Historicizing Planning,Problematizing Participation   总被引:1,自引:0,他引:1  
In this article, I offer speculations which share the intentions of this symposium to bring to light seldom acknowledged configurations of knowledges, and to indicate different ways of thinking historically about urban problems and planning policies. I suggest that a genealogical or critical historical sensibility has much to contribute to these projects by tracing how policies and programmes come into being in response to specific conditions and within specific sets of presuppositions, and are rarely the products of unified histories or singular rationalities. But these policies are also configured in discursive terrains that already shape the form of problems and their possible solutions. That is, before policies or concepts can ‘travel’, they have to come into being under certain ‘conditions of possibility’. The main focus of this article is to suggest that posing a policy, programme or set of practices as a ‘problematization’ as a consequence of certain conditions of possibility can productively indicate different avenues of enquiry that trace the disparate ‘pre‐travel’ emergences of what may (or may not) then become ‘travelling’ policies. I indicate some questions and possible research directions arising from taking participation in planning as a particular form of problematization and calling attention to the taken‐for‐granted nature of ‘participation’ as it is theorized and practised in the fields of urban planning and participatory development.  相似文献

The aim of this symposium is to examine the situation of the creative economy in cities—specifically cities of sub-Saharan Africa. In this introduction we set out the case for the need to ‘re-describe’ the (much derided) phenomenon of the creative city. This task requires clarification of what is understood in academe and policy communities by the term ‘creative economy’, the pronounced growth of this sector, particularly in the global South, and its particular urban character. Secondly, in the face of conceptual and policy confusion we argue for the actually existing, and growing, importance of the urban creative economy. Thirdly, with this ground clearing achieved, we seek to frame, and focus on, the emergence of new research on the urban creative economy. Finally, we use the evidence from the symposium contributions to argue for a reformulation of the creative economy within African sub-Saharan urbanization.  相似文献

This article traces the movement of the concept of ‘defensible space’ from New York City in the 1970s, where it was developed by the Canadian architect/planner Oscar Newman, to London in the 1980s and into design interventions in British public housing in the 1990s, through British geographer Alice Coleman, who acted as an especially powerful transfer agent. In focusing on this urban design ‘concept’ on the move we contribute to existing scholarship on policy mobility and city building in a number of ways. First, we explore an instance of the movement/mobility of a planning concept in a historical period (the recent past) largely overlooked to date. Secondly, we demonstrate that this movement was the result of a disaggregated series of expert knowledge transfers and localized translations of pre‐policy expert knowledge, generated through university‐based research work and networks. We theorize this instance of urban planning mobility by way of the interlinked insights offered by the sociology of science and policy‐mobilities literatures. As this is an instance of university research shaping public policy it also offers an opportunity to reflect upon the meaning of ‘evidence‐based policy’ and the impact agenda in contemporary higher education.  相似文献

This article connects two emerging debates in urban studies—the need to pay more attention to the role of nonhuman actors in urban planning and the ways in which media objects affect urban politics and planning—by examining how a video on Bogotá’s car‐free Ciclovía program facilitated the adoption and implementation of a similar program in San Francisco. The analysis shows that media objects have the capacity to act as fulcrums in processes of leveraging urban policy change owing to their potential to alter urban governance structures. The article analyzes the digital storytelling and ‘eye‐opening’ practices through which the video enabled policy changes to be implemented in San Francisco, while also tracing the local and transnational actors, networks and agendas that were involved in the production and circulation of the video through digital archival research and multi‐sited fieldwork. In doing so, it shows the active role that media objects play in shaping urban policymaking processes and provides an example of a relational methodology for studying the digital materialities through which urban policy ideas increasingly circulate.  相似文献

This article explores the potential to mobilize in an urban context the key insights of the burgeoning literature on the performativity of economics. It argues that our understanding of contemporary urban political‐economic transformation needs to explicitly recognize the active role of economics in making and remaking the urban world, as opposed to merely describing and analysing it in some kind of passive, detached fashion. It develops this argument through the elaboration of a case study of just such world‐making in action: the growing use in the United Kingdom, since the early 2000s, of economic models for assessing the viability of affordable housing provision in new residential developments. The world of urban redevelopment that such models attempt to describe formulaically has, the article submits, increasingly come to act according to the model and the assumptions it contains; the model, in this sense, has been progressively actualized in the urban landscape. The article conceptualizes such performative economic models as examples of what Michel Callon calls economics ‘in the wild’, and it focuses on the work of the leading commercial developer and marketer of such models in the affordable housing planning environment over the last decade — a consulting company called Three Dragons.  相似文献

This article explores the role of planning in the deeply divided and politically polarized context of Jerusalem. The overall argument developed throughout the article is that the relation between planning and politics is a non‐hierarchical set of interactions, negotiated within specific historical, geographical, legal and cultural contexts—in other words, orders don't come down from the politicians to be slavishly followed by planners. In this respect our findings, based on in‐depth interviews with Israeli planners, suggest that the case of Jerusalem represents a particularly dramatic illustration of the fact that the function of planning expertise can only be understood in relation to the surrounding socio‐political environment. Furthermore, contrary to conventional wisdom, planners in Jerusalem are not destined to either complicity or irrelevance in the face of political imperatives; planners' agency, however, does not simply reflect their mastery of specific professional knowledge and tools, but also their ability to act strategically in relation to the context in which they operate.  相似文献

Hamburg currently exemplifies the departure from a straightforward neoliberal urban track. The city's neoliberal path only moved into full swing in the first decade of the 2000s. During this period, urban development was primarily subject to property market mechanisms—with projects being granted to the highest bidder—prompting effects such as rapidly rising rents, deepened social segregation and increased property‐led displacement. Since 2009, however, the city's entrepreneurial urban policy encountered comprehensive resistance movements that eventually led to the rediscovery of a political will for a new housing policy and interventionist policy instruments. This article focuses on the turning point of neoliberal policies and examines the wider scope of the contemporary urban agenda in Hamburg. We first conceptualize potential limits of the neoliberal city in general and then discuss three momentous local policy experiments—the International Building Exhibition, promising ‘improvement without displacement'; the rediscovery of housing regulations through the ‘Social Preservation Statute'; and the ‘Alliance for Housing', aiming to tackle the housing shortage. We discuss these approaches as funding, regulation, and actor‐based approaches to limiting the neoliberal city.  相似文献

This article considers the conceptual and methodological tools which may help to focus the critical analysis of transnational flows of planning ideas and practices in the present period. The discussion starts from the rejection of the ‘modernization myth’ with its linear concept of a single development trajectory and reviews the philosophical background to the array of alternative conceptions which have displaced it. It then examines three, often overlapping, fields of intellectual development which offer promising concepts for exploring contemporary transnational flows of planning ideas and practices: actor‐network theory (especially with respect to the way ideas and technologies get to ‘travel’ and get ‘translated’), institutionalist versions of policy ‘discourse analysis’ (discourse structuration and institutionalization, in particular), and discussions about circuits of knowledge and hegemonic projects in the globalization and international development literatures. Drawing on these, I suggest that critical analysis of such flows should give special attention to the ‘origin stories’ of such ideas, their ‘travelling histories’ and the ‘translation experiences’ through which exogenous planning ideas and practices become ‘localized’. I conclude by commenting on what may be distinctive about transnational flows in the present period, why undertaking critical analysis of such flows is valuable, and key methodological attitudes to keep in mind in conducting such analyses.  相似文献

Automobility — the centering of society and everyday life around automobiles and their spaces — is one of the most contentious aspects of contemporary urban growth debates at the local, national, and global scale. The politics of automobility is a spatial struggle over how the city should be organized and for whom. Yet there is little research on how this struggle is unfolding, and how that politics is shaping urban space. Part of this stems from the essentialization of automobility in policy and academic discourses on cities. Moving beyond essentialization, this article will explore how contentious political struggles reveal nuanced and diverse discourses and ideologies surrounding automobility and space. Focusing on what I call ‘secessionist automobility’— using an automobile as an instrument of spatial secession — I examine Atlanta, Georgia’s contentious automobility debate. Secessionist automobility is bound with the blunt politics of race‐based secession from urban space, but also more subtle forms of spatial secession rooted in anti‐urban ideologies. Implications for local, national, and global contestation of automobility will be provided.  相似文献

This symposium opens up new critical insights and analytical perspectives into the relationships between power, politics, materiality and urban engineering. In so doing it demonstrates the central role of engineers in the production and negotiation of everyday life in the city. In contrast to the technocratic exercise engineering often professes to be, the contributors to this symposium argue that the assembling and choreography of cities through the myriad techniques, routines, standards and visions of engineers is inextricably bound up with broader socio‐cultural, material and political urban dynamics and processes. This necessitates investigating the multiple and competing social imaginations, forms of knowledge and regimes of expertise associated with urban engineering. The symposium's five articles, straddling disciplinary backgrounds in geography, anthropology, engineering and history, focus analytical and empirical attention on the figure of the engineer and on the work of engineering in the cities of Paris, Mumbai, Singapore and London. Engineering, we suggest, is a diagnostic for probing the shifting forms of mediation that animate and inhabit contemporary dynamics of urban change. The symposium thus opens up a new avenue for cross‐disciplinary and transregional research for urban studies while also suggesting innovative ways of conceptualizing urban transformation and contestation.  相似文献

This debate section gathers together contributions from cultural historians, political geographers, urban sociologists and architectural writers on new forms of ruination in contemporary landscapes. Their case studies span examples of ruins in China, North America, Ireland and Ukraine, as well as reviewing cultural representations of ruined, remote and peripheral spaces in England and Greece. Many wider cultural representations of ruined landscapes are primarily visual; whilst these have great value in alerting wider publics to the debris of global capitalism, neoliberalism and state‐sanctioned processes of cultural imperialism, what is needed within academic contributions to the ruinology literature is a deeper understanding and articulation of the wider contexts within which ruination occurs. Therefore, several contributions supplement visual representations of ruination with ethnographic and first‐person accounts of places on the ground, whereas other contributions offer readings of ruined landscapes that are rich in political histories and policy details. Connections are made to wider contemporary debates around ‘forensic architecture’ and critical archaeologies of the present and recent past. What connects these contributions is a commitment to situating ruins within their historical, policy and social contexts, and working through ruination to open out political readings of landscape.  相似文献

Much of the urban studies literature on the London Olympics has focused on its social legacies and the top‐down nature of policy agendas. This article explores one element that has been less well covered — the contractual dynamics and delivery networks that have shaped infrastructure provision. Drawing on interviews and freedom of information requests, this article explores the mechanisms involved in the project's delivery and their implications for broader understandings of urban politics and policymaking. It assesses contemporary writings on regulatory capitalism, public–private networks and new contractual spaces to frame the empirical discussion. This article argues that the London Olympic model has been characterized by the prioritization of delivery over representative democracy. Democratic imperatives, such as those around sustainability and employment rights, have been institutionally re‐placed and converted into contractual requirements on firms. This form of state‐led privatization of the development process represents a new, and for some, potentially more effective mode of governance than those offered by traditional systems of regulation and management.  相似文献

We outline the rationale for reopening the issue of the spatiality of the ‘urban’ in urban politics. There is a long tradition of arguing about the distinctive political qualities of urban sites, practices and processes. Recent work often relies on spatial concepts or metaphors that anchor various political phenomena to cities while simultaneously putting the specificity of the urban itself in question. This symposium seeks to extend debates about the relationship between the urban and the political. Instead of asking ‘what is urban politics?’, seeking a definition of the urban as a starting point we begin by asking ‘where is urban politics?’. This question orients all of the contributions to this symposium, and it allows each to trace diverse political dimensions of urban life and living beyond the confines of ‘the city’ as classically conceived. The symposium engages with ‘the urban question’ through diverse settings and objects, including infrastructures, in‐between spaces, professional cultures, transnational and postcolonial spaces and spaces of sovereignty. Contributions draw on a range of intellectual perspectives, including geography, urban studies, political science and political theory, anthropology, cultural studies, sociology, planning and environmental studies — indicating the range of intellectual traditions that can and do inform the investigation of the urban/political nexus.  相似文献

This article examines recent European experiences in urban and regional spatial strategies. It focuses specifically on the concepts of space and place deployed within these strategies and the institutional work these concepts are called upon to do. It explores how far such concepts reflect the shift in geographical thought to a dynamic, dis‐contiguous, relational conceptualization of spatiality. These issues are explored through an analysis of three recent strategic planning episodes: The Netherlands Fifth National Policy Document on Spatial Planning, the Regional Development Strategy for Northern Ireland, and the Framework Document for Milan. All are innovative in their contexts in one way or another and provide exemplars of new ways of thinking about space and place, and the role of spatial strategies in contemporary governance contexts. All the episodes reflect in some way new relational geographical ideas, but many traditional planning ideas live on. The analysis highlights the political dimensions of developing new spatial vocabularies to guide urban and regional development and the significance of the institutional context in shaping and accepting new spatial planning concepts. Cet article examine de récentes expériences de stratégies spatiales urbaines et régionales en Europe. Il s'attache aux concepts d'espace et de lieu appliqués à celles‐ci et au travail institutionnel qui leur est réclamé. Il étudie notamment dans quelle mesure ces concepts reflètent l'évolution de la réflexion géographique vers une conceptualisation dynamique, dissociée et relationnelle de la spatialité. Ce faisant, il analyse trois cas récents de planification stratégique: le 5ème Texte de Politique nationale des Pays‐Bas sur la planification spatiale, la Stratégie de développement régional en Irlande du Nord, et le Document‐cadre pour Milan. D'une manière ou d'une autre, tous sont novateurs dans leur contexte, et constituent des modèles originaux de réflexion sur l'espace et le lieu, ainsi que sur le rôle des stratégies spatiales dans le cadre des modes de gouvernance contemporains. Tous les cas traduisent par certains aspects de nouvelles notions géographiques relationnelles, la planification traditionnelle n'étant pas pour autant totalement évincée. Urban entrepreneurialism and neoliberal urban governance are assuming new forms under finance‐dominated accumulation. We examine and contribute to theorizing the mechanisms through which urban governance is financialized, taking as a case study JESSICA, one of the European Union's initiatives to implement an ‘urban sensitive’ policy for sustainable and integrated development. Like other initiatives promoting financialization, JESSICA deploys the logic of finance to select and fund urban social initiatives and development projects on the basis of their potential return on investment (ROI). Understanding this process requires placing questions of political economy—how urban governance is shaped by the broader political‐economic context—with questions of governmentality—how stakeholders are enrolled in and come to take for granted new governance initiatives. Following the multi‐scalar institutional infrastructure is crucial to understanding how this works. Taking a relational multi‐scalar approach, we trace how changes at the supranational scale filter down to shape urban policy selection and performance in Sofia, Bulgaria, where we document how ROI calculations conflict with social welfare priorities. Contrasts between the trajectory of financialization of urban governance in the European Union and the United States demonstrate how this is geographically variegated, shaped by the broader context/conjuncture within which such financialization is embedded.  相似文献

Innovation is perhaps the buzzword in local economic development policy. Associated narrowly with neoliberal ideas, conventional notions of innovation—like its capitalocentric counterparts, enterprise and entrepreneurialism—may promise higher productivity, global competitiveness and technological progress but do not fundamentally change the ‘rules of the game’. In contrast, an emerging field reimagines social innovation as disruptive change in social relations and institutional configurations. This article explores the conceptual and political differences within this pre‐paradigmatic field, and argues for a more transformative understanding of social innovation. Building on the work of David Graeber, I mobilize the novel constructs of ‘play’ and ‘games’ to advance our understanding of the contradictory process of institutionalizing social innovation for urban transformation. This is illustrated through a case study of Liverpool, where diverse approaches to innovation are employed in attempts to resolve longstanding socio‐economic problems. Dominant market‐ and state‐led economic development policies—likened to a ‘regeneration game’—are contrasted with more experimental, creative, democratic and potentially more effective forms of social innovation, seeking urban change through playing with the rules of the game. I conclude by considering how the play–game dialectic illuminates and reframes the way transformative social innovation might be cultivated by urban policy, the contradictions this entails, and possible ways forward.  相似文献

Drawing upon the Irish case, this article explores the interaction between the financialized economy and the urban planning system. While considerable scholarship has examined the financialization of real estate, it remains unclear how planning systems are being repurposed to facilitate a finance‐led regime of urban growth or how the ‘real estate–financial complex’ seeks to enact planning policy transformations that support its interests. This article explores how such actors have advanced the concept of ‘financial viability of development’ as a means of influencing the post‐crisis re‐regulation of Irish planning policy. This group has argued that housing construction in post‐crash Ireland is unviable given the high development finance costs, onerous planning gain contributions and the lack of development certainty in the planning process. As such, housing construction has been at an all‐time‐low, leading to a new crisis in affordable housing provision. In response, a complicit state has further liberalized the planning system, introducing an array of policies that are evermore facilitative of development interests. Empirical findings, based on interviews with developers, lobbyists and planners, emphasize the importance of informal access to policymakers, the wielding of ‘expert knowledge’ and media management to co‐opt the state into adopting financial viability within planning policymaking.  相似文献
