One major concern regarding land-based carbon sequestration involves the issue of permanence. Sequestration may not last forever and may either be released in the future or require expenditures to maintain the practices that keep it sequestered. In this paper, we investigate the differential value of offsets in the face of impermanent characteristics by forming a price discount that equalizes the effective price per ton between a “perfect offset” and one possessing some with impermanent characteristics. We find this discount to be a function of the future needs to replace offsets (in the face of lease expiration quantity or volatilization upon activities such as timber harvest) and the magnitude of any needed maintenance costs. We investigate the magnitude of the discounts under alternative agricultural tillage and forest management cases. In those studies, we find that permanence discounts in the range of 50% are not uncommon. This means that in the market place an impermanent sequestration offset may only receive payments amounting to 50% of the market carbon price. Furthermore, we find that in the face of escalating carbon prices that offsets may prove to be worthless.  相似文献

Planting trees to sequester carbon has broad political appeal. However, effects of a major tree planting program on the agricultural sector and on timber markets are unclear. This paper examines social costs of sequestering carbon in tree plantations on U.S. agricultural land and investigates harvesting's effects on timber prices and on private timber producers' welfare. The analysis links a model of the U.S. agricultural sector that includes the land base in major production areas with a model of the U.S. softwood economy. Using current data on planting, maintenance, and harvesting costs for tree plantations and carbon sequestration rates, the models estimate the price and welfare effects of alternative carbon sequestration goals. Results indicate a range of outcomes. Consumers pay higher prices for food as farmers divert land from crops to trees. However, wood products consumers gain from falling timber prices if the trees enter commercial markets. Agricultural producers and landowners gain from higher commodity prices, but private forest owners lose. Large tree planting programs imply that policymakers must compensate private commercial tree planting to prevent farmers from displacing present tree plantations.  相似文献

Agriculture produces more than just crops. Agricultural practices have environmental impacts that affect a wide range of ecosystem services, including water quality, pollination, nutrient cycling, soil retention, carbon sequestration, and biodiversity conservation. In turn, ecosystem services affect agricultural productivity. Understanding the contribution of various agricultural practices to the range of ecosystem services would help inform choices about the most beneficial agricultural practices. To accomplish this, however, we must overcome a big challenge in measuring the impact of alternative agricultural practices on ecosystem services and of ecosystem services on agricultural production. A framework is presented in which such indicators can be interpreted as well as the criteria for selection of indicators. The relationship between agricultural practices and land-use change and erosion impact on chemical use is also discussed. Together these ideas form the basis for identifying useful indicators for quantifying the costs and benefits of agricultural systems for the range of ecosystem services interrelated to agriculture.  相似文献

The interest in agricultural soils as global storage of carbon has increased in recent years, along with the prospect of farmers' participation in payment schemes under the Clean Development Mechanism of the Kyoto protocol. Thus, a better understanding of agricultural practices that can increase soil carbon and enhance the livelihoods of farmers is necessary, particularly in smallholder farming systems of West Africa. This study evaluates different crop management strategies both by their capacity to sequester carbon in agricultural soils and by their contribution to household income. A case study in Wa, Upper West Region of Ghana is used to test 48 different cropping strategies by means of a crop simulation model and a household-level multiple-criteria optimisation model. Each cropping strategy is evaluated after a 20-year simulation period by its capacity to accrue carbon in the soil, by its economic performance at the plot-level, and by its contribution to the farm income with and without carbon payments. A set of best management practices that concomitantly increase soil carbon and farm income are identified and classified by their cost of investment.  相似文献

Previous research has shown that afforestation of agricultural land is a relatively low-cost option compared to energy-based approaches for mitigating net carbon dioxide emissions, and that financial incentives affect landowner behavior and can be used to increase carbon sequestration on private land. In this paper we use stated preference data from private landowners in the Pacific Northwest region of the U.S. to examine the key factors affecting participation in an incentive program for carbon sequestration through afforestation. We also estimate the corresponding potential for carbon sequestration and its cost. Our results suggest that incentive payments would significantly and positively affect landowners⿿ level of enrollment in a tree planting program.  相似文献

The type and combination of sustainable agricultural practices (SAPs) adopted have a significant effect on agricultural productivity and food security. This study develops a multinomial endogenous switching regression model of farmers' choice of combination of SAPs and impacts on maize income and agrochemicals and family labor use in rural Ethiopia. Four primary results were found. First, adoption of SAPs increases maize income and the highest payoff is achieved when SAPs are adopted in combination rather than in isolation. Second, nitrogen fertilizer use is lower in the package that contains system diversification and conservation tillage. Third, conservation tillage increased pesticide application and labor demand, perhaps to compensate for reduced tillage. However, when it is used jointly with system diversification, it does not have a significant impact on pesticide and labor use. Fourth, in most cases adoption of a package of SAPs increases women workload, suggesting that agricultural intensification technology interventions may not be gender neutral. This implies that policy makers and other stakeholders promoting a combination of technologies can enhance household food security through increasing income and reducing production costs, but need to be aware of the potential gender related outcomes.  相似文献

There is a growing body of literature on the costs of sequestering carbon. However, no studies have examined the interplay between farm commodity programs and carbon sequestration programs. This study investigates two dimensions of the interaction between farm commodity programs and afforestation programs, using a price-endogenous sector model of agriculture in the United States. First, this study compares the fiscal and welfare costs of achieving specific carbon targets through afforestation, with and without current farm programs. Second, it examines the welfare, fiscal, and carbon consequences of replacing existing farm subsidies, wholly or in part, with payments for carbon. Two approaches, Hicksian and Marshallian, are investigated. In the first, the sector model is used to quantify the carbon consequences and fiscal costs associated with various combinations of farm commodity and carbon sequestration programs that leave consumers and producers in the U.S. agricultural sector no worse off than under existing farm programs. The second approach focuses on the carbon and welfare consequences of various farm commodity and carbon sequestration programs that hold total program fiscal costs constant at current levels. Althouth the methodology and data are applied to the United States, the issues addressed are common in a number of developed nations, particularly within the European Union (EU). Adapting existing sector models in these nations to perform similar analyses would provide policy makers with more precise information about the nature of the trade-offs involved with second-best policies for replacing farm commodity subsidies with tree planting subsidies.The research reported in this paper was partially funded by the United States Environmental Protection Agency under contract number 68W90077. Climatic changes will affect the dynamics of a forest ecosystem. Consequently, carbon sequestration costs can only be estimated correctly if changes in climatic conditions are considered. This article determines the changes in mitigation costs of an optimal forest management regime in the presence of climatic changes and varying prices, and takes account of substitution processes between timber production and carbon sequestration at the stand level. The study demonstrates that in the presence of climate change the sequestration costs per ton of carbon increase with higher amounts of carbon sequestered per hectare. This finding can be used to identify a threshold for the amount of sequestered carbon per hectare below which the costs of carbon sequestration are hardly influenced by climate change.  相似文献

The development of accurate non-point source pollution assessment technologies allows the implementation of more efficient policies than can be undertaken in their absence. This study estimates the value of accurate measurement technology by estimating the gains from implementing a more efficient policy, one that targets agricultural non-point source emission reductions at the field scale but requires accurate field scale measurement technology, relative to a practice-based policy that can be implemented in the absence of such technology. For the environmental benefit of carbon sequestration, large cost savings are found due to improved targeting of conservation tillage subsidies for the state of Iowa. The ability of the government to cost discriminate is found to have little impact on the value of accurate measurement technology.  相似文献

Uncertainty and risk-aversion are notably absent in the modeling of farmers' adoption of climate change mitigation practices in developing countries even though most of the agricultural mitigation practices also have effects on yield variability. The objective of this paper is to explore the implications for climate change mitigation projects of modeling farmers as risk neutral while in actuality they behave as risk-averse agents. Results indicate that when risk averse farmers are modeled as risk-neutral agents, the size of the incentives needed to induce participation to a carbon sequestration program is miscalculated with serious implications either for the success for projects that aim at compensating for climate change mitigation services or for the economic efficiency of such projects.  相似文献

The land-use change and forestry sector can be a cost-effective contributor to climate mitigation in at least three ways: providing carbon offsets through carbon sequestration in biomass and soils, reducing emissions of methane and other greenhouse gases, and producing biofuels that replace fossil fuels. The presence of carbon markets should help encourage these activities; however, most carbon trades to date have occurred in the energy sector. A major obstacle to carbon trades from land-use systems is the presence of high transaction costs of converting a carbon offset into a tradable commodity, so the prevailing market carbon prices may not provide enough incentive for adoption. This paper presents a model of the exchange of carbon offsets between a project developer and a group of landholders. The model is solved to derive project feasibility frontiers that show the minimum number of contracts necessary to make a project feasible at any given carbon price. The model is applied to two case studies (smallholder agroforestry in Indonesia and partial reforestation of family farms in Australia) under two types of contract (purchase of carbon flows and rental of carbon stocks). The paper concludes by identifying possible strategies to reduce transaction costs while maintaining project integrity.  相似文献

Agricultural producer service is an indispensable link in promoting agricultural modernization in developing countries, while agricultural pollution has become the largest source of pollution in many developing countries. Given that agricultural pollution is different from industrial pollution due to its endogenous characteristics, we linked agricultural pollution with the human capital level of labor and propose an endogenous model that reflects the agricultural pollution path, which is different from the traditional path. We studied the effects of government price subsidy, interest subsidy, and wage subsidy to agricultural producer service on agricultural pollution and other economic indicators by constructing a three-sector general equilibrium model including agricultural producer service. We found that the rise of price subsidy for the agricultural producer service and the wage subsidy of the agricultural producer service sector would increase the output of agricultural sector and reduce the output of agricultural producer service under certain conditions, but aggravate agricultural pollution; at the same time, the rise of interest subsidy of the agricultural producer service sector would decrease the output of the agricultural sector, enhance the output of agricultural producer service conditionally, and decrease agricultural pollution. Preconditions of the three subsidies to improve national welfare have been obtained.  相似文献

Agricultural landscapes can provide many valuable ecosystem services, but many are externalities from the perspective of farmers and so tend to be under-produced. This paper examines an effort to make direct payments for ecosystem services (PES) in an agricultural landscape. The Regional Integrated Silvopastoral Ecosystem Management Project is piloting the use of PES to induce adoption of silvopastoral practices in the Matiguás-Río Blanco area in Nicaragua. Silvopastoral practices could substantially improve service provision while retaining agricultural production, but they have found only limited acceptance among farmers. The Silvopastoral Project seeks to increase their adoption by paying farmers for the expected increase in biodiversity conservation and carbon sequestration services that these practices would provide. The Project developed an ‘environmental services index’ (ESI) and pays participants for net increases in ESI points. Although the Silvopastoral Project is still underway, it already appears to have succeeded in inducing farmers to increase substantially the use of practices that generate higher levels of ecosystem services. In the project's first two years, over 24% of the total area experienced some form of land use change. The area of degraded pasture fell by two thirds, while pastures with high tree density increased substantially, as did fodder banks and live fences. On-going monitoring indicates that these land use changes are in fact generating the desired services. Questions remain about the long-term sustainability of the approach, however. To ensure sustainability, long-term payments are likely to be needed, raising the question of how they will be financed. Payments by water users and by carbon buyers provide a partial answer to this challenge, but still leave many gaps.  相似文献

In recent years, carbon sequestration has become a more attractive policy in Korea due to the increasing trend of marginal cropland and enhanced public awareness on adverse climate change phenomena. This study aims to calculate the unit costs of carbon sequestration programs through afforestation in Korea and examine the cost-effectiveness of programs. The basis of our simulation is an econometric land use share model, and province level of aggregated panel data are used for model estimation. Four scenarios are considered depending on whether the program includes the harvest and which tree species are planted. The approach of sequestration program is to pay the landowners to convert their lands to forest for a period of time in exchange of fixed annual payment in addition to tree establishment cost. Our results show that the unit cost varies from $122 to $486 per ton of carbon stored depending on the scenarios and payment levels. We found that the carbon sequestration can be a cost-effective mitigation policy in Korea although it is not the least cost option.  相似文献

2004年,中国开始政策性农业保险试点工作,各级政府通过财政补贴激励农户购买农业保险。本文以浙江省为例,采用Logistic模型,对影响农户农业保险参保决策的因素进行实证分析。研究结果表明:农户对保费补贴政策的了解程度对其参保决策具有统计上的显著影响;保费补贴激励和风险厌恶激励成为推动农户参保的主要因素。据此本文指出,提高农户对政策性农业保险的认知程度和设计符合农户需求的保险险种,能够推动政策性农业保险的深入发展。  相似文献

美国直接从事农业生产的人口只有600万,却生产了世界约20%的粮食,劳动力素质高、生产技术水平高、劳动生产率高,尚且需要高额农业补贴。中国要用不到世界10%的耕地养活占世界22%的人口是极不容易的,而要使8亿农民脱贫致富更加困难,所以“三农”问题一直是我国经济建设中的焦点。美国2002年新的农业法大幅度提高了政府对农业基础设施建设、农业科技和农产品的补贴,虽然两国的国情大不相同,其作法却值得我国借鉴。我国的农业基础差、农业人口基数大、人均拥有资源少、农业生产率低,要彻底解决“三农”问题,必须大量减少农业人口,以实现规模化生产、集约化经营。  相似文献

What are the economic rationales for the public subsidy of private health insurance? Inducing more people to purchase private cover has the potential to create a positive fiscal externality, as it frees up the limited public beds and other public resources for people who cannot afford private health insurance. Investigating this quantitatively, based on short‐run demand estimates, we find that the subsidy cannot be justified on the basis of this externality effect alone. We estimate that the optimal subsidy is actually negative, that is, a tax on private health insurance premiums. On the other hand, the externality does finance some of the costs. We then consider a long‐run dynamic version, consistent with the government's stated rationales for the reforms. In this context, the subsidy might be justified, or at least largely offset, by the fiscal externality. We then discuss other rationales for a subsidy and implementation issues.  相似文献

While poor soils limit agricultural production across rural, sub-Saharan Africa, most smallholder farmers fail to invest in their soils in the way that soil scientists and policy makers prescribe. A small but growing literature examines biophysical constraints on soil investment, and in particular state-conditioned soil investment – the manner in which current soil fertility drives investment in soils in poor, agricultural contexts. While some research finds that farmers invest more in low fertility soils, other authors find the opposite. We model two types of state-conditioned soil investment, and show that while organic amendments in the form of manure or compost are optimally applied on low fertility plots, structural investments to halt soil degradation may not be optimal on any plots, or may be optimal only on high value, high fertility plots. Using plot-level panel data from Uganda, we find that soil fertility measures from 2003 do predict subsequent soil management practices a decade later. Farmers are more likely to apply organic amendments to low fertility plots, as predicted by our analytical model. Laborious conservation practices and structural investments in plots are quite rare, indicating that these measure may not be effective enough to be profitable in Uganda. Even so, certain conservation practices are predicted by 2003 soil fertility conditions. These associations, and the associations regarding organic amendment, are highly stable in the face of many controls – it appears that soils starting conditions do matter for subsequent soil investment decisions and soil fertility trajectories. Together, the model and empirical investigation bring nuance to the previous discussion on state-conditioned soil investment, and help to resolve seemingly inconsistent empirical findings in the literature.  相似文献
