This paper analyses the productivity of 20 Italian airports management companies during the period 2006–2008 using a DEA Malmquist index that includes a quality component. The proposed methodology is applied for the first time to the airport industry. In doing so, we directly assess the impact of the quality of services delivered by an airport on its productive performance. The study shows that, while Italian airports possess an acceptable level of quality in terms of their infrastructure, their managerial/administrative procedures must be strengthened in order to better deal with both technological modernization and passenger waiting time at the airports.  相似文献

In this paper we estimate the total factor productivity of UK airports using a Malmquist index. Productivity change is factored into an index of efficiency change and an index of technological change. Technological change is further decomposed into indexes that measure the bias in the production of outputs, the bias in the employment of inputs, and the magnitude of the shift in the production frontier. Airports are ranked according to their productivity change for the period 2000–2005. Economic implications are derived.  相似文献

This article evaluates the technical efficiency of toll companies, i.e., how toll companies perform relative to each other, their productivity, and whether toll companies improve their efficiency from one year to the next relative to the best performers. The rationale for this study is that Norwegian road toll companies have been criticized for not being as efficient as they should; it has been claimed that some have very large operational costs compared to their peers and hence are inefficient. The framework for analysis is Data Envelopment Analysis and its subsequent Malmquist Productivity indices. The data are from the accounting period of 2001–2004 and contain information on 18 companies. The results show that: (1) there is a potential for efficiency increases of about 14%, (2) there are economies of scale in the industry in that larger companies (as measured by number of lanes served) tend to be more efficient compared to smaller companies, and (3) there has been a productivity increase in the sector of about 1%, and this progress is due more to companies employing a newer and more effective method for collecting funds and less to improving efficiency from one year to the next. Finally, these findings suggest that the Norwegian road authorities should consider reorganizing the toll sector such that the inherent economies of scale are utilized.  相似文献

This paper analyses the relative efficiency and productivity of a representative sample of Portuguese hotels by using the directional distance function and the Luenberger productivity indicator. The key advantage of this approach is that both input contraction and output expansion are considered. The model generates hotel efficiency scores, ranking the hotels in the sample. We conclude that both inputs and outputs play a major role in hotel efficiency. Therefore, we suggest an alteration of management procedures in order to enable efficiency to be increased, based on an effective enhanced‐incentive policy and taking into account the small hotel characteristics of the sample. Using data envelopment analysis and the Malmquist productivity index, this paper studies productivity efficiency of various airlines in China after the Chinese government deregulated the aviation industry in 2005. The results show that the productivity efficiency of non-state-owned airlines improves rapidly and eventually exceeds state-owned airlines after the deregulation policy. Among the state-owned airlines, the productivity of the local airlines and their technical changes are better than those of the central airlines.  相似文献

In this paper, the productivities of Japanese airports over the period of 1987–2005 are analyzed using the Malmquist index, and technological bias is investigated. During this period, airports on average became less efficient and experienced technological regress. Our results indicate that the traditional growth accounting method, which assumes Hicks neutral technological change, is not appropriate for analyzing changes in productivity for Japanese airports.  相似文献

This paper studies the relationship between reliability (proxied by punctuality) and productivity in passenger railroad services. Increasing reliability may lower productivity, as it requires inputs, that can’t be used to produce outputs. The relationship between reliability and productivity also runs through other factors, in which case a positive relationship may be expected. We apply data envelopment analysis and the Malmquist index approach to a panel of seven European railway systems to explore this relationship. Our empirical results suggest that increasing reliability does not harm the productivity of railway operations and aiming to improve both may be a feasible strategy.  相似文献

The EU Environmental Noise Directive (END) requires member states to produce noise action plans for all major airports every five years. Using that data, this paper employs a directional distance function approach to estimate noise-oriented efficiency of 60 European airports between 2006 and 2011. Technical change is calculated using the Malmquist productivity index. The results indicate that European airports have improved their noise efficiency between 2006 and 2011, and some degree of convergence in noise performance across countries is seen. Larger aircraft size is linked to better noise performance. Inefficient airports would also benefit from more stringent night movement limits.  相似文献

This paper evaluates the airline productivity change by applying a modified global Malmquist productivity index (GMPI) model, incorporating both CO2 emissions and flight delays. Statistical inference is also performed on the GMPI results using the bootstrapping method. Empirical research was conducted on 15 international airlines during 2011-2017. The obtained results showed that the productivity of all airlines had been fluctuating and experienced a slight increase over 2011–2017. Most of these 15 airlines made more progress in managing punctuality than CO2 emissions. High punctuality policy may not be the best choice for all airlines when considering financial constraints, while airlines in more liberalized aviation markets are more likely to improve productivity by reducing flight delays. Efficiency change and technological change were the major driving factors for the growth of airline productivity. European and US airlines benefitted more from superior technology, while most Asian and Oceanian airlines still benefitted from the advantage of efficiency. In this paper, we present a nonparametric comparative efficiency analysis of 179 communal public transport bus companies in Germany (1990–2004). We apply both deterministic data envelopment analysis (DEA) and bootstrapping to test the robustness of our estimates and to test the hypothesis of global and individual constant returns to scale. We find that the average technical efficiency of German bus companies is relatively low. We observe that the industry appears to be characterized by increasing returns to scale for smaller companies. These results would imply increasing pressure on bus companies to restructure.  相似文献

The aim of this study is to evaluate the operating efficiency and productivity changes of the Greek airports, during the first years of the severe economic crisis in Greece (2010–2014), by using two methods: Data Envelopment Analysis (DEA) and Malmquist Productivity index (MPI). Findings have shown that, despite the dramatic effects of the economic crisis on the socio-economic life of the country, overall airport efficiency and productivity improved, mainly due to exogenous factors such as international tourism growth. The MPI reveals that over the period of the study, airports have experienced an annual average increase in total factor productivity (TFP) of 0.9% (an increase of 3.6% over the examined period). On examining the components of this productivity change, it becomes evident that this is due to the combination of both positive (a slight progress) annual average technology change (0.5%) and technical efficiency change (0.4%). The results also indicate that 65.8% of airports have an increase in average TFP during the period 2010–2014, ranging between 0.4% and 20%. However, as Greek airports operate at poor levels of efficiency, there is still considerable space for improvements in most of the airports.  相似文献

For the most part, airports are publicly or semi-publicly owned and operated with fixed assets. As such, airports have been often considered little more than infrastructure providers for airlines. However, as airports have begun to offer a variety of ancillary services including passenger transfers, re-fueling, parking, and shopping, they no longer play second fiddle to airlines. To come into their own, a growing number of airports realized their need to develop competitive strategies that can attract more air traffic and generate greater revenue. Such strategies start with the assessment of their competitiveness in terms of operating efficiencies relative to others. To help airport authorities identify major drivers for enhancing the airport operational efficiency and the subsequent competitiveness, this paper evaluates the comparative efficiencies of international airports for a multi-year period (2006–2011) using data envelopment analysis intended for dynamic benchmarking and Malmquist productivity index built on time-series analysis. Our study indicates that the productivity of an airport was influenced by exogenous factors such as shifts in government policies and technological advances rather than endogenous factors driven by improvements in managerial practices.  相似文献

This study tracked the static efficiency and dynamic productivity changes of 14 US airlines from 2006 to 2015. Moreover, we estimated the principal economic drivers of the environmental variables to increase the US domestic airlines' efficiency using the double bootstrap regression analysis. The major aspects of this study are as follows: First, network legacy carriers have the highest efficiency, whereas low-cost carriers are lowest. Nonetheless, network legacy carriers still have room to improve scale inefficiency. Second, the fluctuations in technical change, rather than in efficiency change, tended to have greater effect on the fluctuation of Malmquist productivity index for US domestic airlines. Third, M&A between US airlines have both positive and negative effects in terms of efficiency and economies of scale. Fourth, cost environmental factors have a negative effect on US airlines' efficiency, while revenue factor is a positive effect. The results of this study may help US airline industry practitioners to understand the US domestic airline environment from an operator's perspective.  相似文献

New Zealand's airport industry has experienced substantial growth over recent years, but few studies have analysed the operational efficiency of New Zealand airports. This paper aims to extend the study of Francis and Lyon (2007) by exploring the efficiency and productivity changes of New Zealand's major airports between 2010 and 2012, using slacks-based measure (SBM) model and the Malmquist productivity index (MPI). The findings suggested that the majority of New Zealand airports increased efficiency and productivity during the period under investigation, but should decrease scale of operations in order to operate at their most productive size. Decomposition of the MPI showed that most New Zealand airports experienced gains in efficiency but, in terms of technology, they have regressed. Four significant factors (i.e. airport hub status, airport operating hours, airport ownership, and the Rugby World Cup 2011) were identified by the Simar–Wilson bootstrapping regression analysis as explaining variations in airport efficiency. Importantly, the significant effect of the Rugby World Cup 2011 (a major sport tournament) on New Zealand's air transport demand and airports' efficiency has been demonstrated in this research.  相似文献

Bus Rapid Transit (BRT) is being implemented as a neoliberal project, but it creates contradictions that challenge the premise of neoliberalism. BRT projects are affordable rapid transit infrastructure, but they are also an impetus to restructure the urban bus sector in developing cities with informal mass transport. The dominant model of BRT implementation creates a market for bus service from large private companies where the government takes on the risk and brands the service as part of the city's attempt to be a ‘world class’ city that can attract mobile capital. However, BRT and the formalization of the bus sector can increase the power of urban residents by firmly putting transport in the public sphere; workers by increasing the incentives for collective action; and bus riders by prioritizing space for buses over cars. But these are only openings that require action to take advantage of the contradictions.  相似文献

Many studies have investigated the financial results and economic productivity of airlines but few have investigated the productivity or performance of airports, and how changes in the industry may have affected them. Most airports measure performance strictly in accounting terms by looking at only total costs and revenues and the resulting surpluses or deficits. Few utilize any type of productivity measure or performance indicator. This paper applies Data Envelopment Analysis to assess the performance of airports. It is used to construct performance indices on the basis of the multiple outputs which airports produce and the multiple inputs which they utilize. In particular we develop productivity measures for terminals and airside operations. The performance measures are then used in a second stage Tobit regression in which environmental, structural and managerial variables are included. The regression results provide a ‘net’ performance index and also identify which variables the managers have some control over and what the relative importance of each variable is in affecting performance. The data set contains a panel of 21 U.S. airports over a five-year period.  相似文献

This paper evaluates how port institutional reforms influenced efficiency gains between 1991 and 2004. We constructed a panel data for port ownership, corporate structure, and port inputs and outputs for 98 major world ports, and we implemented the Malmquist Productivity Index (MPI) model. The MPI provides efficiency measures for input combinations that allow for obtaining the outputs in the presence of institutional reforms, ownership changes, main agent problems, technological progress, efficient scale growth, and many other reasons for efficiency and the lack of it. The results illustrate that ownership restructuring contributed to total factor productivity gains. The restructuring induced optimized operation of container terminals, especially for large ports, as it allowed specialized private entities to concentrate on terminal operation and cargo handling services.  相似文献

This research compares the efficiency of holding business model to individual management model of airports, employing some robust non-parametric partial frontier-based methods to compare the statistical distributions of efficiency, under different scenarios, to find out which group of airports yields better global performance. The comparison between groups will follow a Malmquist index decomposition, which seems to be the most appropriate tool for within- and inter-group performance comparison. For this purpose, a sample of 145 airports from three continents is utilized. The results provide evidence that European airports are the most productive ones, and within this cluster, the individual management model presented a significant frontier shift with respect the holding cluster frontier, meaning that the former is much more productive than the latter.  相似文献

By applying data envelopment analysis (DEA) a two‐stage procedure is followed to evaluate the determinants of efficiency of a Portuguese public‐owned hotel chain, Enatur for the period 1999 to 2001. In the first stage the paper estimates the Malmquist index and breaks it down into technical efficiency and technological change. In the second stage, a Tobit econometric model, designed to relate efficiency scores, along with other managerial and contextual variables, is used to identify the efficiency drivers. This research explores the physical infrastructure and flight consolidation efficiency drivers of Eurasian airports regarding their infrastructure and movement productivity levels. A novel Fuzzy Double-Frontier Network DEA (FDFNDEA) model is proposed to investigate the relationship between desirable (freight and passenger turnovers) and undesirable (pollutant emission levels due to aircraft movements) outputs against the respective infrastructure usage, fuel consumed, and movements performed at each of the 23 Eurasian airports from 2000 to 2018. This balance between desirable and undesirable outputs emerges spatially and temporally due to the evolution of the airport system's productive resources at each one of the Eurasian countries over the period observed. Shannon's entropy is used as the cornerstone to quantify the input and output vagueness of this evolution in Triangular Fuzzy Numbers (TFN), thus allowing the accurate building of alternative optimistic and pessimistic double-frontier efficiency. Differently from previous research, Shannon's entropy is the key for measuring input and output vagueness levels in light of the maximal entropy principle. This principle states that the distribution that best represents the current state of knowledge is the one with largest entropy. Maximal entropy yields bias-free decision-making in the sense that the input/output distributional profiles for Eurasian airports contain the maximal possible heterogeneity, working as a robust or best/worst-case scenario against eventual unconsidered assumptions. Hence, optimistic and pessimistic Malmquist Productivity Indexes (MPI) for overall and each stage productivity results are subsequently regressed against contextual variables related to airport characteristics and regional socio-demographic and economic indicators of each Eurasian country using bootstrapped Cauchy regressions. The findings revealed the spatial heterogeneity of productivity factors and airport performance across Eurasia. Results also demonstrated the negative impact of income inequality and the positive impact of private participation on technological progression in the Eurasian airport industry.  相似文献
