SOCIAL ASSETS*     
We present a model incorporating both social and economic components and analyze their interaction. The notion of a social asset, an attribute that has value only because of the social institutions governing society, is introduced. In the basic model, agents match on the basis of income and unproductive attributes. An attribute has value in some equilibrium social institutions (matching patterns), but not in others. We then show that productive attributes (such as education) can have their value increased above their inherent productive value by some social institutions, leading to the notion of the social value of an asset.  相似文献

Abstract

On the basis of F.B.W. Hermann's Staatswirthschaftliche Untersuchungen and of major German, Austrian and Swedish contributions to public economics, two specific claims with regard to the Germanic influence in the development of public expenditure theory are put forward in this paper. It is contended that the German achievements concerning the conceptual clarification of public goods are: (i) important as conceptual ingredients of the modern ‘micro-based’ theory of the public sector: (ii) less closely linked to some historical and intellectual German Sonderweg (culminating in historism, a collectivistic view of social entities and a mystical glorification of the State) than is often suggested.

It is argued that these achievements rather were to a large extent inspired by the more cosmopolitan tendencies in German thought. An important influence is Kantian liberalism. Kant construed a kind of foundational interdependence between the public and the private sector. This prepares the ground for a framework of complementary institutions instead of explaining public institutions in terms of a market failure-perspective based on non-excludability: the view developed in German Idealism gives non-rivalry the pivotal role: the explanation of public institutions systematically hinges upon the existence of goods, the benefits of which are necessarily universal and hence are necessarily made available in a non-rival mode.  相似文献

Abstract

This article starts from a methodological position that fact and value are mutually related, both in the real world and in economic analysis. It then discusses deontological ethics. This approach is concerned with equality and dignity, as expressed in right and norms, and how these rights and norms constrain individual choices. Deontology is thus different from the utility maximisation of utilitarian ethics, where ethics appears in utility functions as moral preferences. The paper then argues that, although deontology does better than utilitarianism in analysing ethics in economics, it has its own weaknesses. These weaknesses require another theory of ethics for economics, virtue ethics, which emphasises the interrelatedness of agents and commitment to shared values beyond the rules that a society has institutionalised. Virtue ethics internalises morality not as a preference or a constraint, but through the practices in which agents are related in their pursuit of value added.  相似文献

The development accounting literature identifies political institutions as fundamental development determinants. Forms of government or executive constraints are thought to shape economic institutions (e.g., property rights) that provide necessary incentives for economic growth. One strand of the literature suggests that European influence is a crucial economic development determinant, presumably through the adoption of European institutions. But how exactly did European influence in the distant past induce positive economic outcomes today? Previous approaches rely on “language,” “settler mortality,” “legal origins” or the “number of European settlers” as indirect proxies of European influence. We propose a direct and quantifiable mechanism: the adoption of European constitutional features. We construct a dataset of all constitutional dimensions from 1800–2008 for all countries and find that nations experience growth accelerations after adopting features of European constitutions. The growth effects are influenced (negatively) by periods of political turmoil, but they are independent of colonial backgrounds. These results show how European influence may have fostered growth, and they imply that countries were able to overcome adverse initial conditions over the last 200 years by adopting European constitutional features. Our constitutional dataset is sufficiently detailed to identify the specific dimensions of European constitutions that matter most for development: legislative rules and specific provisions that curtail executive powers.  相似文献

In the first part of this two-part paper, I presented an "irenic" reconciliation of the three apparently contradictory definitions of "institution" within original institutional economics (OIE), employing the methodology of critical institutionalism. The critical institutionalist reconciliation of these definitions conceptualizes institutions as an emergent process by which the internal and necessary relations of social structure as collective action, mediated through agency, results in the control, expansion, and liberation of the individual action of social actors in transactions. In short, an institution is the emergent process of social structure actualized in transactions (social action). Institutions, therefore, not only have a structural existence, but also an actual existence as they are the process of the emergence of the actual (in transactions) from the structural. Institutions are multi-level processes and cannot be reduced to structures, actions, behaviors, or patterns of behaviors. In this part, I demonstrate the significance of this reconciliation in two areas. The first is its ability to further differentiate the institutional definition of economics as "the science of social provisioning" from the mainstream definition of economics as "a relationship between ends and scarce means" by decomposing the institutional definition into its productive and distributive processes. The second is its usefulness in modeling the interaction of non-economic social institutions with economic institutions at varying levels of detail. I also introduce critical institutional analysis, and use as a method, for model-building and use it to build models of communal, feudal, and industrial capitalist economies.  相似文献

Summary. The paper studies informational properties of three types of imperfectly competitive markets: a one-signal speculative market (OSS market) in which agents have only private information about the fundamental value (v) of the risky asset traded, a two-signal speculative market (TSS market) in which agents have private information about both v and the asset supply, and a market in which agents are endowed with both information about v and shares of the risky asset traded. In this last market (JA market), agents have joint activities: they trade for both speculative and hedging purposes. It is shown that (i) the JA market and the OSS market are the most and the least efficient, respectively, and (ii) the levels of informational efficiency in the three markets are inversely correlated with the intensities with which traders use their private information about the fundamental value of the asset. Clarence Ayres wished to avoid moral relativism or agnosticism in the social sciences, yet he also rejected what he called the “transcendental” epistemology of classical philosophy, an epistemology grounded in the desire to know absolute or ultimate truths. He wanted to find a middle ground between absolutism and relativism by separating “technology” from “ceremony,” and by replacing the ends/means dichotomy with an ends/means continuum. This paper examines his articulation of the issues, and in this context also examines the work of two more recent theorists, Gary Becker and Richard Posner. We conclude that Ayres' epistemological middle ground remains elusive.  相似文献

In his Idea of Justice, Amartya Sen compares the two basic approaches to evaluating institutions, transcendental institutionalism and realization-focused comparisons. Referring to Adam Smith's Impartial Spectator, he argues in favor of the latter and proposes the principle of open impartiality. However, this cannot solve the tension between universalism and contextualization of values that Sen has inherited from Smith. Based on recent Hegel scholarship, we argue that some of the difficulties can be resolved, considering the role Smith played in the development of Hegel's thinking. Hegel's concept of recognition plays an essential role in establishing the possibility of impartiality both on the level of consciousness and on the level of institutional intersubjectivity. Hegel's critique of Kant's formalist ethics (also considered as transcendental institutionalism by Sen) and his analysis of the civil society in the Philosophy of Right, especially his focus on associations and Estates, can serve as a model for making Sen's focus on public discourse theoretically more concise and pragmatically feasible. Hegel shows that universalistic attitudes can only emerge in specific institutional contexts.  相似文献

Adam Smith's invisible hand metaphor (IH) is examined in light of two different accounts of the origin of traits: Charles Darwin's theory of evolutionary optimization and William Paley's theory of divine intervention. Smith's stand supersedes both accounts. For Smith, intermediating drives, such as the sexual one, neither arise accidentally and favored according to their fitness à la Darwin nor planted by the Deity à la Paley. For Smith, such drives are adopted in light of their ultimate end. Smith did not provide an account of how the drives are connected to their far-reaching, invisible beneficial ends or why do agents become dimly aware of that causality.  相似文献

I build a model with heterogeneous agents which is consistent both with rising wage inequality across education levels and with an increasing relative number of college graduates. I use the model to investigate the welfare implications of policies which influence the structure of net wages. Each policy affects agents directly through taxes and subsides and indirectly as wages respond to changes in the relative supply of skilled and unskilled workers. I find that as wage inequality grows due to skill-biased technological change, policies which promote a more egalitarian wage structure can become increasingly acceptable to all agents and that for nearly all agents, education subsidies may be preferred to direct transfers as a means of decreasing wage inequality. The AIDS-fighting communities have spent their limited resource on improving people’s awareness of the risk of contracting AIDS, and yet these programs have not resulted in sustained behavior change. This paper offers a possible explanation of why agents in poor countries choose to engage in more unsafe sexual activities when they are perfectly cognizant of the risk involved. It is shown that agents may rationally choose to do so when they are poor, since future is not attractive due to poverty and agents care more about current-period utility. Our results indicate that safe sexual practice is essentially a “normal good” and that development may be key to reduce the HIV infectivity by modifying agents’ sexual behavior. The model is then extended to consider the role of public health expenditure. We find that the relationship between protected sexual activity and development is no longer monotonic: unsafe sexual activity may increase slightly after a critical level of development has been reached. Finally, we examine the impacts of AIDS on development by considering individual’s saving decision. It is shown that agents tend to save more and accumulate more capital when economy grows.  相似文献

This paper uses an influence spectrum to identify influential subsets in a stylized cross-country data set and finds that institutions, geography, and trade (policy), all appear to play a significant role in the development process for a relatively large sub-sample of countries. For example, equatorial distance, a proxy for geography, becomes positive and significant (originally negative and insignificant) after removing only eight countries or observations from the original sample of sixty-three, while controlling for institutions and trade. In fact, for this set of fifty-five countries all three variables have the correct sign and are statistically significant. This paper examines the respective impacts of public and private governance institutions on foreign direct and foreign portfolio investment inflows. We present two hypotheses: (1) there is a strong correlation between the quality of a country’s public governance institutions and the amount of foreign direct investment (FDI) received while the quality of its private governance institutions has no further discernible impact on this correlation; (2) there is a strong correlation between the quality of a country’s public governance institutions and the amount of foreign portfolio investment (FPI) received while the quality of its private governance institutions has a further positive impact on this correlation. Our findings, which are based on panel data analysis, show both hypotheses to be valid.  相似文献

Institutions do not always produce behavior consistent with what theory predicts, leading comparative scholars to turn to explanations based on historical or cultural exceptionalism. Context can influence not only how an institution performs but also the very choices of institutions that societies choose to govern themselves. In this paper, we construct a model that produces contextual effects that result in institutional path dependence. In doing so, we provide formal foundations for qualitative arguments that context matters and identify a contributing causal mechanism: behavioral spillovers. Using both mathematical and computational techniques, we show that spillovers provide a mechanistic explanation for how pre-existing institutions affect the performance of new institutions as well as the optimal choice among institutions. We find that these spillovers can depend on either the set or the path of previous institutions. Both results support qualitative arguments that historical institutional contexts influence outcomes in current institutions. Importantly, the spillovers depend not only on the outcomes produced in the institutions but also on the specific behavior that produces the outcomes. As a result, we show that institutions that create diverse ensembles of behaviors generate better outcomes and less path dependence than those that cause all agents to converge on the identical strategy.  相似文献

ABSTRACT: By entrepreneurial combinations of voluntary resources, project means from public and private sources, commissions on contracts and other ways of financing, the youth house Fryshuset, with a great number of social activities for primarily young people in Stockholm, Sweden, has been able to allocate resources for establishing and expanding its activities. This development would not have been possible without struggle against established norms, values, traditions and institutions, not least the ‘close to monopoly’ that the public sector in practice was having on the fields in which Fryshuset emerged. Step by step, Fryshuset has built partnerships and alliances with public, private as well as civil actors. Expressed in a general way, Fryshuset has built a new social capital and created new norms and values. The aim of the paper is to investigate how Fryshuset has managed to build social capital through, and for entrepreneurial efforts aiming to facilitate young peoples’ development.  相似文献

The phenomenon of performativity has recently sparked debates about the status of the economic discourse. This paper aims to discuss the subjectivist idea that if economics ‘performs’ (shapes) social reality, rather than merely reflects it, then every theory can be considered ‘true.’ My main goal is to point out three limits of performativity. First, not all theories can be performative since some do not produce empirical landmarks for agents. Second, social institutions restrict performativity. Third, I emphasize the necessity that a theory to be self-fulfilling. This article is a prelude to a new kind of performative studies based on an original definition: a theory performs the world if it implies a behavioral regularity which leads to a general coordination between agents. That is to say, if it becomes a convention à la David Lewis.  相似文献

This paper explores the apparent tension between Hayek's moral skepticism and his role as a defender of liberal institutions. It looks at Hayek's concept of spontaneous order, and asks whether there are any grounds for claiming that spontaneous orders have moral value. The argument from group selection is considered but rejected. Hayek is interpreted as putting most weight on arguments which show, for specific orders (such as the market and common law) that their rules assist each individual in the pursuit of his or her ends, whatever those ends may be. It is suggested that this form of argument is contractarian in character. However, Hayek's contractarianism is distinctive in that it looks for agreement among individuals within an ongoing social order, rather than among rational agents who stand outside any particular society. The objective of this paper is to provide an insight into the ethics in the works of Christian economists in The Netherlands. The paper starts with a brief review of some key texts by Dutch Christian economists representing faith-based organizations. The next section presents a summary of (Dutch) Christian ethics, distinguishing four approaches: motivation, values, institutions, and instrumentalism. The following section will discuss some recent scholarly texts by Dutch Christian economists. It will be shown that three of the four ethical approaches are represented in these writings. In a comparison of the texts, the faith-based civil society economic thought seems to remain closer to the Christian ethics tradition. The last section will explain this gap by showing how, in faith-based civil society, morality is largely understood as being part and parcel of the economy, whereas in the academic economic literature, morality is largely regarded as belonging to the private sphere.

The U.S. higher education system stands out in three dimensions. First, it has the highest number of leading research universities. Second, it displays significant differentiation: multiple types of institutions offer services that differ in cost, prestige, etc. Third, it has a laissez-faire/free-market orientation: private and public entities are free to open schools and compete; essentially all schools enjoy substantial autonomy. This paper makes the case that these features are systematically related. The development of the American higher education market—which allowed market forces to operate and lacked centralized planning—contributed to the emergence of differentiation and a set of leading research universities.  相似文献
