Supporting new entrants in farming is an increasingly important political and practical issue in European agriculture. This article looks at a specific group of new entrants – career changers – who move into agriculture from other occupational and educational backgrounds. As they bridge several worlds, they are often important innovators. One of the main challenges encountered by this group is the lack of tailored advice and insufficient capacity of the existing agricultural advisory services to respond to their specific innovation needs. The article examines how career changers use the knowledge from their background and access new knowledge on agriculture. The research is based on biographical interviews with individuals who have changed their careers and in-depth interviews with advisors in Latvia. The results suggest that the gap between knowledge needs and knowledge services is being filled through the creation of professional networks by new entrants with each other and with industry experts and customers and to a lesser degree with formal advisory services. We discuss how in this situation various actors in the EU’s agricultural knowledge and innovation system (AKIS) may better help the career changers to professionalise in farming and undertake sustainability-oriented innovations.  相似文献

We use data from an Internet and traditional print mail survey to determine student demand for graduate program attributes. Results reveal that students value graduate program ranking more than stipend level, geographic location, or office/computer facilities. Higher ranked programs, as a whole, may be able to offer substantially lower stipends to students and remain competitive with lower ranked programs. Results also suggest that students might be willing to accept higher stipends or office space to attend lower ranked schools. The results may provide graduate program leaders with information to improve their recruitment efforts and/or potentially reduce graduate program expenditures.  相似文献

This article develops measures of marketing style for advisory programs in corn and soybeans and estimates the relationship between style characteristics and pricing performance. Style is measured by the intensity of futures and options use, degree of activeness in marketing, and seasonality of sales. The data set consists of advisory programs tracked by the AgMAS project at the University of Illinois between 1995 and 2004. Results indicate that active programs making large bets on price movements obtain a higher average price than more conservative programs. This is consistent with active advisors possessing superior information and/or analytical skills rather than being overconfident. However, estimates of the relationship between pricing performance and activeness are sensitive to the inclusion of a single high-performing program.  相似文献

Recent EU legislation will require Member States to ensure that farm advice which is supported by EU funding is impartial. In this article we present the findings of an online workshop which asked whether this should be a priority for European advisory supports within the Common Agricultural Policy. The answer was ‘no’. At the workshop, results of AgriLink were presented for discussion with international experts. These results highlighted major pitfalls for setting the boundaries of independent advice. Participants from Europe and North America agreed that ‘impartial’ advisors providing or selling only advice are rare in many contexts. Key organisations offering farm advice in many European countries, such as farmers’ cooperatives, often have established relationships with commercial suppliers. Being apparently independent from industry is also not sufficient for ensuring that advice addresses societal issues. Farmers’ choice for advice is more likely to reflect established trusted relationships than the ‘impartiality’ of the advisor. Workshop participants instead argued that policies should focus on increasing transparency (revealing vested interests); investing in ‘back office’ activities to ensure that advisors have access to reliable and relevant evidence; and ensuring that the full range of EU farmers have access to professional advice.  相似文献

This article documents the existence of a leaky pipeline based on complete enumeration of faculty in two large public academic networks: state agricultural universities and institutions of the Indian Council of Social Science Research. We then examine if there are gender differences in the quantity and quality of research publications of women relative to men that can explain this. As proxies for quality and visibility, we use several metrics, including the number of citations, h-index, i10 index, and Scimago rank of the journal in which the research is featured. A novel aspect of the analysis is the comparison of time paths of cumulative publications over career paths of men and women professors. Our analysis of research performance is based on scraping publicly-available data sources, including faculty and institutional websites, and google scholar pages, and represents one-third (and likely positively selected) of all faculty in these institutions. Our results suggest that women are disadvantaged in terms of number of publications during early career years, however, the disadvantage is mitigated with seniority and women perform equally well or even surpass men later in their careers. Women are more likely to write single-authored articles and have fewer collaborators than men, indicating that they do not access collaborative spaces as much, and are less networked than men. In spite of this, there is suggestive evidence that women are more quality conscious than men. This nuanced look at research productivity suggests the source of the leaky pipeline does not arise from differences in performance.  相似文献

Wetlands conservation within agricultural working lands is currently incentivized by land retirement programs and farm program eligibility criteria. Private ownership of the majority of agricultural lands within which these wetlands reside and growing opportunity costs facing landowners put wetlands at risk and motivate consideration of alternative policy options. A choice experiment was used to estimate likelihood of enrollment in a hypothetical working wetlands program. Landowners preferred shorter contract lengths, higher rental rates, midterm adjustment rather than a fixed‐rate contract, the right to conduct managed burning on their lands‐containing program wetlands, and no conservation practice requirement. Landowners with higher expressed valuation of conservation and who favor protecting wetlands, believe that small wetlands are important for their farms, who would not drain any of their wetlands, and raise ruminant animals are more inclined to participate in the program. Recommendations include consideration of program targeting during program design, practicing creative thought regarding program promotion, and exploration of no‐loss wetlands solutions, especially those market based.  相似文献

Entry to the Bachelor of Agricultural Economics (BAgrEc) program at the University of Sydney is consistently less competitive than that for the Bachelor of Economics (BEc) and Bachelor of Commerce (BComm) programs. Given that students in the BAgrEc program undertake units in common with students in the BEc and BComm programs, it is of interest to examine the importance of school performance and first year university in the determination of success at university. This paper takes information for nine cohorts of BAgrEc students and tests their performance in first‐year core subjects against the university entrance ranking, school English and mathematics marks, gender, and type of school. The paper then uses the same information to predict which student characteristics at entry level are likely to lead to students completing the degree program. In summary, let me emphasize a few highlights of the subject—Extension Economics—the next ten years.
  • 1 Changing farm problems will require major adjustments by agriculture and its advisors.
  • 2 Structural reform in farming and marketing arrangements of one kind or another will lead these adjustments.
  • 3 Clientele of extension economists will include producers (in two basic groups), agri-business, non-agricultural rural residents and consumers.
  • 4 Our approach should be on the basis of educators and we must keep up-to-date in the teaching methods and media used. Agricultural extension could logically become the center for a new broad program of continuing adult education.
  • 5 Subject matter areas of concern to the economist must be broadened to actively include marketing, processing and public affairs.
  • 6 A sound program of physical and economic research must be provided as a companion to effective extension work. Greater collaboration is necessary—both ways.
  • 7 Personnel for extension economics will be forthcoming only if salary adjustments are made and university curricula revised to better train extension people.
  • 8 Extension economists must use care and diplomacy in their relationships with University, Federal and Provincial officials.
  • 9 We still have responsibility to more completely demonstrate the usefulness of our knowledge to other extension workers, administrators, and the farm public. Recognition must also be given to working closely with advisors in agri-business and private consulting firms.
  • 10 Program evaluation, internal and external, are essential for a healthy program in extension economics.

The overall goal of this study is to create a framework for assessing the trends of China's national and international investment in agricultural research and to measure its impact on total factor productivity. The main methodological contribution is to provide more convincing measures of crop–specific technologies from China's national research program and of those imported from the international agricultural research system. Our results find that from 1980 to 1995, China's total factor productivity for rice, wheat, and maize grew rapidly and new technology accounts for most of the productivity growth.  相似文献

One-third of the forestland in the U.S. is owned by 10.4 million family forest owners. Their collective decisions have a great impact on the sustainability of forest landscape across the country. Public policies and programs for encouraging landowners to properly manage their land include cost-share, forest certification, and conservation easements. However, to date, less than 6% of the family forest owners have participated in a cost-share program, less than 1% have certified their land, and less than 2% have an easement. By analyzing data from USDA Forest Service's National Woodland Owner Survey, we examined the characteristics of family forest owners who had participated in these programs and identified strategies to capitalize on these landowner characteristics to improve current programs and attract a wider range of participants. We found that family forest owners with larger land holdings were more likely to participate in all three types of programs. Obtaining forest management information or advice was important for program participation; however, the effects differed depending on the types of programs and the sources of information. Income was not significant in predicting participation in cost-share programs, implying family forest owners from lower-income strata were not more likely to use cost-share program. The results also suggest the importance of targeting the right audience when promoting forest certification programs, namely those who are participants of cost-share programs, own forestland for reasons other than farming or ranching, and plan to harvest sawlogs or pulpwood in the future. Age was not significant in any of the empirical models. This result is particularly intriguing in the context of conservation easement, considering recent discussions about the high cost of dying unprepared and the potential for promoting conservation easement as part of estate planning among older family forest owners. Finally, few variables were significant in the model predicting landowner decision about donating or selling an easement, suggesting the easement decision is very different from cost-share and forest certification decisions and further efforts are needed to understand the dynamics of this increasingly popular conservation policy tool. In summary, this study provides a better understanding of the relationship between program participation and the demographics, attitudes and behaviors of family forest owners. This understanding contributes to the development of outreach strategies for improving landowner interest in forest conservation programs.  相似文献

Although carbon sequestration programs for non-industrial forestland owners in Massachusetts are being developed, very little is known about the program attributes of importance to different types of landowners or the likelihood that landowners will participate in any given program. This study estimates the probability that Massachusetts landowners will participate in several carbon offset programs using data from a survey of 3000 Massachusetts forestland owners. Results from an ordered logit discrete choice model suggest that the likelihood of enrollment in most programs is quite low. Landowners are clearly motivated by economic factors, but other aspects of carbon sequestration may also be important in their decision making.  相似文献

Forest property taxes have been identified as one of the major driving forces behind forest loss and parcelization. Among various policy alternatives for reducing the burden of forest property taxes on landowners, preferential property tax programs have been widely used across states. Existing research has mostly focused on individual property tax programs, particularly those based on current use valuation, while little has been done to document, analyze and compare programs across states. By examining survey data from state preferential property tax program administrators across the United States, this paper describes the commonalities and differences among states regarding their preferential property tax programs, provides a preliminary understanding of the relationship between state preferential property tax policy and trends in private forest conditions, and identifies issues related to the effectiveness of state preferential property tax programs and private forest land management and conservation. Our analysis revealed three fundamental disconnects: (1) Program attributes that were previously considered to be important for preferential property tax programs to be effective in retaining forest land and fostering management did not consistently correlate with program effectiveness as viewed by the administrators of these programs; (2) These program attributes did not consistently correlate with actual program effectiveness as measured at the state level by forest trend indicators used in this study (i.e., change in private forest land cover, change in average size of private forest holdings, extent to which private forest land is being actively managed); and (3) The self-assessed program effectiveness did not consistently correlate with actual program effectiveness, either. The various ways in which the effectiveness of preferential property tax programs is defined and measured contribute to explaining these disconnects. It is particularly important for researchers and policy makers to be explicit about how they define and measure effectiveness and the scale on which they conduct their analysis before assessing and comparing programs or suggesting improvement strategies.  相似文献

This paper identifies three scientific research programs in agricultural economics. The farm management approach (1870-1933), the farm problem approach (1933-1982) and the domestic and global welfare approach (1982-). In respect to agricultural policy research two competitive research programs developed out of the farm crisis of the 1920s. One program argued for government intervention in agriculture. The other argued for stability in the general economy. The former program degenerated during the 1970s because of countervailing empirical evidence and a change in the understanding of positive economics. The latter program stayed progressive by adding the international dimension and by applying welfare economic analysis. Two other important factors influenced the development of agricultural policy. First, the unique institutional set up of the land grant system in which agricultural economics was founded as an applied science with a bias to help farmers. Second, the convergence of agricultural economics towards general economics that shifted the approach from applied to basic.  相似文献

Using environmental indices (EIs) to rank applications for enrollment in conservation programs is becoming common practice. However, there is little guidance on how it should be done. The indices adopted by existing programs have often been linear, using weighted averages of environmental parameters without explicit consideration of whether they represent a reliable preference ordering on environmental states. Our article investigates society's weights for addressing multiple resource concerns and how functional forms of EIs can influence program outcomes. We propose a means by which preference weights are observed from policymaker actions. Weights for multiple resource concerns are determined and combined with biophysical crop simulation data to create an environmental index (EI) for crop rotations. This index is developed using alternative function forms to score conservation efforts on working cropland and to measure their effect on program outcomes.  相似文献

This paper aims to analyse and draw together results from similar studies in England, Switzerland and France which investigated farmers’ understanding of soil and compared it with that of scientists, researchers and advisors (collectively called scientists in this analysis). A range of methods were used across the three studies and different theoretical approaches, looking at forms of knowledge, local practice of knowledge production and conceptions of reality, were employed to explain the results. Despite the different contexts, methodologies and theoretical approaches in the three studies, the results reveal similar patterns of difference in farmer and scientist understanding of soil. In the English study, farmers demonstrate a ‘know-how’ form or intuitive working knowledge of soil while advisors rely on scientifically established forms of ‘know-why’ and seek to understand and explain soil processes. Similarly in the Swiss study farmers’ and scientists’ differing perceptions are directed and shaped by their respective aims, methods and context of work. In the French study, farmers and researchers are shown to have different conceptions of soil, they attribute different meaning to the same activities, and use different words and language to describe the same features. In all three studies understanding is shown to be cultural and contextual, as such an integrative theoretical framework is proposed.  相似文献

Brazil's economic strategy has shifted hesitatingly during the last several decades from one of producer protection to trade competitiveness. Exploiting the variations these shifts have afforded, we use a sequence of decennial agricultural censuses to examine Brazilian policy implications for agricultural competitiveness and efficiency. Total factor productivity is decomposed into best‐technology and efficiency elements, each subject to policy influence. We find technology growth, at 4.5% per annum, to have been extraordinarily high, particularly in the south. But because productivity among average producers has fallen rapidly behind that on the technical frontier, total productivity growth has been a much more modest 2.6% per year. Public agricultural research programs most benefit the country's technological leaders, widening the gap between frontier and average producer. Credit, education, and road construction policies instead narrow that gap. Credit and road programs especially enhance efficiency in the south, where efficiency losses have been greatest.  相似文献

Alleviating gender differences in agricultural productivity is vital for poverty reduction. While numerous studies suggest that gender differences in agricultural productivity are a result of female farmers having limited access to resources, few studies investigate the role of agricultural interventions in alleviating the constraints to input use and subsequently the gender gap in productivity. This study investigates whether there are gendered gains in agricultural productivity from participating in an input subsidy program and if these gains help reduce the gender gap. Using nationally representative data that is disaggregated at the plot level, this study analyzes the large‐scale voucher‐based Farm Input Subsidy Program in Malawi. Focusing on the total value of output per hectare, relationships are identified using weighted estimators, where the weights are constructed from propensity scores, and spatial fixed effects, to address the unobservable factors that may confound the relationship between program participation and productivity. The findings suggest that participation in the program improves agricultural productivity for both male and female farmers but it does not provide disproportionate help to female famers to overcome gender disparities in agricultural productivity. This suggests that female farmers face additional constraints to productivity apart from nonlabor input use.  相似文献

Although the Common Agricultural Policy of the European Union has broadened its objectives to integrate social issues, several hard-to-reach groups of farmers and workers continue to be ignored by advisory services and associated policies. Connecting with these groups has a strong potential to increase the economic and social cohesion of European agricultures. We interviewed over 1,000 farmers across Europe and identified features of these groups that are often overlooked by advisory services. We critically reflected on the social cohorts omitted from advisory services and how they could be better reached; they include farm labourers, new entrants or ‘career changers’, and later adopters. We clarify the different types of advisors in the advisory landscape, distinguishing between those who are linked to or independent from sales of inputs or technologies. We make concrete recommendations about how to engage advisors with hard-to-reach groups, with approaches suited to different national contexts of Agricultural Knowledge and Innovation Systems (AKIS); thus contributing to the ‘AKIS dimension of National Strategic Plans of the next Common Agricultural Policy, 2023–2027. We argue for the more effective use of advances in the social sciences through a better understanding of advice as social interaction which can bolster the inclusiveness of public policies.  相似文献

A study of undergraduates at Texas A&M University, Purdue University, and the University of Florida reveals that students viewing grades as a contributor to career success tend to be more academically motivated. Several measures of academic motivation are examined by means of general linear and also nonlinear models. Electronic entertainment, socializing, and time spent working are all negatively associated with academic motivation. Greater academic motivation exists among females. To the extent that additional work is needed for the support of increased tuition costs, students have the potential to be less academically motivated.  相似文献
