2008版ISO 9001《质量管理体系要求》国际标准．已于2008年11月15日正式发布。国家标准GB/T 19001—2008于2009年3月1日实施。要求获证组织于2010年11月15日前。依据2008版（以下称新版）标准质量管理体系要求完成体系转换工作。     

2008版标准认证3月实施

3月1日,《质量管理体系要求》国家标准GB/T19001-2008将正式开始实施。去年11月15日,2008版ISO9001《质量管理体系要求》国际标准正式发布,中国国家标准GB/T19001-2008随后也对外发布。从国家认监委获悉,各认证机构自2009年11月15日起不得再颁发2000版标准认证证书。2010年11月15日起,任何2000版标准认证证书均属无效。

代替前一版（2000版）的新版（2008版）国家标准GB／T19001—2008／ISO9001：2008《质量管理体系要求》已于2008年12月30日发布。2009年3月1日起实施。相应的新版国家标准《质量管理体系基础和术语》（编号为GB／T19000—2008／ISO9000：2005）也于2008年10月29日发布,2009年5月1日起实施（代替GB／1-19000-2000）。

Economic Cost-Effectiveness of the Implementation of the Quality Standard ISO 9001 in the Health Sector

The quality standard ISO 9001 helps and enables organizations, regardless of the sector where they exist, to implement the quality management properly. Recent years have attracted attention to the possibilities of implementing this standard in the health sector and the economic viability of that long-term investment. Health care organizations are recognizing the value system that combines all the criteria for managing quality, including management of business, compliance and management of procedural steps, and most importantly, the total quality management. In general, the implementation of ISO 9001：2008 standard for quality in health care institutions is seen as an opportunity to improve the quality of health care, and the entire process is to be completed by reducing costs and improving services in the sector. The implementation of a quality standard is directed towards patients, medical staff, and management in order to achieve reduction and complete relief from the pain, correct and professional services, conducted services with an appropriate skilled and professional care to obtain results that are comparable to known standards, and protection services with appropriate insurance policies, and the management expects the implementation of a quality system to justify and return their investments. The methods used in this paper are based on the quality standard ISO 9001：2008--Quality Management System and the Guidelines for Improving Performance, developed based on ISO 9004：2000： Quality Management System-43uidelines for Continuous Improvement. These guidelines contain a big part of the text in ISO 9004：2000, but they are supplemented with specific guidelines for their implementation in the health sector. The implementation of the system and monitoring guidelines evidently contributes to the overall resolution and closure of problems in over 50% of cases. 基于ISO9001:2008标准构建QEO一体化管理体系

ISO 9000/1994, ISO 9001/2000 and TQM: The performance debate revisited

The debate about the impact of ISO 9000/1994 on performance has been waging since its inception. While there is a general agreement regarding the positive impact of TQM on performance, there has been less agreement among the academics about the impact of ISO 9000/1994. Perhaps in response to such debate, the new ISO 9001/2000 has appeared purporting to be more in line with the TQM philosophy. As of now, how this 2000 version actually affects performance is yet to be explored. In this study, we compare the implementation of ISO 9000/1994 and ISO 9001/2000 as representing two different efforts to implement quality management practices. We evaluate its impact on company performance with a sample of 713 Spanish industrial companies. We also examine if the 2000 version of ISO is taking us closer to the implementation of TQM. Further, we depart from the past studies methodologically by considering performance as a formative construct rather than a reflective construct. Based on the mean and covariance structural (MACS) analyses, we conclude that ISO 9001/2000 certified companies do not perform noticeably better than ISO 9000/1994 or non-certified companies. However, we find that ISO 9001/2000 certified companies apply TQM at a higher level than ISO 9000/1994 certified companies, but whether they actually perform better is less clear.
