This note presents annual figures for gross expenditure on UK central government assistance to industry over the period 1960-90. This is part of onging research on the determinants and effects of UK industrial assistance. All figures are at corrent prices and a breakdown is provided between various components of policy, comprising national assistance, industrial and firm specific assistance, technology support, civil aircraft aid, shipbuilding assistance and local employment and regional policy.  相似文献

Road schemes are of major importance in the global PPP market. We focus on Design‐Build‐Finance‐Operate (DBFO) arrangements covered by shadow toll or availability payment mechanisms, where the UK and Spain are key players. Now that a good number of DBFO schemes in the UK and Spain have been operational for well over half the contract period, there is scope for a detailed ex post evaluation of DBFO performance in both countries and an analysis of how the DBFO model has evolved. Preliminary results show that these contracts continue to be very expensive for public administrations, especially in the UK, where the financing costs and fee per kilometre are high. On the other hand, they are an easy source of revenue for the parent companies of the concessionaires, where the increased use of subordinated debt rather than equity seeks to reduce risk. However, despite circumventing the controversial hard‐tolling, some projects in both Spain and the UK present poor outcomes. Several other problems around these projects are identified, including lack of public accountability and transparency or poor governance, raising long‐term questions around affordability and opportunities for further study.  相似文献

Abstract. Income support for working low-income families (the 'working poor') is on top of the political agenda in Switzerland. The current social assistance system is considered inadequate to support working poor households. Several European countries have introduced in-work benefits in order to make work pay. Based on a structural labour supply model, this paper provides microsimulation results of the effects of introducing different schemes of in-work benefits. It turns out that adding a minimum hours requirement to the current social assistance system is the most cost-effective reform. One-third of expected costs can be attributed to behavioural changes in labour supply.  相似文献

This study examines the impact of German public start-up assistance programmes administered by the Deutsche Ausgleichsbank (DtA) on the performance of young firms. The empirical analysis is based on firms from the ZEW Entrepreneurship Study that either received start-up loans in one or more DtA schemes or did not receive any funding from the DtA at all. The paper applies a non-parametric matching approach often applied by labour market economists. The interesting success measure is the average annual employment growth rate over a six year period and the resulting causal effect is the difference of this measure between the group of subsidized firms and the selected control group firms that did not receive any DtA start-up loans. The empirical analysis shows that DtA start-up loans significantly improve the average employment growth rate.  相似文献

This paper provides a comprehensive account of the regulations governing the systems of unemployment support and social assistance in post-communist Poland. To provide a solid foundation for a further discussion of these issues, the paper extensively characterizes the Polish labor force in terms of the prevalence and duration of unemployment. A final aspect of our empirical analysis concerned the question of what are the main sources of personal income for labor force participants, unemployed workers and long-term unemployed workers. In conclusion, we argue for a reform of the Polish systems of income support that separates the objectives of employment growth and poverty alleviation, and that improves upon the implementation of support schemes.  相似文献

Innovation policy is increasingly concerned with mobilising a broad range of resources to support the development of firm-level technological capability. It is aimed at dealing with 'market failure', which arises when firms are confronted with technological challenges in which they lack the necessary experience or resources. Both internal agency and independent evaluation of such innovation policies are routinely undertaken but most are conducted during the lifetime of the programmes or soon after they have ended. There are few examples of such evaluations being able to take a long-term perspective. This paper explores the impacts of a UK government technology programme on the process and product application of microelectronic technologies (MAP) that ran between 1978 and 1986. Via interviews with a sample of firms who participated in scheme, the research explored their subsequent use of microelectronics, government support schemes and expert consultants. The study argues for more regular long-term reviews of technology promoting schemes as an aid to learning and capability enhancement in policy-making.  相似文献

The Political Economy of IMF Conditionality: A Common Agency Model   总被引:4,自引:0,他引:4  
The paper models the relationship between an aid‐providing international financial institution (IFI) and an aid‐receiving government whose economic policy choices are influenced by a domestic interest group. Two assistance schemes are evaluated: conditional aid in which the IFI makes assistance contingent on less‐ distorting economic policies and unconditional aid which is provided without such conditions. Conditional aid is shown to raise welfare of the receiving country and the world as a whole relative to unconditional aid. The paper also examines how conditional and unconditional aid schemes are influenced by the IFI's opportunity cost of providing assistance and the receiving government's political dependence on a domestic interest group.  相似文献

This article contributes to an established and growing literature in which a production function is estimated for educational institutions in order to investigate the relationship between school characteristics and performance.
Existing studies in this area have generally met with only limited success. The present study, through its application of a statistical model to comprehensive data drawn from the UK private sector of education identifies a wide range of school characteristics which significantly influence performance.
The article offers meaningful results and guidelines for further development of techniques in the investigation of a topic which is relevant to both producers and consumers of education.  相似文献

Abstract

These Explorations, by eight authors from Canada, China, the US, and the UK, examine the current status of women in economics (with an eye mainly toward their status in the academic branch of the profession). The four sections of the work analyze results of surveys that show the distribution of academic positions among women economists in universities in Canada, the UK, the US, and China. The work also provides a short history of the development of committees and groups interested in furthering the status of women in the economics profession and suggests ways to improve the efforts of such groups and the status of women economists.  相似文献

Case study of agri-environmental payments: The United Kingdom   总被引:3,自引:0,他引:3  
The Environmentally Sensitive Areas (ESA) program, when launched in the United Kingdom (UK) in 1986, was the first agri-environmental program in the European Union (EU). This program grew to a total of 43 designated ESA schemes in the UK as a whole, 22 of which were in England. A variety of agri-environmental payments programs were created to supplement and complement the ESA schemes in years to follow. The most prominent of these in England was the Countryside Stewardship Scheme (CSS), established in 1991. The CSS was available to farmers outside the ESAs, and like the ESA program, was intended to protect valued landscapes and habitats and to improve public enjoyment of the countryside. By 2003, over 10% of England's agricultural land was enrolled in either ESA or CSS agreements. These voluntary agreements were long-term contracts (usually for 10 years) between the government and farmers to provide environmental services. Several major evaluations of the ESA program and the CSS were conducted over the years, and the results of many of those evaluations and the lessons derived are synthesized and summarized in this article. Both the ESA program and the CSS proved to be generally effective in enrolling many farmers in the entry-level contract tiers, thereby halting or slowing degradation of rural landscape and other environmental features. However, the schemes did not generally offer sufficient economic incentives to attract high levels of enrollment in the intensive farming areas. Also, the schemes were limited in their success in enrolling farmers in higher payment tiers, tiers that required more substantial changes in farming practices. The high crop and livestock-related payments received by farmers under the EU's Common Agricultural Policy (CAP) contributed to the disincentives to participate, especially in higher tiers. Following the latest (2003) reforms of the EU's CAP, England's ESA program and CSS are being replaced by a new, consolidated package of schemes that draws on lessons learned over the past 15-20 years with these two flagship programs.  相似文献

A general to specific methodology is used to construct UK demand for outbound tourism models to twelve destinations. A tourism destination preference index is introduced to take into account social, cultural and psychological influences on tourists' decisions concerning their overseas holiday destinations. The tests support the existence of a cointegration relationship for each of 11 UK overseas holiday destinations. The corresponding error correction models are estimated. The empirical results show that the long-run income elasticities for all destinations range from 1.70 to 3.90 with an average of 2.367. The lowest and highest short-run income elasticities are 1.05 and 3.78 respectively, with an average of 2.216. The estimates of the income elasticities imply that overseas holidays are highly income elastic while the own-price elasticities suggest that the demand for UK outbound tourism is relatively own-price inelastic. In terms of the significance of substitution prices in the regression equations, Ireland is the favourite substitute destination for UK outbound tourists. Ex post forecasts over a period of six years are generated from the ECM models and the results compared with those of a naive model, an AR(1) model, an ARMA(p,q) model, and a VAR model. The forecasting performance criteria show that the ECM model has the best overall forecasting performance for UK outbound tourism.  相似文献

In this paper, a stochastic translog production function frontier is specified to estimate the input-oriented technical efficiency of 11 major Australian irrigation schemes. The analysis is applied to a panel data set including the years 1998/1999, 1999/2000 and 2000/2001. The environmental efficiency of each sampled irrigation scheme in relation to treating salt emissions is measured. These EE measures are based on estimates of technical efficiency. The potential reduction of the environmentally detrimental salt emissions resulting from the improvement of environmental inefficiency is estimated. The study indicates that the sampled schemes operated at an average of 80.4% (1998/1999), 89.9% (1999/2000) to 95% (2000/2001) of full environmental efficiency. The potential contraction of salt emission is substantial. The paper also reveals that there is a wide range of EE scores in each year suggesting differences in the management performance of the salt emission problem across individual schemes.  相似文献

Pressure to improve the exploitation of the science base is a common feature of OECD countries, a pressure which has created an 'innovation anxiety'. The UK government's recent White Paper on Science and Technology seeks to establkh mechanbms to improve British performance here. The paper contextualizes this development and explores and criticizes likely measures that will be used as indicators of efective exploitation. We explore the impact of labour turnover on firm performance by analysing the predictions of an extension of the efficiency wage model of [Salop, S., (1979) ‘A Model of the Natural Rate of Unemployment’, American Economic Review, 69, 117–125.] developed by [Garino, G. and Martin, C., (2008) ‘The Impact of Labour Turnover: Theory and Evidence from UK Micro Data’, Quantitative and Qualitative Analysis in the Social Sciences, 1(3), 81–104.], which separates incumbent and newly hired workers in the production function. Within this theoretical framework, an exogenous increase in the turnover rate can increase profits if firms do not choose wages unilaterally. We test the theoretical predictions of the model using UK cross-section establishment-level data, the 2004 Workplace and Employee Relations Survey. In accordance with our theoretical priors, the empirical results support the standard inverse relationship between the quit rate and firm performance where firms unilaterally choose the wage and generally support a positive relationship between firm performance and the quit rate where trade unions influence wage setting.  相似文献

Based on a conjoint survey experiment with 10,000 respondents from France, Germany, Italy, Netherlands and Spain at the end of March/beginning of April 2020, we explore how individual characteristics shape support among Eurozone citizens for a European Union (EU) budgetary assistance instrument to combat adverse temporary or permanent economic shocks hitting EU Member States. We consider particularly the role of socioeconomic factors, such as income and education, covid fears and European attachment. Remarkably, how covid worries and European attachment affect the support for specific designs of the assistance instrument is not affected by other factors, in particular not by socioeconomic factors. These latter factors play an important role affecting support, independent of European attachment. Programs with European Commission monitoring (and recommendations) and cross-country redistribution, possibly even mandatory towards poor countries, can count on stronger support from those with higher European attachment. Those with strong covid fears are generally more in favour of EU budgetary assistance, mandatory spending of assistance on healthcare and redistribution to poor countries. Programs with Commission monitoring (and recommendations) receive extra support from high-income and highly-educated individuals. Also, the latter group specifically favors potential or mandatory cross-border redistribution. The independent role of individual European attachment suggests that instruments other than socioeconomic policies, e.g. better information provision about its use, may help raise support for an EU assistance instrument.  相似文献

Loan guarantee schemes have existed since 1953 (in the US) and are widely used throughout the world to provide financial support to smaller firms by guaranteeing loans from commercial banks. The UK government has been an active supporter of loan guarantees since 1981, and has a long track record of modifying its scheme to reflect changing market conditions and the financing needs of its SME sector. Arguably the two most significant changes occurred in 2008 when the 5-Year Rule on eligibility was removed and in 2009 when the long-standing Small Firms Loan Guarantee Scheme was replaced by the Enterprise Finance Guarantee Scheme. We treat the removal of the 5-Year Rule as a natural policy experiment and empirically question whether, on economic grounds, this was a sensible policy. Our findings suggest that the 5-Year Rule was a better policy choice with regard to employment but had no impact on sales growth.  相似文献

This article examines the performance of 85 UK unit trusts with North American investment objectives between January 1985 and December 1996 using unconditional and conditional performance measures. The paper finds that, on average, the trusts register insignificant performance to each of the respective benchmark portfolios. In addition there is no evidence of any predictability in performance. The results of the article are consistent with market efficiency in that unit trusts do not, on average, possess private information, higher expenses tend not to improve performance, and trusts are not able to consistently outperform the market.  相似文献

This article develops a composite index of macroeconomic performance (IMP) and uses this index to ask: did the macroeconomic performance of the US economy improve during the 1990s relative to its own past performance; and has US macroeconomic performance been superior to that of other advanced capitalist economies during the post‐war period as a whole? It is demonstrated that by studying the behaviour of an IMP, it is possible to draw conclusions about these comparative macroeconomic performance puzzles that are robust with respect to changes between multiple index weighting schemes.  相似文献
