Firms'transformation from passive envrionmental management to active environmental management is thekey to solving environmental problems. This paper empirically studies the impact of environmental management incen-tives on environmental management through model construction. Based on the data and reality of China, we can build aconcept model of environmental management driving mechanism, and put forward theoretical hypothesis that can betested: take the 13 environmental management behaviors (EMBs) as substitute of the comprehensiveness, introducecounting variables, and use NB model, Possion Model and Ordered Probit model the regression analysis. The theory andmethods brought forward in this paper will provide references for firms in China to further implement voluntaryenvironmental management, and offer advises and countermeasures for leaders to implement environmental manage-ment effectively.  相似文献

China appears to have a "paradox" in its environmental management policies. For example, China's recycling policies appear paradoxical. With its rapidly expanding economy, China is now the world's largest emitter of urban waste. Under such a situation, China is aiming to build up a recycling economy by enacting a number of related laws. Despite the development of waste recycling regulations, however, the load on the environment by continuously increasing waste has not reduced in China so far. What explains this seemingly paradoxical situation of waste recycling in China? It has been pointed out in the previous study on China's climate change policies that environment protection falls under the rubric of sustainable development in China. The question here is whether the same story can be applied to areas other than climate change in China's environmental management. This paper examines it in the area of its waste recycling policy. This paper conducts an evaluation of waste recycling regulations in China by comparing it with the experience of Japan, China's next-door advanced country. It concludes that the waste recycling regulations in China do not primarily aim at reducing the environmental load by reducing the amount of waste but rather for the main purpose of recycling and reusing resources effectively for the sake of economic development.  相似文献

Clean Development Mechanism (CDM) has given birth to an international carbon trading market prosperity, which provides developing countries with valuable opportunities to address climate change issues together with economic development and environmental improvement to achieve the sustainable goal. China, as the biggest carbon market, has caught worldwide attention. However, most studies of CDM focus on economics and environmental science, few on its legal problems. Transaction activities are the essence of market mechanism. To protect the benefits of market participators and regulate the market orders, the Contract Law takes this important role along with development of market mechanism. Therefore, this paper only focuses on the carbon market in China, with the assessment of the risks in the CDM development first. The involved contracts will be identified and analyzed to point out the major contract legal issues in Chinese carbon market. In the meantime, this paper further discusses that measurements at both private level and governmental level should be taken to protect and realize the utility and equality of contract in the carbon market.  相似文献

The innovation of technologzv and the improvement of people's living standard accelerate the replacement of consumer electronic appliances, resulting in a significant increase of waste household electronic appliances (WHEA). To address the environmental problems of WHEA, many countries have enacted legislation according to WHEA management, including collecting, processing and recycling. The regulations on the management of WHEA were also drafted in China and pilot programs of WHEA recycling management encountered difficulties in collecting WHEA. The success of a recycling scheme is dependent on people's willingness of participating in the scheme, This paper applies Ajzen's theory of planned behavior to seek the main factors to engourage consumers to participate in WHEA recycling management in China. Data from a survey conducted with a sample of 633 consumers show that service motivation is the first predictor of participation behavior intention, followed by environmental behavior attitude, economic motivation, subjective norm. and perceived behavior barrier. Environmental knowledge is found not to be the predictor of behavior intention in this recycling scheme. Study results also suggest that publicity is the key situational factor in the WHEA recycling management. Recycling network and policy have little influence on changing consumers' current behavior intention and participation. Implications of the findings are discussed and future research directions are suggested in the end.  相似文献

A greater focus of environmental protection is directed toward environmental regulations in China. This paper focuses on environmental regulations and their impact on textile industry. The academic circle does not reach a consensus on the relationship between environmental regulations and international competitiveness. Some hold the view that environmental regulations lower international competitiveness while others think that environmental regulations improve both environment and economic performance. This paper aims to analyze the impact of the environmental regulations on the international competitiveness of textile industry in China. This study starts with theories relative to this subject; the second part, based on the impact mechanism of environmental regulations on competitiveness, analyzes the environmental impact on textile from the perspective of cost and market. The conceptual exploration comes to the conclusion that environmental regulations make a negative impact on the international competitiveness on the cost side and improve it by means of innovation and product differentiation on market side; the third part gives time series evidence to examine the impact. In this part the Pearson Correlation Analysis is conducted based on the data of China's textile industry of the period from 1991 to 2005. It turns out to prove that the negative environmental impact on cost side exceeds the positive environmental impact on market side, namely, environmental regulations deteriorate the international competitiveness in textile industry as a whole during the inspected period.  相似文献

The phenomenon of "Audit Storm" in China shows that transparency in government audit has been improved and increasing attention from the public has been paid to it, as government auditing and the mass media in China make joint effort to become a powerful source of supervision of government financial administration. Lessons drawn from Audit Storm show that more need to be done to systematically ensure public accountability in China, including improving the independence of China National Audit Office (CANO), strengthening the manning of Chinese National People's Congress (NPC) and Ministry of Finance (MoF), improving NPC and MoF joint cooperation with CNAO, insisting on more transparency in public funds allocation and management, the introduction of an effective responsibility system, and so on.  相似文献

The problem of global warming has been identified as the first in the list of the top ten environmental problems in the world. As climate change will seriously affect the social and natural world that people live in, so it may lay serious repercussions on economic progress, social improvement, and sustainable development. International bodies everywhere and many of the countries' governments are responding urgently to this call In recent years, climate change has affected different regions in China in different ways. In its national agenda, the Chinese government should address the problem of climate change and its negative impact on socio-economic development. In this endeavor the nation should introduce policies which will help its people and economy to adapt to these effects and changes. Priority-fields of adaptation to climate change are the sensitive areas or departments which are more vulnerable to the negative influences of climate change. The negative impacts of climate change in some parts of China are considered to be very serious indeed as they affect the whole economy and community. As a result, priority should be given to these more affected regions for the limited state financing. This paper defines adaptation and discusses the basic principles and programs in the identi.fication of national priority areas where adaptation should be exercised. Based on the past studies, four priority areas in China are identified, namely, disaster prevention and mitigation, water resources, agriculture, and ecosystem. An analysis on the identification procedures, and the reasons and tasks involved are given for each.  相似文献

The problem of household solid waste has been concerned and researched on by municipalities and researchers.At present, household solid waste has been changed to management problem from technical one. From the point view ofmanagement, the research on household solid waste is to study the factors which influence resident’s behavior ofmanaging their waste. Based on the literature review, firstly, this paper summarizes those factors which have alreadybeen identified to have impact on resident’s behavior of managing their waste. They are social-demographic variables,knowledge, environmental values, psychological factors, publicity and system design. Secondly, three typical models ofthe relationship between factors and behavior, which are factors determining task performance in waste management,conceptualization of waste management behavior and the theoretical model of repeated behavior on household wastemanagement, are analyzed and the deficiencies of these models are also analyzed. Finally, according to the currentsituation in household waste management and the culture and resident’s habits in China, this paper puts forward aresearch focus and suggestions about resident’s behavior of household solid waste management.  相似文献

In an increasingly competitive environment, where new business practices are regularly introduced, organizations have to be innovative to survive. In the present competitive climate, knowledge is considered as the main distinguishing factor of business success, and it is seen as the foundation of organization's innovation. The emergence of knowledge-intensive society has changed the nature of business competition. Hence knowledge needs to be appropriately managed. Knowledge Management (KM) focuses on managing different knowledge processes such as acquiring, creating, storing, sharing, transferring and applying implicit and explicit knowledge with objective of product and process innovation, performance development and sustainable competitive advantage. This paper tries to demonstrate KM lead to promotion of innovation and performance when it is correctly supported by human resource management (HRM) and information technology (IT). The questions we will try to investigate in this paper are: How knowledge in organizations can be managed? What is the connection between HRM, IT and effective implementation knowledge management strategies and how these relationships affect on organizational goals? For this means, this study ftrst states the importance of knowledge, KM process and introduces two strategies for managing knowledge (exploitative and explorative strategy). Next, it demonstrates each strategy requires to desired facilitator to support them in action. Finally, with presenting of model, this study concludes that each one of strategy can cover some KM process. This paper provides an overview of the economic analysis, policy debate, and methodological issues on soybean production, import and export, and impacts of GMO regulation on soybean foreign trade of China, Thepaper analyzes China‘s soybean production capability, and discovers that the present yield of China‘s soybean plant system cannot satisfy the domestic demand. The paper also provides the method to solve such matters by using the result of a modftTed Cobb.Douglas model, in the third section of this paper, the impacts of GMOregulation on soybean trade and market in China are analyzed, fn this section, we provide a methodological issue to analyze the impacts of such regulation on trade. Agricultural wastes poll,tion became serious after great improvement in technology and the encouragement of production for the government since the end of the World Wai Ⅱ. Economists and environmental scholars suggested that "polluter pays" policy be employed in agricultural pollution control. However, it was hard to implement "polluter pays " policy alone in agricultural wastes pollution.In practice, there were two social faCtors which contrih,ted to the improvement of water quality in the southwest of United Kingdom. One method is to communicate with farmers and then give farmers some advice or exhortation on facilities and management. The other method is to set up a telephone hotline for public to report water quality and probable pollution. Therefore, the consideration and combination of social factors in the control of agricultural wastes pollution are necessary, and important. Edueation of basic natural sciences relevant to agricultural pollution, system management of agricultural pollutants and laws relevant to agricultural pollution is suggested to be the third .social factor that British government can consider.  相似文献

Given the arduous progress in the international talk on climate change mitigation,there is still uncertainty in the continuation of the Clean Development Mechanism(CDM) after 2012.However,a number of countries have regarded market mechanisms as an important approach towards climate change.China’s 12 th Five-year Plan on National Economic and Social Development clearly states that China will set up and improve the system for statistical accounting of greenhouse gas emission and will gradually establish an emission trading scheme.It is expected that in the following couple of years China will develop its own policies on carbon trading and gradually establish its domestic emission trading market.The construction of China carbon market is to be promoted in a voluntary-to-mandatory and regional-to-national manner.China will firstly standardize and promote the trading of voluntary emission reductions,and will then encourage pilot provinces and cities as well as some key industries to implement a policy on emission allowance trading while at the same time facilitating the construction of infrastructural facilities for carbon market operation including climate change legislation and setting up a system for the measurement and verification of carbon emissions.China will also carry out international or bilateral cooperation with foreign carbon trading schemes based on the progress of international negotiation so as to set up a unified domestic carbon market that is linked to international carbon trading schemes.  相似文献

In recent decades, undesirable environmental changes, such as global warming and greenhouse gases emission, have raised worldwide concerns. In order to achieve higher growth rate, environmental problems emerged from economic activities have turned into a controversial issue. The aim of this study is to investigate the effect of financial development on environmental quality in Iran. For this purpose, the statistical data over the period from 1970 to 2011 were used. Also by using the Auto Regression Model Distributed Lag (ARDL), short-term and long-term relationships among the variables of model were estimated and analyzed. The results show that financial development accelerates the degradation of the environment; however, the increase in trade openness reduces the damage to environment in Iran. Error correction coefficient shows that in each period, 53% of imbalances would be justified and will approach their long-run procedure. Structural stability tests show that the estimated coefficients were stable over the period.  相似文献

With a vast territory, the space-time distribution of water resources is uneven in China. There is a great dif ference in natural conditions and farmland management of agricuttural production in different regions. The areal differentiation of agricultural products virtual water is obvious. Comparison with the agricultural products virtual water from 1995 to 2007 in China shows an increase in the first ten vears and a little decrease in recent years. There has been a tendency of increase all the time in Northeast and Northwest. but a decrease after an increase firstly in other regions. The virtual water offood crops is the maximum which accounts for more than 70% in China. and that of vegetables is in a fast growth. The proportion of agricultural products virtual water to the total water resources in each region has a large difference, showing the imbalance of agricultural water in different regions, which accounts for 50%-90% in Northeast, and 125%-185% in North China. Under the guidance of virtual water strategy, based on the differences of resource endowment, each region should adjust agricultural structure, decide production by water, and select water suitable crops. In water-rich region, agricultural produets of high water consumption should be planted appropriately, which will make full use of the abundant local water resources. In water-shortage region the crop production of high water consumption and low efficiency should be depressed, and that of low water consumption and high efficiency should be supported and increased. It will achieve reasonable disposition of water resources, promote ecological restoration and environmental protection, as welt as ensure food security.  相似文献

China's supermarket sector has been growing with a high rate for ten years. Relying on the advantages of new formats and adapting to the economic change of China, several China's supermarket companies have replaced the traditional department stores to become the leading player in retail industry of China. Although the interesting phenomenon shows that although these supermarket companies have the inherent problems of shortage of capital and weaknesses in management, their expansion is more emphasized on sizes and speeds. Being weak in management and over squeezing ,margin from suppliers that might lead their position to be vulnerable. Their market share is taken by different competitors, more notably by foreign giant retailers. Competition will become more fierce and complex. Merging, making joint ventures with foreign investors, expanding into chain and fuU-format retailer, hunting for skillful people would be the key strategic options to keep the sector's growth.  相似文献

The process of economic activities is on the basis of tremendous material inputs. China has been discharging an enormous amount of waste, giving rise to a wide range of environmental impacts. The method of economy-wide material flow analysis (EW-MFA) is one of the effective tools to examine the flow of materials entering physical economies, and recognize early environmental problems. Relevant researches are still at the early stage in China and most focus on material throughput but are rarely concerned about the utilization of recycling resource and environmental impact. Based on more than 3,000 items of data related, materials entering Chinese economy are classified into three types, and then the characteristics of material input and environmental impact are presented for the years 1990-2005 by using the indicators derived from EW-MFA. The Ratio of Recycled Material (RRM) is added as the new indicator in order to be in accordance with the need of circular economy being promoted in China. Results show that the great changes in the structure of material input cause the continuous increase of industrial solid waste emissions and the bogging down of material productivity. The RRM reveals that the utilization of recycling resources remains at a fairly low level in China. Finally, some weakness of EW-MFA is discussed according to the calculated results.  相似文献

As a growing number of countries, including both developed and developing countries, have in recent yearstaken environmental regulation at different levels, a question of great concern has been raised: can the regulation alterthe existing trade volume and trade pattern, and ultimately drive pollution-intensive industries to countries with low-levelregulations or even those without regulations at all? Starting from the three different propositions concerning therelationship between environmental regulation and trade pattern, this paper applies cointegration analysis and errorcorrection model to empirically testing the relationship between environmental regulation and trade in China during theperiod of 1985-2005. Our empirical results indicate that in the short run the collection of pollution discharge fees bearsa positive impact on the export share of clean products of total exports. Thus, higher pollution discharge fees raise theratio of clean products exports to total exports. This further indicates that more stringent environmental regulationpromotes the exports of clean products. In the long run pollution discharge fees are positively correlated with the exportshare of clean products but negatively associated with their import share. Such correlations imply that environmentalregulation tends to facilitate the international specialization in line with comparative advantages.  相似文献

This paper aims to discuss the development and functioning conditions of business networks. After recalling the main characteristics of post-fordistic environment and comparing it to a "stormy sea" (section one) of the paper focuses on the idea of networks described as "rafts" useful to firms to build their own competitive advantages. In fact, while theoretical knowledge is not so valuable because everybody can have it, practical and contextual knowledge is specific and therefore it can be defended. The development of a contextual knowledge is feasible if the firm chooses among all the possible alternatives. Subsequently in section two, it shows how fordistic principles eliminate space, reduce time, and increase the speed of communication among individuals and as entering a network has become a necessity as it allows a firm to obtain competitive advantages. The greatest benefit is the chance to share the task of creating new knowledge among different members. In section three it is discussed if navigation in the post-fordistic stormy sea could take advantage from the existence of a more certain regulation. It is necessary to underline that positive law is not a post-fordistic tool. There is no satisfactory detailed law regarding ideas, knowledge, and know-how, by now. Therefore, it is not possible to rely on a specific regulation framework to protect knowledge found on the network. In conclusion in section four, the work discusses how single organizations need to reach the "raft"--which is the network--through the idea of sharing learning and distinguishing elements necessary to survive in the stormy sea post-Fordism environment. Lastly, section five would be analyzed a public institution--Milan Chamber of Commerce--which has "changed its dress" to more effectively perform its support role to firms.  相似文献
