At the 2000 Lisbon summit, the European Union formulated the ambition to transform itself into "the most competitive and dynamic knowledge-based economy in the world capable of sustainable economic growth with more and better jobs and greater social cohesion'. It is remarkable that, until recently, European statisticians were hardly involved in the design of a statistical information system and related "structural' indicators for this important policy purpose. Instead, indicators have been designed that do not measure what they intend to measure, are based on incomparable data and give the impression of a fairly incoherent shopping list of numbers without an underlying vision on the use of these numbers in policy making. This paper argues that indicators can best be based on a coherent accounting system, such as the national accounts, and that the SESAME- system, which is an extension of national accounts and so-called Social Accounting Matrices, offers promising perspectives in this regard.  相似文献

Aspects of statistical analysis in DEA-type frontier models   总被引:4,自引:2,他引:2  
In Grosskopf (1995) and Banker (1995) different approaches and problems of statistical inference in DEA frontier models are presented. This paper focuses on the basic characteristics of DEA models from a statistical point of view. It arose from comments and discussions on both papers above. The framework of DEA models is deterministic (all the observed points lie on the same side of the frontier), nevertheless a stochastic model can be constructed once a data generating process is defined. So statistical analysis may be performed and sampling properties of DEA estimators can be established. However, practical statistical inference (such as test of hypothesis, confidence intervals) still needs artifacts like the bootstrap to be performed. A consistent bootstrap relies also on a clear definition of the data generating proces and on a consistent estimator of it: The approach of Simar and Wilson (1995) is described. Finally, some trails are proposed for introducing stochastic noise in DEA models, in the spirit of the Kneip-Simar (1995) approach.  相似文献

The purpose of this paper is to provide a brief and selective survey of statistical inference in nonparametric, deterministic, linear programming-based frontier models. The survey starts with nonparametric regularity tests, sensitivity analysis, two-stage analysis with regression, and nonparametric statistical tests. It then turns to the more recent literature which shows that DEA-type estimators are maximum likelihood, and, more importantly the results concerning the asymptotic properties of these estimators. Also included is a discussion of recent attempts to employ resampling methods to derive empirical distributions for hypothesis testing.  相似文献

We extend the classic approach (SIR) to a SEAIRD model with policy controls. A social planner’s objective reflects the trade-off between mortality reduction and GDP, featuring its perception of the value of statistical life (PVSL). We introduce realistic and drastic limitations to the control available to it. Within this setup, we explore the results of various control policies. We notably describe the joint dynamics of infection and economy in different contexts with unique or multiple confinement episodes. Compared to other approaches, our contributions are: (i) to restrict the class of functions accessible to the social planner, and in particular to impose that they remain constant over some fixed periods; (ii) to impose implementation frictions, e.g. a lag in their implementation; (iii) to prove the existence of optimal strategies within this set of possible controls; iv) to exhibit a sudden change in optimal policy as the statistical value of life is raised, from laissez-faire to a sizeable lockdown level, indicating a possible reason for conflicting policy proposals.  相似文献

A review of the organizational set-up of a national statistical office, its staffing levels and subjects covered has been described. Two groups of employees of a statistical office are considered with respect to the teaching of statistics, namely those already in employment and those expected to be employed by a statistical office. The Statistical Training Programme for Africa (STPA), under which the present study was undertaken, improvement and strengthening of statistical training programmes for employees or expected employees of a statistical office, are described including selected aspects of the programme. Teaching programmes for those currently in employment with the objective of improving their work performance are also described. Achievements and problems of the programme are given. In conclusion a new framework for revitalisation of teaching of statistics in Africa in the 1990s is mentioned.  相似文献

This paper describes international statistical standards in the context of the product life cycle. To set the stage, the historical evolution of standardization is traced from the Xia Dynasty of China to the present. The transition from local standards geared for manufacturing to national and then international standards is highlighted with acceptance sampling standards. International statistical standards now cover a broad range of topics beyond acceptance sampling, so a scheme is needed to organize them into a coherent structure. The product Life cycle provides just such a framework. The product Life cycle (which is subsumed to include service, as well) is partitioned into four main "megaphases", namely: conception, development, delivery and maturity and death. Each megaphase is linked to relevant statistical methods in general and statistical standards in particular. A gap analysis identifies potential future directions of statistical standards developments and the attendant role that statisticians can continue to play in this arena.  相似文献

The primary objective of this paper is threefold. First, to undertake a retrospective view of Mis‐Specification (M‐S) testing, going back to the early 20th century, with a view to (i) place it in the broader context of modeling and inference and (ii) bring out some of its special features. Second, to call into question several widely used arguments undermining the importance of M‐S testing in favor of relying on weak probabilistic assumptions in conjunction with generic robustness claims and asymptotic inference. Third, to bring out the crucial role of M‐S testing in securing trustworthy inference results. This is achieved by extending/modifying Fisher's statistical framework with a view to draw a clear line between the modeling and the inference facets of statistical induction. The proposed framework untangles the statistical from the substantive (structural) model and focuses on how to secure the adequacy of the statistical model before probing for substantive adequacy. A case is made for using joint M‐S tests based on custom‐built auxiliary regressions with a view to enhance the effectiveness and reliability of probing for potential statistical misspecifications.  相似文献

A bstract . A composite Quality of Life (QOL) indicator model of five major components — Social, Economic, Energy and Environmental, Health and Education , and National Vitality and Security —was developed. Based on cross-national data of 1975, 32 developed countries and China (Taiwan) were ranked according to their component and overall QOL measures. The influence of income and other variables on QOL was analyzed; it was found that the income variable is not as significantly related to the composite QOL indexes as are other variables and China (Taiwan's) QOL rankings far exceed its per capita income ranking in the international comparison. The U.S. surpassed all the countries studied in providing its citizens with basic human needs and the highest material standard of living. The national vitality and security component indicated, however, that the U.S. may have lost, militarily and strategically, some of its influence and perceived power to the U.S.S.R.  相似文献

In this paper, it is argued that the effects of statistically controlling for confounding variables in non-experimental studies have received insufficient attention. One of the reasons for this inattention is likely because many researchers do not fully appreciate what a statistical control strategy entails and how the use of such a strategy can affect the hypotheses actually tested in a study. In order to address these issues, this article (a) considers what the use of statistical control entails computationally, (b) reviews studies in which researchers have focused on the unique variance added by a predictor in testing a hypothesis, and (c) shows how this practice is not always sufficient for understanding research results.  相似文献
