Abstract

Although there is a plethora of literature on gender equality and women empowerment, studies on whether (and to what extent) educational attainments affect people’s attitudes toward gender equality are lacking. This is particularly true for Africa, a mostly male-dominated continent. In this article, we use data from the Wave 6 of the World Values Survey to empirically examine the relationship between educational attainments and attitudes toward gender equality among people in 5 countries in Africa–Ghana, Nigeria, Rwanda, South Africa, and Zimbabwe. Our results, based on different measures of gender equality and econometric specifications, consistently reveal that the higher the level of education acquired, the more liberal and favorable the individual’s attitudes are toward gender equality.  相似文献

This paper assesses the United Nations Development Program’s (UNDP) Gender-Related Development Index (GDI). Although the GDI has increased attention on gender equality in human development, it suffers from several limitations. A major problem is that it conflates relative gender equality with absolute levels of human development and thus gives no information on comparative gender inequality among countries. Using the same indicators as the GDI, the paper constructs a Relative Status of Women (RSW) index, which demonstrates how using a measure of gender equality that abstracts from levels of development results in very different country rankings. However, the RSW is not an ideal measure of gender inequality. The GDI indicators are not the most appropriate ones for measuring gender inequality and hence both the RSW and the GDI have limited validity. The paper concludes by offering a conceptual framework that provides the basis for an alternative measure of gender inequality.  相似文献

This article explores the impact of gender equality on economic growth. In particular, we focus on the multidimensional nature of gender equality with the object of identifying the relative salience of different aspects of equality. Using exploratory factor analysis on five measures of gender equality, we identify two distinct dimensions: equality of economic opportunities and equality in economic and political outcomes. Regression analysis conducted on an unbalanced panel of 101 countries taken over nonoverlapping five-year periods from 1990 to 2000 reveals that a standard deviation improvement in equality in economic opportunity increases growth by 1.3 percentage points and a corresponding improvement in participatory equality improves growth by an average of about 1.2 percentage points. However, this impact is contingent on a country's stage of development: while developing economies experience significant improvements in growth from greater equality in opportunity, developed societies see significant improvements resulting from greater equality in outcomes.  相似文献

This paper is concerned with the historical roots of gender equality. It proposes and empirically assesses a new determinant of gender equality: gender-specific outside options in the marriage market. In particular, enlarging women’s options besides marriage—even if only temporarily—increases their bargaining power with respect to men, leading to a persistent improvement in gender equality. We illustrate this mechanism focusing on Belgium, and relate gender-equality levels in the 19th century to the presence of medieval, female-only communities called beguinages that allowed women to remain single amidst a society that traditionally advocated marriage. Combining geo-referenced data on beguinal communities with 19th-century census data, we document that the presence of beguinages contributed to decrease the gender gap in literacy. The reduction is sizeable, amounting to a 12.3% drop in gender educational inequality. Further evidence of the beguinal legacy is provided leveraging alternative indicators of female agency.

Abstract

After twenty years of trade liberalization in Mexico, the relationship between gender wage inequality and trade remains insufficiently studied, in spite of evidence of increasing numbers of women in industrial employment. This study aims to analyze the effects of export orientation and other characteristics that represent the industrial underpinnings of restructuring on gender wage inequality for 2001–5. There is consistent evidence of the negative impact of export orientation on men's and women's wages and the gender wage ratio, signifying that women lose in both absolute and relative terms. This result holds after controlling for women's share of employment and the skills of both genders, contrary to the expected effect from trade on equality. There is also a negative relation between a rise in the proportion of unskilled workers and the gender wage ratio, which suggests that the trade-induced skill hypothesis cannot be considered an adequate explanation for gender inequality.  相似文献

This paper studies the long-run impact of policies aimed at fostering gender equality on economic growth in Brazil. The first part provides a brief review of gender issues in the country. The second part presents a gender-based, three-period OLG model that accounts for women’s time allocation between market work, child rearing, human capital accumulation, and home production. Bargaining between spouses depends on relative human capital stocks, and thus indirectly on access to infrastructure. The model is calibrated and various experiments are conducted, including investment in infrastructure, a reduction in gender bias in the market place, and a composite pro-growth, pro-gender reform program. The analysis showed that fostering gender equality, which may partly depend on the externalities that infrastructure creates in terms of women’s time allocation and bargaining power, may have a substantial impact on long-run growth in Brazil.  相似文献

This study uses time-use survey data for Mexico, Peru, and Ecuador (from 2009, 2010, and 2012, respectively) to analyze differences between countries in terms of the gendered distribution of total work, which includes both paid and unpaid work. It explores whether the variations in the total time worked by women and men, and, particularly, the gender gap unfavorable to women, can be explained by substantive national differences in gendered social norms. Using data from the World Values Survey (WVS; 2010–14), this study computes a gender norms index to measure cross-country differences in gender norms. It finds that more egalitarian countries exhibit higher levels of equality in the gendered distribution of total work.  相似文献

Despite the spread of budget initiatives for gender equality following the Beijing Declaration of 1995, resources allocated for eliminating gender inequalities remain inadequate. This paper proposes to create a Global Fund for Women through Innovative Finance (GFWIF) with the ability to raise funds through innovative sources of finance on a scale more appropriate to the estimated requirements of making reasonable progress toward gender equality (US$31–107 billion per year in constant 2014 dollars). It builds on previous calls by feminist economists for the establishment of such funds through global forms of taxation. Since donors’ commitments only meet the lower bound, the GFWIF could scale up funding for gender equality interventions commensurate with country needs. Global resource mobilization through innovative mechanisms, including allocations of new Special Drawing Rights, currency transaction taxes, and carbon taxes, have the potential to provide the necessary financing at a much faster pace than is currently possible.  相似文献

In rural development, women's access to land is recognized as a condition for reaching gender equality. This contribution discusses the tension between this formal recognition and concrete realities in rural development for traditional Amazonian communities by examining large-scale land acquisitions in Brazil, a land-abundant developing country, in the wake of the 2007–08 global food price crises. This study applies anthropological and legal perspectives to analyze problems related to gender inequality caused by large-scale land acquisitions. It argues that inequalities cannot be resolved by simply changing regulations related to traditional communities’ and women's rights and that gender relations and land tenure issues reflect interconnected social arrangements based on historical specificities of traditional communities. Case studies show that land acquisitions by outsiders disrupt these arrangements, despite stated commitments to social and environmental responsibility. Such “coercive harmony” is only unmasked when communities are conscious of their rights, enabling effective use of the legal apparatus.  相似文献

This paper aims at investigating gender differentials in wages and education from an intergenerational perspective across four developed countries of southern Europe, considering the generational transmission of preferences and the gender equality systems and policies. Measures of gender inequality in wages and education permit exploring the different extent to which gender gaps depend on unobserved factors, such as discrimination. A first set of discrimination indexes is computed starting from the estimation of extended Mincerian log-earnings equations, whereas a second set is based on the estimation of ordered logistic regressions on a range of personal characteristics considered to be linked to education, controlling for family background. The main results show that family background affects the degree of gender inequality more than the gender equality policies do. Gender disparities in professional outcomes can be partly due to women’s preferences vs. lower-paid jobs because of the incomplete efficacy of national systems.  相似文献

This study explores the multidimensional nature of gender equality and its influence on economic growth across 64 countries from 2000–2011 using an endogenous growth model. After controlling for standard growth correlates, the empirical results show that countries that protect the economic rights of women experience higher real GDP per capita growth rates. Furthermore, after controlling for a country’s religious affiliation, the importance of religion to the lives of people living in a country had a negative influence on economic growth. Intensely held religious beliefs are strongly correlated with gender inequitable views. These attitudes might serve as an important channel through which these gender biases are institutionalized in economic practices and act to slow economic growth.  相似文献

Transnational land deals pose vexing normative (ethical) questions, not least concerning gendered participation and outcomes. This article explores utilitarian and human rights approaches to gender equality in selected policy initiatives on the land deals. While global policy literature manifests growing attention to women in agriculture, the review found the analysis of gender in early policy initiatives to be absent or weak. Utilitarian arguments were used to justify deals but rarely presented women's participation as a means of social progress or so-called smart economics. Human rights documents were more likely to be critical of the deals and to mention gender, though with little elaboration. While to some extent amended by the emphasis on gender equality in the 2012 Voluntary Guidelines on tenure governance, failures to mobilize the feminist potential in utilitarian and human rights approaches call for more proactive gender analysis and advocacy when addressing transnational land deals as gendered power struggles.  相似文献

Although Haiti's 2010 earthquake brought to light the inconceivable poverty existing in the Western Hemisphere, Haiti's struggle for economic development long pre-dated that earthquake. One problem in Haiti is the high level of gender inequity, and we argue that human development theory is the best mode for change. We provide a brief background of Haiti's economic development over the last several decades, along with the status of women's rights and gender-differentiated socioeconomic outcomes. We analyze the ways that policy neglect of gender equity in Haiti has contributed to failed economic development in the past. Finally, we identify ways that other developing countries have successfully incorporated a focus on gender equity in their development strategy, particularly in the face of natural disaster and financial crisis. Our goal is working toward a set of leading practices consistent with institutionalism that can be used in relating gender (in)equality to economic development.  相似文献

We investigate the impact of media freedom on gender equality in education for a sample of 63 countries taken over the period 1995–2004. Our analysis is motivated by the idea that the impact of media freedom on gender equality may differ over the conditional distribution of the response variable. Using instrumental variable quantile regression to control for endogeneity in per capita income, we find that greater freedom of the media improves gender equality only in the 0.25 and 0.50 quantiles of the conditional distribution. Countries with the greatest disparities in gender outcomes experience no significant impact of media freedom.  相似文献

We investigate the historical determinants of the education gender gap in Italy in the late 19th century, immediately following the country's Unification. We use a comprehensive newly-assembled database including 69 provinces over 20-year sub-samples covering the 1861–1901 period. We find robust evidence that in 1861, at Unification, gender equality in education is still positively associated with the medieval pattern of commerce, along the routes that connected Italian cities among themselves and with the rest of the world. The beneficial effect of medieval commerce on female education relative to male persists after we control for a broad set of confounding factors reflecting the geographic, economic, political, and cultural differentiation of medieval Italy. The long-term influence of medieval commerce dissipates only gradually after nationally-directed educational policies are implemented after Unification. This is consistent with the hypothesis that its transmission occurs through slow-changing cultural beliefs, as confirmed by further suggestive evidence of its influence on contemporary outcomes related to gender and family culture.  相似文献

To assist with progress towards the United Nations Millennium Development Goals (MDGs) in developing countries, the international community is scaling-up foreign aid to record levels. Concurrently, there are concerns that additional aid will not be used effectively due to a problem of absorptive capacity in recipient countries. Empirical studies lend support to these concerns with many finding that there are diminishing returns to foreign aid. This paper reviews the extensive aid effectiveness literature to identify the various dimensions of absorptive capacity. It proceeds by devising a composite index of absorptive capacity for individual recipient countries which can assist policymakers in guiding the allocation of their aid. The relevance of the index is confirmed through its employment in a standard empirical model of aid effectiveness. The paper highlights the developing countries that currently receive high levels of aid relative to their estimated level of absorptive capacity.  相似文献

Abstract.  This paper reassesses economic growth in five South-East Asian countries utilizing a non-parametric productivity index and parametric techniques to trace the ultimate source/s of growth. Our results show that there is no single explanation for the growth performance of the countries in our sample. The results, particularly with reference to the role of embodied technology are comforting in terms of policy implications for countries such as Singapore, where, given the capital output ratios, there are lower returns to future capital accumulation. The possibility of capital being embodied through technological change makes future prospects much brighter for such a country.  相似文献

This empirical analysis seeks to determine which institutional arrangement, capitalism or democracy, tends to be more effective at improving women's well-being and promoting gender equality in society. Country-specific indexes measuring the degree of economic freedoms that exist within the market and the degree of political rights that exist within a democracy are used in a panel data analysis to explain the observed levels of various quality of life measures reflecting issues that are relevant to women. These empirical results indicate that capitalism often has a stronger beneficial impact on many aspects of women's well-being and gender equality in society.  相似文献

Neoliberalism has been discredited as a result of proliferating crises (financial, ecological, care) and mounting inequality. This paper examines the growing research on gender at the World Bank as a site for the construction of a new hegemonic consensus around neoliberalism. Drawing on a computer-assisted inductive analysis of thirty-four Bank publications on gender since 2001, the paper documents Bank efforts to establish a positive relationship between gender equality and growth; shows the expansion of the Bank’s definition of equality as equal opportunity; illustrates how the focus on institutions has enabled engagement with core feminist concerns, such as equality in the family; and traces how incorporating notions of women’s empowerment and agency has made possible a focus on domestic violence. The paper concludes by emphasizing the ambiguous effects of the Bank’s new neoliberalism, which continues to use the market as the arbiter of social values while providing openings for feminist agendas.  相似文献

Economic studies on environmental degradation generally have a narrow focus on per capita income as an explanatory variable, and often fail to distinguish among the various types of environmental quality or damage. This paper addresses both problems by examining the effect of relative equality in the distribution of power on environmental outcomes, and making a clear distinction between health‐related environmental outcomes and so‐called ‘environmental amenities,’ only the latter of which should correlate strongly with income. This paper introduces a national index of power equality that is derived from related socioeconomic variables, and studies its effects on individual country achievement in addressing environmental quality and population health. This model is applied to a data set of 180 countries, as well as to subgroups of the entire country set. Employing disability‐adjusted life expectancy and the population child mortality rate as two health proxies, this paper finds that power equality in most cases positively influences population health, and that power equality is in every case no worse and in some cases better than per capita income at explaining population health.  相似文献
