献

‘This paper investigates collaborative management and planning among public organisations involved in urban heritage tourism. An exploratory case study has been applied, capturing urban heritage tourism development in Plovdiv, Bulgaria. The findings demonstrate a shared desire for further collaboration between the key public bodies involved, with limited existing and previous collaboration, beyond work that is the result of existing hierarchies. Collaboration is at an early stage, and many looked to the Local Authority to provide leadership in driving new initiatives. The private sector has a limited but increasing role in this. The French state, in its role as legislator, has sustained relations of production within the French economy because space can be selectively configured to promote economic, social, and environmental community goals. It tries to avoid that public value be held captive to private value or that developers bypass environmental legislation. In a country where the state is in the habit of regulating everything, it is not surprising that it should have taken charge of tourism projects. This paper will determine whether the relationship between public and private enterprise in tourism development in France, where the government has systematically encouraged such partnerships, has been successful. The paper will also show whether leadership provided by the public sector in areas not necessarily focused on tourism development is what helped push France among the most visited countries in the world. Decentralisation policy has driven the state to the backstage where it remains active to ensure the continued presence of France on the international scene. Although it is tempting to advocate a particular form of governance in supporting tourism development, most forms have evolved within specific contexts and would be resistant to radical transformations. A careful scrutiny of specific examples helps to illustrate possible effective changes.  相似文献

Public bicycle-sharing programmes (PBSPs) are experiencing enormous growth as an increasing number of cities worldwide are adopting the scheme. PBSPs are managed and operated by the private sector; by local community groups, including non-profit organisations (NPOs); and by local governments. In many Japanese cities where private bicycle sharing is high, the scale of PBSPs is relatively small, leading to challenges such as difficulty in securing funding and appointing operators. This paper proposes that NPOs may have the capacity to operate and effectively manage PBSPs in conjunction with other non-profit activities to promote community development. Using a case study approach and implementing a user perception survey, this study examines the experience of a small-scale, NPO-run PBSP in Kitakyushu City, Japan. Findings show that NPO management and operation added value to the PBSP. In addition, some users were interested in the PBSP beyond its role as a means of transport. These users tend to engage in local activities more frequently than other users. Finally, almost all of the users were satisfied with the bicycle-sharing service, regardless of their reasons for using the programme. The insights gained from these results may help improve small-scale PBSP implementation, policy, and planning, both in Japan and beyond.  相似文献

This paper is concerned with the role of stakeholder driven strategic planning as a contributor to the ultimate sustainability of tourism development. An initial literature review describes the evolution of theory related to three specific issues in the study of tourism – sustainability of tourism development as a desirable goal, stakeholder participation as a contributor to sustainability, and strategic planning as an appropriate framework within which stakeholder driven development activity can occur. The review concludes that these concepts are well supported in the literature, with little empirical evidence available on which to base any meaningful level of support. It is therefore argued that the value of these propositions may exist more strongly in theory than in practice. After discussing a number of factors which may negatively impact upon the practical implementation of these theoretical constructs, the paper proposes a quantitative instrument by which a specific tourism development planning process can be assessed for its conformity with desirable principles of sustainability in tourism development. Closing paragraphs indicate an intention to test this instrument across a variety of regional settings.  相似文献

The commodification of culture for tourism can result in fundamentally changing a community's structure. Focusing on one rural Atlantic Canadian community, this article examines the transformation of longstanding stable forms of human and social capital that have bonded a local community over two centuries, and in so doing helped to ensure sustainability. Transformations induced by tourism development may dramatically transform such cultures. To avoid corrosive transformation of local culture, careful management plans that protect community values must become the focal point of the plan. This paper discusses the commodification of the culture process as it has unfolded and transformed local culture in a case study rural community. Results of the study show that while local culture may be a community's most valuable asset, the commodification of local culture for tourism may, in reality, impede a community's efforts to achieve sustainability. Cultural-based tourism development invokes transformation, whereas the traditional community culture dies away while attempting to simultaneously create a new culture based on the icons of the traditional one. This may be described, metaphorically, as a death–rebirth-like process. This research suggests that conventional notions of cultural tourism as a means of community sustainability without regard for traditional practices and values may not be appropriate.  相似文献

Slow Food has gained considerable attention as a social movement trying to counteract increasing globalisation in eating habits and food production. Cittáslow, a network of towns, are working with qualitative local urban development, based on similar principles as Slow Food. The ‘slow’ movements could be expected to have influences on tourism development. This possible connection has been neglected in the scientific tourism literature. Based on a study in three Cittáslow towns in Northern Italy, this article concentrates on how destination development is conducted in a Cittáslow context, unveiling some contradictions between the commercial sides of tourism and the non-commercial ethos of the Cittáslow movement. The studied towns were involved in various efforts in the field of sustainable planning, thereby also improving destination specific resources and local identity. One example is their focus on ‘slow’ events, mainly based on local gastronomy. Tourism marketing was, however, only of secondary importance; which mirrors some scepticism towards mass tourism and commercialisation, and even against marketing as such. Despite this, the Cittáslow concept may have an indirect potential for tourism development by improving product development and increased visibility. This paper articulates the principles of sustainable development, sustainable tourism, and ecotourism, and their interrelationship, and explains the critical difference between growth and development, which are commonly confused. It discusses numerous activities during the course of the early 1990s, which arguably moved the government into a 'strong sustainability' mode, through its support of the principles of sustainable development, tourism, and ecotourism. The paper also briefly describes the reduction of government activities to support principles of sustainable development over the latter part of the decade, which moved the government to a weak sustainability mode. Supportive activities include integrated planning; cooperation and partnerships; public consultation; proactive research and education; environment protection and conservation; management of resources, impact and visitors; and green standards activities. The benefits for government support of principles of sustainability are briefly described.  相似文献
