Participatory arrangements have become a popular way of addressing modern challenges of urban governance but in practice face several constraints and can trigger deep tensions. Facilitative leadership can play a crucial role in enabling collaboration among local stakeholders despite plural and often conflictual interests. Surprisingly, this style of leadership has received limited attention within debates linking urban governance and participatory democracy. We summarize the main insights of the literature on facilitative leadership and empirically develop them in the context of participatory urban governance by comparing recent participatory processes in two Italian cities. Whereas in one city facilitative leadership gradually emerged and successfully transformed a deep conflict into consensual proposals, in the other city, participatory planning further exacerbated pre‐existing antagonism, and local democratic culture was only later slowly reinvigorated through bottom‐up initiative. These diverging pathways explain how facilitative leadership is: (1) important for making things happen; (2) best understood as situated practices; (3) an emergent property of the practices and interactions of a number of local actors and (4) a democratic capacity for dealing with continuous challenges. Key to this style of leadership is understanding participatory urban governance as an ongoing democratic process.  相似文献

Collaborative governance has given rise to decision-making methodologies promoting democracy, inclusivity and transparency. This is exemplified by deliberative priority-setting (DPS) that blends cost-effectiveness analysis with stakeholder deliberation. Little is known however, about the facilitation challenges when ‘technical’ and ‘social’ elements are combined in a methodology. This paper investigates the facilitation challenges of implementing a DPS project within the English National Health Service (NHS). Our study examines the relationship between facilitation and the effectiveness of DPS processes, highlighting the importance of knowledge management as facilitators seek to translate technical information, to enhance the deliberative experience and promote legitimate decisions.  相似文献

Much of the urban studies literature on the London Olympics has focused on its social legacies and the top‐down nature of policy agendas. This article explores one element that has been less well covered — the contractual dynamics and delivery networks that have shaped infrastructure provision. Drawing on interviews and freedom of information requests, this article explores the mechanisms involved in the project's delivery and their implications for broader understandings of urban politics and policymaking. It assesses contemporary writings on regulatory capitalism, public–private networks and new contractual spaces to frame the empirical discussion. This article argues that the London Olympic model has been characterized by the prioritization of delivery over representative democracy. Democratic imperatives, such as those around sustainability and employment rights, have been institutionally re‐placed and converted into contractual requirements on firms. This form of state‐led privatization of the development process represents a new, and for some, potentially more effective mode of governance than those offered by traditional systems of regulation and management.  相似文献

Diverse recent literatures on ‘the hollow state’. ‘deliberative democracy’ and ‘governing without government’ are largely concerned with the workings of politics and public management under socio-political conditions of indeterminancy and fragmentation that are variously described as characteristics of high or late modernity (Giddens 1991) or, as some prefer to put it, of post-modernity (Fox and Miller 1995). This article, which reflects the author's interest in interdisciplinary forms of post-postmodern analysis that draw upon political science and sociology and social theory as well as administrative studies, examines a number of conceptual and empirical topics that, it is argued, are relevant to exploration of the thesis that postnational social milieux are steered via new forms of societal-cum-political governance that have largely replaced governmental institutions and processes of the kind associated with classical notions of the state, public administration and liberal democracy.  相似文献

This article analyses the creation of a normative framework for the democratic city during the regime change in Portugal in 1975—the answers that were given to the question, ‘What should a city be like in a democratic regime?’ While I critically discuss post‐democracy and its use of post‐foundational contributions, I review the post‐revolution Portuguese constitutional debate, contending that the call for democratization brought by urban popular organizations was answered with a political compromise that exchanged expectations of a participatory city for a commitment to a social rights city, enhanced with a promise of homeownership for urban popular segments. In light of this, in this article I question post‐democratic proposals, arguing that when this approach implicitly establishes equivalence between democracy and ‘the political’, it has difficulties in interpreting how the grammar of democracy is ‘organized’ in conflictual and contingent processes of democratic institutionalization. As an alternative, I contend that a critical debate concerning democracy and the urban must address how democratic expectations of emancipation have been translated into institutions and rights through interwoven and situated processes of politicization and depoliticization that allow both politicization of the urban and the production of consent .  相似文献

What is the relationship between top-down governance reform and place-based participatory and deliberative spaces? In this article I argue that in Toronto, an urban system of public participation and deliberation is intimately interwoven into partisan scalar restructuring processes, as well as enduring tensions over the ways and means by which the public can have authoritative input on solving local issues. Regardless of top-down political manoeuvring, the public mobilizes in various spaces across the city, but the urban system remains disconnected and geared towards triaging. This means that the public must work autonomously across the city and within the crevices of city processes, prioritizing how to make gains on issues that they feel are important. I discuss how to move beyond this by building on deliberative systems theory and findings from interviews with local city staff and residents, and through an analysis of public deputations at the official Special Committee on Governance. Ultimately, there is a need for spatially integrated opportunities for more people to come together and assemble in different ways. Some of these will align with autonomous activities, some are liminal and woven within institutional partners, and others are more about geographical bridge building.  相似文献

The relationship between urbanization and democratization remains under‐theorized and under‐researched. Radical urban theory has undergone a veritable normative turn, registered in debates about the right to the city, spatial justice and the just city, while critical conceptualizations of neoliberalism present ‘democracy’ as the preferred remedy for injustice. However, these lines of thought remain reluctant to venture too far down the path of political philosophy. The relationship between urban politics and the dynamics of democratization remains under‐theorized as a result. It is argued that this relationship can be usefully understood by drawing on lessons from avowedly normative styles of political theorizing, specifically post‐Habermasian strands of critical theory. Taking this tradition seriously helps one to notice that discussions of urbanization, democracy, injustice and rights in geography, urban studies and related fields invoke an implicit but unthematized democratic norm, that of all‐affected interests. In contemporary critical theory, this norm is conceptualized as a worldly register of political demands. It is argued that the conceptual disaggregation of component values of democracy undertaken through the ‘spatial turn’ in recent critical theory reorients the analysis of the democratic potentials of urban politics around the investigation of the multiple forms of agency which urbanized processes perform in generating, recognizing and acting upon issues of shared concern.  相似文献

Participation has recently been subject to renewed attention and critique in the context of neoliberal urban governance. This is especially relevant in countries where decentralization and democratization in the context of neoliberalism have led to increased promotion of local‐level participation. This article suggests that current critiques of participation's potential for democratic citizen engagement in a neoliberal context would benefit from further reflection on how participation is implemented in contexts, particularly the global South, where neoliberalism and democracy may be understood differently. Different ‘cultures of engagement’ in specific settings suggest that understandings and practices of participation draw on different traditions, including corporatism and self‐help. This article seeks to add to the debate by exploring the socio‐spatial consequences of participation structures in low‐income neighbourhoods in a provincial Mexican city. Based on qualitative research in two low‐income neighbourhoods in Xalapa, Mexico, it examines how the provisions of the local citizen‐participation framework compare with residents' experiences of it. Formalized conceptions of participation, framed as involvement in service provision, interact with and shape residents' activities in developing their neighbourhoods. This has consequences for urban development there, including the reflection and reproduction of social and spatial marginalization.  相似文献

This article introduces a new mode of urban entrepreneurialism in London through a study of the state‐executed, speculative development and financialization of public land. In response to an intensifying housing crisis and austerity‐imposed fiscal constraints, municipalities in London are devising entrepreneurial solutions to deliver more housing. Among these ‘solutions’ can be found the early signs of the state‐executed financialization of public housing in the UK with the use of speculative council‐owned special purpose vehicles (SPVs) that replace existing public housing stock with mixed‐tenure developments, creating ambiguous public/private tenancies that function as homes and the basis for liquid financial assets. Drawing together parallel literatures on the financialization of urban governance and housing, and combining these with original empirical research, we situate these developments in contrast to earlier modes of governance, identifying a distinct mode of entrepreneurial governance in London: financialized municipal entrepreneurialism. The local state is no longer merely the enabler—limited to providing strategic oversight of the private sector—but financializes its practice in a reimagined commercialized interventionism, as property speculator. This article concludes that while the architects of this new mode of entrepreneurialism extol the increased capacity and control it provides, any such gains must be set against longer‐term financial, democratic and political risks.  相似文献

The socio‐legal technology of licensing is one of the primary tools governments use to manage spaces and practices deemed risky or threatening to public order. Licensing requirements thus play a crucial role in shaping routine experiences in public space as well as the trajectories of emerging forms of public life. Yet licensing laws have largely been ignored in critical urban scholarship: too often concerned with the interpretation and critique of popular practices and public spaces, the mundane operations of urban governance are often left to practitioners and policy researchers. This article demonstrates how paying closer attention to licensure can provide valuable and unexpected insights into matters of social equality, urban amenity and economic opportunity. It does so through a comparative inquiry into practices of street food vending in New York City, Seattle, and Portland, Oregon. Drawing on ethnographic study and interviews, the article demonstrates how licensing can be involved in the production of quite peculiar and unjust geographies of practice, but also how shifts in popular culture can force a reconsideration of taken‐for‐ granted laws. In conclusion, it is argued that a focus on licensing offers a productive pathway for new forms of critical urban research and provides a potential point of leverage in efforts to configure better and more democratic forms of urban public life.  相似文献

In urban planning, inclusion is not necessarily achieved by increasing opportunities for deliberation between planners and residents, as power and exclusion reside in the process of deliberation, especially in the rigid spaces of formal planning hearings. Planners' professional jargon may remain inaccessible to residents, who grasp their living environment in terms of the flow of sensory and social interactions. So the framework of instrumental rationality may exclude softer, yet meaningful, local stories. What is needed in urban planning is a sensitivity for the plurality of these stories. In this article we propose that applied drama methods could provide a novel model for deliberative planning, in order to surpass the silo thinking of instrumental rationality, and ingrained, taken‐for‐granted concepts and identities, by artistic and affective means of argumentation. Furthermore, it seems that residents gain access to the embodied understanding of different trajectories of meaning making by playing the roles of other residents. Drama may provide a channel of expression that helps people move beyond the antagonistic posturing between stakeholders, as well as an empowering way to express the plurality of stories in neighbourhood spaces.  相似文献

Whether voluntary or mandatory in nature, most recent corporate governance codes of best practice assume that board structural independence, and the application by boards of outcome‐based incentive plans, are important boundary conditions for the enforcement of Chief Executive Officer (CEO) pay‐for‐firm‐performance; that is, for optimal contracting between owners and executive agents. We test this logic on a large Australian sample using a system Generalized Method of Moments (GMM) approach to dynamic panel data estimation. We find that Australian boards exhibiting best practice structural arrangements – those chaired by non‐executives and dominated by non‐executive directors at the full board and compensation committee levels – are no more adept at enforcing CEO pay‐for‐firm‐performance than are executive‐dominated boards. These findings suggest that policy makers' faith in incentive plans and the moderating influence of structural independence per se may be misplaced. Our findings also hold significant implications for corporate governance theory. Specifically, the findings lend further support to a contingency‐based understanding of board composition, reward choice and monitoring; an approach integrating the insights afforded by behavioural approaches to Agency Theory and by social‐cognitive and institutional understandings of director outlook, decision‐making and behaviour.  相似文献

Abstract This paper aims to establish systematic relationships between the two rapidly growing research streams on the socio‐economic determinants of happiness and health. Although they have been pursued quite independently by different communities of researchers, empirical evidence points to very similar underlying causal mechanisms. In particular, in both cases per capita income seems to play a major role only up to a very low threshold, beyond which relative income and other relational factors become crucial for happiness and health. On the basis of these structural analogies, we argue that a process of cross‐fertilisation between these two research streams would contribute to their development by clarifying the relationship between happiness, health and their determinants. Finally, we observe that the two literatures have converging policy implications: measures meant to reduce poverty and inequality and invest in social and environmental capital may improve both health and happiness of the individuals.  相似文献

For most urban areas, the challenges of adaptation are as urgent as those of mitigation. This is particularly the case where adaptive capacity is weak, particularly in low‐ and middle‐income countries, and the benefits of global mitigation in the short term will be experienced beyond 2050. A focus on adaptive capacity‐building in these vulnerable settings is imperative. Much of the emphasis in climate change since the early 1990s has been on basic science and how public policy should respond to it; less attention has been paid to the governance implications and connections with wider development processes. This article explores the governance challenges of adaptation in the Santiago Metropolitan Region. It points to weaknesses in the water and energy sectors, which have highly sectoral, horizontally unintegrated institutional structures and instruments that pose significant challenges for adaptation. Such cases point to the need to engage with both the wider planning concerns of existing development strategies and the basic elements of transdisciplinarity, finance and human capital‐building, in order to forge a more integrated adaptation response. Without an engagement with the governance issue and wider debates around metropolitan planning and socioeconomic development, it is unlikely the response will move beyond a limited physical infrastructure investment programme.  相似文献

Starting from current debates on ‘global suburbanism' and ‘postsuburbia', this article explores the changes that the former ‘urban periphery' of Zurich North has experienced in the last three decades. It mobilizes Henri Lefebvre's triadic concept of conceived, perceived and lived space in aid of an analysis of the profound urban transformations that can be observed. The construction of a new tramline serves as a guideline for an analysis of the implementation of new governance arrangements strengthening cross‐border cooperation between individual municipalities and new strategies of cooptation and expertise. This resulted in the production of new urban structures which led to a more densely woven and connected urban fabric primarily providing spaces for the headquarter economy and middle‐class housing. Concomitantly, great efforts have been made to create new public spaces, an urban image and even an urban atmosphere. These have proved at least partially successful, thus promoting a symbolic redefinition of the former urban periphery as a distinctively ‘urban' space. Conventional definitions and concepts no longer suffice to adequately understand such novel urban forms, leading to the conclusion that division into an ‘urban' and a ‘suburban' world is no longer a useful tool for urban analysis.  相似文献

Scholars in management and economics widely share the assumption that business firms focus on profits only, while it is the task of the state system to provide public goods. In this view business firms are conceived of as economic actors, and governments and their state agencies are considered the only political actors. We suggest that, under the conditions of globalization, the strict division of labour between private business and nation‐state governance does not hold any more. Many business firms have started to assume social and political responsibilities that go beyond legal requirements and fill the regulatory vacuum in global governance. Our review of the literature shows that there are a growing number of publications from various disciplines that propose a politicized concept of corporate social responsibility. We consider the implications of this new perspective for theorizing about the business firm, governance, and democracy.  相似文献

What characterizes the progress of civilization? We propose that it can be understood as expanding democratic principles in governance and economic affairs. In both cases, progress involves advance followed by retreat. Advances come from democratizing and de‐concentrating privileges. This counterbalances the opposing tendency towards monopolization. A two‐by‐two typology of privilege identifies four distinct categories: formal (state sanctioned) vs. informal (culture‐based) privileges on one axis, and efficient vs. inefficient privileges on the other. This matrix leads to a set of propositions that, taken together, should aid in understanding how to advance economic democracy and hinder concentration of economic power: 1) remove inefficient, formal privileges, 2) collect economic rents from efficient, formal privileges, and 3) recognize sovereign rights of individuals in economic activity (which leads to removing taxes on labor and savings). We define our core terms, provide examples to illustrate meaning, provide historic examples to illustrate the feasibility of our analysis, and analyze the dynamic implications of putting our propositions into action.  相似文献

Several literatures bearing on the democratic firm are reviewed, examining democratic governance, participative management, new forms of ownership and how these affect firm performance. The networking literature has burgeoned in recent years within a complex cross‐disciplinary field and particularly in economic geography and regional planning. Networks have been analysed both as organizational expressions of globalization, linked to claims about the rise of the network society, and as territorial and cultural systems of exchange. Concepts of networks and networking have been accepted as positive, and sometimes also as progressive or radical within both social science and policy discourses. In this article we analyse regionally embedded economic networks and the EU’s urban and regional policy networks as a new mode of administration, at a variety of spatial scales. Little attention has been paid to the theoretical implications of using the concept of network as a social metaphor or to the operation of actually existing networks, as a result of conceptualizing networks in ways that deny their constitutive inequalities, asymmetries and democratic deficits. This darker side has been pushed into the shadows by the rhetorical emphasis on the benefits claimed for networked organizational forms.  相似文献
