This debate specifically focuses on densification as a particular dimension of (post‐) suburbanization. In the introduction, we discuss densification, along with ‘compactness' and ‘intensification', conceptual terms that have become buzzwords within urban planning. Objectives associated with these tend to be presented in the literature within a normative framework, structured by a critique of the negative effects attributed to sprawl. The perspective here is different. It is not normative but critical, and articulated around the analysis of political and social issues, related to the transformation of wider metropolitan space. Three main themes are developed: (1) the politics of densification (the environmental arguments favouring densification are highly plastic, and are thus often used to defend projects or initiatives which are actually determined by other agendas); (2) why morphology matters (a similar number of houses or square metres can be established in many different ways, and those different ways have political and social meaning); (3) the diversity of suburban densification regimes (it is not only the landscapes of the suburbs that are diverse, but also the local bodies governing them—between the small residential municipalities of the Paris periurbs and the large inner suburbs of Toronto lies a broad spectrum).  相似文献

  • Our modelling suggests that, based upon the three main parties’ economic and fiscal plans, the outcome of the General Election would have a modest, but not immaterial, impact on the UK's economic and fiscal outlook. The Liberal Democrat plans would deliver the strongest GDP growth, followed by Labour, but both would also involve higher debt servicing costs and a higher level of government debt than the plans of the Conservatives.
  • In our view these premiums on debt and borrowing costs are so small that it is very difficult to argue that the UK should pursue a more austere fiscal policy and reject the opportunity of stronger growth. But with the latest opinion polls suggesting that it is likely that the next government will be either a minority administration, or a coalition consisting of three or more parties, it is most likely that we will ultimately see some combination of the main parties' plans enacted.
  • The experience of 2010 suggests that such political uncertainty could mean that we see several bouts of market nervousness between now and May 7th, particularly in equity markets. However, such turbulence is likely to be short‐lived, providing that the resulting government is perceived to be strong and durable. Even a multi‐party coalition may not be such a bad thing, particularly if it watered down the more contentious policies of the main parties. The worst‐case scenario would be a weak minority government which is both unable to pass any meaningful legislation and unable to seek a fresh mandate. Such a scenario could seriously undermine confidence amongst investors and firms.

In the past few decades, a diverse body of scholarship has complicated the image of American suburbs as spaces of white, middle‐class homogeneity. Revisionist suburban histories and accounts of African American and immigrant suburbanization have drawn attention to the longstanding presence of non‐white others in US suburbs. Yet despite diversification, white privilege remains deeply entrenched in suburbia. This article explores the shifting character of white privilege in the US — especially in the US South — and asks how whites interpret diversity and identify those with whom they are, or are not, willing to share their privileges. This article uses the results of a pilot study in a subdivision near Columbia, South Carolina, to explore how white suburbanites articulate belonging in neighborhood space. This discussion highlights the ways in which respondents reject the pre‐civil‐rights order marked by overt racial discrimination, but also reveals the ways in which they evaluate the relative merit of minority groups and identify certain differences as unacceptable. While limited in scope, this study encourages scholars to further explore the ways in which shifting configurations of race become intertwined with processes of contemporary suburban change.  相似文献

This article considers processes of urban development within the context of mega‐event preparations in Rio de Janeiro. We begin with a brief overview of these development processes, highlighting their connections to political and economic change in recent years. Proponents of these mega‐event‐led initiatives argue that Rio is undergoing a period of inclusive growth and integration: a perspective we call here a ‘post‐Third‐World city' narrative of urban renewal. Critics, however, contend that urban officials are harnessing mega‐events (e.g. the 2014 World Cup and the 2016 Olympic Games) to push forward a neoliberal agenda of socially unjust policies benefiting the interests of capital and marginalizing the city's poor and especially its favelas (i.e. the ‘city‐of‐exception' thesis). In this article we explore the insights of these two perspectives and consider why they have grown popular in recent years. Though we side generally with the city‐of‐exception thesis, we argue that important geographic and historical particularities must also be accounted for. Without carefully situating analytical perspectives empirically—in particular, cases in which theoretical models are drawn from European and North American contexts—urban researchers risk concealing more than they reveal in analyses of rapidly developing countries like Brazil.  相似文献

Urban research often considers densification from the perspective of sustainable development and social mix. This essay focuses instead on the social and political stakes involved in densification through the example of a large French metropolitan area. It shows that the densification policies put in place in the Lyon agglomeration cannot be said to succeed in breaking down the historical segregation between its residential and affluent western suburbs (banlieues) and its industrial and working‐class eastern ones. The political manoeuvres executed by the institutions implementing densification, and the search for consensus characterizing France's intercommunalities, block any possibility of redistributing functions and social classes at the metropolitan scale, and hence of ending the social specialization of Lyon's suburbs. Moreover, municipalities subjected to pressure from suburban areas carefully assess the profile of residents selected to occupy new housing units—i.e. individuals already residing in the commune in the case of western suburbs, and middle‐class individuals hailing from the eastern part of the agglomeration in the case of eastern suburbs. Densification does not foster social mix at the metropolitan scale, neither does it improve the housing conditions of disadvantaged populations.  相似文献

In urban China, residential mobility behaviors have changed fundamentally in recent decades. While research has been undertaken on the trends and causes of residential relocation for different population groups, less attention has been paid to micro‐level processes of residential change, yet the latter underscore urban dynamics. This study addresses this through a survey conducted in Guangzhou in late 2012, which analyzes the spatial flows of residential shifts within and between three distance zonesinner core, inner suburbs and outer suburbs—to reveal complex mobility trends. In particular, hukou or household registration status, socio‐economic status, the nature and rank of employment, and tenure were found to have varied effects on the probability of inward and outward shifts. More specifically, while outward shifts in recent years mainly involved local hukou holders, families with higher education levels, a higher socio‐economic status or those working for government departments and public institutions were found to be more likely to settle in high‐rise commodity housing in the inner core. The majority of non‐hukou migrants, by contrast, moved within the same street or between adjacent streets within the same suburban area, while age, socio‐economic status and homeownership were found to increase an individual's chance of an inward shift.  相似文献

This article analyses the development and marketing of Islamic gated communities in Basaksehir, Istanbul. It demonstrates how a blueprint of public–private urban development was appropriated by middle‐class Islamists. The gated communities in Basaksehirwhich, at the outset, were not explicitly religious—gradually became attractive to religious actors searching for enclosed urban enclaves where Islamic communities would be protected against perceived moral‐urban threats. While urban‐religious enclaves appear to bear similarities to pre‐modern Ottoman Islamic urban enclaves, the rise of contemporary Islamic gated communities should be understood in light of the recent coming to power of the Islamist Turkish government. In cooperation with this government, housing development agencies approached Islamic investors to find capital for their public–private housing projects. One of the results of this form of urban development is that, contrary to pre‐modern Ottoman Islamic urban enclaves, the Islamic gated communities are homogenous in terms of economic class, catering specifically to the Islamic middle classes. Moreover, people who invest in Basaksehir desire an urban‐religious lifestyle that differs from the ‘traditional' religious lifestyle experienced in ‘traditional' Islamic neighbourhoods. The specific urban‐religious configuration generates a new type of Islam that better fits middle‐class values and a middle‐class lifestyle.  相似文献

This essay is concerned with the planning and densification of suburbs, which present a huge challenge insofar as they form a large area of urbanized land that remains underexploited due to low residential density. Drawing on current research in the Paris city‐region, the essay focuses specifically on the difficulty in implementing densification policies in low‐rise suburban areas. It examines the varying degrees of densification fostered by these policies, and builds upon recent urban studies literature on suburban change to trace how suburban areas are being transformed through regulations, instruments and market dynamics associated with densification processes. What kinds of densification policy are being implemented and what are the socio‐economic, political and cultural determinants of each type of regulatory approach? This essay will attempt to answer this question via an analysis of the densification policies being put in place in the municipalities of the Paris city‐region. It will offer in turn a typology of these different policies. It shows that densification is an instrument that can be used to address local political concerns which vary greatly depending on the economic, social and geographical position of municipalities within larger urban areas.  相似文献

The idea of an urban renaissance — based on a celebration of city life and its possibilities — is timely given half of the world's population now resides in urban areas. Yet, as appealing as this prospect may be, both in principle and planning theory, it remains at odds with the desires of many residents who seek ‘lifestyle living’ in low‐density suburban or ex‐urban settings. This article presents the results of a qualitative investigation of what it means to ‘live on the edge’ in a peri‐urban village, as understood by residents living in those settings. These results are evaluated in light of phenomenological literature on authentic and inauthentic places, and the myriad reasons so‐called amenity migrants choose the peri‐urban village as their preferred residential location. The results of in‐depth interviews with 28 residents are presented as a four‐part typology of ‘active’ lifestylers and those searching for community, and ‘passive’ speculators and those seeking a civilized society. Though prior work suggests people are attracted to the peri‐urban village for its bio‐physical environmental features, this research suggests socioeconomic factors and opportunities for active place‐making experiences are as, if not more, important.  相似文献

This paper provides a recursive empirical analysis of the scope for cost minimization in public debt management when the debt manager faces a given short‐term interest rate dictated by monetary policy as well as risk and market impact constraints. It simulates the ‘real‐time’ interest costs of alternative portfolios for UK government debt between April 1985 and March 2000. These portfolios are constructed using forecasts of return spreads based on a recursive modelling procedure. While we find statistically significant evidence of predictability, the interest cost savings are quite small when portfolio shares are constrained to lie within historical bounds.  相似文献

In the new millennium, cities have become an emerging force among new forms of subnational climate governance. Of interest is how cities act unilaterally and directly in this new climate politics via the provision of relevant tools. Since metropolitan planning strategies have been considered as important mechanisms for achieving urban sustainability in this period, this research has sought to investigate the importance of these master plans in the delivery of urban responses to climate change. For this purpose, the study has employed a qualitative research methodology with the application of a comparative case study and the progression of a conceptual framework for evaluating climate policies in metropolitan plans of two selected cities—London and Melbourne. The study's results suggest that both the ‘London Plan’ and ‘Plan Melbourne’ incorporate critical elements to enhance climate governance, including the promotion of coordination principles, innovative technologies, a participatory planning approach and a long‐term planning scale. However, the review identified a consistent omission of key principles as identified through the proposed matrix for analysing the climate policies of a city's government, which include risk assessment tools, monitoring systems, distribution, impact frame and accountability. Moreover, the research also revealed the lack of vertical integration in policy formulation and implementation of ‘Plan Melbourne’. Our study suggests that a city's governance structure influences the way it undertakes its climate actions and the potential efficacy of these on a metropolitan scale.  相似文献

Urban and suburban politics are increasingly intertwined in regions that aspire to be global. Powerful actors in the Chicago and Toronto regions have mobilized regional space to brand rescaled images of the urban experience, but questions remain as to who constructs and who can access the benefits of these revised spatial identities. Local political interests have tended to be obfuscated in the regional milieu, most problematically in the spaces between the gentrified inner cities, privileged growth nodes, and the glamorized suburban subdivisions and exurban spaces beyond the city limits. This article analyses how socio‐spatial changes in post‐suburbanizing urban fringes contribute to the way regions are being reconfigured and reimagined. Guided by current debates at the intersection of assemblage theory and critical urban political economy, our analysis demonstrates how socio‐technical infrastructures, policy mobilities and political economic relations are spatially aligned, sustained and dissolved in splintering North American agglomerations. Particular attention is paid to issues of urban transportation and connectivity in uncovering multifaceted modes of suburbanism that now underlie the monistic imagery of the globalized region. Emergent regionalized topologies and territoriality blur conventional understandings of city–suburban dichotomies in extended urban areas that are now characterized by polycentric post‐suburban constellations. In terms of their substance and functionality, ‘real existing' regions are currently re‐territorialized as complex assemblages that are embedded in a neoliberalizing political economy whose politics and identities are only beginning to be revealed.  相似文献

Historically, the urban was the condition of possibility for the political, but the symbiosis of the two has been concealed by the rise of the state and the concomitant development of the social sciences. The effort to recover the connection by denoting a separate domain of ‘urban politics’ is self‐defeating, because it re‐instantiates an ontology of the political that consigns the urban to the domain of ‘low’ politics. The dominant ontology suggests that ‘high’ politics — the most serious politics or politics proper — is always in the domain of states and empires, and that everything else is subject to it. This view is constantly reaffirmed by the political theory that underpins the state system and the modern social sciences. Nevertheless, a different ontology of the political is always already implicit in the concept of the city, understood as a local phenomenon and a global way of life. To see the political through the city is to notice how proximate diversity stimulates self‐organization and self‐government, generates politics in and between authorities in different registers, and defers the sovereignty claims it produces. On this view, the urban is neither high nor low, but is instead the very form of the political, encompassing states and empires as much as anything else.  相似文献

This article examines the legal geography of municipal bylaws regulating rooming houses in the City of Toronto. Using a legal geography analysis of Toronto's rooming house licensing bylaw, I argue that this bylaw is a ghost jurisdiction that designates part of the city as illegal and has implications for governance of the inner suburbs. In so doing, I push the debate on legal geography forward by suggesting that we, as urban scholars, take the temporal seriously in our analysis of space. Drawing from semi‐structured interviews, archival data and participant observation, I analyse seemingly mundane legal mechanisms through the case study of suburban rooming houses. Overall, in this article I make three contributions. First, I demonstrate how a temporal analysis is important to legal geography inquiries of uneven regulation and spaces of poverty. Second, I suggest that studies of legal governance are integral for redefining suburban governance amidst socio‐economic decline in the inner suburbs. Third, I argue that studying urban legal mechanisms in the suburbs is essential for moving beyond downtown analytical frameworks and is needed to address how low‐income suburban tenants, a large majority of whom are racialized newcomers, are unevenly regulated and unfairly governed by local government.  相似文献

Lévy processes have been successfully applied in the modeling of financial assets. Useful information such as implied volatility, skewness, and risk-preferences can be derived from market option prices. In this paper, we advocate using Esscher conjugate Lévy processes to estimate risk-neutral and empirical densities. More specifically, we employ the exponential Meixner and NIG processes to calculate in closed form the pricing kernel in the equity market and then study the evolution of equity market behavior between 2002 and 2010. Our empirical analysis using S&P 500 options shows that the risk preferences of equity investors were signalling an anomaly in the market well before the subprime prime mortgage crisis (August 2007) and the crisis of confidence that followed, anticipating the downfall in equity markets in 2008, but then returning to normal levels in 2009.  相似文献

In the post‐1945 rebuilding of local democracy and local government in West Germany the local government statutes enacted by each of the regions (Länder) created a conspicuous variety of local governments that ranged from the council/directly elected (chief executive) mayor form (installed in the South German Länder of Baden‐Württemberg and Bayern) to that of the (British local government‐derived) council/council‐elected mayor, and the city director form (introduced in the Land of Nordrhein‐Westfalen). This made almost for a natural experiment with different local government models. Since the early 1990s, in a striking sequence of legislative moves, all Länder have adopted the (‘South German’) directly elected (chief executive) variant. The legislative motives behind this shift were twofold: first, to strengthen the direct democratic rights of citizens (‘local democracy’); and, second, to improve the capacity of local leadership in running and managing the city (‘governability’). The article argues that — as evidenced by the 50 year‐long practice in the South German Länder — the directly elected (chief executive) mayor form seems capable of fulfilling the double goal of strengthening the administrative leadership in local government and of enhancing its political accountability to the citizens. Furthermore, experience indicates that the potentially ‘over‐powerful’ position of the directly elected mayor (as political and administrative leader) has been counterbalanced and held in check by an active local council and by vigorous local political parties. Lors de la reconstruction de la démocratie locale et des gouvernements locaux en Allemagne de l'Ouest après 1945, les régions (Länder) ont chacune mis en place des statuts de gouvernement local aboutissant à une extraordinaire variété allant de la combinaison conseil‐maire (directeur) élu par la population (dans les Länder du Bade‐Wurtemberg et de Bavière, au Sud) et conseil‐maire élu par le conseil (inspirée du gouvernement local britannique), jusqu'à une forme d'administrateur de la cité (introduite dans le Land de Rhénanie‐du‐Nord‐Westphalie). Il en a résulté une quasi‐expérience naturelle de différents modèles de gouvernement local. Depuis le début des années 1990, dans une succession frappante de mesures législatives, tous les Länder ont adopté la variante (‘sud‐germanique’) par élection directe (d'un directeur). Cette mutation obéit à deux sortes de motifs législatifs: d'une part, renforcer les droits des citoyens à la démocratie directe (‘démocratie locale’) et, d'autre part, améliorer la capacité de l'autorité locale à diriger et gérer la ville (‘gouvernabilité’). Comme le prouve la pratique de cinquante années dans les Länder du sud, la formule du maire (directeur) élu directement paraît en mesure de répondre au double objectif de renforcement de la direction administrative dans un gouvernement local et d'accentuation de sa responsabilité politique vis‐à‐vis des citoyens. En outre, l'expérience montre que la position potentiellement ‘toute‐puissante’ des maires élus au suffrage direct (en tant que chef politique et administratif) a été contrebalancée et contenue par un conseil local actif et d'énergiques partis politiques locaux.  相似文献

This article argues that the transformation of a Mumbai neighborhood from municipal housing colony into illegal slum has been facilitated by the politically mediated deterioration and criminalization of its water infrastructure in the context of liberalization‐era policy shifts. These policy shifts hinge upon a conceptual binary that posits the unplanned, illegal and informal ‘slum’ as the self‐evident conceptual counterpoint to a planned, formal, ‘world‐class’ city. The story of Shivajinagar‐Bainganwadi problematizes this assumption by evidencing the deeply political and highly unstable nature of this binary — and thus insists upon an account of the shifting political and economic stakes imbued in these categories. The case of Shivajinagar‐Bainganwadi reveals that the neighborhood's emergence as an illegal slum has been mediated by the liberalization‐era politics that have come to infuse the neighborhood's water pipes — dynamics that have produced the illegality/informality of the neighborhood as a discursive effect.  相似文献
