For a given (current or planned) traffic demand, different air traffic management measures could result in different airport traffic complexity and efficiency. This paper presents the research on the relationship between airport traffic complexity and time and environmental efficiency for different air traffic control (ATC) tactics applied to the given or planned airport layout. Emphasis is placed on the evaluation of airport traffic complexity, aircraft fuel consumption, gas emissions and time efficiency for different ATC tactics and/or airport airfield layouts. For busy airports during peak hours, arrival queuing delays, taxi-in, taxi-out times and departure queuing delays increase, which induces additional unnecessary fuel consumption, gas emission and time inefficiency. In order to find a tool which could indicate potential delay generators, a measure of airport traffic complexity – called Dynamic Complexity is proposed. Experiments were performed for airports with different airfield layouts, for different traffic demands and ATC applied tactics using SIMMOD simulation model. Traffic situations were analyzed and delays were measured. The values of airport traffic complexity, fuel consumption and gas emissions were also determined. A comparative analysis of the results show: first, the proposed airport traffic complexity metric quite satisfactorily reflects the influence of traffic characteristics upon the environmental state of the system, and second, different ATM strategic and tactical measures (airport airfield infrastructure development and applied ATC tactics) could significantly reduce traffic complexity and increase time and environmental efficiency at the airport.  相似文献

This paper empirically studies the contribution of air transport to regional economic development in Germany. We find that the scale and direction of output effects of air services and airport infrastructure differ among airports. These differences are driven by ‘opportunity costs’ of airport capital and by positive output effects from air transport connectivity. We argue that the latter impacts potentially depend on traffic characteristics.  相似文献

The regionalization of air traffic in Central New England since 1995, shifting traffic from Boston to regional airports, has come about as a response to factors unique to that region within the US. However, the results of regional cooperation between airport operators and the concomitant regionalization of air traffic are applicable to any region that is trying to increase metropolitan airport capacity by making greater use of smaller, regional airports. These results include benefits for travelers, “spreading the burden” of airport neighbors, and replicating the costs and benefits of air travel over a greater area.  相似文献

With international air travels largely banned around the world amid the global COVID-19 pandemic, many gateway and hub airports have more ideal slots available for reallocation. Airport traffic recovery replaces airport congestion to become the primary challenge of major airports around the world. With the pandemic well controlled domestically in China, the government liberalizes the hub airport slots for those previously forbidden services to the small/regional airports. This paper thus analytically examines the effect of this slot liberalization. The government subsidy to the small airports has also been considered. It is found that the slot liberalization can speed up airport traffic recovery for both hub and small airports. The hub airport slot liberalization leads to a lower level of minimum subsidy to sustain the survival of the small airports. Given any fixed level of subsidy to the small airport, both the total airport traffic and social welfare would improve with the slot liberalization at the hub airport. When the government can adjust the level of subsidy after liberalizing the hub airport slots, the subsidy could be excessive, if the government emphasizes too much on airport traffic recovery. This would, however, harm the overall social welfare.  相似文献

Intercontinental air traffic is unevenly distributed between secondary European airports. While a few airports offer a remarkable number of long haul services, most non-hubs struggle to attract such flights. We discuss and test factors influencing secondary airport choice of long haul carriers. Results indicate that the economic power of the airport region has a significantly positive influence on long haul flight supply, while a sufficient runway length is only a condition sine qua non. Consequently, long runways at many secondary airports are underutilized and thus not economically viable.  相似文献

This paper examines the current capacity of the EU's airport infrastructure and the main factors determining that capacity. The nature and role of airport services are detailed. The determination of capacity is examined with discussion of the influence which air traffic control factors, demand characteristics, environmental conditions and engineering design will have on capacity. The methods used to assess delay are detailed along with extensive data sketching the current state of Europe's system of large airports and the extent of infrastructure congestion. The options available to policy makers to improve the management and organisation of capacity are set out and critically discussed.  相似文献

In this article we assess the growth impact of London Heathrow’s development constraints on other airports in the UK. To test the relationship we use a two-stage methodology yielding an estimate of a congestion spillover effect. Our data are passenger traffic from 1990 to 2012 containing both intercontinental and European air traffic. For intercontinental air traffic, our results show high congestion spillover effect between Heathrow and Gatwick airports, and significant but lesser effect to Stansted airport. We also find significant congestion spillover effects from Heathrow to the spatially more distant Manchester and Birmingham airports, showing the extensive spatial impact of Heathrow’s development constraints. For European air traffic, controlling for low-cost air carrier growth, only two airports show significant congestion spillover effects: Gatwick and London City Airports. Illustrating that low-cost carriers do not operate from Heathrow, so its limitations cannot affect the predominant low-cost air traffic in other airports. The novel methodology we present in this paper can be applied to congestion research in general to assess regional and modal spills within networks.  相似文献

This paper discusses how various aviation infrastructure service providers have dealt with the fall off in airline traffic following the terrorist attacks in the US on September 11th. It shows that these organizations have relatively high fixed costs and low incremental costs for providing services. As such, small changes in traffic have large impacts on revenue because revenues are generally proportional to activity. However, because of the high component of common and fixed costs, airport and ATS provider costs do not change in proportion to activity. When traffic declines, revenue shortfalls can arise because most airport and ATC systems operate on a simple cost recovery basis. The responses to the events of September 11th have also caused substantial increases in security costs. To the extent these costs are passed forward to system users, they will increase the price of travel and impact patronage further. Airlines also have substantial fixed capacity costs. The declines in traffic are often felt as an erosion of yields and fares as carriers seek to maintain traffic loads for the capacity they are going to operate. In general, the ability to pass along cost increases from providers to airlines or from airlines to passengers depends on relative supply and demand elasticities. Because infrastructure provision is often a monopoly, and the demand for airline services is price elastic, we suggest that most of the cost increases will be borne by the airlines. We also suggest that short-haul flights will be most severely impacted because the fees and taxes are a larger proportion of the fare for these flights. We also examine the extent to which additional infrastructure costs imposed on operators may exacerbate the downturn in their traffic.  相似文献

In this paper, we present an air transport connectivity model for air freight. For the purposes of this paper, connectivity is defined as all possible direct and indirect connections to or from an airport operated by wide-body aircraft, weighted for the quality of the connection in terms of transhipment and in-flight times. Using this model, we analyse the networks of seven European airports. Europe’s largest hub airports carry most air freight thanks to their extensive intercontinental passenger networks, while smaller airports with a strong focus on air freight carry large amounts of cargo on dedicated freighter aircraft. For air freight operations, the catchment area of an airport is much larger than it is for passenger services, as shipments are being trucked to their departure airport throughout all of mainland Europe. Since there are many airports sharing the same catchment area, potential competition for air freight is fierce. We found that well located regions between the four large European airports have access to large air freight networks, whilst regional air freight connectivity in northern and southern parts of Europe is substantially lower.  相似文献

Regional airports are often located very close to the urban area they serve and the increasing traffic rate that many of them have experienced in the last years has produced several impacts on the communities living close to the airport area, mainly aviation noise. If not properly managed, noise impacts produced by airport operations can cut down significantly the development of airport air traffic with direct effects on the economic and territorial systems. Aeronautical noise has greatly reduced in the last decade, due to aircraft design technological improvements and more severe regulations. However, the noise reduction during a single event does not make the issue of the airport location – and then the whole noise impact – less significant. This paper proposes an assessment process to evaluate the effects of actions adopted to reduce airport noise impacts on populated areas. Both airport-related factors – such as number of take-off; day-evening-night distributions of movements; aircraft type; flying paths – and land-use characteristics have been considered and combined in a density index that synthesizes the impacts of airport noise on the territory. The assessment process has been tested on a real case, the airport of Bologna in Northern Italy. The predicted results, compared with available real data for the test case, are significant and encourage the use of the proposed assessment process as decision support system for the airport management.  相似文献

Short-term airport congestion due to service peaks causes transitory peaks in demand for customer services and ground-handling processes. Efforts to maximize flight-specific revenues have been mitigated by the recognition of the excessive burden to the service processes caused by these busy periods. The costs of peak periods for one mid-size European airline at its main airport are examined. The case company can cut the costs of ground-handling processes by 30% by applying slightly different timetabling principles. In fact, by adjusting only a few flights during the morning rush hour the company could save up to a million euros annually. These results show the importance of estimating the total economic effects of service peaks also to the authorities and the providers of airport services. In future research, the revenue impacts of despoking should be considered in addition to total process costs.  相似文献

This paper explores insights about marginal airport costs that can be gained by analysing labour inputs and their variability. Based on hourly cost and traffic data for the airport of Helsinki, a multivariate time series approach is used incorporating correlated error terms to account for random shocks such as delays. We found for most airport services a linear relationship between labour input and aircraft movements, except for producing passenger services for international departing flights where a cubic cost relationship was estimated. The findings are comparable with earlier studies for US airports.  相似文献

In a context of ongoing debate about the future UK aviation policy and its implications for regional economic development, this paper discusses the role of London Heathrow and the South East airports in providing connectivity for the UK, with particular focus on the international markets that originate from regional UK airports. Using an MIDT dataset of worldwide passenger itineraries served by the European airport network during May 2013, we first establish whether London Heathrow can currently be considered the most important hub for the UK, in terms of traffic generation, connectivity, and centrality, while also measuring the dependence of UK regions on foreign airports and airlines to remain connected with the rest of the world. Results show that, despite the competition, London Heathrow benefits from its massive traffic generation to remain the most central gateway for overall UK air transport markets. However, when only regional markets are considered, significant dependence on foreign hubs appears in many destinations, particularly to Asia–Pacific or the BRIC countries where above 80% of passengers use transfer flights. These results fit nicely with the observed trends of seat de-concentration and hub-bypassing in the airline industry. While dependence on foreign hubs can be interpreted as a sign of vulnerability, there is also the argument that bypassing Heathrow allows regional airports to develop new markets and reduce the level of congestion in the London airport system.  相似文献

Airport capacity constraints are increasingly challenging the growth of air traffic. At the same time, decision-making about airport capacity investments is extremely complex, involving trade-offs. This paper’s objective is to optimise a privately owned airport system’s capacity investment decision in a city under demand uncertainty. Next to the investment size, our real options model incorporates the timing of the investment, as well as the cost of congestion. The results reveal that the larger a city’s initial airport capacity, the smaller its investment will relatively be and the lower the occupancy rate threshold at which investment will take place. We also show that, in case of a higher demand growth combined with more demand uncertainty, the city will benefit from a significantly larger investment, but made later at a higher occupancy rate. In this case, cities with a small initial capacity will sometimes even more than double current capacity. Higher airport charges and an increase in non-aeronautical revenues both lead to a later investment in more capacity, due to the increased project attractiveness. An increase in congestion costs results in a larger investment made earlier, in order to eliminate delays. Airport operational cost and capacity holding cost increases both lead to smaller investments.  相似文献

This paper uses a two-stage statistical model to estimate the block time of commercial passenger aircraft. The model considers many of the factors contributing to airport congestion and provides a basis for future development of multivariate statistical models of the flight operation process. The model is tested using 2 million US domestic flights by six airlines in 2004. Model analysis provided insight regarding the relative impact of weather conditions and airport utilization on block time. In particular, population, arrival time, airport utilization, ice, and the interaction of poor weather conditions and traffic were found to be significant predictors of block time.  相似文献

In this paper, we introduce the application of an integrated fuzzy multi-criteria decision-making (MCDM) model to mitigate airport congestion which affects the on-time performance of airlines, operational reputation of airports, and air travel experience of passengers. In a classical approach, when congestion occurs at the destination airport while the aircraft is en-route, an air traffic flow management action is prompted for implementation. In selecting the most suitable action in the event of airport congestion, the decision must reflect the multiple criteria nature of the problem as well as the uncertainty and vagueness associated with the decision-making process; thus, an integrated fuzzy MCDM is adopted. The applicability of the proposed approach is demonstrated in a case study at Ninoy Aquino International Airport. It is found that stakeholders of the commercial aviation industry favored to apply rerouting, among other actions, as this satisfies aviation safety as the most prioritized criterion.  相似文献

The Indian aviation industry has a vast potential to grow to cater to its population and commerce through developing air transport services to the regional airports. This paper examines the possible determinants of domestic air traffic demand in Indian regional airports serving below three million passengers per annum. Using multiple regression analysis, we find that distance to the nearest airport and accessibility of the airport significantly affect traffic volumes in regional airports. The paper examines the impact of removing the restrictions remaining in EU/US bilateral air service agreements, the major one relating to the air services between the US and the UK. These are dismantled under Stage I of the EU/US Open Skies agreement, which will automatically fall unless progress is made on the Stage II issues, especially reform of the US ownership and control rules. Previous evaluations of the likely impact of lifting these restrictions are reviewed, especially in relation to passengers and fares between the US and London. Such evaluations look optimistic given preliminary plans for the first summer season. Reasons why airlines prefer Heathrow to Gatwick are discussed before comparing US/London air service capacity for June 2008 with the previous June, with indications for a 5% increase in overall seat capacity and an 8% increase in flights. A net increase of seven daily flights is planned from Heathrow and Gatwick, not far in excess of normal market growth and no new non-stop routes will be introduced that had not already been operated from either UK airport. These changes are analysed in terms of US and UK airline responses, taking into account slot availability and cost. The seat capacity share of US carriers from both Heathrow and Gatwick advances by just over 2 percentage points to 40%.  相似文献

Soaring air traffic, increasing urban expansion and airports operating at full capacity are reasons that have caused a discussion about improvements in airport landside access systems. One approach to better match customer demands and address airport congestion is to facilitate the intermodal integration of airports. Building on a survey on intermodal passenger air transportation, we elaborate on the current and future situation at major airports. Our findings indicate a high modal concentration and dependence on individual access modes. However, while airport managers intend to reduce the share of these modes, they plan to increase that of high-occupancy airport access modes. We analyze the underlying motives that cause airports to extend their connections to surface infrastructure. In a case study, we assess an intermodal best practice solution for the integration of air and rail.  相似文献

The paper examines the influence of metropolitan characteristics in determining the locations of major air traffic markets in the US. In general, the likelihood of a major air passenger market locating in any given metropolitan area is primarily determined by the metropolitan area's population size and overall propensity for air travel. The study shows that on average, a major air passenger market has over 3 million people while a minor market has a population base of about 760,000. The propensity of a population to fly is mainly a function of a number of social and economic indicators, the most important of which was found to be employment in professional–scientific–technical services and management activities.  相似文献
