There are two aspects in today's information revolution that started in the late 1970s. The first is an aspect referred to as “the third industrial revolution,” which triggers the transition to the “21st century system of Industrialization.” The information revolution in this sense brings the creation of new “breakthrough industries (new multimedia industries).” And the second aspect of the information revolution possesses the characteristics of both a technological revolution and a social revolution and brings about the arrival of the third phase of the historical evolutionary process of the modern civilization, which proceeds through three phases, namely “militarization, industrialization, and then informatization.”If the bearers of modern industrialization are a “group of enterprises” that have been engaged in the race in order to gain “wealth” (generalized means of exchange/exploitation power), and if these enterprises' activities have been exercised in the world market where their products have been sold, then it is appropriate to call the bearers of informatization a “group of intelprises.” They will be engaged in the race to gain “wisdom” (generalized means of persuasion/induction power), then stages of their activities can be called a “global intelplace” where “sharables,” that is, information and knowledge, will be disseminated. And now, toward the 21st century, the third phase of modernization, which can be called the “informatization/intelprise formation” or the “wisdom game” (intellectualism), is about to begin.Japan's “ie society (a society based on the ie principle—literally, it means “house” but here it is interpreted as cultural principle for organizing a society), which has been going through the process of evolution on the Japan Archipelago, has developed a network-based organization with little stratification within its infrastructure. In this sense, Japanese society can be characterized as a “network-oriented society” in which intelprises and an intelplace in the broad sense have functioned as the essential components of the society since Middle Ages. In general, an intelplace and intelprises that operate actively within this framework serve as the flexible bases for different types of social relations and institutions, such as states and markets and eventually integrate these into the society to a certain extent. In fact, it took place quite regularly during the modernization “in the narrow sense,” or Westernization of Japanese society after the Meiji Restoration. There exist some problems, however. Some of the characteristics found in Japanese society may become obstacles to activities aimed at the sharing and promotion of information and knowledge in the global intelplace and Japanese participation in the “wisdom game.” Badly needed are serious efforts for Japanese intelprise-formation to reduce these obstacles as much as possible.  相似文献

This paper analyzes the potential job content and skill requirements of the American economy in 1980 under three alternate economic futures. Detailed occupational manpower requirements are generated on the basis of a “Status Quo” economy, a “Social Welfare” economy, and a “Defense” economy in the near future. Occupational manpower requirements are then translated into a Job Family-Skill Content classification to determine how these alternate national priority choices may affect future requirements for specific jobs, skills, educational preparation, and vocational training. The results obtained indicate the job families and skill classifications most sensitive to changes in basic economic parameters, and also identify long run trends in manpower and educational requirements unaffected by shifting social priorities and patterns of federal expenditures. The implications of these findings for manpower and educational planning are briefly discussed.  相似文献

This paper employs the economics of shortage framework to examine post-Mao reforms in Chinese state-owned industry. Performance has been disappointing because reforms through 1985 failed to fundamentally alter economic agent behavior. The “soft” budget constraints at the enterprise and local government levels continue to generate “quantity” and “expansion” drives. The resultant inflationary pressures have necessitated administrative interventions and thwarted reform progress. The Maoist legacy of active participation by local governments in economic management is high-lighted as a major obstacle to the elimination of paternalism in state-enterprise relations.  相似文献

Are the predictions of tax competition theory wrong? While the tax competition literature predicts that taxes on income from capital decrease with increasing globalisation, past empirical studies on various data find contradicting evidence. By using different data and additional elements of economic theory, this paper aims to challenge the empirical contributions. For a panel of 14 OECD countries and for the period 1967–1996, we find that globalisation has indeed a negative and significant impact on corporate taxes. Furthermore, globalisation tends to raise labour taxes and social expenditures. As a consequence, the so-called “efficiency” and “compensation” hypotheses of globalisation are not competing, but rather, both appear to apply at the same time. Efficiency has an impact on the tax-mix, whereas compensation is provided through increased social expenditures.  相似文献

Sixteen subjects' brain activity were scanned using fMRI as they made choices, expressed beliefs, and expressed iterated 2nd-order beliefs (what they think others believe they will do) in eight games. Cingulate cortex and prefrontal areas (active in “theory of mind” and social reasoning) are differentially activated in making choices versus expressing beliefs. Forming self-referential 2nd-order beliefs about what others think you will do seems to be a mixture of processes used to make choices and form beliefs. In equilibrium, there is little difference in neural activity across choice and belief tasks; there is a purely neural definition of equilibrium as a “state of mind.” “Strategic IQ,” actual earnings from choices and accurate beliefs, is negatively correlated with activity in the insula, suggesting poor strategic thinkers are too self-focused, and is positively correlated with ventral striatal activity (suggesting that high IQ subjects are spending more mental energy predicting rewards).  相似文献

Information on the characteristics of the initial wave of homeowners who installed solar energy systems is presented and then used to anticipate future solar market penetration patterns. Surveys of these adopters reveal high education and income levels; professional and executive occupations; economic, energy saving, and environmental concern as the principal purchase motivations; and high satisfaction levels. As a group, these individuals conform to the “early adopter” type identified in innovation diffusion research rather than the “innovator” type that would be expected at this early stage of commercialization. This characteristic, the influence of economic motivations, owners' high satisfaction levels, and the findings of other surveys indicate that widespread solar system adoption is probable if the initial high cost barrier can be reduced.  相似文献

This study analyzes the effect of employing hired labor in the Kibbutz. The main motivations are the premises contained in the newly emerging “The Change” or “The New Kibbutz” approach. Using the traditional LMF model with heterogeneous labor, we show that, although using hired labor will improve the economic situation of the Kibbutz in the short-run, in the long-run Kibbutz membership will consist of only those types of labor to which the “Self Labor” principle applies.  相似文献

“Green” consumers appear to accept individual responsibility for the provision of public goods. The propensity to take such responsibility may depend on beliefs about others’ behavior, even for consumers motivated by internalized moral norms, not by social sanctions. This effect can produce multiple equilibria with either high or low demand for “green” products. Permanent increases in green consumption may be achieved by imposing temporary taxes or subsidies, or through advertising that influences beliefs about others’ behavior or about external effects. If a tax is interpreted as taking responsibility away from the individual, however, taxes can reduce the influence of moral motivation.  相似文献

The size, cost, and complexity of quantitative modeling in the social and physical sciences demand that the modeler focus attention on premodeling phases of analysis, specifically on formulation and definition of “problems.” This is especially true in the “softer” or less “well-structured” problem areas of futures research and technology assessment. At this stage of modeling, a key factor is communication among modelers. This paper briefly discusses approaches to classifying and formulating problems that illustrate the role of communication in modeling. It then describes a computer-based communication system as one possible aid in the problem-formulation process.  相似文献

To become effective instruments in the attainment of a sustainable society, corporations should have their constitutional status settled. Thus far, mainly by Supreme Court decisions, corporations have an uncertain status. They are “persons” under the Constitution and have certain rights; but unlike natural persons, they do not have concomitant constitutional duties. Corporations should be viewed as “private” governments exercising substantial power in society. They are, however, considered to be associations of individuals rather than divisions of society. The need is to legitimate their governing power by “constitutionalizing” them. That can be done by corporations accepting, or having imposed upon them, two principal constitutional duties. First, means should be developed whereby corporate officers routinely take the general good into account. That duty could be implemented by making “social impact statements,” analogous to but broader than the familiar environmental impact statements, before making important corporate decisions. Secondly, as “sociological communities,” corporate officers wield considerable power over members of those communities. A bill of rights similar to the Constitution's Bill of Rights is recommended so as to make corporate power that is necessary for achievement of societal goals as tolerable and decent as possible. Acceptance of those duties would make corporations parts of, not separate from, the greater corporation called society. They would be private, profit-making entities with a definite public function. Preferably, the duties should be voluntarily accepted. Congress, however, has undoubted constitutional power to impose both, should it so desire.  相似文献

Structural modeling has been under study in recent years as a method for dealing with complex societal problems, and is growing in acceptance as a tool for understanding complex social phenomena. Structural models demonstrate the interactions of the separate elements of a system and their combined overall effect. Thus, the nature of the problem for which this method of analysis is appropriate is different from complex problems of the traditional disciplines which lend themselves to reductionist approaches. This is because complex policy problems of society cannot be “solved” with precise analysis. Kenneth Boulding suggests that there are two ways to cope with a complex policy problem, either to “slice” the problem into partial equilibrium sections or “squeeze” it by aggregating numerous variables into a single index or macho variable. Structural modeling is an approach which comes under the general strategy of squeezing the problem and is promising because of the ability to include a range of macro variables which provide insights about social change. The articles in this issue treat several interesting aspects of this approach. In this article we wish to recall for consideration a central purpose for developing such methods. We have taken a historical approach to indicate some of the roots of the concern for the effect of technological process on social change. Within this context, we discuss the nature of the contributions made by the articles in this issue and what promise the methods offer to addressing the historical concern.  相似文献

This study demonstrates that exponential modeling applies to the diffusion of foods. By using per capita data rather than gross consumption data, we show that this exponential process is not an artifact of a simultaneous population increase. However, whereas previous researchers predict that use diffusion continues indefinitely though at decreasing rates from one time period to the next, the present study demonstrates that it can end or even reverse, as well as attenuate. The extension of reinforcement theory in psychology to “social learning” theory is rejected as an explanation of this change, and the alternative “technological substitution” model is discussed.  相似文献

This paper aims to contribute to a better understanding of the observed high persistence of cross-country differences in inequality. It focuses on the interactions between inequality and the predominance of either horizontal coalitions (among individuals of similar economic status) or vertical ones (among individuals with different economic status). A model is proposed showing that the interactions between inequality and the type of coalition formed in a society can give rise to self-sustained social contracts where inequality persists. Key mechanisms of the model are illustrated using the transformation in inequality, redistribution and social relations in Modern England, as well as the “paternalist” system of the US South at the beginning of the XXth century.  相似文献

A complex set of telecommunication links was used to permit eight geographically separated expert panels (in Austria, Poland, the Soviet Union, and the United States) to participate in a Delphi-type exercise conducted in connection with an International Institute for Applied Systems Analysis (IIASA) workshop titled “Systems Assessment of New Technology: International Perspectives.” No significant technical difficulties were encountered in creating and using this communication mechanism, but a number of sociopsychological and procedural problems arose that were sufficiently serious to prevent substantively useful results from being obtained. It seems clear, however, that if such an activity were to focus on questions agreed to be worthwhile, with participants and an agenda structure truly suitable for resolving these questions, then a number of relatively minor organizational and informational adjustments should permit “computer-assisted panel sessions” to become a useful tool for international scientific cooperation.  相似文献

We study axioms which define “representative democracy” in an environment in which agents vote over a finite set of alternatives. We focus on a property that states that whether votes are aggregated directly or indirectly makes no difference. We call this property representative consistency. Representative consistency formalizes the idea that a voting rule should be immune to gerrymandering. We characterize the class of rules satisfying unanimity, anonymity, and representative consistency. We call these rules “partial priority rules.” A partial priority rule can be interpreted as a rule in which each agent can “veto” certain alternatives. We investigate the implications of imposing other axioms to the list specified above. We also study the partial priority rules in the context of specific economic models.  相似文献

A civilization constitutes a durable social system of complementary traits. Some of the complementarities of any given civilization are between elements of “material” life and ones commonly treated as integral to “culture.” Identifying the mechanisms responsible for a civilization's observed trajectory involves, therefore, causal relationships that cross the often-postulated “cultural–material” divide. Complementarities make it difficult to transplant institutions across civilizations on a piecemeal basis. They imply that reforms designed to jump-start an economy will fail unless they are comprehensive. Civilizational analysis can benefit, therefore, from attention to institutional complementarities, including ones involving both cultural and material variables.  相似文献

Presupposing Churchman's and Ackoff's definitions of a system, the notion of a holistic experiment is defined. A holistic experiment is an experiment on a nonseparable system for the purpose of determining the properties (measures of effectiveness) of the systems components. The basic problem of a holistic methodology is that of conceptualization: (1) the conceptualization of the systems “components,” (2) the conceptualization of the “teleological” standard that defines the systems components; and (3) the assessment of the degree of systems “separability.” Various guidelines for conceptualization are offered. These guidelines derive from such disparate disciplines of knowledge as the sociology of knowledge, the psychology of science, the philosophy of science, law, epistemology, ethics, and systems science. It is argued that the problem of defining an adequate methodology for holistic systems constitutes an “ill-structured” problem. The methodology for dealing with ill-structured problems is not the same as the methodology for dealing with well-structured problems. To date, the methodology of the management sciences has been overwhelmingly preoccupied with well-structured problems. Large-scale social experiments require a fundamentally different approach.  相似文献

Despite earnest admonitions in most technology assessments that institutional arrangements, social impacts, and societal implications be taken into account, the methodology commonly used not only systematically and systematically excludes these very dimensions but often creates a distorted focus. The paradigm dominating structural modeling in technology assessment is technically-oriented; the techniques, lineal descendants of systems analysis, are no more reliable for “assessing” the uncertain future than have been their ancestors in “managing” the present.  相似文献
