笔者对13个发达国家1972年~2006年的面板数据进行了实证研究,结果显示:资本性(经常性)支出对经济增长率有负(正)效应,这与以往许多学者所认为的财政的资本性支出较之经常性支出对经济增长更有贡献的观点是相左的。其次,财政支出规模、私人固定投资以及外汇黑市溢价对经济增长也有着显著的影响。本研究对于在平衡预算下的财政支出结构决策有现实指导意义。  相似文献

国防支出对区域经济影响的主要分析工具之一是投入产出分析技术。本文在RIMS Ⅱ(Regional Input-Output Mod-eling System,区域投入产出模型化系统)基础上,讨论了区域投入产出分析的主要乘数模型:产出乘数、就业乘数和收入乘数。将乘数模型应用于国防支出的区域经济效应研究,我们发现,国防支出通过驻地军事基地和装备采购支出对区域经济发展的影响是显著的。由于国防支出由中央政府支付,经济区域内国防支出的流入意味着为区域经济注入了必要的生产发展资金,推动经济区域内循环往复的生产、消费、税收和就业。同时,不同类型的国防支出流入在区域经济内发挥的经济效应是不同的。以生产武器装备,承接国防合同为主而流入大量国防采购资金、国防R&D资金的地区,显然要比经济区内单纯驻有军事基地的地区有更高的乘数效应,国防支出对区域经济的产出、收入和就业的经济效应更为明显。  相似文献

This paper analyses the impact of home military spending and foreign military threat on economic growth in a stochastic endogenous growth model involving the supply‐side and demand‐side effects produced by military spending. The paper states that an increase in home military spending affects economic growth through three channels, including the crowding‐out effect, the spin‐off effect, and the resource mobilization effect. The net effect which depends on these three channels is ambiguous. Hence, we demonstrate that there exists an optimal defence burden that maximizes the economic growth rate. Furthermore, the optimal defence burden depends on the degree of risk preference. Namely, the optimal defence burden of the risk‐loving agent is more than that of the risk‐neutral agent, and in turn is more than that of the risk‐averse agent. At the same time, we prove that the relationship between the volatility in military spending and economic growth also depends on the degree of risk preference. In addition, we show that greater volatility in foreign military spending leads to a decrease in home aggregate consumption, and hence speeds up economic growth in the home country.  相似文献

This article investigates the impact of military spending changes on economic growth in China over the period 1953 to 2010. Using two-state Markov-switching specifications, the results suggest that the relationship between military spending changes and economic growth is state dependent. Specifically, the results show that military spending changes affect the economic growth negatively during a slower growth–higher variance state, while positively within a faster growth–lower variance one. It is also demonstrated that military spending changes contain information about the growth transition probabilities. As a policy tool, the results indicate that increases in military spending can be detrimental to growth during slower growth–higher growth volatility periods.  相似文献

The relationship and interaction of military spending and economic growth have been theoretically and empirically investigated since the 1970s but it still cannot provide conclusive evidence towards the direction and the quantification of the impact between the two magnitudes. The use of different data sets in terms of time periods, and number and geographic location of countries, different theoretical background leading to different econometric specifications, and single type of econometric methodology, make any comparison impossible. This paper looks into the dynamic interaction between military spending and economic growth during the period 1988–2013 that includes the recent years of economic crisis covering 138 countries without making any prior assumptions about the theoretical channels of influence, while not limited to a single estimation method but employing a wide range of methodologies in order to form a complete picture of the long‐ and short‐run interaction. Furthermore, as such interaction might not be linear, we create three groups of countries based on the countries' income developmental stage. Overall we find no evidence of long‐ and short‐run causality from the military spending to economic growth except for the developing countries (positive in the long run). However, from economic growth to military spending we find a positive impact for all groups except the least developed countries. We also notice the interaction was more prominent prior to the start of the economic crisis.  相似文献

This paper investigates the empirical relationship between military spending and economic growth in a large panel of advanced and developing countries over the period 1984–2014, with a particular focus on whether the growth impact of military expenditures varies with the type and level of security threats. Although there is extensive literature on the military-growth nexus, there is still no consensus on the nature and magnitude of this relationship. Using an expansive dataset and controlling for country-specific effects and potential endogeneity, we revisit this issue and reach two firm conclusions. First, military spending has no statistically significant direct (positive) effect on growth. Second, the nature and level of security threats do not alter the relationship between military spending and growth. Overall, the empirical results documented in the study suggest that military spending is simply not important or large enough in most countries to have a meaningful impact on growth.  相似文献

The rapid rise in schooling in developing countries in recent decades has been dramatic. However, many cross-country regression analyses of the impact of schooling on economic growth find low and insignificant coefficients. This empirical ‘puzzle’ contrasts with theoretical arguments that schooling, through raising human capital, should raise income levels. This paper argues that poor results are to be expected when regression samples include countries that vary greatly in their ability to use schooling productively. Data on corruption, the black market premium on foreign exchange and the extent of the brain drain for developing countries are used as indicators of an economy's productive use of schooling. Regression analysis shows that the impact of schooling on economic growth is substantially higher in countries that are adjudged to use schooling productively.  相似文献

This paper extends previous work on the optimal size of government spending by including nested functional decompositions of military spending into consumption and investment. Post World War II US data are then used to estimate nested non-linear growth models using semi-parametric methods. As expected, investments in military and non-military expenditure are both found to be productive expenditures with respect to the private production. Moreover there is little evidence to suggest that current military spending is having a negative impact on economic growth in the US, while civilian consumption only tends to have only a weak impact. This does not imply that society will necessarily benefit from a reallocation of more spending to the military sector, nor that it is the best way to achieve economic growth.  相似文献

In recent years, the U.S.A. natural gas market has seen enormous changes. The expectations of abundant supply of shale gas and the slow U.S.A. economic recovery have pushed gas prices below US$ 4 MMBtu. Although shale gas is a new promising source of unconventional energy, investors face uncertain investment plans. In this study, we investigate the risk premium by comparing behaviour before and after the change point in agents risk perception. Unlike traditional empirical research on risk premium, we use the parametric, two-factor model of Schwartz and Smith (2000) to evaluate the implied risk premium term structure from futures prices traded on the New York Mercantile Exchange (NYMEX). We compare our findings with other empirical results and find that the change point lies at the beginning of the low-price regime. When we compare periods before and after the change point, we observe that the risk premium changed, not only in sign, but also in magnitude.  相似文献

The purpose of this paper is to gain a better understanding of the black market premium—the percentage differential between the black market and the official exchange rate. Tests are used to see whether the black market premium responds to variations in expectations about the official exchange rate in Argentina, Brazil, Colombia, and Mexico. Expectations of devaluation do cause movements in the black market premium for Argentina, Brazil, and Mexico but this behavior is not observed for Colombia. Colombian economic agents seem less sensitive to expected returns. This perhaps explains the relatively flat black market premium series observed for Colombia.  相似文献

Recent years have seen a spate of empirical studies that have used cross-country regressions to examine a variety of possible determinants of long-term economic growth. The present study considers an additional, largely overlooked, explanatory variable: military spending. Consistent with Thompson’s (1974) hypothesis that enhanced national defense fosters economic growth by increasing the security of property rights, the military expenditures share of GDP is found to have a statistically significant positive impact on the growth rate of per capita GDP. This result is obtained for two alternative model specifications, a Barro-regression and a LISREL variant of that regression. The LISREL variant is motivated by Sala-i-Martin’s (1994) claim that the impact of government economic policies jointly, rather than extant government policies individually and separately, is "the phenomenon that really matters" for long-term economic growth.  相似文献

A major concern in the development of African economies is the impact of corruption on economic growth and while there is general agreement on its detrimental effects, there is considerable debate over its nature and importance. In particular there is little work on the interaction between corruption, government expenditures and how this influences economic growth in countries in the region. This paper takes an endogenous growth model, extends it to include different categories of government spending and then introduces the possibility of corruption, which is allowed to have different effects on each of the categories. The results confirm the negative effect of corruption and military spending, but also show that corruption interacts with military burden, through indirect and complementary effects, to further increase its negative effect. The policy implications are that the effects of corruption on economic growth are worse than was thought in countries which have high military burdens.  相似文献

市场化改革能改善资源配置效率,对中国的劳动力市场具有重要影响.文章使用中国家庭追踪调查2014年数据(CFPS2014),结合中国分省份市场化指数数据,分析了增进地区市场化程度对消除身高歧视的作用.结果表明:首先,我国劳动力市场存在"身高溢价"现象,即身高对收入具有显著正影响,并且身高优势有助于劳动力获得白领职业和进入具有较高职业声望的职业类别.其次,通过"中介作用"模型对其影响机理进行分析发现,身高溢价很可能是来自于劳动力市场上的雇主歧视行为,而非消费者歧视或个体在受教育水平、认知能力及非认知能力等人力资本方面的差异.最后,"身高溢价"现象具有明显的地区异质性,在相对欠发达的地区其影响更具显著性,而增进地区市场化程度能够显著降低劳动力市场的外貌特征歧视.  相似文献

There is debate in the literature as to whether military service is rewarded in the economy and the extent to which veterans receive either a wage premium or penalty. In this paper, we take a new approach to this question by conducting a wage decomposition of the veteran wage differential and decomposing the wage distribution of veterans and civilians instead of focusing only on the standard wage gap analysis at the averages. We find the veteran wage differential is driven by observable factors such as education, occupation, and industry, but also by location choice, a factor that has been previously overlooked in the literature. At the average, we find white men experience a veteran penalty whereas black men and women experience a veteran premium consistent with the bridging hypothesis. Additionally, we find that as we move along the wage distribution for all demographic groups, the veteran premium tends to become a veteran penalty, even after accounting for selection into military service. However, once we account for selection, we find that the premium for veteran black men disappears.  相似文献

We estimate a model of the black market premium for dollars in Yugoslavia from 1974 to 1987. Unlike previous applications of the model, our analysis addresses non-stationarity in the underlying data by allowing for trend breaks. Endogenous structural break tests indicate the presence of breaks closely associated with the death of Tito and changes in laws affecting the operation of the black market. After accounting for these breaks, we find strong support for the underlying model. In addition, we find evidence consistent with the era of increased government involvement in the black market leading to greater volatility of the premium following regime change.  相似文献

Only 5.5% of black males married white females in 1990, and the family‐income premium for intermarried black males was 7%. This article estimates the impact of the mating taboo, courting opportunities, and individual endowments on the black male marriage market. Results indicate that eliminating the mating taboo would raise the intermarriage rate from 5.5 to 64%, and do away with the intermarriage premium. Improving black males' endowments or allowing black males to meet white females as frequently as they do black females would not increase intermarriage.  相似文献

This paper studies the effect of government stimulus spending on a novel aspect of the labor market: the differential impact of spending on the total wage bill versus employment. We analyze the 2009 Recovery Act via instrumental variables using a new instrument, the spending done by federal agencies that were not instructed to target funds towards harder hit regions. We find a moderate positive effect on jobs created/saved (i.e., the “extensive margin”) and also a significant increase in wage payments to workers whose job status was safe without Recovery Act funds (i.e., the “intensive margin”). Our point estimates imply that roughly one-half of the wage payments resulting from the act were paid at the intensive margin. To provide a theoretical underpinning for the estimates, we build a micro-founded dynamic model in which a firm meets new government demand with a combination of new hiring and increasing existing workers׳ average hours. Faced with hiring costs and an overtime premium, the firm responds by increasing hours along both margins. Our model analysis also provides insight into how government spending policy should be structured to lower the cost of generating new jobs. Finally, we catalogue survey evidence from Recovery Act fund recipients that reinforces the importance of the intensive labor margin.  相似文献

This paper examines whether social spending cushions the effect of globalization on within‐country inequality. Using information on disposable and market income inequality and data on overall social spending, and health and education spending from the ILO and the World Bank/WHO, we analyze whether social spending moderates the association between economic globalization and inequality. The results confirm that economic globalization—especially economic flows—associates with higher income inequality, an effect driven by non‐OECD countries. Health spending is strongly associated with lower inequality, but we find no robust evidence that any kind of social spending negatively moderates the association between economic globalization and inequality.  相似文献

We advance the theory that the distribution of beliefs in the market is the most important propagation mechanism of economic volatility. Our model is based on the theory of Rational Beliefs (RB) and Rational Belief Equilibrium (RBE) developed by Kurz (1994, 1997). We argue that the diverse market puzzles which are examined, such as the equity premium puzzle, are all driven by the structure of market expectations. In support of our view, we present an RBE model with which we study financial markets. The model is able to simulate the correct order of magnitude of: (i) the long term mean and standard deviation of the price\dividend ratio; (ii) the long term mean and standard deviation of the risky rate of return on equities; (iii) the long term mean and standard deviation of the riskless rate; (iv) the long term mean equity premium. In addition, the model predicts (v) the GARCH property of risky asset returns; (vi) the observed pattern of the predictability of long returns on assets, and (vii) the Forward Discount Bias in foreign exchange markets. The common economic explanation for these phenomena is the existence of heterogenous agents with diverse but correlated beliefs such that some agents are optimistic and some pessimistic about future capital gains. The model has a unique parameterization under which the model makes all the above predictions simultaneously. The parameterization requires the optimists to be in the majority but the rationality of belief conditions of the RBE require the pessimists to have a higher intensity level. In simple terms, the large equity premium and the low equilibrium riskless rate are the result of the fact that at any moment of time there are agents who hold extreme pessimistic beliefs and they have a relatively stronger impact on the market. The paper also studies the effect of correlation of beliefs among investors. It shows that the main effect of such correlation is on the dynamic patterns of asset prices and returns and is hence important for studying such phenomena as stochastic volatility. This paper models the relationship between countries' distance from global economic activity, endogenous investments in education and economic development. Firms in remote locations pay greater trade costs on both exports and intermediate imports, reducing the amount of value added left to remunerate domestic factors of production. If skill-intensive sectors have higher trade costs, more pervasive input–output linkages or stronger increasing returns to scale, we show theoretically that remoteness depresses the skill premium and therefore incentives for human capital accumulation. Empirically, we exploit structural relationships from the model to demonstrate that countries with lower market access have lower levels of educational attainment. We also show that the world's most peripheral countries are becoming increasingly economically remote over time.  相似文献
