一千七百年前发生的"洛阳纸贵"故事,如今穿越时空再次重演,只不过地点从洛阳迁移到了杭州.连日来,记者走访杭州宣纸市场得知,从今年年初起,在短短半年时间里,普通宣纸已经普遍涨价一倍以上,中高端宣纸的涨幅更是惊人.

The Pensions Green Paper: A Generational Accounting Perspective

In this note we show how the policy proposals contained in the government's Green Paper on pensions (DSS, 1998) affect the long term sustainability of the UK's public finances and redistribution between current and future generations. Using the methodology of generational accounting we show that the proposals in the Green Paper will marginally increase the tax rise needed to ensure intertemporal solvency, and slightly worsen generational imbalances. The effect of implied changes in National Insurance Contributions, and the fiscal and generational implications of fully funding the proposed State Second Pension, are also discussed.

清代常州意园复原研究

意园是清代常州四大名园之一，是探讨清代常州私 家园林特征的重要实例。民国时期因园址产权变更，而沦落为 民居，意园遭到严重损坏。以往对意园的复原，受历史材料的 局限，未能综合各类历史材料和后人口述，因此论证分析较为 笼统，平面复原也比较粗糙。借助此次意园的修复项目，综合 分析各种图文史料，结合意园遗址实测与园主后裔口述，梳理 了意园的历史演变，试图复原其盛期的样貌，并运用空间句法 分析其空间营造特色，以期丰富清代末期江南地区私家园林史 的研究。     

Lifetime Net Average Tax Rates in Australia Since Federation—A Generational Accounting Study

This paper presents estimates of average net payments to government, as a per cent of average lifetime labour earnings, for generations born in Australia since Federation (1901), based on historical data combined with several reasonable future scenarios covering fiscal policy, growth and demographic change. The results shed light on whether certain generations have been treated more favorably by the public sector than others this century. The main conclusion is that the average lifetime net tax rate will, under reasonable'assumptions, be of the order of 37–39 per cent for all currently living generations born since the mid-1930s.

剐果（金）案对完善《香港基本法》解释机制的启示

《香港基本法》被喻为香港特区的“小宪法”，其制定有着独特的历史背景，核心内容源自《中英联合声明》及一系列外交谈判，某些具体领域因求同存异的需要而刻意保持了模糊，以留待时间及后人的智慧去解释。香港回归十多年来，两地法律和学术界围绕基本法解释问题争议不断，有些人甚至视全国人大常委会解释基本法如“洪水猛兽”。本文试图在探寻《香港基本法》法律解释机制的背景及其实践的基础上，辩证反思有关问题，特别是通过分析刚果（金）案释法这一最新案例的影响及启示，加深对基本法解释领域形势发展的认识，并就今后进一步完善释法工作提出一些思考与建议。

海宁盐官安澜园遗址与理景特色考辨

海宁安澜园遗址是浙江省省级文物保护单位,浙江 省考古所于2020年对遗址进行了考古勘探。运用二元证据 法,在考古勘查报告的基础上,结合存世文献和图本的对照 研究,对这一清代名园的总体布局结构进行了推断,进而对 其造园意匠、理景特色进行了分析。提出考古资料、文献、 图本三者在历史园林研究中缺一不可,历史园林应重视历史 信息的留存和遗址保护,审慎进行全面恢复。     

Observational equivalence of the overlapping generations and the discounted dynamic programming frameworks for one-sector growth

Two alternative frameworks for one-sector growth are considered: an overlapping generations model with two-period lived, strictly selfish agents and a discounted dynamic programming model with infinitely lived agents. It is shown that under certain assumptions the two models are observationally equivalent, i.e., generate identical timepaths for all aggregate variables. One of the key assumptions is that the steady-state real interest rate in the overlapping generations model be strictly greater than the growth rate. The result is proved for the deterministic case and extension to a stochastic case is indicated.     

Analysis on evolution of wheat variety in Henan

The essential factor that affects wheat production is variety. The paper reviews the history of fifty seven years since establishment of China about evolution of wheat variety in Henan and divides it into four periods according to historical background and nine generations in terms of developing trend of wheat variety evolution. The analysis on characteristics and influence of wheat variety evolution to wheat production indicates the regulation and contribution of wheat variety evolution, which provides reference for breeding, extending and updating of wheat variety in Henan.
