多个“国家队股东”的结构安排可以稳定企业预期,激励创新资源高质量配置。基于此,本文使用2006—2019年中国A股上市企业数据,检验多个“国家队股东”,即多个社保基金投资组合持股对企业技术创新的影响。研究发现,多个“国家队股东”能够促进企业技术创新,其与财政政策呈现出协同作用,具有准财政政策效应;机制检验证明,这种效应是通过加大人力资本投入和研发资本投入作为中介路径来实现的;此外,研究还发现投资模式、投资持股比例的差异均会产生异质性影响。本文对社保基金优化投资管理人绩效目标、实现准财政政策与财政政策的协同作用具有政策价值,对企业抢抓政策红利以实现高质量发展具有参考价值。  相似文献

We model the political manipulation of deficits in a political budget cycle model. Assuming that a share of voters suffers from debt illusion the incumbent can increase her re-election chances by expanding government spending. However, the optimal manipulation may exceed the amount necessary to maximize re-election chances (over-manipulation) if the deficit is not very costly (low repayment obligation). Then, more selfish politicians (higher ego rents and, therefore, increased re-election motivation) reduce the over-manipulation. Conversely, “excessive” spending may wrongly be interpreted as opportunistic government manipulation. Theoretical results are supported empirically, with very robust evidence in a sample of 87 democracies.  相似文献

We show in this paper that for the class of two-player games with compact real intervals as strategy spaces and continuous and strictly quasi-concave payoff functions there exists a monotone relation between the size of strategy spaces and the number of Nash equilibria. In Norway, a reform in 2001 lifted budget and borrowing approval for local governments that comply with the balanced budget requirement (BBR). It was a concern that less fiscal oversight would lead to less fiscal discipline. A neglected effect however, was that the reform implicitly introduced sanctions for violating the BBR. In addition a register informing financial institutions about authorities in need of borrowing approval provides voters with reliable information about fiscal performance. We find evidence of stronger fiscal adjustment after the reform, in particular for local governments with past deficits that are at risk of being enrolled in the register. Moreover, an important finding is that this result also holds for local government with past deficits that do not end up in the register. Local governments with past surpluses are less affected by the reform, but there is some evidence in the direction of lower surpluses for this group.  相似文献

When state appropriations decrease, public universities respond by raising tuition. Students borrow more in response to both tuition increases and appropriation cuts. This article investigates the feedback of how borrowing and tuition influence state appropriations. Using a panel data set of 450 four-year public universities from 1999 to 2012, we employ three-stage least squares techniques to control for the endogeneity between state appropriations, tuition and student borrowing. There is evidence that state policy-makers respond to increases in university tuition and student borrowing by decreasing future appropriation levels. After controlling for the effect of appropriations on tuition and borrowing, a one-dollar increase in student borrowing reduces state appropriations per student by $0.06, and a one-dollar increase in tuition results in a decrease of $0.45 in state appropriations per student. When universities increase tuition for reasons other than a reduction in state appropriations, policy-makers respond with a significant cut in future appropriations which could signal an incentive strategy.  相似文献

Emerging superstars on social media platforms reshape the media landscape. This research analyses social contagion as a stardom trigger of social media superstars (SMS). We argue that in addition to serving as a quality indicator, the number of observed consumers of SMS performances also indicates the suitability of discussing the SMS performances with others. We experimentally manipulated the number of previous views of a YouTube video and find that a high number of previous views significantly increases the perceived quality and the video’s discussion suitability even when holding all objective video characteristics constant. We discuss implications for aspiring SMS and (online) marketers.  相似文献
