Environmental Innovations in Small and Medium Sized Enterprises   总被引:1,自引:0,他引:1  
Supporting and accelerating the adoption and diffusion of environmental innovations amongst small and medium sized enterprises (SMEs) is a major challenge to environmental policy makers. Research suggests that whilst SMEs possess high flexibility, their innovative capacity may be limited to incremental changes within their existing technology system and network. Twenty case studies examining the innovation adoption process in SMEs in four sectors and in five countries within the ENVIS project (commissioned by the EU) revealed great variety in factors driving this process. Findings indicate that this variation can be attributed to the character of the environmental innovation, the specific business opportunity, the regulatory setting and pressure experienced by the sector. Based on these findings an analytical framework is suggested, whereby the environmental innovative capability of SMEs is conceived as the result of an interplay between the competencies, the network relations and the strategic orientation of the company (the 'dynamic triangle'). This indicates that policy to support SME's adoption of environmental innovations has to take an integrated form, i.e. addressing and developing competence, networks and strategic orientation of SMEs simultaneously whilst remaining systemic and context sensitive.  相似文献

Technological innovations are seen as one of the best solutions to mitigate the environmental impacts of economic activity. Yet, the innovative success of firms, especially small- and medium-sized enterprises (SMEs), in the environmental sector is dependent on the presence of appropriate external financing to support their innovative activity. In an attempt to understand the circumstances surrounding the financing of 330 UK SMEs from the environmental sector between 2007 and 2010, we investigate the relationship between different types of innovation activity and sources of external finance. We observe a clear division of labour between the three external sources of finance, namely, banks, venture capital and government in terms of the types of innovations they finance. We also identify that finance gap affects environmental SMEs with early-stage and less applied research projects. We discuss the challenges for UK environmental SMEs to engage in innovative activity and call for an increased government action in order to support innovative SMEs with early-stage projects and to instil confidence in the private investors by signalling long-term commitment.  相似文献

The paper considers the development of small and medium enterprises (SME) in two transition economies where market reforms have been slow (Ukraine and Belarus), focusing specifically on the role of government in the process. Empirical data from a study on SMEs and economic development in Ukraine, Belarus and Moldova are used to consider the contribution of SMEs to different aspects of transformation whilst data from a second project are used to show the support needs of SMEs.Following the introduction, which summarises the aims and methodology, the second section presents brief profiles of the context for SME development in each country. Part 3 summarises some of the main empirical findings, focusing on those aspects that have potential policy significance, specifically with respect to employment, innovation, and market orientation, whilst the fourth section considers survey evidence of the support needs of SMEs. The final section draws out the main policy implications of the findings, whilst also setting out an agenda designed to increase the contribution of SMEs to economic development in the future.On the whole, the empirical results demonstrate that some SMEs have developed in Belarus and Ukraine despite the actions of governments, although the number of private enterprises per capita remains small and their qualitative characteristics often reflect the difficult operating conditions. As a result, their contribution to economic and social change is less than it could be, mainly due to an unstable environment and an institutional context that has yet to establish the framework conditions for sustainable private sector development. In terms of policy priorities, the survey data suggest that reform of the distorted legal and financial infrastructures that exist in these countries is the highest priority need.  相似文献

This study presents an in-depth investigation of the impact of “Mass Entrepreneurship and Innovation” (MEI) policy on small and medium-sized enterprises’ (SMEs’) innovation using the propensity score matching–difference-in-difference method. The MEI policy's R&D subsidies are found to generate a positive effect on SMEs’ innovation. Although R&D subsidies have no significant impact on SMEs’ strategic innovation, they can promote substantial innovation and establish a solid microfoundation for China's high-quality development. Compared with R&D subsidies, tax incentives in the MEI policy cannot encourage SMEs to innovate and may even have a negative impact on SMEs’ innovation.  相似文献

Based on the empirical findings achieved through comparative research involving 40 innovation policy instruments from 11 European regions, this paper proposes a shift in rationale and in the broad orientations of innovation policy to focus on addressing SMEs in their regional context. The main role for innovation policy, which aims to increase the capacity of a region and the capabilities of its SMEs to innovate, is to foster interactive learning within the firms and within the region. This calls for an interactive mode of policy intervention. The paper deals also with the question of how to build a coherent portfolio of policy instruments, taking into account both regional situations and specific SMEs needs in terms of innovation. The key message is that there is no 'one-size-fits-all' policy portfolio. Regional differences in innovation capabilities call for a tailored mix of policy instruments. One salient element of the conclusion is the need for more 'policy intelligence' in this complex field.  相似文献

The literature on open innovation (OI) is characterised by studies based both on large companies and small and medium-sized enterprises (SMEs). Among all, one of the less explored issues in SMEs is what impedes them to adopt OI. Thus, this paper has the threefold objective to identify which factors hinder the adoption of OI in SMEs, to investigate if different behaviours exist among SMEs in relation to these factors, and to understand if the same factors effectively influence the level of adoption of OI. Based on a survey on 157 Italian SMEs, we identified four main barriers (namely, ‘knowledge’, ‘collaboration’, ‘organisational’, and ‘financial and strategic’) and three profiles of firms, different in terms of innovativeness of the industries they belong to (knowledge intensive, medium-innovative, and less innovative) and hampering factors perceived (‘knowledge’, ‘financial and strategic’, and ‘collaboration’ and ‘organisational’ barriers). Moreover, we found that some of these factors effectively impede the adoption of the paradigm.  相似文献

Technological innovations in agricultural tractors have revolutionised farming, increased labour productivity and reduced operator's hazards. The purpose of this paper is to analyse the relation between agricultural tractors’ technological innovations and farm size, as well as users’ attitude on environmental impact of agricultural tractors according to their age and years of activity in the farm. Results, concerning Italy, highlight that high technological innovations of tractors are associated to larger farms, which are managed professionally by more efficient and sophisticated agricultural machineries. Empirical evidence also shows that the older the tractor adopters are and the longer they have been working in agriculture, the higher is their commitment to environment protection and safe working conditions. These results could be important for critical strategic management implications to spur technological innovation in agricultural tractors that better satisfy farmer's needs and to support the fruitful adoption of innovations for an efficient and safe modern agriculture.  相似文献

This study contributes to the literature on inbound open innovation in three ways. Firstly, it verifies the suitability of three groups of innovation activities (external information sources, cooperation and acquisition of machinery, knowledge or R&D) as indicators of open innovation, by modelling their relationship with the openness of the development of new products. Secondly, it relates these activities to three non-financial product-oriented outcomes of small and medium enterprises (SMEs): quality, product range and market share. When significant, the signs of the relationships are always positive. Thirdly, it is the first to link two streams of the literature on innovation within SMEs: open innovation and entry-timing. We distinguish between pioneers (the first to introduce innovations onto the market) and followers and find that most open innovation activities relate to the pioneering behaviour. This should be taken into consideration when designing public policies supporting innovation. Data include Spanish innovative SMEs from the Community Innovation Survey.  相似文献

Why do some societies embrace innovative technologies, policies, and ideas, while others are slow to adopt, and some even resist, them? Incumbent producers are most likely to be affected by certain kinds of innovations; they also wield a disproportionate influence in the design of institutions and policies that encourage or limit their adoption. We show formally that the elite has four cardinal policy options: to appropriate the innovation for itself; to encourage its adoption; to tax, regulate, or limit the innovation; or to block it. We show that six features of an innovation determine how it is received: (i) whether it is easy to replicate; (ii) whether it complements or competes with the elite's sources of income; (iii) whether its impact is broad or narrow; (iv) whether it is location-dependent, and (v) concealable; (vi) whether it requires large fixed costs. While other works have occasionally considered one of these factors, we show where each feature comes from, and we assess them systematically and together. We provide illustrative evidence of the relevance and generality of the model to understand the fate of a variety of innovations.  相似文献

This essay studies the diffusion/adoption of Web 2.0 technologies in small and medium sized enterprises (SMEs)’ innovation strategies and particularly in research, development, design and other innovation activities. It looks at the effects of these technologies on the evolution and the dynamics of firm's innovation capabilities and the implications of entrepreneurial turnover on the adoption of said technologies. The study is based on original fieldwork with some 130 SMEs. The author finds that a consistent share of SMEs is actively trying to fill the knowledge gap and integrate Web 2.0 technologies in their innovation strategies. SMEs are managing this integration by progressively adjusting their behaviour in reaction to the opportunities offered by the technology and balancing the dependence of the business from the web. Barriers to the adoption of such technologies are also discussed.  相似文献

通过手工收集地方政府培育类政策并与2007—2019年中国中小板和创业板上市企业数据进行匹配,利用多期DID模型检验其对中小企业创新的影响。结果表明,培育类政策对中小企业创新起长期显著促进作用,但政府认定次数增加并不能推动中小企业创新由量转质的飞跃。进一步地,培育类政策可通过激发创新意愿、加速人才聚集、提升市场关注度促进中小企业创新。异质性分析表明,该类政策对国有中小企业创新促进作用更为显著,且仅对低集中度行业企业起到促进作用,知识产权保护水平较低地区政策激励与创新补偿效应更强。结论可丰富产业政策对中小企业创新影响的经验证据,为完善扶持中小企业创新政策提供决策参考。  相似文献

战略联盟伙伴选择作为联盟形成的源头,既是管理联盟企业关系的关键,又是提升联盟绩效的核心。为从源头剖析联盟创新绩效影响因素,依据资源依赖理论,从战略导向视角出发,以长三角地区战略联盟企业调研数据为实证依据,构建并验证了战略联盟伙伴选择、知识搜索与联盟创新绩效间的理论框架。研究结果表明:①战略联盟伙伴选择的二元导向性(关系导向的联盟伙伴选择与市场导向的联盟伙伴选择)对联盟创新绩效有显著正向影响;②知识搜索(搜索宽度与搜索深度)在战略联盟伙伴选择与联盟创新绩效关系中起部分中介作用。该研究结果有助于厘清战略联盟伙伴选择二元导向性影响联盟创新绩效的作用机理,并为我国企业基于战略整体性选择合适的联盟伙伴提供理论依据与实践指导。  相似文献

This study investigates the determining factors of the successful adoption of e-business by small and medium enterprises (SMEs) in Korea using survey data. After the major determining factors were identified from the innovation adoption literature and were extracted by applying the principal component analysis to the survey data and by adding the country-specific characteristics of Korea, we conducted empirical analyses to determine the critical success factors for the adoption of e-business by Korean firms. The empirical results which are based on t-tests of the differences between adopters and non-adopters, the linear probability model, and the logit model, all suggest that the important determinants of the successful adoption of e-business by SMEs in Korea are: the CEO's knowledge of information technology (IT)/e-business, relative advantages and benefits from implementing e-business, governmental support, globalization strategy and the North Korean factor. Business size, the cost of e-business adoption and competitive pressure of the industry do not seem to play an important role in the adoption of e-business by Korean SMEs. The policy implications of this study on promoting e-business adoption by SMEs in emerging economies, such as Korea, are also discussed.  相似文献

ABSTRACT

This paper analyzes the relationship between firms' use of big data analytics and their innovative performance in terms of product innovations. Since big data technologies provide new data information practices, they create novel decision-making possibilities, which are widely believed to support firms' innovation process. Applying German firm-level data within a knowledge production function framework we find suggestive evidence that big data analytics is a relevant determinant for the likelihood of a firm becoming a product innovator as well as for the market success of product innovations. These results hold for the manufacturing as well as for the service sector but are contingent on firms' investment in IT-specific skills. Overall, the results support the view that big data analytics have the potential to enable innovation.  相似文献

The US national innovation system has a dual structure: part suited to rapid innovation, and part stubbornly resistant to change. The complex, established ‘Legacy sectors’ that resist change, particularly disruptive innovation, share common features that obstruct the market launch of innovations, over and above the ‘valley of death’ and other obstacles that have been the traditional focus of innovation policy. Innovations in Legacy sectors must penetrate a well-established and well-defended technological/economic/political/social paradigm that favours existing technology, characterised by (1) ‘perverse’ subsidies and price structures that create a mismatch between the incentives of producers and broader social goals, such as environmental sustainability, public health and safety, and geopolitical security; (2) established infrastructure and institutional architecture that imposes regulatory hurdles or other disadvantages to new entrants (3) market imperfections beyond those faced by other innovations: network economies, lumpiness, economies of scale, split incentives, needs for collective action, and transaction costs (4) politically powerful vested interests, reinforced by public support, that defend the paradigm and resist innovations that threaten their business models (5) public habits and expectations attuned to existing technology and (6) an established knowledge and human resources structure adapted to its needs. Beyond these obstacles, more socially desirable technologies that are driven by environmental or other non-market considerations must overcome the lack of agreed replacement standards against which putative alternatives can be judged. We have developed a new, integrative analytic framework for categorising the obstacles to market launch faced by Legacy sectors, and earlier applied this method to energy, health delivery, the long-distance electric grid, building, and air transport. In energy especially, the requirement for innovation is sufficiently urgent that large-scale domestic and collaborative international research should take place even at the cost of possible competitive disadvantage and even if it is some time before the USA adopts carbon charges and thereby puts pressure on the prevailing paradigm of fossil fuel use. We now extend this method to sustainable agriculture. American paradigms in agriculture and in energy are exported worldwide, delaying the development and spread of needed innovations that are not consistent with them. Foreign manufacturers wishing to enter US markets must suit their products in these sectors to American paradigms, while American exports of technology may be insufficiently cost conscious or respectful of environmental sustainability. Developing countries are technology takers and suffer from asymmetric innovative capability. They need to choose sources of technology best suited to their situation. India and China constitute new competitive threats, but also represent ‘innovative developing countries’ that have large domestic markets in which they are launching innovations aimed at their lower income populations.  相似文献

Since the passage of the Science and Technology Basic Law in 1999, Taiwanese universities have taken a more “scientific-economic” approach to protect and commercialize their research. This research mainly examines innovation activities such as patenting, licensing, and incubated startups in the context of Taiwanese higher education institutions (HEIs). The “scientific-economic” framework used to analyze the strategic aspects influencing these academic innovations includes (1) intellectual property managerial capabilities, (2) the strength of external industrial partnerships, (3) the university entrepreneurial orientation, and (4) government research policy. Four hypotheses were developed. Data were collected via a questionnaire with all 122 HEIs in Taiwan surveyed.The research reveals that the aspects of intellectual property managerial capability, HEI-industry partnerships, and academic entrepreneurial orientation are useful to distinguish the university's innovation performance on patent grants, licensing incomes, and firm incubation. Also, government support on research plays a moderating role in academic innovation. Managerial and policy implications for managing innovation effectively in universities were drawn.  相似文献
