We examine the consequences when the public is unsure about the ability of governments to foresee the effects of decisions. Governments with much information should invest either immediately or never. Governments that are not well informed should wait for better information. But since governments want to signal their abilities to solve problems, we observe rash decisions and problems are portrayed as crises. We also show that excessive delay can occur. Delay or rush occur even if there is very little uncertainty about abilities of governments. We discuss three institutional rules to alleviate the rush and delay bias: Limiting expenditures before elections, experimental clauses or money burning.  相似文献

This article applies a variant of game theory to the Pareto multi-value problematique, that is situations where members of a group, community or society are faced with alternative allocations, institutional arrangements, or states of the world and may collectively choose an allocation, institutional arrangement or state of the world if they can agree on it. This type of multiple value decision situation is increasingly prevalent not only on the level of societal and political issues but on the level of many enterprises, particularly those advocating corporate social responsibility. Because actors hold and apply values from different perspectives, there are potential contradictory value judgments and incompatible equilibria. In a world of contradiction, incommensurability, and disequilibrium, to what extent can conflicts be resolved and social equilibrium accomplished? Force works but it is inherently unstable. Drawing on an extension of classical game theory, generalized game theory (GGT), this article addresses the multi-value problematique in terms of collective “resolution procedures.” These regulative procedures—or social algorithms—are applied to problems of conflict and suboptimality in a multiple value world such as Pareto envisioned. This paper (the first of two) outlines key elements of GGT, defines the Pareto multi-value problematique, pointing out several of the critical weaknesses, theoretical as well as empirical, of the Pareto approach. GGT is then applied in defining and analyzing several major procedures to realize improvements in a multi-value world characterized by conflict and sub-optimality. A second article conceptualizes a complex of societal games making up a social system with 2-phase multi-level game processes; it applies the conceptualization to the different societal procedures for multi-value choice under conditions of conflict. Procedures such as democratic voting, adjudication and administrative decision-making, and multi-lateral negotiation are capable of producing outcomes that in many cases are widely accepted as legitimate and become social equilibria (at least within some range of conditions). These procedures and the conditions for their activation and implementation are modelled and explicated through a generalized game approach.  相似文献

We provide new results for two-stage games in which firms make capacity investments when demand is uncertain, then, when demand is realized, compete in prices. We consider games with demand rationing schemes ranging from efficient to proportional rationing. In all cases, there is a subgame perfect equilibrium outcome coinciding with the outcome of the Cournot game with demand uncertainty if and only if (i) the fluctuation in absolute market size is small relative to the cost of capacity, or (ii) uncertainty is such that with high probability the market demand is very large and with the remaining probability the market demand is extremely small. Otherwise, equilibria involve mixed strategies. Further, we show under efficient rationing that condition (i) is sufficient for the unique equilibrium outcome to be an equilibrium outcome of the Cournot game with demand uncertainty.  相似文献

We study a tug-of-war game between two players using the lottery contest success function (CSF) and a quadratic cost (of effort) function. We construct a pure strategy symmetric Markov perfect equilibrium of this game, show that it is unique, and provide closed-form solutions for equilibrium strategies and values. In stark contrast to a model of tug-of-war with an all-pay auction CSF, players exert positive efforts until the very last battle in this equilibrium. We deliver a set of empirically appealing results on effort dynamics.  相似文献

China has achieved phenomenal economic growth in an institutional environment that defies conventional economic rationales. Researchers offer different theories to explain this puzzle. But so far, due to the lack of data, little effort has been made to test these theories at the firm level. We develop a framework of endogenous institutional change to explain this puzzle and we test our framework with firm-level data. We argue that the decentralization from the central to the local governments and from government to firms are the driving forces behind China's institutional changes that have shaped the roles of government and market, which in turn significantly affect firm performance. We then submit our theory to a vigorous empirical test using data from China's industrial census, covering all 2000 counties and over 500 manufacturing industries. The test shows that two results of decentralization, the involvement of low-level governments in business and the process of privatization, positively affect firm performance.  相似文献

In this paper we explore the determination of the sequencing of wage bargains in an institutional structure consisting of a single firm employing two unions, under two alternative assumptions about the nature of feasible contracts. If contingent contracts are prohibitively costly, we find that the unions prefer to lead in the negotiations process if the labor inputs are substitutes and follow if they are complements, while the firm is indifferent. If contingent contracts are permitted, both unions prefer to lead, while the firm prefers to negotiate first with the weaker union.  相似文献

This paper analyzes whether vertical integration between firms and suppliers encourages governments to behave as leaders in environmental policies. To study this issue, we consider transboundary pollution and two countries, with one firm in each country. We find that whether governments prefer to be leaders or followers in environmental taxes depends on two factors: whether firms are vertically integrated or not and the degree to which environmental pollution spills over to trading partners. When this overspill takes an intermediate value, taxes are set sequentially under vertical integration, but they are set simultaneously without it.  相似文献

A mixed duopoly setting is examined where a private non‐profit firm (NPO) competes with a private profit‐maximizer. The NPO's stakeholders select a contract for their managers. A novel NPO objective function is utilized which takes into account all the likely returns to the NPO's stakeholders (NPO profits and the surplus accruing to the NPO stakeholders) in such a commercial setting. In sub‐game perfect equilibria, it is shown that the NPO's managers generally will not be given the NPO's true objective to optimize. It is also shown that aggregate social welfare may increase or decrease due to this managerial contracting behavior or the use of NPO membership fees. We analyse taxation of capital in a two-country model, where one country is unitary while the other one is federal, consisting of two identical regions. Both national and regional governments levy a tax on capital. The countries play a noncooperative game between them, with the government of the federal country acting as a Stackelberg leader with respect to its regional governments. We show under what circumstances, at equilibrium, the federal country sets its tax rate inefficiently low, while the unitary country sets it inefficiently high.We are deeply grateful to three anonymous referees for their comments, and especially to one of them for extremely helpful suggestions. At each moment in time, an alternative from a finite set is selected by a stochastic process. Players observe the selected alternative and sequentially cast a yes or a no vote. If the set of players casting a yes vote is decisive for the selected alternative, it is accepted and the game ends. Otherwise the next period begins. We refer to this class of problems as stopping games. Collective choice games, quitting games, and coalition formation games are particular examples. When the core of a stopping game is non-empty, a subgame perfect equilibrium in pure stationary strategies is shown to exist. But in general, even subgame perfect equilibria in mixed stationary strategies may not exist. We show that aggregate voting behavior can be summarized by a collective strategy. We insist on pure strategies, allow for simple forms of punishment, and provide a constructive proof to show that so-called two-step simple collective equilibria always exist. This implies the existence of a pure strategy subgame perfect equilibrium. We apply our approach to the case with three alternatives exhibiting a Condorcet cycle and to a model of redistributive politics.  相似文献

We propose an intermediation core for an economy that explicitly specifies how traders organize themselves into trade cooperatives (intermediaries) and how trade between them gets carried out. The intermediation core allocations are closely related to the equilibrium allocations of a non-cooperative intermediation game in Townsend (1983). We show that the intermediation core contains all subgame perfect equilibrium allocations of the intermediation game, similar to the inclusion of competitive equilibrium allocations in the core usually studied. We identify intermediation core allocations that are also subgame perfect equilibrium allocations of the intermediation game in terms of the supporting intermediary structures. These results help to characterize subgame perfect equilibrium allocations of the intermediation game and to analyze their welfare and stability properties.  相似文献

Recent theories of vertical integration based on incomplete contracts assume perfect competition on at least one side of the market. As a result, the make-or-buy choice has no redistributive effect and will reflect efficiency considerations only. This paper introduces imperfect competition into an otherwise standard model of a vertical relationship with noncontractable specific investments. We assume that there are a finite number of potential input suppliers with private information about their costs. We first show that a monopoly buyer of such inputs will often prefer to own the seller's assets even though it would be more efficient for the seller's assets not to be so owned. We then show that an increase in the number of potential partners on either side of the market reduces this inclination towards vertical integration. With perfect competition on either side of the market, the make-buy decision will reflect only efficiency considerations.  相似文献

I consider a risk-sharing game with limited commitment, and study how the discount factor above which perfect risk sharing is self-enforcing in the long run depends on agents׳ risk aversion and the riskiness of their endowment. When agents face no aggregate risk, a mean-preserving spread may destroy the sustainability of perfect risk sharing if each agent׳s endowment may take more than three values. With aggregate risk the same can happen with only two possible endowment realizations. With respect to risk aversion the intuitive comparative statics result holds without aggregate risk, but it holds only under strong assumptions in the presence of aggregate risk. In simple settings with two endowment values I also show that the threshold discount factor co-moves with popular measures of risk sharing.  相似文献

This article analyses the strategic moves of governments and investors under privatization programs in a game‐theoretic context. In sequential‐move games of both perfect information and incomplete information, the best response of the strategic investors to observing a slow pace of privatization is to have a low participation in economic activity because of concerns over public policy credibility. This is true even if the government chooses to randomize its action to send mixed signals to the investors while adopting a slow pace of privatization for budgetary reasons. However, the outcome is Pareto inferior to a situation of phased but fast implementation of privatization programs and high private‐sector participation under plausible assumptions. Prior research on competitive dynamics has failed to offer tools to understand distorted patterns of competition that emerge from distinct institutional and historical contexts. Our analysis suggests that a joint effect of institutional rules, governance structures, and shared cognition plays a pivotal role in firm‐level competitive behavior and capability development. We show how globally significant market positions can result from specific institutional arrangements between firms and governments, especially if coupled with interfirm contractual commitments. Our results call for more attention to these interfirm commitments that are built on formal rules and governmental support, but whose impact they yet exceed. We study the market interaction of a finite number of single-product firms and a representative buyer, where the buyer consumes bundles of these goods. The buyers’ value function determines their willingness to pay for subsets of goods. We show that Nash-equilibrium outcomes are solutions of the linear relaxation of an integer programming assignment problem and that they always exist. The Nash-equilibrium price set is characterized by the Pareto frontier of the associated dual problem’s projection on the firms’ price vectors. We identify the Nash-equilibrium prices for monotonic buyers’ value functions and, more importantly, we show that some central solution concepts in cooperative game theory are (subgame perfect) equilibrium prices of our strategic game.  相似文献

The aim of this work is to assess the impact of (partial) vertical integration between generators and retailers on generation capacity choice and its subsequent welfare consequences. We present a framework in which final demand is perfectly inelastic and stochastic. Nevertheless, wholesale demand is elastic because of the existence of outside opportunities (mainly international transmission capacity). The model is a three-stage game. Neither transmission nor retail costs are taken into account.

In the first stage of the game, generators choose capacity only knowing distribution of demand and thus maximizing their expected profit. The second stage of the game represents the competition for market share between retailers in a market where consumers have switching costs. The former face unknown demand and maximize their utility based on two factors: the expected profit and a risk element. Finally, generators submit bid functions to the system operator given known demand and maximizing their profit during the last stage of the game. Retailers and generators interact in the wholesale market, which is cleared by the system operator whose function is to match supply (represented by the bids of the generators) and demand through a system of single price auctions. The wholesale market is the only means to buy and sell energy; there are no bilateral contracts between firms, except if they are vertically integrated.

We compare fully disintegrated and partially vertically integrated structures using a comparative statics approach. In this paper, the analysis will focus on the last stage of the game: the bidding game. We find that partial vertical integration between generators and retailers tends to lower wholesale prices but not unambiguously. Depending on which firm (vertically integrated or disintegrated generator) has installed the higher capacity and depending on level of demand, prices can stay unchanged or even rise.  相似文献

We model competition between content distributors (platforms) for content providers, and show that whether or not content is exclusive or “multihomes” depends crucially on whether or not content providers maintain control over their own pricing to consumers: if content providers sell their content outright and relinquish control, they will tend to be exclusive; on the other hand, if content providers maintain control and only “affiliate” with platforms, then multihoming is sustainable in equilibrium. We show that the outcome under affiliation depends on the tradeoff between platform rent extraction (which increases in exclusivity) and content rent extraction (which increases in multihoming), and demonstrate that the propensity for exclusivity can be increasing, decreasing, or even nonmonotonic in content quality. Finally, if a content provider internalizes the effect of its own price on platform demand, we prove that a platform that already has exclusive access to content may prefer to relinquish control over content pricing to the content provider in order to reduce price competition at the platform level.  相似文献

Imperfect competition amongst buyers for a non-renewable resource is modeled as a Stackelberg differential game. The buyers may act as a cartel or behave non-cooperatively in setting tariffs, which the sellers take as given. The buyer's optimal policy is not consistent when extraction costs depend on the stock level. Both optimal and consistent, unit and ad valorem tariff's are analyzed. When a buyers' cartel uses a consistent tariff, the sellers may prefer to behave as perfect competitors or a monopolist, depending on the functional form of demand and cost. Non-cooperative buyers who are constrained to act consistently are unable to extract any rent from competitive sellers.  相似文献

This paper studies the political economy of urban traffic policy. A city council and a regional government (representing city and suburbs) decide respectively on parking fees and a road toll. Both charges are below the optimum when median voters in city and suburbs prefer cars to public transport sufficiently more than the average. Even if the city government would set an optimal road toll, the regional government blocks it when the median suburban voter prefers cars strongly enough. Letting the city control parking and road pricing may therefore increase chances of adoption of the latter. However, if the city controls parking and the region road pricing, the combined charges are higher than if the city controlled them both. Hence, when voters want all charges below the optimum, the involvement of two governments may be desirable. We also find that earmarking road pricing revenues for public transport is welfare-enhancing, compared to lump-sum redistribution, only if they are topped up by extra funds granted to the city by a higher level of government.  相似文献
