The siting of both onshore and offshore wind farms has caused controversy in a number of countries, particularly in Europe, which currently has the world’s largest array of offshore wind turbines. Like the rest of the world there has been a dramatic increase in wind farm development In Australia over the last two decades but none of this has occurred in the offshore environment. Australian wind farms are predominantly located onshore around the southern part of the continent where wind energy is high. This has specifically affected rural coasts where it has created planning and land use policy issues along with environmental impacts and associated public and political reaction. This paper examines the geographic spread, timing and concentration of Australian wind farms around the coast. It also examines the extent to which scientific knowledge on wind farm impacts is incorporated into different state and federal land use and environmental policy and legislative frameworks. The paper concludes that the rapidity in the expansion of the Australian wind energy sector has outpaced strategic land use planning resulting in a piece-meal and cumulative wind farm development on rural coasts.  相似文献

Infrastructure and Rural Development: US and EU Perspectives
Infrastructural development remains a cornerstone of rural development policy in both the United States and Europe. It is evident that rural development objectives differ, but similar policy measures are used. The economic rationale for infrastructure development centres on efficiency and creation of competitive advantage. Policy intervention is justified because of the added costs of infrastructure provision in remote, sparsely populated areas. Although this policy focus does not guarantee success, regions leading in economic development typically have better physical infrastructure. In the United States, policy must adapt to challenges posed by an ageing rural infrastructure and demographic change that will increase demands on social infrastructure such as housing and health facilities. There will be greater local responsibility for funding, and expanded use of public/private partnerships. In the European Union, the major challenge is in redirecting resources to new member states, where there is urgent need for both large new investments in transport networks and small investments to improve local access. Although two current options for funding these diverse needs focus on European policies only, investments in non-farm physical capital and public infrastructure cannot be sustained without active national policies to complement the European efforts, perhaps through co-financing requirements.  相似文献

‘Low-cost specialization’, ‘differentiation’, and ‘diversification’ are three overarching business models of professional urban agriculture in developed countries. Manifold city-adjusted farm activities belong to these business models resulting in the characteristic farm heterogeneity of urban areas. This paper makes use of the business models as tool for a geo-statistical analysis to spatially investigate farming patterns in reference region Metropolis Ruhr, Germany. Additional farm interviews substantiate findings of the geo-statistical analysis by focusing on horticulture as a common farm activity towards ‘low-cost specialization’, direct marketing and participatory farming belonging to ‘differentiation’, and equestrian services as a representative of the ‘diversification’ business model. These farm activities and underlying business models concentrate and tend to spatially cluster in the metropolitan’s center where population density is highest and farmland proportion is lowest. Agriculture plays a significant role in Metropolis Ruhr cultivating about one-third of the metropolitan area, but on-going loss of farmland and short-term lease of land affect farms considerably by complicating access to land. Most differentiated and diversified farms require certain amount of farmland to be successful, which is threatened by further farmland losses along with increased competition for the remaining farmland. Long-term planning security is crucial for farms focusing on high added value crops and organic farming. Progressively emerging participatory farming activities demonstrate urban farms’ abilities to innovatively adapt to societal demands. Better knowledge on professional urban agriculture’s farm activities and business models is of importance for farms and their related advisory services to address the urban context in farm development strategies more accurately, but also for public authorities’ planning and policies in land-related decision making. Economic viability of professional urban agriculture is the key requirement for additional social, environmental, and landscape functions within urban areas.  相似文献

This paper examines the influence of protection on South African commercial agriculture. It shows that protective trade policy and its effects have been a major source of agricultural change in South Africa, and are at least partially responsible for many of the present problems experienced in South African agriculture. First, it outlines how structural cost-push inflation resulted from the protective trade policies and shows the effect thereof on farm receipts, expenses and balance sheets. This is followed by changes in farm structure, mainly size, number of farms, and the ratio of capital and labour in the production process. The paper concludes with some policy aspects.  相似文献

This study assesses changes over the past decade in the farm size distributions of Ghana, Kenya, Tanzania, and Zambia, drawing on two or more waves of nationally representative population‐based and/or area‐based surveys. Analysis indicates that much of Sub‐Saharan Africa is experiencing major changes in farm land ownership patterns. Among all farms below 100 hectares in size, the share of land on small‐scale holdings under five hectares has declined except in Kenya. Medium‐scale farms (defined here as farm holdings between 5 and 100 hectares) account for a rising share of total farmland, especially in the 10–100 hectare range where the number of these farms is growing especially rapidly. Medium‐scale farms control roughly 20% of total farmland in Kenya, 32% in Ghana, 39% in Tanzania, and over 50% in Zambia. The numbers of such farms are also growing very rapidly, except in Kenya. We also conducted detailed life history surveys of medium‐scale farmers in each of these four countries and found that the rapid rise of medium‐scale holdings in most cases reflects increased interest in land by urban‐based professionals or influential rural people. About half of these farmers obtained their land later in life, financed by nonfarm income. The rise of medium‐scale farms is affecting the region in diverse ways that are difficult to generalize. Many such farms are a source of dynamism, technical change, and commercialization of African agriculture. However, medium‐scale land acquisitions may exacerbate land scarcity in rural areas and constrain the rate of growth in the number of small‐scale farm holdings. Medium‐scale farmers tend to dominate farm lobby groups and influence agricultural policies and public expenditures to agriculture in their favor. Nationally representative Demographic and Health Survey (DHS) data from six countries (Ghana, Kenya, Malawi, Rwanda, Tanzania, and Zambia) show that urban households own 5–35% of total agricultural land and that this share is rising in all countries where DHS surveys were repeated. This suggests a new and hitherto unrecognized channel by which medium‐scale farmers may be altering the strength and location of agricultural growth and employment multipliers between rural and urban areas. Given current trends, medium‐scale farms are likely to soon become the dominant scale of farming in many African countries.  相似文献

Norway maintains a complex system of activity or type specific coupled payments which account for a large share of farm income. Most of the payment rates are negatively related to farm size and are higher in remote areas compared to central regions. We present and use a newly developed recursive‐dynamic multi‐commodity model (Agrispace) with CES production functions depicting regional farm clusters derived from the full farm population. Using this model, we simulate impacts of current and alternative subsidy policies on production, prices, input use, income and farm structural change. Mapping cluster results to each farm along with behavioural rules allows estimation of individual profits and farm exits. Our results indicate that, in the short run, the current policy regime seems to support the policy objective of maintaining a variety of farms in all parts of Norway. In the long run, farm structural change is less affected by a policy reform that leaves total support levels unchanged.  相似文献

The reform of water pricing policies may represent an effective instrument for enhancing the efficient use of water resource. However, policy makers fear that a change in the pricing methods may cause income loss for some farmers, and that this income inequality may generate public discontent and policy inertia. The aim of this paper was to compare some pricing methods in order to measure their effects on income distribution. The analysis focuses on the income distribution among different types of farms, and the income distribution between different social groups (landowners, capitalists and workers) in the short term. A linear programing model based on expected utility theory is used to take into account the effect of commodity prices and rainfall variability, which are among the most relevant factors affecting farmers’ income. According to the findings, water pricing schemes do not affect the income distribution among farm types, although a significant impact emerges on the distribution among social groups, and in particular on the wages of temporary workers.  相似文献

There is increasing recognition in the field of natural resource management that transformative adaptation to climate and policy change requires cross industry learning and cooperation at the landscape scale. This can be supported by the development of systematic methodology on learning models for adaptive co-management between diverse and conflicting landscape managers. Our example of land-use change to hardwood plantation forestry in sub-tropical Australia illustrates an innovative implementation framework for a social learning process that helped build knowledge and community capacity for adaptive co-management of dynamic and shared landscapes. The action research methodology relied on deliberation over local knowledge, existing and emergent scientific findings, resulting in attitudinal change. Processes required facilitation and mediation by a bridging organisation, in this case a research institution, to support cross-scale communications. Reflections suggest that attention is required to manage risk and support stakeholder analysis, particularly in understanding contested values and overcoming power differentials between industry and self-interest groups. Resolving funding issues will require greater consideration by governments and industry groups of their social responsibilities to communities and the environment; particularly as this social learning model is posited for more broad-scale use in providing multi-level governance linkages and as a basis for targeting interventions to address policy gaps or failure.  相似文献

The aim of this paper is to gain an understanding into how agricultural policies have affected structural change in the French dairy sector. A nonstationary Markov model is estimated using a Generalized Cross Entropy approach. Results show that while the price of cow's milk encourages farm growth, direct payments and quota restriction favor small farms. The price signal is a key factor of structural change. As a result, higher milk prices may accelerate the trend toward the further growth of dairy farms. Settlement policy and technical change seem not to slow this trend.  相似文献

The economic impacts of policies to reduce water pollution from agriculture have been explored in a number of studies. A standard assumption in this literature is that farm income support policies are given. However, the modern public choice view of agricultural policy suggests that significant environmental initiatives in agriculture would likely be accompanied by changes in farm income policies to protect those with a significant stake in agriculture. We explore the potential effects of such compensating adjustments on the costs and effectiveness of taxes on polluting chemical inputs in US corn production. We find that compensating farm policy adjustments can greatly increase the costs and reduce the effectiveness of the environmental protection measure. The results also indicate the potentially high costs of poor policy co-ordination.  相似文献

Family farms dominate less favoured areas (LFAs) within Europe, and family life-cycle conditions, such as succession and retirement, affects how these farms adapt to changing circumstances. Past studies of on-farm technical efficiency have not directly addressed these conditions, but they may explain why some farms are more efficient than others, especially as the farm family model dominates most farming systems. Motivated by the UK's withdrawal from the EU and the debate around establishing replacement support policies, we apply a multi-step model to measure both transient and persistent inefficiencies using a panel of LFA cattle and sheep farms in Scotland over the period 2003–2020. We find a greater prevalence of persistent compared to transient inefficiency, which suggests that structural problems still exist. Farms with planned succession are found to have higher persistent efficiencies, whereas farmers nearing retirement have lower levels. Other factors, such as dependence on subsidy, off-farm activity and classification as severely disadvantaged tend to compound these lower efficiencies. We argue that life-cycle conditions should not be ignored in studies of farm technical efficiency. Within the scope of framing a new agricultural policy for UK administrations, these results inform the debate on support for LFAs, as well as the promotion of support towards generational renewal to ease transition across farm family life-cycle events.  相似文献

Employing an endogenous switching regression model, we investigate the drivers underlying the adaptations made by farm households and their impacts on crop net incomes for adopters and nonadopters, based on a large panel survey data set across the major grain‐producing provinces in China. The results show that: (i) access to public climate information and technical or physical support increases the likelihood that farmers adapt to climate change by undertaking irrigation and/or drainage measures; and (ii) decisions to adapt increased crop yield, but they did not significantly increase crop profit margins. This point appears to have been ignored by previous studies. Based on these new empirical results, the paper suggests that government should continue to provide climate information and various types of supports to improve farmers’ adaptation abilities and help to reduce the levels of factor input by, for example, substituting organic for chemical fertiliser inputs. Such government‐led policies should be supported alongside the implementation of domestic agricultural supply‐side reform.  相似文献

The study was conducted to explore actual manifestations of climate change in smallholder cocoa farms to aid extension response to climate impacts, and to understand the reasons for a renewed interest in cocoa production in the forest-savanna agro ecological landscape in Ghana, in spite of unfavorable climatic conditions. Two hundred cocoa farmers were interviewed in nine cocoa farming communities. Selected farms were also visited to document on-farm manifestation of climate impacts as well as innovations and strategies farmers are employing to respond to the adverse impacts of climate change on their cocoa systems. The results revealed various manifestations of climate impacts on cocoa farms which included, increased incidence of pests and diseases, wilting of cocoa leaves, high mortality of cocoa seedlings which affected expansion and farm rehabilitation, and wilting of cherelles resulting in low yield. The farmers maintained that their response to the immediate impacts of climate on cocoa was a shift to cereals due to the unpredictable climatic patterns and the shortened duration of rainfall. However, a combination of storage and supply chain challenges and low returns from cereal production, coupled with land scarcity in the Western Region, where most of them are migrant farmers accounted for their decision to return to cocoa production lately. It was observed, among other adaptive responses, that some farmers plant about three times the plantain suckers they usually plant, to provide a dense temporary shade over cocoa seedlings, and resort to planting more cocoa seedlings randomly per unit area on new farms, contrary to recommended planting approach, as a form of insurance against seedling mortality. More importantly, a community-based fire response system was identified to be a major safeguard mechanism to the threat of fire. Clearly, the farmers are not replanting cocoa in the forest-savanna agro ecological landscape because it is more productive than cereals, but they believe that a low yielding cocoa is far better than a productive cereal cropping systems that offer low returns when compared to cocoa. The study brings out the sustainable livelihood challenges of the rural farmer within the context of a changing climate for appropriate policy response.  相似文献

The recent decline in farm incomes has focused attention on farmers' uneven propensity to adjust and adapt. Changes in farm policies are slowly redirecting the support paid to farmers in Europe, and further reforms are envisaged. This paper argues that farmers in Britain are likely to pursue highly diverse strategies in this changed context, according to their individual circumstances, values and attitudes. These groups (essentially ideal types) are derived both from in‐depth qualitative interviews and from a cluster analysis of variables relating to the farm and to the farm household's socialisation and attitudes. The paper seeks to draw out the implications of divergent farm household behaviour for future structural change, and for agricultural and rural policy. Opportunities are identified for the UK government to implement the EU Rural Development Regulation in ways that would suit the varied circumstances of British farmers in the postproductivist transition.  相似文献

This paper tests whether structural change in US agriculture is an important channel to TFP growth and evaluates the relative impact of (i) public research and education policies, (ii) private R&D and market forces, and (iii) government farm programs on structural change. We specify a structural econometric model, fit it to US state aggregate data, 1953–1982, and use the associated reduced‐form model to perform counter‐factual policy simulations. The findings include: structural change is a channel to TFP growth in both crop and livestock subsector, i.e. specialization, size, and part‐time farming do impact TFP, holding other variables constant. Public R&D and education have been at least as important as private R&D and market forces for changing livestock specialization, farm size, and farmers’ off‐farm work participation over the study period, but private R&D and market forces have been relatively more important for crop specialization. Changes in farm commodity programs had little impact on farm structure over these study period. Overall, we conclude that if public R&D and education policies had been unchanged at their 1950 values over 1950–1982, major structural changes in US agriculture would have occurred anyway. The forces of private R&D and market forces were at work, including a decline in the price of machinery services and agricultural chemicals, relative to the farm wage.  相似文献

Access to transport infrastructure generates a range of benefits to the agriculture sector; many of which are difficult to measure directly. In this study, we use hedonic regression analysis of farm‐level data to examine the contribution of transport infrastructure to the value of farmland traded between 2009 and 2011 through its impact on farm productivity. We show that a one per cent reduction in the cost of transportation between farms and ports leads to a 0.33 per cent increase in land prices, and there is no significant difference between rail and road transportation at the aggregate level. Moreover, the benefits generated by particular types of infrastructure services vary between industries and with farm size, suggesting there are multiple channels through which public infrastructure influences agricultural production. Our findings help to inform future investment decisions in Australia and in other countries by providing new evidence regarding the benefits of existing transport infrastructure.  相似文献

Norwegian agriculture has, as in most western-European countries, gone through several periods of change during the last 100 years. Pronounced changes have occurred in production systems and the spatial organisation of farm land, as well as agricultural policy. During the last 50 years, official statistics document a marked decline in the number of active farms. This decline has caused concern, as Norway traditionally has had an agricultural policy that emphasises self-sufficiency and rural settlement. Yet statistics also show that the amount of agricultural land in use has remained the same. This is usually explained through a larger proportion of tenanted land, as technological progress has allowed production levels to be maintained with a smaller workforce. Studies elsewhere in Europe show, however, that tenancy may not promote the same levels of investment and landscape management as owner occupation.  相似文献

利用国有林场职工监测数据,基于物质维度和精神维度,从改革后职工自身的收益情况、职工对林场的整体评价、职工对林场管理方式的评价等方面,采用比较分析法和主成分分析法对国有林场改革职工获得感进行分析。研究结果表明:国有林场改革后职工获得感有所提升,改革进程与职工获得感呈强正相关性,改革促进了林场的可持续发展。但林场整体基础设施环境一般,场部相对较好,管护站点则较差。同时,在领导班子建设方面应注重自主、公平,仍需提高领导水平。  相似文献

Recent decades have witnessed substantial losses of biodiversity in Europe, partly driven by the ecological changes associated with intensification of agricultural production. These changes have particularly affected avian (bird) diversity in marginal areas such as the uplands of the UK. Future trends for upland birds will likely be impacted by changes in agricultural support regimes, such as those currently envisaged in on-going reforms of the Common Agricultural Policy. We developed integrated ecological-economic models, using seven different indicators of biodiversity based on avian species richness and individual bird densities. The models represent six different types of farms which are typical for the UK uplands, and were used to assess the outcomes of different agricultural futures. Our results show that the impacts of these future agricultural scenarios on farm incomes, land use and biodiversity are very diverse across policy scenarios and farm types. Moreover, each policy scenario produces un-equal distributions of farm income changes and gains and losses in alternative biodiversity indicators. This shows that generalisations of the effects of policy and pricing changes on farm incomes, land uses and biodiversity can be misleading. Our results also suggest that a focus on umbrella species or biodiversity indicators (such as total species richness) can miss important compositional effects.  相似文献
