This paper examines the incentives for individual countries to engage in global negotiations to reduce carbon emissions in order to prevent global warming. To reduce carbon emissions a country reduces consumption of its own good. The direct effect of reducing its own consumption is that consumption declines and with it utility. However, reducing carbon emissions also lowers global temperatures and that increases utility. The trade-off between these two effects determines the incentive for countries to reduce carbon emissions. We find that larger countries are more likely to participate because a given percentage reduction in output will result in a larger reduction in global temperatures. Longer time horizons also lead to greater willingness to participate. The presence of international trade makes carbon reduction agreements more likely because reducing the output of your own (export) good has a positive terms of trade effect which reduces the cost of output reduction.  相似文献

This paper examines the potential role for fuel substitution in electricity production in reducing carbon dioxide emissions over a ten-year time horizon. This is achieved by adding fuel substitution to output changes resulting from demand responses arising from a tax on carbon dioxide emissions. A time profile of adjustments is developed. The tax required for Australia to meet a 20 per cent reduction in emissions from 1993 levels is calculated and effects on inequality and social welfare are examined. The paper also examines the potential effect of a subsidy towards the use of low-emission fuels, financed from the carbon tax. A subsidy produces an improvement in emissions abatement and a lower tax required to reach the emissions target.  相似文献

China joined the Paris Agreement, and the global 2°C and 1.5°C warming targets will be supported by China. In order to achieve these targets, China's CO2 emissions need to be cut deeply by 2050. The present paper presents studies from the integrated policy assessment model for China (IPAC) team about the impact on China's economic development of deep cuts in greenhouse gas (GHG) emissions, in order to realize the Paris climate change targets. With the requirement of deep cuts in GHG emissions in China, China's economic development will also be impacted in moving toward a low‐carbon or zero‐carbon emission‐based economy by 2050. This means the Chinese economy needs a strong transition over the next three decades, a relatively short time. All sectors in the economy need to seek ways to reduce GHG emissions, and this could change activities, industry processes and technologies in order to make the deep cuts in GHG emissions happen. This is the meaning of the economic transition toward to a low‐carbon economy. The findings of the present paper include: a significant transition in the energy supply sector; a high rate of electrification in all end‐use sectors; and a technology transition in the transport sector. Transitions will also occur in the traditional industrial sectors, including steel making, cement manufacture, and the chemical sector. The availability of low‐cost renewable energy could change the allocation of industries, which could potentially have a strong impact on regional economic development. Deep cuts in CO2 emissions in China need not be a burden for economic development, as the IPAC results show there will be a more than 1.5% increase of gross domestic product by 2050 in the deep cut scenario compared with the baseline scenario.  相似文献

The continuing growth of China's electricity sector will affect global environmental and economic sustainability due to its impacts on greenhouse gas emissions and global resource depletion. In 2005, the generation of electricity in China resulted in the emissions of 2290 million metric tonnes of carbon dioxide (approximately 53% of the nation's total) and required 779 million metric tonnes of coal (approximately 50% of China's total coal consumption). These figures are expected to increase with China's economic growth. In order to gauge the range in which fuel consumption and CO2 emissions could grow a scenario-based conceptual model has been developed by the authors (published in (vol.) of this journal). The application and analysis of this shows that under a business as usual (BAU) scenario, electricity generation could contribute upwards of 56% of China's energy related greenhouse gas emissions by 2020. Meanwhile, consumption of coal will also increase, growing to nearly 60% of total national demand by 2020. However, variations in a number of key drivers could produce significant deviation from the BAU scenario. With accelerated economic output, even with greater technological advances and greater potential to bring natural gas on stream, carbon dioxide emissions would rise 10% above the BAU. Alternatively, in a scenario where China's economy grows at a tempered pace, less investment would be available for advanced technologies, developing natural gas infrastructure, or nuclear energy. In this scenario, reduced economic growth and electricity demand would thereby be countered by reduced efficiency and a higher contribution of coal.  相似文献

A carbon tax is an efficient economic instrument to reduce emissions of carbon dioxide released from fossil fuel burning. If designed properly, it could also help significantly to promote renewable energy. Using a multi-sector, multi-country computable general equilibrium model this study investigates under what circumstances a carbon tax would help stimulate penetration of biofuels into the energy supply mix for road transportation in various countries and regions around the world. This study shows that a carbon tax cum biofuel subsidy policy, where a carbon tax is introduced to fossil fuels and part of the tax revenue is used to finance the biofuel subsidy, would significantly help stimulate market penetration of biofuels. On the other hand, a carbon tax alone policy, where the entire tax revenue is recycled to households through a lump-sum transfer, does not help stimulate biofuels significantly even at higher tax rates. Although the carbon tax cum subsidy policy would cause higher loss in economic output at the global level as compared to the carbon tax alone policy, the incremental loss is relatively small. The key policy insight drawn from the study is that if a carbon tax were to be implemented in an economy for the purpose of climate change mitigation, recycling part of its revenue to finance biofuel subsidies would significantly help stimulate biofuels.  相似文献

We study the optimal carbon tax in an economy in which climate change, stemming from polluting non-renewable resource, affects the economy’s growth potential. Our main contribution is to introduce and explore the natural time lag of the climate system between emissions and damages to capital accumulation in an endogenous growth setting. This allows us to investigate how optimal climate policy, and its interplay with climate dynamics, affect long-run growth and the transition of the economy towards it. Without pollution decay, a higher speed of emissions diffusion steepens the growth profile of the economy. With pollution decay, this leads to lower short-run but higher long-run economic growth during transition. Poor understanding of the emissions diffusion process leads to suboptimal carbon taxes, resource extraction and growth.  相似文献

What types of firms establish tax haven operations, and what purposes do these operations serve? Analysis of affiliate-level data for American firms indicates that larger, more international firms, and those with extensive intrafirm trade and high R and D intensities, are the most likely to use tax havens. Tax haven operations facilitate tax avoidance both by permitting firms to allocate taxable income away from high-tax jurisdictions and by reducing the burden of home country taxation of foreign income. The evidence suggests that the primary use of affiliates in larger tax haven countries is to reallocate taxable income, whereas the primary use of affiliates in smaller tax haven countries is to facilitate deferral of U.S. taxation of foreign income. Firms with sizeable foreign operations benefit the most from using tax havens, an effect that can be evaluated by using foreign economic growth rates as instruments for firm-level growth of foreign investment outside of tax havens. One percent greater sales and investment growth in nearby non-haven countries is associated with a 1.5 to 2% greater likelihood of establishing a tax haven operation.  相似文献

This article investigates efficient policies against global warming in the case of multiple greenhouse gases. In a dynamic optimization model conditions for an efficient combination of abatement activities are derived. It is shown how this solution can be decentralised by a system of emission charges. Since the determination of the charge rates should be based on a long time horizon, the impact of sequential planning methods is explored. The parameters of the model are specified with respect to the main greenhouse gases (carbon dioxide, methane, nitrous oxide, chlorofluorocarbons) and a scenario for an efficient charge system is calculated. For the main emission sources the tax base and the likely range of tax rates is derived. The results illustrate that efficient policy measures against global warming will not only affect the use of fossil fuels but will also impose a considerable burden on modern agriculture specialising in livestock and in intensive farming techniques.  相似文献

This paper analyzes the economic impacts on different regions of the world of a global agreement to limit carbon emissions. A multi-sector, multi-region trade model (MS-MRT) is developed that focuses on the international trade aspects of climate change policy. These include the distribution of impacts on economic welfare, international trade and investment across regions, the spillover effects of carbon emission limits in Annex 1 countries on non-Annex 1 countries, carbon leakage, changes in terms of trade and industry output, and the effects of international emissions trading. Our central estimates are presented with a set of sensitivity tests to assess the extent to which our conclusions depend on elasticity and baseline assumptions. A technical appendix presents algebraic details of the model structure and calibration.  相似文献

The purpose of the paper is to narrow the gap between the widespread use of voluntary agreements and research on the rationale of such approaches. A topical example are voluntary agreements of many industries to reduce carbon dioxide emissions because of global warming. If the industry anticipates that taxes and fees will be introduced in the coming years, it seems rational to act in advance in order to mitigate the tax levels.The conventional approach in strategic trade and tax models was to look at a two-stage game where governments set taxes first and then firms react. In such a policy regime the government is concerned about the international competitiveness of its firms and sets taxes below marginal damages. In this paper, we consider a policy regime with a reversed timing. Firms commit themselves in the face of emission taxes to abatement efforts and to lower levels of the environmentally intensive output. Then the government introduces the tax. Under this timing of strategies the tax is equal to marginal damage. Firms waive profit and reduce output in order to use less of the polluting input. The reward for this behavior will be a less strict use of policy instruments and hence lower abatement costs in the near future.  相似文献

Carbon intensive fuels generate a significant negative externality which is quite relevant for climate change mitigation policy. We propose a dynamic growth model where output is produced using two types of energy sources: fossil fuel and renewable energy. Fossil fuel discovery, extraction, and associated costs are incorporated in our model together with the dynamics of greenhouse gas emissions and consequent damages. Consistent with the empirical facts, our numerical solutions suggest that fossil fuels, especially coal, should not be exploited to depletion. Furthermore, renewable energy should be gradually phased in to meet targets consistent with the Paris 2015 agreement. We show that adopting those policies should slow down the growth rate of cumulative emissions; but the outcome is contingent upon the carbon emission targets set for advanced countries, as distinct from those assigned to developing countries.  相似文献

Carbon capture and storage (CCS) is a key technology for reducing greenhouse gas emissions. But a CCS facility consumes vast amounts of energy and capital. With this in mind we analyze macroeconomic consequences of a large scale introduction of CCS in China. We modify and extend the DRC-CGE, a macroeconomic CGE model of the country that is used for long-term planning and policy analyses. We analyze an internal finance scenario of domestic funding, and an external finance scenario of international funding. In the external finance scenario CCS is installed on 70 % of all power plants by 2050. This increases demand for coal in 2050 by one fifth and import of coal by one fourth. The strain on coal resources may be an important political concern for China. In the internal finance scenario coal resources are not strained since this scenario introduces a price on carbon that lifts prices of energy. Moreover, the price on carbon cuts across the board and the internal finance scenario is much more effective at reducing \(\hbox {CO}_{2}\) . On the other hand, in this scenario GDP goes down about 4 %, which also raises political concern.  相似文献

A quarter of the total increase in emissions is attributable to the growth of emissions per capita, whereas three-quarters are due to population growth. This evidence notwithstanding, demography in climate–economy models typically follows exogenous trends. We develop a climate–economy integrated model with endogenous fertility through a quality–quantity trade-off. The decentralization of the social optimum requires two complementary instruments: a carbon pricing policy and family planning interventions. Global population increases and reaches a peak, depending on the scenario, between 11.6 billion in the social optimum and 14.6 billion if only carbon prices are implemented. Fertility costs (i.e., the net present value of the climate-related costs per child) are in 2020 estimated to be about 22,000 euros in the “social optimum” scenario, and about 88,000 euros in the “second-best with fertility taxes” scenario. Carbon pricing tends to have a rebound effect as it increases population growth leading to higher future emissions. Our results highlight the effects of fertility choices and global population on climate change, quantifying the cost of neglecting the interaction.  相似文献

文章基于当前国际社会的压力和我国政府已经做出的承诺,本着"高歌稳进"的思想,以长三角地区为例,实证分析了1995-2009年碳排放的区域特征,并采用情景模拟的方式研究了2050年前区域低碳经济的发展目标,通过影响因素分析和灰色关联度测算,提出了实现低碳目标的主要路径和具体方案。研究表明,我国长三角地区的碳排放总量逐年攀升,工业比重和煤类能源消费比重过大,碳排放强度较低的优势正在逐步削弱。今后40年,长三角地区的减排压力较大,其碳排放强度下降的"五年目标"应相对平稳,大体可以在17%-19%之间进行选择。而要实现这一目标,短期内主要应加大产业结构调整的力度。从长三角现有工业结构看,积极鼓励文教体育用品制造业、工艺品等行业的发展,同时适度限制造纸及纸制品业、石油加工、炼焦及核燃料加工业、塑料制品业等行业的规模,将有利于实现区域低碳经济目标。  相似文献

The paper evaluates the costs and benefits of fiscal consolidation using simulations based on the IMFs global dynamic general equilibrium model GIMF. Over the longer run, well-targeted permanent reductions in budget deficits can lead to a considerable increase in both the growth rate and the level of output. The gains may be enhanced by shifting some of the tax burden from incomes to consumption. In the short-run, credibility plays a crucial role in determining the size of initial output losses. Global current account imbalances would be significantly reduced if budget consolidation was larger in countries with current account deficits.  相似文献

It is suggested that trade measures should be used to induce exporters to adopt more ambitious climate policy and reduce global emissions. However, a tariff and the exporter's emission tax are likely substitutes, which would undermine the rationale for these trade measures. This paper examines incentives to regulate the climate under border carbon adjustment (BCA), defined as an import duty of a magnitude determined by the difference in emission taxes between trade partners. Unlike a tariff, a BCA can induce the exporter to adopt a higher tax, suggesting that the BCA and tariff are not equally effective at targeting global emission levels and that the features of the border measure matter in assessing the effectiveness of trade policy in targeting global emissions.  相似文献

Methane is a greenhouse gas that oxidizes to form ground-level ozone, itself a greenhouse gas and a health-harmful air pollutant. Reducing methane emissions will both slow anthropogenic climate change and reduce ozone-related mortality. We estimate the benefits of reducing methane emissions anywhere in the world for ozone-related premature mortality globally and for eight geographic regions. Our methods are consistent with those used by the US Government to estimate the social cost of carbon (SCC). We find that the global short- and long-term premature mortality benefits due to reduced ozone production from methane mitigation are (2011) $790 and $1775 per tonne methane, respectively. These correspond to approximately 70 and 150 % of the valuation of methane’s global climate impacts using the SCC after extrapolating from carbon dioxide to methane using global warming potential estimates. Results for monetized benefits are sensitive to a number of factors, particularly the choice of elasticity to income growth used when calculating the value of a statistical life. The benefits increase for emission years further in the future. Regionally, most of the global mortality benefits accrue in Asia, but 10 % accrue in the United States. This methodology can be used to assess the benefits of methane emission reductions anywhere in the world, including those achieved by national and multinational policies.  相似文献

One approach to the economic analysis of global warming seeks to balance the costs of damage from or adaptation to it with the costs of mitigating it. The costs of adaptation and damage have been estimated using techniques of environmental evaluation, but are subject to a wide margin of uncertainty. The costs of mitigation, principally by reducing the emissions of CO2, have been estimated using different kinds of economic models, some of the results of which have suggested that very little abatement of carbon emissions is justified before the costs of abatement exceed the benefits of it in terms of foregone damage and adaptation costs. The paper analyses the extent to which this conclusion is a function of the modelling assumptions and techniques used, rather than likely practical outcomes, with regard to the models' treatment of unemployed resources, revenue recycling, prior distortions in the economy due to the tax system and possible dynamic effects from the introduction of a carbon-energy tax. It concludes that, with different and arguably more appropriate treatment of the above issues, especially when the secondary benefits of reducing CO2 emissions are also taken into account, it is not clear that even substantial reductions in the use of fossil fuels will incur net costs, especially if there is the prospect of even moderate costs from global warming.  相似文献
