Forests have the potential to provide ecosystem services, timber, mature growth aesthetics, and wildlife and endangered species protection. Forest managers are faced with complex ecosystem management decisions due to competing and complementary social values, and differential interactions of these social values with timber production. As a result, management strategies can have dramatic aggregate and intertemporal welfare implications. This paper portrays the trade-offs and externalities in choosing or changing the forest management objective, and the resulting rankings of management policies. In addition, the paper analyzes the role of economies of scale in harvest area, where larger harvest areas generate average cost savings in harvesting and reseeding, thereby promoting more intensive harvesting at the expense of environmental benefits.  相似文献

Billions of dollars are now spent annually in the United States and Europe for spatially delineated environmental services such as agricultural landscape management and river restoration programs, yet little is known about the spatial distribution of the benefits from these policies. This paper develops a framework for recovering information on this question from the spatial pattern of votes cast for referenda on the provision of spatially delineated public goods. We specify a model linking voter support for environmental improvement to the distance at which such improvements are expected to occur. The empirical application is to a river restoration referendum in the Swiss canton of Bern. Our results indicate that the benefits from river restoration have a strong local component, sufficiently strong that voter approval would not occur if only canton-wide benefits were at stake. Surprisingly, support for river restoration is no greater, and in some specifications is actually lower, in locations where rivers are a prominent feature in the environment.  相似文献

We explore the welfare implications of agricultural expansion in the Brazilian Amazon by comparing spatially explicit estimates of soybean rents and the value of ecosystem services. Although these estimates are generated from different datasets, models, and estimation techniques, the values are comparable, such that the value of ecosystem services is greater than soybean rents for about 61% of the total area and 24% of the area where soybean rents are positive if protected areas are well enforced. Based on the balance between the benefits and costs of conversion, failure to value ecosystem services reduces total social welfare by 7.13 billion dollars annually relative to an optimum. Policy instruments that internalize the value of ecosystem services via protected lands, land conversion taxes, conservation subsidies, or excise taxes can avoid much of this loss. Regardless of intervention regime, policy makers should be cognizant of the diminishing net benefits of converting natural ecosystems to agriculture. Realizing the final 3.8% requires the conversion of an additional 15% natural ecosystems to soybean production.  相似文献

The impact of conservation efforts targeted at preserving ecosystem services largely depend on the welfare implications associated with spatial variations in the provision of ecosystem services. While there is ample empirical evidence of spatial discounting or decay of the valuation of ecosystem services, there are still few underpinnings based on welfare economic theory. We establish a theory of spatial discounting that closely follows the concept of time discounting pertaining to climate change, and show spatial discount rates in the consumption, ecosystem service, and willingness to pay (WTP) numeraires. We consider the role of key parameters such as pure rate of spatial preference, consumption change, ecosystem services change, population density, and elasticity of marginal utility. We find that the spatial discount rate of WTP for ecosystem services that frequently appears in the empirical literature is the difference between the ecosystem service discount rate and consumption discount rate, where the ecosystem service discount rate includes both physical distance decay and welfare effects. Finally, we use numerical simulations to illustrate how the three different spatial discount rates vary with the spatial distance from the source of ecosystem services and with consumption patterns, implying many more possible spatial variations of WTP.  相似文献

The ecosystems of the Doñana social-ecological system (southwestern Spain) provide numerous ecosystem services to society. We valued the most important ecosystem services through a market-based approach, revealed-preference and stated-preference methods to assess the conservation effectiveness of the Doñana Protected Area, with consideration of existing human activities in surrounding lands. We also analysed the spatial distribution of the ecosystem services beneficiaries and the scale of their related markets. We found a clear trade-off between the local and global market values of ecosystem services because landscape management outside of the Doñana Protected Area promotes the provision of ecosystem services associated with international markets. Our results suggest that a conservation against development model occurs in the Doñana social-ecological system, in which land use intensification takes place outside of the Protected Area borders as a result of promoting marketed ecosystem services, while biodiversity conservation is the main activity inside the Protected Area. We conclude that protected areas should be part of a larger-scale, adaptive landscape management strategy in which conservation planning should be the focal element in coordinating sectoral policies in the context of social-ecological systems.  相似文献

Stated preference surveys often give minimal attention to distinctions between intermediate and final ecosystem services, leading to the potential for welfare estimates that overlook, misrepresent or double count associated values. This paper illustrates potential mechanisms through which multimetric indexes of the type developed in the ecological literature, here an index of biotic integrity, can be used within stated preference survey scenarios to both improve the validity of survey responses and provide otherwise unavailable information on willingness to pay for intermediate and final ecosystem services. We illustrate the approach using a choice experiment application to the restoration of migratory fish in a Rhode Island watershed. Where assumptions of the model hold, results can allow transparent disentanglement and estimation of marginal values for both intermediate and final ecosystem services.  相似文献

Although ecosystems provide myriad services to economies, only one service is considered in most renewable-resource models. The general equilibrium bioeconomic model introduced here admits a second service, and more importantly it accounts for how the two services are impacted by interactions within an eight-species ecosystem and interactions within a regional economy. Endangered Steller sea lion recovery measures via alternative pollock quotas change all ecosystem populations and all economic variables. While non-use values associated with the ecosystem (e.g., existence values) are not considered, all species matter for the economy because they are all used indirectly as support for ecosystem services. Regional welfare changes from reduced quotas show the tradeoff between consumptive and non-consumptive uses of the ecosystem.  相似文献

This paper examines implications of limits to substitution for estimating substitutability between ecosystem services and manufactured goods and for social discounting. Based on a model that accounts for a subsistence requirement in the consumption of ecosystem services, we provide empirical evidence on substitution elasticities. We find an initial mean elasticity of substitution of two, which declines over time towards complementarity. We subsequently extend the theory of dual discounting by introducing a subsistence requirement. The relative price of ecosystem services is non-constant and grows without bound as the consumption of ecosystem services declines towards the subsistence level. An application suggests that the initial discount rate for ecosystem services is more than a percentage-point lower as compared to manufactured goods. This difference increases by a further half percentage-point over a 300-year time horizon. The results underscore the importance of considering limited substitutability in long-term public project appraisal.  相似文献

International Provision of Trade Services, Trade, and Fragmentation   总被引:4,自引:0,他引:4  
This paper examines the special role that trade liberalization in service industries can play in stimulating not only trade in services but also in goods. International trade in goods requires inputs from several services industries (trade services, such as transportation, insurance, and finance) in order to complete and facilitate international transactions. Restriction on the ability of national service providers to provide these services across borders and within foreign countries creates additional costs and barriers to international trade above those that would arise in otherwise comparable intranational exchange. As a result, trade liberalization in services can yield benefits, by facilitating trade in goods, that are larger than one might expect from analysis of the services trade alone. This paper explores this idea using simple theoretical models to specify the relationships between services trade and goods trade. The paper also notes the role of services trade in a model of international industrial fragmentation, where production processes can be separated across locations but at some cost in terms of additional service inputs. The incentives for such fragmentation can be larger across countries than within countries, owing to the greater differences in factor prices and technologies available. However, the service costs of international fragmentation can also be larger, especially if regulations and restrictions impede the international provision of services. As a result, trade liberalization in services can also stimulate fragmentation of production of both goods and services, thus increasing international trade and the gains from trade even further.  相似文献

Much effort is expended toward planning for conservation, natural resource management and sustainable land use in agricultural landscapes. Although often not explicitly stated, the aims of these efforts are often to restore natural capital for the provision of ecosystem services and stimulate multifunctionality in landscapes. However, the scarcity of resources for, and the potential economic impact of, ameliorative actions that restore natural capital necessitates the identification of cost-effective geographic priorities, or hotspots, which provide multiple ecosystem goods and services. This requires the integrated spatial modelling of multiple environmental and economic processes accompanied by clear goals and performance indicators. Identification of hotspots provides guidance for highly targeted land use change that cost-effectively adds to the stocks of natural capital in a landscape. Additionally, the multifunctionality of the landscape can be increased through the provision of multiple ecosystem goods and services. This paper begins by examining data requirements for identifying geographic hotspots for land use change. This study integrates traditionally disparate landscape-scale biophysical and economic data and models. The elements of natural capital considered here are species and ecosystems, soil and water resources, and the atmosphere. It is demonstrated that locating ameliorative actions towards hotspots will be more cost-effective at restoring natural capital and stimulating landscape multifunctionality than a random targeting approach. We calculate these efficiencies using a small set of indicators for assessing aspects of multifunctionality. The focus of this study is the agricultural landscapes of the Lower Murray region of south-eastern Australia.  相似文献

Policymakers seeking to modify financial incentives to increase the flows of ecosystem services in and around tropical moist forests must consider where to focus their attention and what collection of incentives can effectively achieve policy objectives. In most cases, policymakers focus on extensively forested areas where the flows of ecosystem services between agriculture and the environment is generally characterized by massive flows of carbon and soil nutrients from forests to agriculture. In these forest margin areas the stock of primary forest is eventually exhausted and the cheap ingredients provided by nature to agriculture become increasingly scarce. At this point, policy interest generally wanes, and agriculture and the environment begin slow declines in ecosystem service exchange, often with negative consequences for rural poverty. How does one promote increased flows of ecosystem services from agricultural lands without increasing poverty when forests and soils have been depleted? Can the standard instruments, e.g., payments for ecosystem services, be effective in such situations, and if so, do the costs to society of securing these services increase? Here we focus on the flows of ecosystem services at the end of the cycle of converting primary forest to agriculture. Primary data from the Bragantina area in the southeastern Brazilian Amazon, an area cleared of primary forest decades ago, are used to characterize smallholder production systems, to describe the flows of ecosystem services into and from these systems, and to develop a bioeconomic model of smallholder agriculture capable of predicting the effects of several types of policy action on ecosystem services provided by and to agriculture, and on-farm household incomes and food self-reliance. Of particular interest is the Proambiente Pilot Program in Brazil, which uses smallholder payment schemes to induce farmers to manage land and forest resources in ways that generate more ecosystem services. Baseline results suggest that smallholder agriculture leads to a gradual loss of ecosystem services (mainly above-ground and root carbon) provided by secondary forest fallows, and that reduction in fallow age leads to reductions in plant diversity. Intensifying agricultural activities accelerates this process, but considerably increases smallholder incomes. Paying farmers for ecosystem services linked to the retention of secondary forests and the Proambiente program both increase area in forest fallow, but the latter substantially reduces farm income because of input use restrictions. In general, programs aiming to promote the production of ecosystem services should not limit farmers' choices of ways to provide them. Employment and food self-reliance issues associated with policy options for increasing on-farm stocks of carbon and plant biodiversity are also explored.  相似文献

Traditional economic accounting mostly ignores the benefits provided by nature, and thus falls short in giving incentives for improving the way the economy uses natural resources. In this study, we develop a general framework for integrating the value of ecosystem services into an Input-Output Table. In particular, we integrate regionally valued ecosystem services on the supply side of an Input-Output Table to quantify what natural resources offer to economic development. Using several different indicators, we show the benefits of the ecosystem services under the status quo and a scenario for regional development. Our results suggest that economic activities should be encouraged to use the ecosystem services more intensively, while landscape development should aim at providing the required services. We conclude that such an approach can provide a platform for decision-makers to learn quantitatively about the dependency of the regional economy on natural services.  相似文献

A GIS-based approach was designed to spatially estimate direct use value of ecosystem services and to map results for a case study at county scale. The approach highlights the use of GIS to collect data, perform spatial analysis, and map economic values of ecosystem services. Three key steps of spatial valuation for agricultural products, forest products, and tourism services were illustrated in the GIS-based technical framework. We applied this approach to the Tiantai County (1423.8 km2) in Zhejiang province of southeast China. Selected components of natural products and tourism services in the case area were mapped as data layers in GIS, with each layer containing monetary values for every 25 m cell. The total direct use value of ecosystem services was estimated in RMB to be approximately 538 million Yuan in 2005 (Chinese currency, 8.2 Yuan = US$1), of which agricultural products, forest products and tourism services accounted for 65%, 30% and 5%, respectively. The critical areas for management purpose were identified depending on the heterogeneity of direct use services learned from the case study. The spatially explicit measures provide a mechanism for incorporating spatial context into ecosystem services evaluation. Based on the present GIS-based approach and case study, the suggestions and implications for local resources protection and eco-environmental management were extensively discussed. The work was expected to highlight research avenues to advance the ecosystem services framework as an operational basis for regional ecosystem-based management.  相似文献

The dominant paradigm of conservation-reserve planning in economics is to optimize the provision of physical conservation benefits given a budget constraint, implicitly assuming the value of biodiversity and ecosystem function is not affected by human proximity to that natural capital. There is evidence, however, that human willingness to pay (WTP) for conservation declines with distance—a phenomenon we call “spatial value decay”. This paper begins a new strand of the conservation planning literature that takes demand-side factors – location of people in the landscape, the degree to which WTP for conservation depends on proximity – into account. We use theoretical models of linear abstract landscapes to explore the impact of demand-side factors on two facets of conservation choices: siting of a single reserve when conservation potential is greatest near a critical site, and siting of multiple reserves when fragmentation reduces physical conservation services produced. Our results show how planners should sometimes employ increased fragmentation to capture value when people's preferences are not very highly localized, and how optimal policy balances proximity to the ecologically critical site with proximity to people. In some scenarios, the payoff to using a reserve design approach that considers demand-side factors is large, but we find that spatial value decay reduces the benefits that can be gained from any conservation-planning approach.  相似文献

In this paper, we investigate the relationship between economic growth and poverty reduction by differentiating growth and poverty into their sectoral composition and urban–rural location using data from Indonesia. We find that rural services growth reduces poverty in all sectors and locations. However, urban services growth has the largest effect on poverty in most sectors. Finally, we also find that rural agriculture growth strongly reduces poverty in rural areas, the largest contributor to poverty in Indonesia. This implies that while agriculture growth in rural areas still plays a major role in reducing poverty, policies that enable strong growth in the services sector in both urban and rural areas would expedite poverty reduction.  相似文献

Auctions, or competitive tenders, can overcome information asymmetries to efficiently allocate limited funding for ecosystem services. Most auctions focus on ecosystem services on individual properties to maximise the total amount provided. However, for many services it is not just the total quantity but their location in the landscape relative to other sites that matters. For example, biodiversity conservation may be much more effective if conserved sites are connected. Adapting auctions to address ecosystem services at the landscape scale requires an auction mechanism which can promote coordination while maintaining competition. Multi-round auctions, in which bidding is spread over a number of rounds with information provided between rounds on the location of other bids in the landscape, offer an approach to cost effectively deliver landscape-scale ecosystem services. Experimental economic testing shows these auctions deliver the most cost effective environmental outcomes when the number of rounds is unknown in advance, which minimises rent-seeking behaviour. It also shows that a form of bid-improvement rule facilitates coordination and reduces rent seeking. Where the biophysical science is well developed, such auctions should be relatively straightforward to implement and participate in, and have the potential to provide significantly better outcomes than standard ‘one-shot’ tenders.  相似文献

This paper incorporates an ecosystem model into a model of a simple economy. The decisionmaking agents in the ecosystem are individual organisms aggregated to the species level. A species may provide utility directly to humans, or it may provide utility indirectly because it is used either as a raw material in goods fabrication or as sustenance for other species. We describe a comparative static equilibrium of the ecosystem where species' demands for other species are equal to the supplies of those other species, and energy is conserved. The ecosystem is then embedded in the economy so that the effects of human intervention can be traced through both the ecosystem and the economy. Human intervention creates ecosystem externalities such that ecosystem equilibria are shifted and the new equilibria affect the utility or the production processes of other humans. This framework allows us to describe in principle which ecosystem services can be efficiently usurped by humans, which waste flows can be efficiently allowed into ecosystems, and which ecosystem organisms and physical attributes can be efficiently maintained.  相似文献
