Joint R&D projects have emerged as a significant model for the development of research and technological activities. Our study examines, through an exploratory analysis, the typology of joint R&D projects and the characteristics of R&D networks in which the projects are developed. In addition, the interrelation between the R&D projects in the context of European Technology Policy is analysed. Findings from survey data collected on joint R&D projects carried out in the context of European Framework Programmes indicate that three groups of R&D projects can be identified (invention, innovation and diffusion projects), and that each of these projects is managed inside the R&D network with a different degree of structuring and external opening. The analysis of interrelations between R&D projects also shows a low, non-linear and non-progressive interrelation. This conclusion is an important question to bear in mind in the design of scientific and technological policies.  相似文献

Industrial R&D in a market economy is mainly implemented in the private sector, therefore public funding is a very important tool of government to guide private R&D activities. This paper investigates the experience of funding national programs in a number of industrialized countries, and reaches some preliminary conclusions: (a) To reduce opportunistic behavior and ingrain intrinsic incentive in firms, both competition and cost-sharing principles should be used concurrently in underwriting firms' R&D projects. (b) Competition principles can be applied across many candidate projects around the same time or a series of one-of-a-kind projects over a longer time horizon. (c) The major threat to application of competition principles is that there is no “real competition” due to few qualified candidates in specific technological fields or in some, especially small, countries. (d) In practice, the appropriate cost-sharing level is difficult to determine. Fifty-fifty is used as a rule of thumb in many countries to simplify the decision making and circumvent “bounded rationality.” (e) Full cost endorsement may be another “quantum” alternative for projects urged by government but not felt to be very relevant by firms.  相似文献

This paper evaluates whether the relative concentration of funding for small, research-oriented firms in a small number of high-technology industries is related to differences across industries in the appropriability level facing small firms. We exploit a novel test based on the relationship between industry-level private venture financing and the performance of government-subsidized R&D projects. If industries differ in their appropriability level, then private funding and subsidized project performance should be positively correlated. Our principal finding is that subsidized project performance is higher in industrial segments with higher rates of private venture capital investment. With the end of the Cold War, nations throughout the world are placing ever greater emphasis on economic growth. Over the last 50 years, advances in technology have been the single most important factor in creating growth in many economies, and thus policies to promote technological innovation rank high on the list of priorities for both developed and developing countries. In general, as countries progress up the economic ladder, national R&D intensity, (i.e., R&D/GDP), tends to increase along with per capita income. In addition, nations move through a discernible sequence of technology policies from an initial focus on infrastructure, through a set of actions designed to encourage technology acquisition from more advanced economies, to comprehensive education and research agendas targeted to the creation and development of new technology. In the United States, national technology policy for economic growth focuses on education, building a 21st century infrastructure, and creating a business climate that encourages growth, technological innovation, and risk taking.Throughout the last 50 years there have been significant changes in the competitive position of nations. In recent years, U.S. corporations have regained some of the competitive leadership they lost in the 1980s. This has been accompanied by significantly increased R&D spending by U.S. industry, particularly in the information and health care related sectors. U.S. industry funding of R&D overtook that from the government in the early 1980s and accounts for almost two-thirds of the national total.  相似文献

This paper examines the role research and development (R&D) plays in technology progress for a sample of OECD and Asian economies from 1980 to 1995. An empirical model is estimated which relates total factor productivity to domestic and foreign R&D activity, trade, and information technology and telecommunications (ITT). Model estimates confirm a positive relationship between national productivity and R&D activity exists in the long run. Further, the benefits of R&D can spillover countries through trade, in particular, trade in ITT equipment.  相似文献

以人工智能领域论文和学者为研究对象,探讨科技项目资助对论文产出绩效的作用效率。运用负二项回归分析不同国家、领域资助种类、强度对论文引用和载文期刊水平的影响,结果发现,各项资助指标均可提升论文质量,但在不同地域和研究方向上的作用效果有所差异。运用倾向得分分层和线性回归,从发文、被引量和h指数角度测度资助对学者产出绩效提升的有效性,结果发现,资助能够显著提升学者产出力和影响力。通过Tobit回归测度资助项目数量和金额对不同年龄群体学者发文、被引量与变化率等指标的影响,结果发现,资助项目数量增加可整体提升学者产出绩效,资助金额增加更能扩大产出力和影响力的动态提升幅度。据此,提出资助改进策略和评审机制优化等相关建议。  相似文献

This paper addresses the question of how technology assessment (TA) can be best integrated in the managment of R&D both at the laboratory and the policy level. The main objective is to present a conceptual framework to situate and evaluate the actual and possible TA infrastructure in Europe. The paper consists of three distinct sections. In section one, the concept and practice of TA are briefly introduced with an emphasis on their actual institutionalizations in Europe. Section two presents a conceptual framework of R&D managment at four levels: the R&D environment, the R&D institution, the R&D process, and the R&D project. The relationship between TA and R&D management is explored for each of the four levels. Finally, in section three the concept of and motives for TA integrated within the laboratory work of scientists and engineers are presented. The basic argument of this paper is that by promoting the integration of TA in R&D managment practices, a significant contribution can be made to (1) increasing the cost-efficiency of research and (2) increase the social responsiblity of scientists. The authors therefore draw up a conceptual framework for the development of R&D-integrated TA practices called Integrated Technology Assessment (ITA).  相似文献

This is an exploratory study of larger biotech firms using insights from a head-to-head comparison of 49 small and 17 large U.S. biotech firms using archival data. We found small and large biotech firms to be significantly different from each other on R&D intensity and funding strategies. The findings are used to project and hypothesize about larger biotech firm growth strategies.Whereas R&D expenses in the small firms exceed total income by a wide margin, larger firms are able to cover most, if not all, of their R&D expenses. Thus, the larger firms are relatively more financially viable. Results also show that the larger firms derive a greater proportion of their revenues from collaborative research agreements (CRAs), which has key implications for revenue growth in these firms.Based on the findings we project R&D expenses and collaborative research revenues for biotech firms as they grow in size.  相似文献

In this paper we analyze whether and how “research” and “development” subsidies influence private R&D activity. Our empirical results show that “research” subsidies stimulate R&D spending within firms while “development” subsidies substitute such spending. At the theoretical level we find empirical support for the market failure argument that private R&D expenditure is best stimulated in areas where the gap between the social and the private rate of return to R&D is high. A policy implication is that technology programs should support research projects in the private sector in order to stimulate to more R&D.  相似文献

We present a technique to allocate available resources more systematically to competing R&D projects in a government laboratory setting. The technique is simpler than most models described in the literature, systematically utilizes the expertise of various organizational units in the corporation, and does not try to substitute complex calculations for good managerial judgment. The literature on R&D project selection models is briefly reviewed. Key factors identified are used to develop the approach. Details are presented on the sequence of the R&D project selection process through alternative levels of corporate management. Sample forms used for R&D ideas submittal and evaluation are included. Experiences gained from applying the approach in a large R&D laboratory are discussed.  相似文献

现阶段我国仍属于新兴市场经济国家,市场机制并不完善,中小企业的生存环境不容乐观.为提升中小企业市场竞争力,各级政府加大对其创新研发的资金和政策扶持力度对帮助其持续稳定发展有着十分重要的意义.本文从深市中小板上市企业中筛选出了471家企业在2014—2018年间的面板数据,利用回归模型进行实证检验,以探究政府资助政策对中小企业创新研发的影响.结果显示:政府的资助政策在整体上对科技研发投入产生了积极的作用,但对创新研发的产出没有直接影响;只有对科技研发人员进行投入才能给创新产出带来积极影响.因而,政府资助应该着重加强对科技人员的投入.  相似文献

Is knowledge spillover a rationale for supporting R&D on new, emerging technologies more than R&D on other technologies? In this paper, I analyze whether innovation externalities caused only by knowledge spillovers differ between technologies of different maturity. I show that R&D should not be subsidized equally across industries when the knowledge stocks differ. This is because knowledge spillovers depend on the size of the knowledge stock and the elasticity of scale in R&D production. R&D in the emerging technology should be subsidized more when the elasticity is smaller than one. However, R&D in the mature technology should be subsidized more when the elasticity is larger than one.  相似文献

Growth of industry has been driven by technology innovation and is expected to turn into a new phase through creative technology innovation. The recent technology environment, however, has changed drastically. Instead of a technology breakthrough, which has played a leading part so far, fusion and integration of technologies will be key to future technology innovation. In this article Toshiba's case is introduced with regard to technological prospects in the fields of electronics, electric energy, and environment. Investment in research and development (R&D) increases rapidly along with the advance of technology. Strategic alliance that utilizes each partner's strength will be one of the options in the company's R&D management. In the aftermath of the passage of the American Recovery and Reinvestment Act of 2009, the employment effects of public subsidies have been scrutinized because of new emphasis on public accountability and transparency. In this paper, we investigate conditions in which public subsidies of research and development (R&D) in small firms stimulate employment growth. We find, based on an empirical analysis of employment growth induced by US Department of Defense Small Business Innovation Research program awards, that the stimulated employment growth is greater under two conditions: one, the presence of outside investors providing additional funding for the R&D and, two, when an exceptional amount of intellectual property is created by the publicly subsidized R&D. In addition to outside investors, other firms that make commercial agreements with the subsidized firm appear important for the employment growth of the subsidized firm. Cooperation between the small business doing the R&D and other firms is an important determinant of the commercial success of the technologies created with the support of public funds.  相似文献

This paper analyzes the impact of deregulation in an energy market on R&D activities for new energy technology when climate policy is implemented. A model of growth with vertical innovation is modified by including an oligopolistic energy supply sector for demonstrating to what extent deregulation in the energy supply sector will affect R&D activities for low-carbon energy technology, provided that carbon taxation is implemented. The analysis shows that, when the elasticity of substitution between input factors is less than unity, deregulation will drive energy R&D activities and reduce CO2 accumulation if the energy market is highly concentrated in the beginning.  相似文献

“Innovation indicators” strive to track the maturation of an emerging technology to help forecast its prospective development. One rich source of information is the changing content of discourse of R&D, as the technology progresses. We analyze the content of research paper abstracts obtained by searching large databases on a given topic. We then map the evolution of that topic's emphasis areas.The present research seeks to validate a process that creates factors (clusters) based on term usage in technical papers. Three composite quality measures—cohesion, entropy, and F measure—are computed. Using these measures, we create standard factor groupings that optimize the composite term sets and facilitate comparisons of the R&D emphasis areas (i.e., clusters) over time.The conceptual foundation for this approach lies in the presumption that domain knowledge expands and becomes more application specific in nature as a technology matures. We hypothesize implications for this knowledge expansion in terms of the three factor measures, then observe these empirically for the case of a particular technology—autonomous navigation. These metrics can provide indicators of technological maturation.  相似文献

This study considers a dynamic model of R&D competition in a situation of no uncertainty with identical firms in a perfect foresight. We are going to find out about the effects of firms' absorptive capacity on R&D strategies in the presence of technological spillovers. The conditions for the existence and uniqueness of a feedback–Nash equilibrium on firms' R&D expense will be also discussed. Numerical simulations will show as the introduction of the absorptive capacity reduces the impact of spillovers degree on firms' R&D strategies.  相似文献

Despite the wide belief that the high social rates of returns to R&D investment justify government subsidy policy in advanced countries, there are only limited studies about whether the R&D subsidy as a means of risk-sharing stimulates R&D investment of small and medium sized enterprises (SMEs) in developing countries. This paper empirically investigates the issue, using a unique data set on government subsidy for new technology development of Korean manufacturing firms, listed and non-listed, for the period from 2000 to 2007. The paper employs the DID estimation procedure and controls for simultaneity of the subsidy for new technology development using 2SLS and two step Tobit procedure. Our empirical results show that there is no solid evidence for crowding-out effects of the government subsidy. These results suggest that government subsidies could help SMEs to overcome the barriers to risky R&D projects through sharing R&D failure risk with government and by reducing capital costs to undertake new technology development projects, and thus the subsidy policy for new technology development seems to be partly successful in promoting the R&D investment of the Korean SMEs.  相似文献

We analyse the impact of public subsidies on private sector research and development (R&D) activity for a sample of East German firms. Using propensity score matching, our empirical results indicate that subsidized firms indeed show a higher level of R&D intensity (R&D expenditures relative to total turnover) and a higher probability for patent application compared with non‐subsidized firms. We find that, on average, the R&D intensity increases from 1.5% to 3.9%. The probability of patent application rises from 20% to 40%. These results closely match earlier empirical findings for East Germany. Given the fact that the East German innovation system is particularly driven by small‐ and medium‐sized enterprises (SMEs), we draw special attention to the effectiveness of R&D subsidies for this latter subgroup. Here, no specific empirical evidence is available so far. Our findings indicate that policy effectiveness also holds for private R&D activity of SMEs, with the highest increase in terms of R&D intensity being estimated for microbusinesses with up to ten employees.  相似文献

The planning of technological research and development (R&D) is demanding in areas with many relationships between technologies. To support decision makers of a government organization with R&D planning in these areas, a methodology to make the technology impact more transparent is introduced. The method shows current technology impact and impact trends from the R&D of an organization's competitors and compares these to the technology impact and impact trends from the organization's own R&D. This way, relative strength, relative weakness, plus parity of the organization's R&D activities in technology pairs can be identified.A quantitative cross impact analysis (CIA) approach is used to estimate the impact across technologies. Our quantitative CIA approach contrasts to standard qualitative CIA approaches that estimate technology impact by means of literature surveys and expert interviews. In this paper, the impact is computed based on the R&D information regarding the respective organization on one hand, and based on patent data representative regarding R&D information of the organization's competitors on the other hand. As an illustration, the application field ‘defence’ is used, where many interrelations and interdependencies between defence-based technologies occur. Firstly, an R&D-based and patent-based Compared Cross Impact (CCI) among technologies is computed. Secondly, characteristics of the CCI are identified. Thirdly, the CCI data is presented as a network to show the overall structure and the complex relationships between the technologies. Finally, changes of the CCI are analyzed over time. The results show that the proposed methodology has the potential to generate useful insights for government organizations to help direct technology investments.  相似文献
