加强海事声像档案管理工作

本文通过对2003年以来部分渔民人身伤亡赔偿案件执行情况的调查,以一份研究报告的形式对这类执行案件难以执结的原因进行了分析,指出了建立完善我国政策性渔业保险制度是解决这类案件执行难的根本途径。通过介绍日本渔业保险制度的基本情况,分析其值得借鉴的主要特点,从促进海事执行的角度为我国建立健全政策性渔业保险制度,推行"渔船船东雇主责任强制险",以切实保障广大渔民的生产生活和海事执行案件当事人的合法权益提出了几点建议。     

浅析我国海事行政许可制度的完善

海事行政许可是海事行政管理的重要手段之一,在海事管理中经常运用。行政许可法圩2004年7月1日实施,但行政许可存在一些具体的问题不可能在《行政许可法》中一揽子解决,在海事行政许可方面还存在着一些需要解决的问题,应进一步完善我国海事行政许可制度。

Maritime businesses: volatile stock prices and market valuation inefficiencies

This paper examines 12 maritime equity price series for behavioral stability and efficient market pricing for the 1989–2002 period. Five self-affine fractal analysis techniques for estimating the Hurst exponent, Mandelbrot–Lévy characteristic exponent, and fractal dimension are employed to explore the price series fractal properties. Techniques employed are rescaled-range analysis, power-spectral density analysis, roughness–length analysis, the variogram or structure function method, and wavelet analysis. Formal hypothesis tests provide evidence of a change in market behavior between the 1989–1994 and 1995–2002 periods. Hypothesis tests also provide evidence against efficient valuation of the maritime businesses sampled, supporting the multifractal model of asset returns (MMAR), and disconfirming the weak form of the Efficient Market Hypothesis (EMH). Strong evidence is presented for antipersistence of some maritime equities in the sample, suggesting market participants habitually overreact to new information, and never learn not to. An important implication of this finding is that financial derivatives based on the sampled equities cannot be efficiently priced.     

The influence of supply chain collaboration on collaborative advantage and port performance in maritime logistics

Although many academics and practitioners in the maritime industry have recognised the importance of supply chain collaboration (SCC) between ports and port users, there is still a lack of empirical work on this issue. This work empirically investigates the association between SCC, collaborative advantage and port performance in a maritime logistics context. Data were collected via a web-based questionnaire survey which engaged 178 responses from maritime logistics firms in South Korea. Hypotheses were tested by using structural equation modelling, following a hierarchical analysis process. The results confirm that SCC has positive impacts on collaborative advantage, which in turn helps to improve port performance. The finding indicates that collaborative advantage has a full mediation effect on the link SCC-port performance. This work invites managers to recognise the positive outcomes of inter-organisational SCC practices in enhancing collaborative advantage and port performance within port supply chain.     

Drug testing in the transportation industry: The maritime case

The maritime industry provides an interesting case study of the design and implementation of drug-testing programs in the transportation industry during the 1980s. It is clear that such programs were designed and implemented less because of empirical evidence of safety problems than for political reasons. The results in the maritime industry are indicative of a program that is expensive to operate, intrusive with regard to employee privacy, and which will have little or no impact on safety. Focusing such programs on the issue of impairment rather than on the issue of drug usage per se is likely to improve the outcome of the programs. Although, despite common belief, there is little evidence that drug usage or the “drug problem” in U.S. society as a whole had gotten worse in the preceding years (Schonsheck, 1989, 250–251).     

Sustainability among Norwegian maritime firms: Green strategy and innovation as mediators of long-term orientation and emission reduction

This study investigates the relationships between emission reduction, long-term orientation, green strategy, and green innovation among maritime vessel-owning firms of various sizes in the Norwegian maritime sector. A change from the utilization of fossil fuels and move toward more sustainable sources of energy demand substantial financial investments and behavioral changes but are fundamental to preventing further climate change. This study examines the greening of the Norwegian fleet through a structural equation model based upon 246 survey responses. Although our model does not show a significant direct relationship between long-term orientation and emission reductions, we do find that long-term orientation is indirectly related to emission reductions because of its relationships with green strategy and green innovation. Moreover, as mediators, green innovation and green strategy share direct associations with firms' reductions of greenhouse gases and environmentally harmful emissions. Implications for practitioners and policy makers are proposed.     

基于模糊层次法的飞行员CRM培训效果评估

随着航空部门对飞行员CRM培训工作的重视程度和投入力度的加大,如何科学、合理地评价飞行员CRM培训效果为培训管理部门所关注。基于Kirkpatrick四层次培训评估模型,并结合飞行员培训工作的特点,从反应层、学习层、行为层以及结果层四个方面建立飞行员CRM培训评估指标体系,并采取模糊层次综合评价法进行计算。最后以某飞行学院的问卷调查数据作为案例,验证了构建的培训效果评估指标体系以及评估方法的合理性。

关中西部农村环境质量现状及发展

本文通过对各个农村试点村庄3年来调查资料的汇总,参阅了其他相关资料,并对连续三年试点村庄各类环境监测数据进行综合统计和分析,以争取对关中西部的农村地区整体生态现状有一个较科学的判定。针对这些现状提出一些合理和可行性建议,以达到改善农村环境质量的目的。
