We investigate the effect of the relative welfare dependence of immigrants on attitudes toward further immigration of different groups of the population in a pooled cross-section of 24 European countries for the 2004–2010 period. Explicitly controlling for the dependence of immigrants and natives on welfare benefits we find that in countries with higher take-up rates among immigrants relative to natives pro-immigration attitudes, very robustly, increase more strongly with increasing educational attainment and, slightly less robustly, decline more strongly with the age of natives. Within the group of immigrants, by contrast, the impact of age on pro-immigration attitudes is more favorable with increasing relative benefit take-up of immigrants.  相似文献

A correlation between age at immigration and earnings is observed in Canadian census data. The evidence supports three underlying sources of the effect; first, work experience in the source country yields virtually no return in the host country; second, the return to education varies with age at immigration, and, finally, an 'acculturation' effect is observed for immigrants who are visible minorities or whose mother tongue is not English. Further, it is found that educational attainment, and relatedly earnings, vary systematically across age at immigration with those arriving around age 15 to 18 obtaining fewer years of education. How immigration affects the labor market of the host country is a topic of major concern for many immigrant-receiving nations. Spain is no exception, as a consequence of the rapid increase in immigrant flows experienced over the past few decades. We assess the impact of immigration on Spanish natives’ incomes by estimating the net immigration surplus (IS) under the assumption of perfect and imperfect substitutabilities between immigrant and native labor of similar educational attainment. To address the imperfect substitutability between immigrant and native labor, we use information on the occupational distribution of immigrants and natives of similar educational attainment to learn about the equivalency of skilled immigrants to skilled and unskilled natives. The results show that the magnitude of the IS significantly rises with the degree of imperfect substitutability between immigrant and native labor.  相似文献

"This paper uses the 1970, 1980, and 1990 U.S. Censuses to study trends in educational attainment of immigrants relative to natives. Immigrants have become relatively less highly educated, but have become more highly educated in an absolute sense. The effects of changes in relative educational attainment between immigrants and natives on earnings are studied. Educational differences are found to explain more than half the observed wage gap between the two groups. The paper also allows for non-linearities in returns to education. Sheepskin effects influence earnings in different ways for natives and immigrants. Differences in returns to pre- and post-migration education also appear. The paper also finds evidence that immigrants crowd natives out of education, although the effects are stronger in secondary than in postsecondary education."  相似文献

Using data from the 2001 Australian Census of Population and Housing, on adult men in full‐time employment, this paper augments a conventional human capital earnings function with information on occupations. It also estimates models of occupational attainment. The results from both the earnings function and model of occupational attainment indicate that the limited international transferability of human capital skills results in immigrants entering into relatively low status occupations when they first enter the Australian labour market. Comparison with similar research for the USA suggests that the different immigrant selection regimes (primarily family reunion in the USA, skill‐based immigration in Australia) do not impact on the negative association between current occupational status and pre‐immigration labour market experience.  相似文献

I analyse the role of ethnic and native human capital – defined, respectively, as the average years of schooling of ethnic groups and of natives within a specific region – and of ethnic concentrations in the educational attainment of second-generation immigrants in Germany. Compared to natives’ children, parents’ education has a small and insignificant effect on second-generation immigrants’ education. Ethnic concentrations have a negative effect, while ethnic capital is insignificant. The effect of native capital, too, is insignificant but much larger in magnitude than the effect of ethnic capital. For women, mother’s education is relatively more important. For men, ethnic concentrations constitute a stronger impediment to educational attainment than for women.  相似文献

This paper examines the educational self-selection of immigrants to the United States across forty-two countries of origin and analyzes determinants of selectivity, including home-country gender status (as measured by the United Nations’ Gender Empowerment Measure [GEM]). Measuring educational self-selection, the study uses data from the 2006 American Community Survey and the 2000 and 2014 Barro–Lee Educational Attainment Measure to construct the Net Difference Index between immigrants and nonmigrants. It compares the educational attainment difference between immigrants and nonmigrants who remain in the home country and demonstrates that immigrants to the US are more educated than their home-country counterparts across all immigrant groups (positive selection). Regression results further indicate that higher gender inequality in the home country influences more highly educated women to migrate. The paper also confirms that higher migration costs and lower income inequality in the home country influence more highly educated individuals to migrate.  相似文献

The impact of immigration on the change in the unemployment rate in the Netherlands is analyzed using panel data from 26 labor market regions from 1996 through 2003. This study measures immigration through the year-to-year change in the foreign population, paying particular attention to immigrants of non-Western origin. Other variables controlling the composition of the local labor market include: occupation shares, the fractions of workers employed in high- and low-skilled jobs, the fractions of female workers, part-time employees, labor force participants over the age of 55, educational attainment shares, and population density. The ordinary least squares (OLS) results indicate a change in the foreign population in the labor force led to a statistically significant increase in the upward volatility of Dutch unemployment rates while the change in the non-Western share had no significant effect.

This paper investigates differences between the educational attainment of immigrants, children of immigrants and native-born individuals in Australia by using Australian Youth Survey (AYS) data combined with aggregate Australian Census data. Differences in educational attainment are decomposed into: (i) typical demographic and socio-economic sources common to all ethnic groups; (ii) unobserved region of residence and region of origin effects; and (iii) neighbourhood effects such as degree and ethnic concentration of particular ethnic groups in different neighbourhoods. A theoretical model incorporating these effects is proposed but structural estimation is not possible for lack of appropriate data. Instead, a reduced form methodology is proposed and employed. The empirical results identify positive ethnic neighbourhood effects in high school completion and university enrolment for some immigrant groups in Australia, in particular first and second generation immigrants from Asia. The results indicate that it is not just the size of the ethnic network but the ‘quality’ of the network that is important.  相似文献

The age profile of immigration to Australia can be altered by public policies. This article applies a method of valuing long term population paths in order to evaluate alternative immigrant age profiles based on a proxy indicator of living standards over time for Australia. Results show that the variation in value of the population path follows an inverted U-shape by immigrant's age. The strength of preference between immigrants aged 20–29 years and older working age immigrants reduces as the social discount rate increases. Higher life expectancy and lower fertility accentuate preference for younger working age immigrants.  相似文献

In many countries laws are not enforced against visibly present illegal immigrants. The visibly present illegal immigrants also tend to be concentrated in particular sectors. We explain such permissible illegal immigration in an endogenous-policy model where selective sector-specific illegality transforms illegal immigrants from non-sectorally specialized to sector-specific factors of production. Under initial conditions where no immigrants are present, the median voter opposes immigration. When, however, a population of illegal immigrants has accumulated, ongoing illegal immigration becomes an endogenous equilibrium policy, at the same time that a majority of voters opposes legal immigration and opposes amnesty that would legalize the immigrants' presence. We also establish a basis for domestic voters preferring that illegal immigrants be employed in service rather than traded-goods sectors.  相似文献

I analyze the competition among different countries for ‘desirable’ and ‘undesirable’ potential immigrants, using both an immigration quota and a level of (imperfect) ‘scrutiny’ that would‐be immigrants face. Scrutiny imposes costs on immigrants and therefore makes it less attractive to immigrate. The number of applying undesirable immigrants increases in immigration quota and decreases in the level of scrutiny. In contrast, the number of desirable applicants can go in either direction as scrutiny increases and is independent of the immigration quota, because an increase in the immigration quota is completely crowded out by more applications by undesirable immigrants.  相似文献

This paper questions the claim that U.S. immigration should be reduced because the economy can no longer absorb immigrants as it has in the past. Analysis of male hourly wages shows that the effect of immigration on wages did not change between 1980 and 1990. Further, immigration had no negative effects on wages in 1980 or 1990. These results suggest that the capacity of the labor market to absorb immigrants has not been reduced. Additional analysis shows that, controlling for personal characteristics, the hourly wages of the average native and immigrant worker in areas of high and medium immigration relative to areas of low immigration increased between 1980 and 1990. However, Latino immigrants are affected negatively by immigration.  相似文献

This paper examines the effect of changes in migration determinants on the skill level of undocumented Mexican immigrants. We focus on the effect of changes in economic conditions, migrant networks, and border enforcement on the educational attainment of men who cross the border illegally. Results from hazard models using data from the Mexican Migration Project indicate that migrants are not negatively selected with regard to education. However, improvements in U.S. and Mexican economic conditions are associated with a decline in the average education of undocumented immigrants, while stricter border enforcement is associated with higher average skill levels.  相似文献

A rapid rise in women’s education levels, an increase in the age at marriage and an increase in the age at which they have their first child are key features of demographic transition in any country. Education is considered to be an essential component in this process because increases in educational attainment are likely to significantly affect both age at marriage and the duration between marriage and first birth - in particular increasing both the age at marriage and the time to first child. This paper uses individual level unit record data from Pakistan to examine the effect of education on the age at marriage and on the duration between marriage and first birth. We jointly estimate educational attainment, age at marriage and duration between marriage and first birth allowing for household level unobserved heterogeneity. We find that educational attainment increases the age at marriage but does not have a statistically significant effect on the duration between marriage and first birth. However, there is a threshold level of education that must be attained before educational attainment starts having an effect on the hazard of marriage.

In this paper, we analyze how the possibility of conflict between natives and immigrants shapes income redistribution in developed democracies. This possibility can generate income redistribution towards immigrants even if they have no voting rights. We show that the threat of conflict between natives and immigrants lowers vertical income redistribution (from the rich to the poor) as the level of immigration increases. The opposite holds for horizontal income redistribution (from natives to immigrants), which increases with the level of immigration. Income inequality weakens the negative effect of immigration on vertical redistribution, but it also reduces horizontal redistribution. These theoretical predictions are consistent with the results of our empirical analysis on data from 29 European countries: larger immigrant populations are associated with more redistribution towards immigrants and lower vertical redistribution.  相似文献

This paper contributes to the debate on the benefits and costs of immigration, by evaluating how the mismatch between educational attainment and occupations induced by immigration affects output per worker, the wage premium, and the economy's technological level in OECD host countries. To that end, we use an R&D growth model in which technological knowledge can be directed to either low- or high-skilled labour and thereby drives the dynamics of the key economic variables. There tends to be a significant economic impact of the skills mismatch due to immigration, which amplifies the effects of the mismatch in the native population. Nevertheless, countries with a higher contribution of immigration to the skills mismatch are not necessarily those with the higher contribution in terms of economic effects. Moreover, the size and sign of the latter may vary depending on the assessed economic indicator and from country to country. Cross-country differences regarding the initial level of the high-to low-skilled ratio and the size of its shift due to immigration play a crucial role.  相似文献

We investigate the impact of a large immigration shock on occupational wages. We develop a general equilibrium model where individuals sort into occupations and confront testable hypotheses with data. To identify the effect of the labor supply shock, we introduce a novel instrument that exploits that immigrants systematically sort into different occupations than natives. We study the immigration wave to Norway after the Eastern enlargement and find that immigration led to lower relative occupational wages. A quantification of the general equilibrium shows welfare effects of immigration close to zero for natives, but negative effects for the pre-existing population of immigrants.  相似文献

Abstract. The purpose of this article is to evaluate the importance of different immigration policies associated with corresponding migration backgrounds, command of national languages and intergenerational mobility, for the PISA school performance of teenagers living in European countries (France, Finland, Germany, United Kingdom and Sweden) and traditional countries of immigration (Australia, Canada, New Zealand and the US). Econometric results show that the influence of the socioeconomic background of parents differs strongly across nations, with the highest impact found for Germany, the UK and US, whereas intergenerational transmission of educational attainment is less likely in Scandinavian countries and in Canada. Moreover, for all countries our estimations imply that for students with a migration background a key for catching up is the language spoken at home. We conclude that educational policy should focus on integration of immigrant children in schools and preschools, with particular emphasis on language skills at the early stage of childhood.  相似文献

This paper examines the main determinants of individual attitudes towards immigration in Europe. Our results suggest that both economic and non‐economic variables shape attitudes towards immigration, but the relative importance of these factors depends crucially on the race/ethnicity of the arriving immigrants. While fears over labour market competition are more likely to shape attitudes towards the arrival of same race immigrants, more exposure to immigrants reduces opposition towards the arrival of different race immigrants. These findings persist after controlling for socioeconomic characteristics, and after exploiting the data to allow for cohort‐specific effects.  相似文献
