Future Inequality in CO2 Emissions and the Impact of Abatement Proposals   总被引:1,自引:0,他引:1  
This paper analyzes future carbon emissions inequality using a group decomposition of the Gini index. Business-as-usual projections to the year 2100 for 135 countries show inequality in per capita emissions declines slowly. Next, the impact on emissions levels and inequality of the Kyoto Protocol and other abatement proposals for Annex II countries in 2010 are measured, with a focus on the gap-narrowing and reranking effects. Substantial reranking of per capita emissions between Annex II and non-Annex II countries will not occur unless the former reduce their emissions by at least 50% (versus 1990 levels) and the latter continue growing unabated.  相似文献

In this paper, we characterize some new links between stochastic dominance and the measurement of inequality and poverty. We show that: for second-degree normalized stochastic dominance (NSD), the weighted area between the NSD curve of a distribution and that of the equalized distribution is a decomposable inequality measure; for first-degree and second-degree censored stochastic dominance (CSD), the weighted area between the CSD curve of a distribution and that of the zero-poverty distribution is a decomposable poverty measure. These characterizations provide graphical representations for decomposable inequality and poverty measures in the same manner as Lorenz curve does for the Gini index. The extensions of the links to higher degrees of stochastic dominance are also investigated.  相似文献

We examine the relationship between changes in a country’s public sector fiscal position on inequality at the top and bottom of the income distribution during the age of austerity from 2006 to 2013. We use a parametric Lorenz curve model and Gini-like indices of inequality as our measures to assess distributional changes. Based on Statistics of Income and Living Conditions (EU-SILC) and IMF data for 12 European countries, we find that more severe adjustments to the cyclically adjusted primary balance (i.e., more austerity) are associated with a more unequal distribution of income driven by rising inequality at the top. The data also weakly suggests a decrease in inequality at the bottom. The distributional impact of austerity measures reflects the reliance on regressive policies and likely produces increased incentives for rent-seeking while reducing incentives for workers to increase productivity.  相似文献

"Using the Kakwani interpolation method to reconstruct rural and urban size distributions, the authors present Lorenz curve estimates for Chinese income distribution by period, 1952-1986. The level of inequality is one of the lowest in the world. The change in inequality over time conforms to the experience of other less-developed countries. Similar looking Lorenz curves can imply very different income density functions and potentially lead to wrong policy implications regarding inequality. This paper derives a relation between a Lorenz curve and the modality of its underlying income density: given a parametric Lorenz curve, it is the sign of its third derivative which indicates whether the density is unimodal or zeromodal (i.e., downward‐sloping). The density modality of several important Lorenz curves such as the Pareto, Weibull, Singh–Maddala parametrizations and hierarchical families of Lorenz curves are discussed. A Lorenz curve performance comparison with Monte Carlo simulations and data from the UNU–WIDER World Income Inequality Database underlines the relevance of the theoretical result: curve‐fitting based on criteria such as mean squared error or the Gini difference might lead to a Lorenz curve implying an incorrectly‐shaped density function. It is therefore important to take into account the modality when selecting a parametric Lorenz curve.  相似文献

Stochastic dominance and Lorenz dominance are examples of orderings which require unanimous agreement among an infinite set of indices. This paper considers various subsets of inequality measures that respect Lorenz dominance, and assesses the extent to which a small number of indices can reproduce the Lorenz ordering. Using income data for 80 countries, our results suggest that Lorenz dominance can be predicted with 99% accuracy using just 3 or 4 inequality measures, as long as two of them focus on the extreme upper and lower tails of the distribution. In contrast, confining attention to the index families and parameter ranges normally considered may fail to detect the majority of occasions when Lorenz curves intersect. These results lead us to question the faith placed in procedures based on a finite set of inequality indices, and to suggest that similar lessons will apply to other types of unanimity orderings.  相似文献

This paper studies the impact of pragmatic and optimal transfer schemes on the incentives for regions to join international climate agreements. With an applied model that comprises twelve world regions we investigate: (i) a benchmark without transfers, (ii) scenarios with allocation-based rules where coalition members receive tradable emission permits proportional to initial or future emissions, (iii) scenarios with outcome-based rules where the coalition surplus is distributed proportional to emissions, and (iv) a scenario based on an optimal sharing rule where the coalition surplus is distributed proportional to outside option payoffs.We find that well-designed transfer schemes can stabilise larger coalitions and increase global abatement levels. In our applied setting we find that for allocation-based and outcome-based rules only small coalitions are stable, and, in the case of grandfathered emission permits, there is no stable coalition at all. Some obstacles associated with grandfathered emission permits can be overcome by incorporating the expected growth of emissions in developing countries in the distribution of emission permits. For the optimal transfer scheme we find that larger coalitions, which include key players such as the United States and China, can be stable, but no transfer scheme is capable of stabilising the Grand Coalition.  相似文献

This paper examines the potential role for fuel substitution in electricity production in reducing carbon dioxide emissions over a ten-year time horizon. This is achieved by adding fuel substitution to output changes resulting from demand responses arising from a tax on carbon dioxide emissions. A time profile of adjustments is developed. The tax required for Australia to meet a 20 per cent reduction in emissions from 1993 levels is calculated and effects on inequality and social welfare are examined. The paper also examines the potential effect of a subsidy towards the use of low-emission fuels, financed from the carbon tax. A subsidy produces an improvement in emissions abatement and a lower tax required to reach the emissions target.  相似文献

To any finite population of n individuals with associated incomes x 1…, x n we can associate a Lorenz curve. By associating this population with a random variable X representing the income of a randomly chosen individual of the population, the concept of a Lorenz curve and the associated partial order (the Lorenz Order) based on nested Lorenz curves is readily extended to be defined in the class of all non-negative integrable random variables. In this context well known results on inequality attenuating and inequality rank preserving taxation policies are found to admit simple more general proofs. Some results on the effects of random taxation are also reviewed. The effects of applying different taxation policies within subpopulations lead one to consider questions regarding inequality attenuation results in mixture settings. It is observed that, more generally, inequality comparisons can be unambiguously made between any non-negative variables even if measured in dissimilar units.  相似文献

Who benefits from economic growth? This paper analyses the distributional impact of different types of growth within a two‐sector model. The paper first presents necessary and sufficient conditions for unambiguous changes in wage inequality in a dual economy, based on analysis of the entire Lorenz curve. These conditions are then applied to the Harris–Todaro model with an urban non‐agricultural sector and rural agriculture. It is shown that capital accumulation or technical progress in agriculture can shift the Lorenz curve inwards and reduce wage inequality, while the effects of development in non‐agriculture are typically ambiguous.  相似文献

This paper presents a case study in which the effects of agri-environmental policy on two Mediterranean-type farming systems, grazing dominant and cropping dominant, are contrasted. Two greenhouse gas abatement policies are examined; an emissions taxation policy and an emissions restrictions policy. The study seeks to determine firstly, how the policy impacts on the farming systems, and from that, how the nature of the farming systems impact on the effectiveness of the policy. It is shown that relative costs of abatement are higher for the grazing-dominant farming system. However, in the absence of technological change to aid abatement, the cost of substitution from high emitting enterprises, such as livestock, to low emitting enterprises, such as crop production, will determine the cost of abatement. For both farming systems the restriction policy is found to be more effective and economically efficient than the taxation policy. The analysis found that crediting trees as carbon sinks can significantly reduce the costs of abatement. At predicted emissions permit prices, trees would be adopted by both farming systems to offset farm greenhouse gas emissions.  相似文献

This paper presents empirical evidence on how education is related to income distribution in a panel data set covering a broad range of countries for the period between 1960 and 1990. The findings indicate that educational factors—higher educational attainment and more equal distribution of education —play a significant role in making income distribution more equal. The results also confirm the Kuznets inverted–U curve for the relationship between income level and income inequality. We also find that government social expenditure contributes to more equal distribution of income. However, a significant proportion of cross–country variation in income inequality remains unexplained.  相似文献

The environmental Kuznets curve theory suggeststhat economic growth in the long run may reduceenvironmental problems. In this article, we usea decomposition analysis to isolate eightdifferent factors, in order to investigate theorigins of changes in emissions to air over theperiod from 1980 to 1996. Among these factorsare economic growth, changes in the relativesize of production sectors and changes in theuse of energy. Given constant emissions perproduced unit, economic growth alone would havecontributed to a significant increase in theemissions. This potential degradation of theenvironment has been counteracted by first ofall more efficient use of energy and abatementtechnologies. In addition, the substitution ofcleaner for polluting energy types and othertechnological progressions and politicalactions have reduced the growth in emissions.Consequently, the growth in all emissions hasbeen significantly lower than economic growth,and negative for some pollutants.The results indicate that policymakers mayreduce emissions considerably through creatingincentives for lower energy use andsubstitutions of environmental friendly forenvironmental damaging energy types, inaddition to support environmental friendlyresearch or to conduct direct emission reducingactions, such as abatement requirements orbanning of environmental damaging products.This is particularly relevant to countries andsectors with relatively high energy intensitiesand low pollution abatement.  相似文献

Summary This paper starts from the premise that the concept of income inequality is ill-defined, and hence, it studies the measurement of income inequality from a fuzzy set theoretical point of view. It is argued that the standard (fuzzy) transitivity concepts are not compatible with fuzzy inequality orderings which respect Lorenz ordering. For instance, we show that there does not exist a max-min transitive fuzzy relation on a given income distribution space which ranks distributions unambiguously according to the Lorenz criterion whenever they can actually be ranked by it. Weakening the imposed transitivity concept, it is possible to escape from the noted impossibility theorems. We introduce some alternative transitivity concepts for fuzzy relations, and subsequently, construct a class of fuzzy orderings which preserve Lorenz ordering and satisfy these alternative transitivities. This paper uses a coalition formation model to explore how equity considerations affect countries’ cooperation on global environmental issues, e.g. on climate change. When developing countries are exempted from obligations to reduce their emissions, I find that opening them for abatement projects financed by industrialized countries changes the incentives to cooperate in a way which can increase emissions and decrease welfare. Equity- concerns in industrialized countries regarding the difference between their per capita emission levels and those of developing countries lead to increased abatement but do not qualitatively change the incentives to cooperate. Inequality-aversion with respect to differences to abatement targets across industrialized countries generally induces larger coalition sizes and stricter abatement. Here, the inclusion of developing countries improves upon the prospects of cooperation.  相似文献

Data for measuring poverty are frequently available in a summary form that describes the proportion of income or expenditure for each of a number of population proportions. While various discrete poverty measures can be applied directly to data in this limited form, they typically require an arbitrary approach to within‐group interpolation. This problem can be overcome by fitting either a parametric income distribution or a Lorenz curve to the grouped data and computing the required quantities from estimated parameters. The Lorenz curve approach is widely used by the World Bank, but can encounter problems. As an alternative, in this article we show how to calculate several poverty measures from parameters of the generalized beta income distribution, and its popular special cases. An analysis of poverty changes in countries from South and Southeast Asia is used to illustrate the methodology.  相似文献

Income distribution varies considerably across countries; it tends to become more equal with development in some countries, but just the opposite occurs in other countries. This paper provides a theoretical investigation of the persistent differences in income distribution across countries over time. Motivated by the relationship between income distribution and public spending at different school levels for a broad range of countries over the past 30 years, the analysis centers on the role of public education where specific investments interact with political involvement by different socio-economic groups. Socio-economic groups may form lobbies to influence education policy making. The formation of lobbies is endogenous. Persistent inequality is caused by persistent lobbying efforts of the wealthy that lead to an allocation of public education spending more biased toward them.  相似文献

This paper discusses the role of the Clean Development Mechanism (CDM) in the market for carbon quotas and countries' commitments to reduce their carbon emission levels. We show that the CDM contributes to an efficient funding of clean technology investments in least developed countries. However, the CDM is not neutral on the global level of carbon emissions as it entices countries to raise their emission caps. The CDM may also make inappropriate the inclusion of any country that takes no emission abatement commitment. It can even make inefficient a country's decision to commit to an emission target. The implications of the presence of non‐additional projects are also analyzed.  相似文献
