In a general social choice framework where the requirement of strategy-proofness may not be sensible, we call a social choice rule fully sincere if it never gives any individual an incentive to vote for a less-preferred alternative over a more-preferred one and provides an incentive to vote for an alternative if and only if it is preferred to the default option that would result from abstaining. If the social choice rule can depend only on the number of votes that each alternative receives, those rules satisfying full sincerity are convex combinations of the rule that chooses each alternative with probability equal to the proportion of the vote it receives and an arbitrary rule that ignores voters' preferences. We note a sense in which the natural probabilistic analog of approval voting is the fully sincere rule that allows voters maximal flexibility in expressing their preferences and gives these preferences maximal weight.  相似文献

A public decision model specifies a set of alternatives, a variable population, and a common set of admissible preferences. We study the implications of the principle of solidarity, for social choice functions in all such models. The principle says that when the environment changes, all agents not responsible for the change should either all weakly win, or all weakly lose. Under weak additional requirements, but regardless the domain of preferences, each of two formulations of this principle, population-monotonicity and replacement-domination, imply coalition-strategy-proofness; that the choice only depends on the set of preferences that are present in the society, but not on the number, nor on the labels of agents having particular preferences; and that there exists an alternative always weakly Pareto-dominated by the alternative selected by the rule. Replacement-domination is generally at least as strong as population-monotonicity.  相似文献

We consider the design of decision rules in an environment with two alternatives, independent private values and no monetary transfers. The utilitarian rule subject to incentive compatibility constraints is a weighted majority rule, where agents' weights correspond to expected gains given that their favorite alternative is chosen. It is shown that a rule is interim incentive efficient if and only if it is a weighted majority rule, and we characterize those weighted majority rules that are ex ante incentive efficient. We also discuss efficiency in the class of anonymous mechanisms and the stability of weighted majority rules.  相似文献

Summary. A mechanism coalitionally implements a social choice set if any outcome of the social choice set can be achieved as a coalitional Bayesian Nash equilibrium of a mechanism and vice versa. We say that a social choice set is coalitionally implementable if there is a mechanism which coalitionally implements it. Our main theorem proves that a social choice set is coalitionally implementable if and only if it is interim individually rational, interim efficient, coalitional B ayesian incentive compatible, and satisfies a coalitional Bayesian monotonicity condition as well as a closure condition. As an application of our main result, we show that the private core and the private Shapley value of an economy with differential information are coalitionally implementable. To allow society to treat unequal alternatives distinctly we propose a natural extension of Approval Voting by relaxing the assumption of neutrality. According to this extension, every alternative receives ex-ante a strictly positive and finite weight. These weights may differ across alternatives. Given the voting decisions of every individual (individuals are allowed to vote for, or approve of, as many alternatives as they wish to), society elects the alternative for which the product of total number of votes times exogenous weight is maximal. If the product is maximal for more than one alternative, a pre-specified tie-breaking rule is applied. Our main result is an axiomatic characterization of this family of voting procedures.   相似文献

The paper investigates the problem of the repugnant conclusion in variable‐population social choice. A choice rule exhibits the repugnant conclusion if, given any alternative in which all individuals enjoy a high quality of life, there is always a better alternative (according to the choice rule) in which the population is larger and each individual has a life which is barely worth living. While it is well‐known that classical utilitarianism (CU) exhibits the repugnant conclusion on an unrestricted domain, the paper shows that critical‐level utilitarianism (CLU) also exhibits the repugnant conclusion on an unrestricted domain when repugnance is defined in terms of the critical level. In contrast, both CU and CLU are shown to avoid the repugnant conclusion on a restricted domain defined by bounded resources, the law of conservation of matter, concavity and monotonicity of preferences, positive subsistence consumption, and positive “neutral consumption.” In light of the universality of these restrictions, one may conclude that the problem of the repugnant conclusion may not be as great as previously thought.  相似文献

We define a general notion of single-peaked preferences based on abstract betweenness relations. Special cases are the classical example of single-peaked preferences on a line, the separable preferences on the hypercube, the “multi-dimensionally single-peaked” preferences on the product of lines, but also the unrestricted preference domain. Generalizing and unifying the existing literature, we show that a social choice function is strategy-proof on a sufficiently rich domain of generalized single-peaked preferences if and only if it takes the form of voting by issues (“voting by committees”) satisfying a simple condition called the “Intersection Property.”Based on the Intersection Property, we show that the class of preference domains associated with “median spaces” gives rise to the strongest possibility results; in particular, we show that the existence of strategy-proof social choice rules that are non-dictatorial and neutral requires an underlying median space. A space is a median space if, for every triple of elements, there is a fourth element that is between each pair of the triple; numerous examples are given (some well-known, some novel), and the structure of median spaces and the associated preference domains is analysed.  相似文献

The incentive properties of stated-preference surveys continue to be a central debate in the valuation of public goods. The majority of empirical studies have focused on incentive properties of contingent valuation questions in relation to situations where answers have monetary consequences. This research explores the incentive properties of repeated, attribute-based choice questions when subjects are provided with an explicit connection between choices and outcomes. Two market/provision-rules are investigated: a posted-price market and a plurality-rule vote. These two provision rules are contrasted to treatments in which no provision rule is discussed—subjects are simply asked to choose their preferred alternative. These three hypothetical choice treatments are compared with a binding choice treatment. While none of the public good treatments are theoretically incentive compatible, we include a comparison of hypothetical and binding choices for a private-good that is incentive compatible. The private good experiments indicate that marginal willingness to pay (WTP) estimates from the hypothetical treatment are larger, but not statistically different than corresponding estimates in the binding choice treatment. Results for the public good experiments indicate that marginal WTP estimates from the hypothetical treatments are much larger, and statistically different than corresponding estimates in the binding choice treatment. The bias is largest when no provision rule is discussed. The bias is reduced with the inclusion of a provision rule, but surprisingly, there was no difference across provision rule treatments. Overall, our results indicate that choice experiments involving a public good should include a provision rule to reduce bias, but the resulting marginal WTP estimates may still be more biased, on average, than those arising from contingent valuation survey formats.  相似文献

A social choice function satisfies the tops‐only property if the chosen alternative only depends on each person's report of his most‐preferred alternatives on the range of this function. On many domains, strategy‐proofness implies the tops‐only property provided that the range of the social choice function satisfies some regularity condition. The existing proofs of this result are model specific. In this paper, a general proof strategy is proposed for showing that a strategy‐proof social choice function satisfies the tops‐only property when everyone has the same set of admissible preferences.  相似文献

If A is a set of social alternatives, a social choice rule (SCR) assigns a subset of A to each potential profile of individuals' preferences over A , where the subset is interpreted as the set of "welfare optima". A game form (or "mechanism") implements the social choice rule if, for any potential profile of preferences, (i) any welfare optimum can arise as a Nash equilibrium of the game form (implying, in particular, that a Nash equilibrium exists) and, (ii) all Nash equilibria are welfare optimal. The main result of this paper establishes that any SCR that satisfies two properties—monotonicity and no veto power—can be implemented by a game form if there are three or more individuals. The paper examines the communication requirements of social choice rules when the (sincere) agents privately know their preferences. It shows that for a large class of choice rules, any minimally informative way to verify that a given alternative is in the choice rule is by verifying a “budget equilibrium”, i.e., that the alternative is optimal to each agent within a “budget set” given to him. Therefore, any communication mechanism realizing the choice rule must find a supporting budget equilibrium. We characterize the class of choice rules that have this property. Furthermore, for any rule from the class, we characterize the minimally informative messages (budget equilibria) verifying it. This characterization is used to identify the amount of communication needed to realize a choice rule, measured with the number of transmitted bits or real variables. Applications include efficiency in convex economies, exact or approximate surplus maximization in combinatorial auctions, the core in indivisible-good economies, and stable many-to-one matchings.  相似文献

I consider a two period model of repeated elections in which politicians update their beliefs about the preferences of the voters after the first period election and set second period policies accordingly. When voting is costless, a positive fraction of voters abstains for any finite population, but abstention vanishes in the limit of an arbitrarily large election. I demonstrate that in large elections, a single vote changes second period policies by an amount exponentially large compared to the probability of influencing the first period election if the probabilities with which voters vote for the two candidates differ. Using this, I prove that the limiting voting behavior in the first election is independent of the first period policy choices of the candidates. The incentive to vote to signal oneʼs preferences thus dominates the incentive to vote to increase the chances of electing oneʼs preferred candidate.  相似文献

An allocation rule is called Bayes–Nash incentive compatible, if there exists a payment rule, such that truthful reports of agents' types form a Bayes–Nash equilibrium in the direct revelation mechanism consisting of the allocation rule and the payment rule. This paper provides a characterization of Bayes–Nash incentive compatible allocation rules in social choice settings where agents have multi-dimensional types, quasi-linear utility functions and interdependent valuations. The characterization is derived by constructing complete directed graphs on agents' type spaces with cost of manipulation as lengths of edges. Weak monotonicity of the allocation rule corresponds to the condition that all 2-cycles in these graphs have non-negative length. For the case that type spaces are convex and the valuation for each outcome is a linear function in the agent's type, we show that weak monotonicity of the allocation rule together with an integrability condition is a necessary and sufficient condition for Bayes–Nash incentive compatibility.  相似文献

Summary A constant scoring rule asks each individual to vote for a given (and constant) number of alternatives and the alternative with the most votes is elected. A sequential constant scoring rule applies this principle in a process of sequential elimination. Constant scoring rules as well as sequential constant scoring rules fail to satisfy Condorcet criteria when individual preferences are unrestricted. The purpose of this paper is to show that, if we assume that preferences are single-peaked, then some constant scoring rules satisfy the Condorcet loser criterion and some sequential constant scoring rules satisfy the Condorcet winner criterion. Summary. A feasible alternative x is a strong Condorcet winner if for every other feasible alternative y there is some majority coalition that prefers x to y. In one-dimensional environments with single-peaked preferences we consider social welfare functions satisfying Arrow's requirements, i.e. weak Pareto and independence of irrelevant alternatives. When the policy space is a one-dimensional continuum such a welfare function is determined by a collection of 2N strictly quasi-concave preferences and a tie-breaking rule. As a corollary we obtain that when the number of voters is odd, simple majority voting is transitive if and only if each voter's preference is strictly quasi-concave.  相似文献

A social choice function is robustly implementable if there is a mechanism under which the process of iteratively eliminating strictly dominated messages lead to outcomes that agree with the social choice function for all beliefs at every type profile. In an interdependent-value environment with single-crossing preferences, we identify a contraction property on the preferences which together with strict ex post incentive compatibility is sufficient to guarantee robust implementation in the direct mechanism. Strict ex post incentive compatibility and the contraction property are also necessary for robust implementation in any mechanism, including indirect ones. The contraction property requires that the interdependence is not too high. In a linear signal model, the contraction property is equivalent to an interdependence matrix having all eigenvalues smaller than one.  相似文献

For exchange economies with classical economic preferences, it is shown that any strategy-proof social choice function that selects Pareto optimal outcomes cannot guarantee everyone a consumption bundle bounded away from the origin. This result demonstrates that there is a fundamental conflict between efficiency and distributional goals in exchange economies if the social choice rule is required to be strategy-proof.  相似文献
