National Health Service (NHS) reform introduced incentives for efficiency and cost effectiveness, yet little is known about their effectiveness in reducing waiting times for surgery or improving post-surgical outcomes. This paper finds that waiting times for hip fracture surgery declined after the NHS reforms, and patients were more likely to be discharged to another provider. However, hospitals have not simply shifted the burden of care to other providers, since lengths of stay ending in a discharge to home fell. The effect of wait time on surgical outcomes is small in magnitude and cannot explain the post-reform improvements in outcomes.  相似文献

This study examines the cost and profit efficiency of banking sectors in six transition countries of South‐Eastern Europe over the period 1998–2008. Using a stochastic frontier approach, our analysis reveals that the average cost efficiency of South‐Eastern European banks is 68.59 percent, and the average profit efficiency is 53.87 percent. Regressions on the determinants of bank efficiency show that foreign banks are characterized by higher profit efficiency but lower cost efficiency, and government‐owned banks are associated with lower profit efficiency than domestic private banks. However, the efficiency gap between foreign‐, domestic private‐ and government‐owned banks narrows over time. We also find that the market power of a bank has a positive association with both cost and profit efficiency. Institutional development, proxied by progress in banking regulatory reforms, privatization and enterprise corporate governance restructuring, also has a positive impact on bank efficiency.  相似文献

ABSTRACT 1 : In 2001, the Belgian government introduced a ‘service voucher’ scheme in the field of domestic (housework) services, following a quasi‐market mechanism which fosters competition between providers of different types as regards sector (for‐profit, public, third sector) and mission (seeking profits, home care provision to vulnerable groups and work integration of the unemployed). Empirical evidence suggests that third sector organizations focusing on a social mission recognized by a tutelary regulation are the best performing with regards to the quality of jobs and service organization, leading to a better ‘triangulation’ of the service relationship. On the other hand, for‐profit providers, especially temporary work agencies, seem to favour their capacity of adaptation to the desiderata of their clients and costs’ minimization to the detriment of the quality of jobs which are made as flexible as possible.  相似文献

The literature on mixed oligopoly does not consider the strategic interaction between governments when they decide whether to privatize their publicly‐owned firms. In order to analyze this question, we consider two countries and assume that publicly‐owned firms are less efficient than private firms. We obtain that when the marginal cost of the publicly‐owned firms takes an intermediate value, each government wants it to be the government of the other country that privatizes its publicly‐owned firm. In this case, only one government privatizes, and that government obtains lower social welfare and producer surplus than the other.  相似文献

In this paper we present a model based on the auction theory for community properties and its possible application to China's economic reforms. We derive the Nash bidding rule for the first price sealed‐bid auction of a community‐owned object, and compare it with the bidding rule for auctions of a privately‐owned object. Moreover, we argue that in the process of China's economic reforms, auctioning off the community‐owned properties to private owners is the optimal way to achieve economic efficiency together with social equity. This paper has obvious implications for China's reforms relating to commercializing its rural land and other community property.  相似文献

We characterize the socially optimal trajectory of spectrum royalty and firm entry in a deregulated over‐the‐air broadcasting industry. A social planner maximizes consumers' lifetime utility by setting royalties for the use of publicly owned spectrum. As the number of broadcasters adjusts to profits over time, the quality of service improves through greater variety but also deteriorates through intensified interferences. Contrary to observed consolidation and return to concentration in past deregulatory reforms, we find that optimal royalty control that accounts for these quality effects steers the socially optimal trajectory of royalties and firms to a more competitive steady state.  相似文献

在考虑养老服务集成商营销努力的情况下,通过设计成本分担契约、收益共享契约激励养老服务提供商改善服务质量,分析了两类激励契约的适用条件;比较了对养老服务质量、营销水平决策和各成员利润的改善作用。研究结果表明:提供商的服务质量、利润会随着成本分担比例的增加而递增,随着收益共享比例的增加而递减;集成商的营销水平会随着成本分担比例的增加而增加,而随着收益共享比例的增加而递减,利润水平会随着成本分担比例和收益共享比例的增加而递减;需求影响系数对三种情境下的提供商和集成商利润产生正向作用,签订成本分担契约对提供商较为有利,集成商可能更倾向于收益共享契约;成本影响系数则对利润产生负向作用,签订收益共享契约对提供商较为有利,对于集成商来说,其利润在三种情境下的差异不大;成本分担契约对激励提供商改善服务质量和集成商提升营销水平具有最佳的激励作用。在大多数情况下,提供商获得的利润总是高于集成商。  相似文献

In the last decades Vietnam has become a major supplier in the world's rice market. This position is the result of the policy reforms that have been implemented in the agricultural sector. This paper assesses the impact of the liberalization policies and focuses on the spatial price differences in the domestic rice market. The results show that price patterns correlate strongly in the Mekong River Delta. Even prices in other regions are integrated with price patterns in the South. Interestingly, private traders in the Mekong Delta are only indirectly responsible for the latter result. They satisfy local demand and deal with state‐owned enterprises (SOEs). In the framework of the national food security policy, the state‐owned food companies ‘subsidize’ transactions between the South and the North. Moreover, the state‐owned food companies still dominate export transactions. The latter issues constitute two major queries for policy makers involved in the liberalization of the rice market, as further policy measures should not jeopardize the interests of domestic rice consumers.  相似文献

: This paper re‐examines the non‐distribution constraint as a key structural feature of non‐profit organization. It argues that its traditional understanding as a trustworthiness‐enhancing device is incomplete. This paper shows that the non‐distribution constraint is also a reflection of the directly utility‐enhancing character of involvement in non‐profit firms for their key stakeholders. This alternative explanation allows one to solve the central puzzle of trustworthiness theory: why doesn't the non‐distribution constraint destroy entrepreneurial motivation? Additionally, it helps one to understand the role of the non‐distribution constraint in economic theories of non‐profit organization that do not rely on trustworthiness theory. Finally, it enables one to logically integrate the different economic theories of non‐profit organization.  相似文献

ABSTRACT 1 : Measuring and assessing service quality in the social care sector presents distinct challenges. The ‘experience’ good properties of social care, for instance, and the large influence played by subjective judgements about the quality of personal relationships between carer and user and of process‐related service characteristics make it difficult to develop indicators of service quality, including those of service impact on final outcomes. Using some of the key features of the ‘Production of Welfare’ approach, the paper discusses recent developments in the UK of the theoretical and practical frameworks used for assessing quality in social care and for understanding the final impact of services on the wellbeing of their recipients. Key current and future challenges to the development of such frameworks include difficulties in disentangling the impact of social care services on final outcomes from the often dominating effects of other, non‐service related factors, and the generalization of consumer‐directed care models and of the ‘personalization’ of care services. These challenges are discussed in the context of the different possible applications of quality indicators, including their role as supporting the service commissioning process and their use for assessing the performance of service providers.  相似文献

This paper re‐examines the relationship between a firm's organizational form, not‐for‐profit versus for‐profit, and its output quality. The Arrow‐Hansmann theory of hidden action on the part of providers predicts higher quality for not‐for‐profit suppliers. This prediction has a puzzling lack of support in the empirical literature. We propose a theory that resolves the empirical puzzle and generates additional testable implications. The theory starts with the traditional assumptions of hidden action and supplier altruism. It then incorporates two additional features of real‐world markets: hidden information on supplier ability to provide high quality and a variation across buyers in the degree of informational asymmetry. The central prediction of the theory is that quality has a higher variance across for‐profits than across not‐for‐profits. Preliminary evidence from the US market for hospital care is consistent with this prediction.  相似文献

Regarding the output-capital ratio in heterodox macroeconomic simulation studies, a surprisingly wide range of numerical values can be found. The paper discusses quarterly US data that are publicly available where, in order to capture depreciation, the construction of the capital stock by the perpetual inventory method relies on detailed estimates of its lifetime. Subsequently the paper builds up a capital stock series by alternatively having recourse to the statistics about capital consumption and furthermore determining an initial level by an assumption about the long-term growth of capital. This procedure leads to somewhat different results. In addition, the rates of depreciation and profit are studied that are implied by the two approaches. The paper closes with two numerical proposals for the steady state values of these variables and the output-capital ratio that could be readily employed for macrodynamic modelling, and that are quite different from many of the aforementioned examples.  相似文献

Thanks to doi moi, Vietnam was successful in escaping the poverty trap and emerged as a lower middle‐income country in the late 2000s. From that time, however, the Vietnamese economy entered a new phase, which has been characterized by slow growth, weak international competitiveness, and macroeconomic instability. Apart from short‐term problems associated with the management of increasing foreign capital, the major factors accounting for the difficulties of Vietnam's current economic phase can be attributed to the Vietnamese style of the gradualist strategy of transition from a planned to a market economy, which protects state‐owned enterprises, and consequently to the failure to respond to the rapid rise of China. For further industrialization and sustained growth, Vietnam should embrace a new doi moi that follows the efficient type of gradualist strategy, with a special focus on new reforms of state‐owned enterprises and a policy that promotes the country' s dynamic comparative advantage.  相似文献

This paper extends familiar results on the optimal pricing of publicly provided goods and price cap regulations in a stochastic dominance framework. The key advantage is that the assessment as to whether pricing or price cap reforms are poverty reducing or welfare improving is not contingent on any given social welfare function. Rather, robust assessments of the impact of reforms can be made for wide classes of ethical judgments.  相似文献

In this paper we deal with the problem of incentive mechanism design which yields efficient allocations for general mixed ownership economies when preferences, individual endowments, and coalition patterns among individuals are unknown to the planner. We do so by doubly implementing the proportional solution for economies with any number of private sector and public sector commodities and any number of individuals as well as the coexistence of privately and publicly owned firms with general convex production possibility sets. This paper models a Stackelberg tax setting game between two revenue‐maximizing countries which compete for the location of a single production plant owned by a multinational firm. We introduce the possibility of profit‐shifting activities by the multinational firm and investigate how a change in the costs of profit shifting affects equilibrium tax rates, revenue, and the tax burden of the multinational firm. We show that in most cases, tax rates of the two countries will be higher under profit shifting than without. If the costs for profit shifting are not too low, the strategic adjustment of profit tax rates will typically harm the multinational firm.  相似文献

ABSTRACT 1 : The article compares the allocation of decision‐making across stakeholder groups in for‐profit, nonprofit and local government personal care facilities in one state in the United States. We analyze detailed survey data on nursing homes, childcare centers and group homes. We find that in comparison to nonprofit and government organizations, for‐profit firms delegate more decision‐making power to executives and owners, and less to their employees, consumers, families, boards of directors, and community representatives. The differences, although generally small, support the hypothesis that decision‐making is allocated to different groups in accord with the broad objectives of the organization.  相似文献

Poland's economic and political transition, one of the most successful, has depended very heavily on job creation in new firms to replace the jobs lost in the formerly state‐owned enterprises. This paper uses survey and aggregate data from three Polish elections to suggest that these de novo firms, the individuals they employ, and the residents in the local areas where they exist become an important constituency supporting pro‐reform political parties and constraining the actions of parties less sympathetic to the reforms. The creation of this political constituency helps explain how countries can successfully pursue both economic and political reforms. JEL classification: D72, P26.  相似文献

We characterize Pareto‐improving and equilibrium‐preserving policy reforms in a second‐best (Diamond/Mirrlees) world with a consumption externality. A counterintuitive finding is that, starting from an initial equilibrium with no direct quantity control on the externality, it is possible that all Pareto‐improving and equilibrium‐preserving directions of change require an increase in a negative externality. We provide intuition for these results by establishing a nexus between Guesnerie's approach to designing (tax) policy reforms and the standard Kuhn–Tucker technique for identifying the manifold of feasible Pareto‐optimal states, given the instruments available to the policy maker.  相似文献

Abstract We study how unionization affects competitive selection between heterogeneous firms when wage negotiations can occur at the firm or at the profit‐centre level. With productivity specific wages, an increase in union power has: (i) a selection‐softening; (ii) a counter‐competitive; (iii) a wage‐inequality; and (iv) a variety effect. In a two‐country asymmetric setting, stronger unions soften competition for domestic firms and toughen it for exporters. With profit‐centre bargaining, we show how trade liberalization can affect wage inequality among identical workers both across firms (via its effects on competitive selection) and within firms (via wage discrimination across destination markets).  相似文献
