Value co-destruction is a possible outcome of business, public and consumer collaboration. We examine reasons that lead to value co-destruction and when these reasons emerge. Since previous research on the topic is limited, our research approach is abductive qualitative research. The empirical data emerges from 19 semi-structured interviews conducted in seven organizations operating in Finland. Results indicate that value co-destruction emerges due to eight reasons. Our empirically grounded framework for value co-destruction demonstrates when these reasons emerge (before or after the collaboration or interaction) or they are time-independent. Results provide important insights for academics and managers into how value co-creation efforts can have negative outcomes and at what stage each reason is more likely to happen.  相似文献

‘Leadership’ and ‘collaboration’ are integral to twenty-first century governance and management but, despite a growing literature, understanding about leadership for collaboration is hampered by a lack of specificity and nuance in theory and empirical research. This article responds to these limitations by working within an interpretive framework and employing Q-method to uncover different interpretations of leadership for collaboration operant among public managers in Wales. The article uses the concept of situated agency to explain why public managers offer diverse interpretations of leadership for collaboration despite working within the same governance framework, and to identify challenges to public managers in determining appropriate leadership for collaboration.  相似文献

The complex societal problems that we face today require unprecedented collaboration and evidence-based decisions. These collaboration processes are further propelled by the datafication of virtually all spheres of public life. To benefit from this, the data needs to be made available to allow for data analytics. Thus, data sharing becomes a crucial aspect of cross-sector collaborations that aim to create and capture value from information. Compared to collaborations where data sharing is not the main goal, data sharing partnerships face a number of novel challenges, such as mitigating data risks, complying with data protection legislation, and ensuring responsible data use. Navigating these waters and achieving data sharing can be challenging for both governments and businesses, as well as other actors. How do organizations from different sectors manage to achieve data sharing for addressing societal challenges? To address this research question, we apply a framework of three models of cross sector social partnerships developed in the field of organization studies to structure the analysis of six cases. Our analysis suggests that to a certain extent the partnership model determines the types of drivers and challenges to sharing data in a partnership. Leveraging the drivers and anticipating these challenges can help organizations be more aware of key terms of the collaboration and the mechanisms that can be used to succeed in their partnership goals.  相似文献

Public service procurement effectiveness has been emphasized as a major challenge in recent years. Well-managed partnerships between buyers and suppliers are needed in this domain to achieve collaboration fluency and improve the effectiveness of procurement. The main objective of this study is to determine which issues managerial teams must emphasize when aiming to create a solid partnership based on pre-existing collaborative relationships. The originality of this study lies in the domain approached (public service procurement in social and healthcare services), as well as the variable it attempts to explain (collaboration fluency). The study investigates two major issues: firstly, how collaboration risk perception influences communication, trust, and the governance of a collaboration and, secondly, how these factors (communication, trust, and governance) affect collaboration fluency. The study is performed via a survey regarding the collaboration of the public sector with organizations from the private and third (non-profit) sectors within public service procurement. The empirical evidence was gathered with a structured online questionnaire that was sent to organizations from the private and third sectors that provide services in the social and healthcare domain. The results indicate that in collaborative relationships in public service procurement, the higher the perceived relationship risks are, the more positive effects they will have in terms of increasing trust, communication, and the quality of collaboration management. Furthermore, communication, governance, and administration have strong influences on collaboration fluency.  相似文献

Most studies of human resource management (HRM) have been conducted within the context of the single employing organization, which is strange given the recent growth in multi‐employer networks. In this study, the authors examine whether alignment, integration, and consistency—concepts central to or implicit in most analyses of HRM—has meaning and relevance in the multi‐employer context. They focus specifically on networks in which collaboration is intended to deliver high levels of product quality or customer service, precisely where one might expect employers would be attracted to “strong” HRM systems. Data was collected via interviews and document analysis in four networks, spanning both the public and private sectors in the United Kingdom. Despite a set of potentially favorable conditions within these networks to promote alignment, integration, and consistency, implementation was impeded by other equally powerful forces, including differences in employer goals within networks, especially between public and private sector organizations; intraorganizational tensions within internal labor markets for organizations involved in networks; using divergent HR policies between organizations within multi‐employer networks; and contradictions between the pursuit of “among employee” or “temporal” consistency for workers. Rather than prescribing a one‐size‐fits‐all solution for these problems, it is argued that detailed analysis of each network is necessary. ©2011 Wiley Periodicals, Inc.  相似文献

Consistent with popular belief among certain academics, practitioners, and policy makers, we hypothesize that collaboration between private and public organizations promotes success. We test this hypothesis for data on clinical trial success. Contrary to this popular belief, our results do not support the beneficial effect of within- and cross-sector collaborations. In contrast, we find that trials from single private companies are four times more likely to be successful than are trials in which public and private organizations collaborate. Hence, our results indicate that companies engage with public partners to mitigate development risks, not to exchange knowledge or technologies with them.  相似文献

Abstract

This article explores the management of cultural diversity in public and not-for-profit collaborations spanning organizational, professional and national boundaries. Through the framing of a culture paradox, it identifies three interrelated tensions pertaining to the management of cultural diversity towards collaborative advantage. These tensions address: interactions between organizations within a collaboration; interactions between individual actors and their orientation towards the collaboration and their host organization; and the quantity and extent of cultural diversity within a collaboration. The culture paradox and its inherent management tensions provide theoretical and practical conceptualizations that are relevant to management and governance of collaboration.  相似文献

The turn to collaborative governance is a key feature of the New Public Governance environment in many Western economies. Within the UK, successive governments have mandated policing organizations to engage in public service partnerships and collaborate with communities. This paper examines one such collaborative arrangement, namely, neighbourhood public meetings. Drawing on a theoretical framing of the dynamic relationship between identities, agency and power, we critically explore how individuals seek to persuade, defend and legitimate their values, beliefs and practices in collaborative situations. This article discusses what service management and the logic of service (SL) can offer to public service management. There are no real inbuilt differences between public and private service organizations and no reasons why public service organizations (PSOs) would be less efficient and less service-focussed and oriented towards service users than private service organizations. Good service management rather than privatization is required to make a PSO more efficient and effectively outward-oriented. Service-focussed value creation management and how service logic can be applied by PSOs to enable them to transform to outward-focussed service organizations are discussed. The negotiation and agreement of goals for collaborations between public and non-profit organizations is argued to be a complex and painful process. Thus, the research described in this paper used action research to explore some of the critical behaviours in such groups. Based on the two units of analysis of 'goal ownership' and 'episodes in negotiation', a categorization of types of multi-organizational group negotiation behaviour is developed. This article presents eight case studies that illustrate “better practices” in how layoffs are managed in organizations. These examples incorporate such policies and programs as early notification of layoffs, provisions for severance pay and extended benefits, education and retraining for displaced workers, outplacement assistance, clear and direct communication of layoff information, and support services for “survivors” of layoffs. These examples highlight the benefits of collaboration among downsizing businesses, public sector organizations, and unions in helping laid-off employees adjust to unemployment and obtain satisfactory reemployment.  相似文献

In this paper we explore the potential role of entrepreneurship in public sector organizations. At first, we present a review of the entrepreneurship theme in the political science and public management research streams, comparing these ideas with the mainstream business literature on entrepreneurship. Thereafter, we illustrate empirically how Stevenson's classical framework of entrepreneurship can be applied in a European local government context to explain the recent initiatives to compete for and utilize European Union structural funds. The empirical basis of the study is comprised of ten in-depth case studies of local government organizations, five in the UK and five in Italy. Finally, we propose five distinct types of entrepreneurial agents in the public sector: professional politician; spin-off creator; business entrepreneur in politics; career-driven public officer; and politically ambitious public officer.  相似文献

ABSTRACT Inter‐organizational collaboration has been linked to a range of important outcomes for collaborating organizations. The strategy literature emphasizes the way in which collaboration between organizations results in the sharing of critical resources and facilitates knowledge transfer. The learning literature argues that collaboration not only transfers existing knowledge among organizations, but also facilitates the creation of new knowledge and produce synergistic solutions. Finally, research on networks and interorganizational politics suggests that collaboration can help organizations achieve a more central and influential position in relation to other organizations. While these effects have been identified and discussed at some length, little attention has been paid to the relationship between them and the nature of the collaborations that produce them. In this paper, we present the results of a qualitative study that examines the relationship between the effects of interorganizational collaboration and the nature of the collaborations that produce them. Based on our study of the collaborative activities of a small, nongovernmental organization (NGO) in Palestine over a four‐year period, we argue that two dimensions of collaboration – embeddedness and involvement – determine the potential of a collaboration to produce one or more of these effects.  相似文献

Performance-related pay (PRP) is being introduced for schoolteachers in England and Wales at a time when policy makers are concerned with the ‘mission to modernise’ and the requirement for ‘change’ to take place in the public sector (Cabinet Office 1999: 4). In a number of recent government publications, public sector pay has been heralded as an important mechanism that will ensure public services are ‘efficient’ and of ‘high quality’. Kessler and Purcell (1992) examine the managerial objectives underlying the current application of PRP in organizations and provide a useful framework to explore and evaluate PRP systems. This article presents what the authors have learned about managing networks of public, private and nonprofit service providers in the context of decentralized and devolved governmental regimes - what the authors have termed the hollow state. The characteristics of the hollow state are discussed along with two strategies for managing networks of organizations that jointly produce a public service - collaboration and contracting. The article revisits the authors' preliminary theory of network effectiveness, based on a four-city study of mental health in light of an evolutionary study conducted on one city's mental health system over four years.  相似文献

Empirical analyses testing the impacts of entrepreneurial orientation (EO) remain lacking in public sector research despite strong normative expectations for public managers to foster a culture of innovativeness, risk-taking, proactiveness, and accountability in their organizations. Drawing data from a nationwide survey of the US local governments, this research uses structural equation modelling to examine relationships between EO, organizational integration processes, and performance in the Energy Efficiency and Conservation Block Grant (EECBG) programme. The study finds that EO positively influences programme performance, but does so indirectly by enhancing knowledge sharing, interorganizational collaboration, and performance information use. Practical and theoretical implications are discussed.  相似文献
