Abstract

This article critically discusses the almost mythical conception of voluntary and ‘grass-roots’ organizations as problem solvers in current welfare policy – a myth, which over the last twenty years has become increasingly dominant in social policy programmes in advanced liberal welfare states. In particular, the article examines the assumption that voluntary and local organizations are permeated by a different rationality that enables human beings to act as ‘real humans’ rather than as professionals and clients – a rationality which is, however, permanently at risk of being contaminated by bureaucratic influence. It is demonstrated that among the conditions of possibility for this discourse are explanatory models and concepts in modern organizational theory and in voluntary sector studies. The article argues that the conceptualizations of power, rationality and social change dominant in these studies are unsatisfactory. Instead, it applies a Foucauldian approach to the domain of drug addiction treatment, analysing a social work ‘regime’ that transgresses the traditional boundaries between state and voluntary sector.  相似文献

ABSTRACT

In this article, we argue that there is a need to theorize the relationship between entrepreneurship and the political beyond the currently dominant neo-liberal and emancipatory narrative by turning to an onto-political conception of entrepreneurship based on the processes of entrepreneurial experimentation. In entrepreneurship studies, the relevance and the potential of experimentation for shaping new organizational realities has only been explored marginally. Through re-reading the thinking on ‘experimental systems’ by the science historian Hans-Jörg Rheinberger and connecting it to Annemarie Mol’s notion of ‘ontological politics’, we develop a conceptual framework for entrepreneurial experimentation which we document with the illustration of an art enterprise. The framework that we propose focuses on the interwoven embodied, material and processual dynamics of entrepreneurial experimentation and reframes entrepreneurial world-making as a speculative process driven by material reconfigurations and bodily connections. As a consequence, we argue that this model is able to emphasize the intricate political dimension inscribed in processes of entrepreneurial experimentation through their onto-political force of reconfiguring systems of ‘self-others-things’. Furthermore, the model highlights that this capacity of ‘world-making’ cannot be realized without articulating the tensions and resistances that entrepreneurial endeavours often need to navigate and negotiate while reconfiguring and challenging dominant socio-material orders.  相似文献

This interventions essay deploys the notion of the (non)urban human to address the conundrums associated with identifying spaces, operations and entities outside of urbanization's planetary encompassment. In the piece, the objective of which is to call for a programme of prospective research collaborations, it seeks to explore domains of intersection among that which appears ‘left out’ of urbanization's purported advantages, that whose time has yet to come, and forms of the human that exceed the possibilities of self-reflexive consciousness and free will. The essay draws upon the temporalities, rhythms, spatial arrangements and sensoria generated through histories of blackness and ‘natural worlds’ and their interactions, to posit extensionality—a dispersal of bodies and their capacities into more reciprocal and mutual enactments with the earthly surrounds—as a generative by-product of extended urbanization.  相似文献

Abstract

Multinational enterprises (MNEs) have increasingly entered markets in less developed regions of the world afflicted with weak institutions and political conflict. Some are characterised by ‘extreme’ cases of institutional voids and terrorism, creating a hostile environment for the organisation and its people. This in-depth qualitative study of a service company, a European telecommunications joint venture in Afghanistan, seeks to shed light and build theory on the human resource management (HRM) dimension of managerial learning and knowledge acquisition in hostile environments, as part of the MNE’s organisational learning process. Specifically, we investigate how knowledge gaps can be addressed through supportive HR practices, and how knowledge classified as ‘rare’ can be captured and leveraged through HR interventions such as debriefing. We stipulate that HR practices and interventions adapted to hostile environments, together with expatriate willingness to learn and share new knowledge, play a critical role in the creation, capturing and leveraging of rare knowledge for subsequent use by the MNE in other hostile locations. The study has implications for international HRM and organisational resilience, under the proposition that competitive advantage can be gained through exploitation of rare knowledge acquired in hostile environments.  相似文献

This essay examines how the contemporary city is being redefined as a fundamental crucible in which new and emerging modes of cultural capital are being forged. Drawing inspiration from the links Bourdieu draws between physical and social space, we use comprehensive quantitative surveys from Belgium and the UK to explore the accelerating interplay between large urban centres and the generation of ‘cosmopolitan cultural capital’. We show a close association between urban sites and the location of residents with new kinds of emerging cultural capital. This appreciation allows us to understand the increasing prominence of large metropolitan centres, which stand in growing tension with their suburban and rural hinterlands. This process is simultaneously cultural, economic, social and political and marks a remaking of the nature of cultural hierarchy and cultural capital itself, away from the older model of the Kantian aesthetic, as elaborated by Bourdieu in Distinction, which venerates a ‘highbrow’ aesthetic removed from everyday life, towards ‘emerging’ forms of cultural capital that valorize activity, engagement and intense forms of contemporary cultural activity.  相似文献

Abstract

Drawing upon interview data from three case study organizations, we examine the role of middle managers in UK public service reform. Using theory fragments from organizational ecology and role theory, we develop three role archetypes that middle managers might be enacting. We find that rather than wholesale enactment of a ‘change agent’ role, middle managers are balancing three predominant, but often conflicting, change-related roles: as ‘government agent’, ‘diplomat administrator’ and, less convincingly, ‘entrepreneurial leader’. Central government targets are becoming the main preoccupation for middle managers across many public services and they represent a dominant constraint on allowing ‘managers to manage’.  相似文献

Abstract

This article suggests a framework to study service delivery networks that draws on the theories of collaboration, co-production, and networks combined. We introduce four dimensions of co-production under ‘coproduction-oriented collaborations’. This framework allows us to ‘zoom in and zoom out’ when we study networks. Using the case method approach, the framework is applied to analyse four networks in Singapore. Findings suggest that network process, network structure, and characteristics of actors are crucial to a network’s performance and coproduction’s effectiveness. This article also offers implications for practice that in certain contexts the usage of these concepts is for managerial effectiveness and not for enhancing democratic values.  相似文献

Abstract

In public service provision, citizens are conventionally reactive, portrayed as ‘users’, ‘customers’, ‘co-producers’, or ‘participators.’ Occasionally, following dissatisfaction, citizens themselves proactively create alternative services, namely, entrepreneurial exit (EE). Laymen then become providers of previously governmental professional services. Drawing upon six EE manifestations, findings suggest that if the newly-introduced service gains social acceptance, existing provision may change in one of the three modes: (a) First-order incremental change, legitimization of EE as an alternative service provision; (b) Second-order participative change, increased public participation in service provision fostered by EE; and (c) Third-order reformative change, existing service provision is reformed to satisfy citizens’ demands.  相似文献

Abstract

This article adds to research on the regulation of standards of conduct in public administration. Specifically, it analyses attempts made during Siim Kallas’ mandate (2004–2009), to change the European Commission's approach to managing ethics, from a focus on control (inherited from the Kinnock reforms) to a ‘modern’ style based on guidance and shared values. Findings suggest that administrative practice fell short of delivering the change suggested by official discourse. The case of the Commission illustrates the practical challenges of operating shifts in organizational ethics management, and draws attention to the influence of the historical and political context of the reforms. The article uses a qualitative methodology, combining document analysis and in-depth interviews with ethics experts in the European Commission.  相似文献

Abstract

This essay is intended as a self-reflective, auto-critique of the ‘social accounting community’. The essay is directed at the academic community of accountants concerned with social accounting. This `community' is predominantly concerned with English language accounting journals and is preoccupied with the social and environmental practices of the larger private sector organisations. The essay is motivated by a concern over our responsibilities as academics in a world in crisis and a concern that social accounting is losing its energy and revolutionary zeal. This community's social accounting endeavours have taken place in almost complete ignorance of the activities and developments in non accounting communities and, in particular, developments in the public and third sectors. The essay reaches out to the public and third sector work and literature as an illustration of one of the ways in which ‘our’ social accounting can try to prevent itself from becoming moribund.  相似文献

Abstract

Recent literature on lesbian, gay, bisexual and transgender (LGBT) expatriates has largely taken an employee perspective. Less attention has been devoted to organizational mechanisms supporting LGBT voice opportunities for global mobility. In this study, we use respondent data from 15 LGBT employees in combination with data from five global mobility managers to examine the role of Employee Resource Groups. Using the depth, scope and level of voice to frame the study in relation to stereotype threat theory, the findings show that discrimination and stigmatization are prevalent features affecting voice. The findings advance three distinct contributions concerning marginalized (LGBT) employee voices about expatriation: the importance of ‘informal’ social dialogue, the shallow ‘depth’ to voice decision-making roles about LGBT expatriation, and a consideration of ‘silence’ in voice literatures.  相似文献

This essay considers the relevance of The City and the Grassroots to contemporary debates within critical urban analysis. It argues that the book addresses many of the same empirical topics as more recent scholarship, but that shifts in the kinds of questions asked about those topics may make the book seem less relevant to contemporary debates. In particular, Castells’ attempt to abstract from local experience to understand the process of political and social change in something specifically ‘urban’ may be at odds with the goals of contemporary research and of researchers outside Europe, many of whom attempt to provide a differentiated analysis attuned to context and the positionality of agents within social movements. So, while the book makes important contributions to theoretical and empirical arguments because of its deep and rich comparative analysis, intellectual debates and approaches over the past 20 years may have shifted focus.  相似文献

A significant proportion of authors of green business texts proposes that managers should be the instigators and guardians of a societal change towards sustainable development. There is the notion of managerial duty towards the environment. This paper attempts to unravel the implications of this call for managerial eco‐heroism. The reason that this unravelling is important is that there is a growing body of evidence suggesting that win–win situations – the ‘low hanging fruit’ – are progressively becoming less apparent for many firms. This implies a conflict between profitability and environmental performance. This translates into a (perhaps familiar) scenario for business: one greener option is more expensive, and the financial gains associated with it are insufficient to justify it on the grounds of profitability – ‘going green’ then means losing potential profits. A neoclassical and a socio‐economic perspective are provided as foundations for managerial reasoning. Even though the corporate social responsibility debate is not resolved, it is nonetheless of importance, not least because environmentally proactive managers might intend to increase social well‐being but actually reduce it through their green decision‐making. In Monterrey, third city of Mexico, there exists one of the most important urban social movements in the world: the ‘posesionarios’ of the ‘colonias proletarias’. Quantitatively: they number 100 000 in a city of 1 600 000. Qualitatively: they are ideologically radical, politically conscious and realistic, mostly based on political self-reliance. A short stay within the movement has permitted the author to grasp some non-confidential information that should be disseminated as one of the most interesting experiences of recent urban struggles in Latin America.  相似文献

Little theory development has been done that accounts for the changes in the forms, actors and contexts of careers that we currently can see. Looking at careers from a ‘grand’ and unified theoretical perspective has a number of advantages. In particular, grand social theories allow the link between a well-elaborated and differentiated framework for social phenomena and for careers. Moreover, looking at careers from a unified perspective allows discussion of the great variety of aspects to careers in a single theoretical language. Based on the work of French sociologist Pierre Bourdieu, this paper focuses on social fields as one major element of an effort towards a more comprehensive theoretical framework for professional and managerial careers. In particular, it discusses the constituting characteristics of career fields as social fields and the application of this concept to work-related careers. Rather than adopting or adapting a specific theory in order to illuminate a specific national context, this paper, by using Bourdieu's concepts, proposes a framework to illuminate particular aspects sometimes not sufficiently stressed by recent – and more especially Anglo-Saxon – career research. Avoiding a choice between objective or subjective career and macro- or micro-perspective, it allows the strengthening or re-introduction of themes like multi-level analysis, simultaneous actionstructure view, combining ‘objective’ and ‘subjective’ perspectives, power distribution, social hierarchy and thus social inequalities into career research.  相似文献

The role of trade unions in the social shaping of digital technologies is a vital question for research, public policy and social justice. This article draws on interviews with two unions in the grocery retail sector in the United Kingdom and Norway, and examines their involvement in technology decisions, and whether they can shape better outcomes for workers. By comparing a ‘neo-liberal’ economy and a ‘Nordic welfare state’, the article considers whether stronger institutional power and regulatory supports in Norway provide for greater influence in a sector regarded as challenging for unions. The findings indicate relatively few country differences and help shed light on the factors that enable and constrain unions’ role in digitalisation.  相似文献

The benefits of strategically balancing exploitation and exploration are well documented in the literature. Nonetheless, many firms tend to overemphasize exploitation efforts, a situation commonly referred to as the ‘success trap’. Previous studies have attributed this behaviour to managerial incompetence or myopia. However, some management teams appear to adequately recognize the exploration need, while not being able to bring about the required strategic change. We draw on system dynamics modelling to investigate this phenomenon. A simulation model is developed and then the behaviour of a selected firm is replicated to uncover the underlying processes. As such, we develop a process theory of the success trap at the managerial level, coined the ‘suppression process’. This process theory describes and explains how the interplay between top managers, board members, and exploitation–exploration activities can trap the firm in the suppression of exploration.  相似文献

Abstract

This article seeks to evaluate the effects of organizational context and teamworking activities on the performance outcomes of public sector workers. Ability, Motivation and Opportunity (AMO) theory is used as the basis of this study in which it is predicted that employees' ability, motivation and opportunities to participate will affect organizational performance. Procter and Mueller's (2000) framework is used to identify relevant HR contextual features, namely discretionary rewards, appraisal, training and development, industrial relations and organizational culture. Data based on the 2003 Local Government Workplace Survey (N = 3,165) were used to test six research hypotheses and related sub-hypotheses. The findings show that individually, the effects of organizational context and teamworking activities were as hypothesized and consistent with AMO theory. However, the interaction effects were far less pronounced in that they were either non-significant or negative, with the exception of the interaction term teamworking X appraisal, which positively predicted organizational commitment. However, the teamworking X appraisal interaction also led to increased stress, something we consider to be a ‘sting in the tail’ for workers. Thus we argue that even though the interaction effects of teamworking and organizational context are minimal, the individual effects contribute to enhanced worker attitudes and perceived organizational performance.  相似文献

This essay offers a reflexive return to two research projects to demonstrate the value of Bourdieu's emphasis on the symbolic for the analysis of contemporary urban transformation. Bourdieu's insistence that we track the social genesis and diffusion of spatial categories of thought and action directs us to the empirical study of the struggles between agents and organizations that promote and/or oppose these categories, as well as the political, economic and other interests animating the agents. A retracing of the parallel invention of the ‘at‐risk neighborhood’ (quartier sensible) coined for and targeted by French urban policy since the late 1980s and the emergence of ‘historic’ or ‘diverse’ neighborhoods touted by gentrifying residents, cultural organizations and real estate agents in the United States since the 1960s challenges misleading oppositions between materiality and representations that often underpin and cramp urban research.  相似文献

This article examines the influence of Anthony Giddens on recent work in management studies, especially the contribution of his structurationist perspective to understanding managerial agency. A citation analysis and discussion of prominent exponents such as Ranson et al. (1980), Andrew Pettigrew and Hugh Willmot, concludes that Giddens’influence is substantial but lopsided. Giddens’concern for the intersection and tension between different social systems has been particularly neglected. Drawing on the insights of current ‘institutionalist’studies of societal influences on organizations, the article builds a structurationist account of managerial agency that is founded on the contradictions within and between different social systems. The article ends by considering the implications of this structurationist account for current concerns with managerial leadership, organizational symbolism and strategic choice.  相似文献
