Peri-urban agricultural landscapes around the world are undergoing rapid transformation due to urban expansion. While some landscape values are being protected by current land-use planning frameworks, we know little about the broader values and attitudes of the urban public shaping this transformation. The structure of the values assigned to peri-urban agricultural landscapes by residents of Melbourne, Australia was explored and related to stated landscape preferences and people's underlying values. Exploratory factor analysis was used to categorise assigned values in multifunctional, food and native biota groups, and stated preferences for photographs into four landscape categories: intensive landscapes, extensive landscapes, high tree cover and plantations. The structure of underlying personal values closely resembled other studies of environmental value orientations. Multiple regression analysis revealed that preferences for all landscape categories were predicted strongly by multifunctional assigned values. Significant relationships were also evident between all assigned value groups and the biospheric underlying value orientation. Attitudes towards residential development approaches were also related significantly to assigned but not underlying values. Assigned values appear therefore to mediate between underlying values and attitudes towards peri-urban landscapes. This research demonstrates that peri-urban agricultural landscapes are perceived as multifunctional systems by the urban public and are valued for a range of functions not typically included in land use policies. This study also suggests that in the context of rapid land use change, a variety of landscape types should be retained on the urban fringe for their benefit to the urban public, and synergies promoted between landscape functions.  相似文献

Densification of cities is presently one of the dominating strategies for urbanization globally. However, how densification of cities is linked to processes in the peri-urban landscapes is rather unknown. The aim of this paper is to highlight the potentials in of peri-urban landscapes to be recognized as complementary providers of urban ecosystem services when green areas in cities are reduced by densification. We suggest that the way forward is to change the perceptions of peri-urban areas from being defined as located between cities and rural areas with a specific population density or a geographical distance, to become recognized as a landscape defined by its functionality. By identifying and describing the functionality in peri-urban landscapes the existing governance gaps can be recognized and thus dealt with through adaptation of existing planning tools. Although not yet articulated, peri-urban areas should be used to facilitate integration of top down and bottom up approaches and thereby closing the governance gaps. We illustrate this reasoning by two examples; one of the establishment of green wedges in Stockholm, Sweden, and the other with the establishments of international Model forests. We conclude that further densification of cities will create a lack of ecosystem services in cities by putting an even higher pressure on the peri-urban landscape and not as suggested today that densification lower pressure on peri-urban landscapes. Rethinking and reframing the peri-urban areas by adapting existing platforms will potentially contribute to a more nuanced discussion on strategies for urban development generally.  相似文献

Greenhouses are a typical example of peri-urban land-use, a phenomenon that many planning systems find difficult to address as it mixes agricultural identity with urban appearance. Despite its urban appearance, greenhouse development often manages to evade urban containment policies. But a ban on greenhouse development might well result in under-utilisation of the economic value of the sector and its potential for sustainability. Specific knowledge of the urban and rural character of greenhouses is essential for the implementation of planning strategies. This paper analyses Dutch planning policies for greenhouses. It concludes with a discussion of how insights from greenhouse planning can be applied in other contexts involving peri-urban areas.  相似文献

Continued overexploitation of natural resources and the associated impacts of climate change threaten the sustainability and biodiversity of our global social-ecological systems. ‘Integrated landscape approaches’ are governance strategies that attempt to reconcile multiple and conflicting land-use claims to harmonize the needs of people and the environment and establish more sustainable and equitable multi-functional landscapes. Such approaches have gained prominence in recent conservation and development discourse, but critics have suggested a need for evidence of effectiveness to bridge knowledge-implementation gaps. Here we review the recent literature to provide a brief update on developments in the science and practice of landscape approaches, primarily in the tropics. We show that despite considerable enthusiasm for landscape approaches, the evidence base within the scientific literature remains poorly developed. Future application of landscape approaches requires concerted transdisciplinary actions that connect scales of governance to address the complex political economies in contested tropical landscapes. We highlight important challenges and opportunities for landscape approach implementation, particularly related to bridging sectorial and disciplinary divides, engaging the private sector, and monitoring landscape performance.  相似文献

To a large extent, tourism development triggers an economic boost in certain regions. However, given its complex and dynamic forms of land use, tourism development also causes changes to land-use demands and patterns in tourist regions, which directly and indirectly interfere with local environments. The development of tourist regions must achieve a series of trade-offs to meet sustainability goals. This paper discusses the effects of tourism on land-use change and how land regulation policies integrate tourism development with land use. We employed a system dynamic-cellular automata hybrid model using the Lijiang River Basin as an example to translate tourism-affected land dynamics into spatial distributions and project their likely future changes under various development scenarios. We determined three major outcomes. (1) Tourism development causes a quantitatively increasing demand for construction land. With effective spatial regulations, the expansion of construction land does not necessarily suggest the loss of eco-land; rather, land-use pressures accordingly shift to cropland. Under these circumstances, land regulation policies help to balance land demand and optimize land-use patterns. (2) Tourism development causes a continuous spatial interference with landscapes. Land regulation policies have the positive and active effect of ignoring this interference rather than counteracting it. (3) The strict implementation of land regulation policies does not necessarily improve land-use patterns. Flexible policies achieve a better balanced land-use pattern than a combination of individual strict policies. However, the former cannot reduce as much vulnerability as the latter. Hence, policy assembly represents a trade-off with regards to balancing land demands, and it should vary based on regional land-use patterns and targets.  相似文献

Unexceptionally all metropolitan areas throughout the world are surrounded by peri-urban areas that are neither urban nor rural in the conventional sense. Peri-urban areas are transition spaces, where the changes in different land uses are incessantly occurring. Determining the boundaries of these areas are critical to develop appropriate policies to manage and preserve them. The perpetual transition in peri-urban landscapes makes the boundary demarcation of these areas highly difficult. This paper aims to answer the question of what the most suitable methodological approach to demarcate peri-urban areas is. In order to address this question, the study undertakes a systematic review of the relevant literature. The findings show that a generic method does not exist to demarcate peri-urban areas as characteristics of peri-urban areas are not uniform across the globe. This paper advocates that techniques for peri-urban demarcation should be geographically specific, and in every case the regional and local contexts–e.g., political system, institutional arrangement, societal characteristic, environmental qualities, and economic drivers that underpin the peri-urban development—should be considered. The study provides insights to policymakers in order to determine peri-urban boundaries by tailoring available peri-urban demarcation techniques to their regional and local contexts.  相似文献

We state that land use is under constant pressure, no matter if land-use changes take place in growing or shrinking cities. Land-use changes witness multiple interdependencies between environmental, social and economic factors. In urban areas land is highly exposed to accelerating consumption which makes it a scarce and precious resource. Therefore we need transformative processes to deal with land use in a more sensible and responsible way. We define urban transformations as fundamental, multi-dimensional changes in urban land-use patterns, population developments, infrastructures, governance regimes as well as established values, norms and behaviours. A central focus is on land use and its changes to supply ecosystem services as key driver for quality of life. Most important for us is that transformative processes are highly dynamic and non-linear, thus affecting functions of urban land uses in different ways and with varying consequences. In this sense, governance research is a decisive component to implement our research in practice. With this viewpoint we want to contribute to a debate on land-use changes in alternating growing and shrinking cities to foster appropriate development responses for urban transformations towards sustainability.  相似文献

Peri-urban areas around urban agglomerations in Europe and elsewhere have been subject to agricultural and land use research for the past three decades. The manner in which farming responds to urban pressures, socio-economic changes and development opportunities has been the main focus of examination, with urban demand for rural goods and services representing a driving factor to adapt farming activities in a multifunctional way. Working within the peri-urban framework, this review pays particular attention to the relevance of multifunctional agriculture. Academic discourses and empirical insights related to farm structure and practices beyond conventional agriculture are analysed. Diversification, recreational and environmental farming, landscape management and specialisation, as well as direct marketing are all taken into consideration and discussed within the context of landscape functions. The provision of rural goods and services is contrasted with societal demands on peri-urban agriculture. This review finds that multifunctional agriculture has been commonly recognised in peri-urban areas – a phenomenon that includes a large variety of activities and diversification approaches within the context of environmental, social and economic functions of agriculture. In response to the post-productive, consumption-oriented requirements of the urban society, peri-urban farmers have intensified their uptake of multifunctional activities. Nevertheless, not all multifunctional opportunities are being fully developed when one considers the large and growing urban demand for goods and services provided by agriculture carried out near the city. Contemporary cities are threatened by urban development decreasing the overall environmental quality and fragmenting natural and agricultural landscapes. As a result of this fragmentation the number of Non Urbanized Areas (NUAs) present in urban contexts is dramatically decreasing. These areas include cultivated land, Abandoned Farmlands, Grassland, Woods and Shrubs that are often located at the peri-urban cities’ fringes. Among NUAs, farmlands and other forms of urban and peri-urban agriculture provide all three major categories of ecosystem services, provisioning, regulating and cultural services. Recently, New Forms of Urban Agriculture (NFUA) have gained increasing attention from researchers for their promising multifunctionality. Incorporating NFUA into the urban environment will thus improve the sustainability of cities, taking advantage of the multiple benefits and services they can provide.This paper presents a method for the characterisation of NUAs in terms of their physical, ecological and social features. These areas are analysed with different criteria and related indicators structured according to a GIS-based Multi Criteria Suitability Model. The proposed model checks the suitability of transformation of the NUAs toward NFUA, thereby enhancing their ecological and social function as well as accessibility and overall connectivity. Different scenarios of spatial configurations for NFUA have been explored with a sensitivity analysis on the values of used indicators. The method was tested for the municipality of Catania, south Italy, an urban context characterised by a relevant shortage of public green spaces and services.  相似文献

According to the “evolutionary” approach (Davoudi & Al., 2012), urban resilience implies that urban systems have capacity to react to several external disturbances - economic, social, environmental - regarding all components of urban governance and transforming itself in a new development model.River basins are considered an interesting space for experimental workshop on resilience, as a driver of territorial policy, for ordinary communities and landscapes, where the relationship between the sustainable use of territorial resources could led to new territorial strategies, as well as “promote managements synergies” at different levels of regional and local planning.River Agreements (RA) appear as an innovative governance method which can help in the drafting of potential plans and practices for the development of resilience in fluvial territories. It is a form of negotiated planning, that helps to involve social actors in order to: improve people’s knowledge of current territorial conditions and the effects of human activities; increase social awareness; include society in the identification and implementation of solutions; to encourage innovative changes in planning objectives and urban and architectural design, starting with the legal and planning framework of an Action Plan. Starting from the ‘80 s, RA were experimentally tested in Belgium and France and currently widespread also in Italy. In Piedmont Region (Italy), it is recognized as a successful territorial governance tool used to define shared strategies, measures, rules and projects. We will present the case study of the Sangone River Agreement as the first participate planning and design experience in Piedmont signed by local actors.  相似文献

In less-developed countries, the major global pressures of rapid urbanization and climate change are resulting in increased vulnerability for urban dwellers. Much of the climate impact is concentrated in urban and coastal areas, as urban development spreads into areas that are hazard-prone. Often this development is dominated by poor quality homes in informal settlements or slums on informal or illegally occupied or subdivided land.Urban development needs to be more climate-resilient to meet the post millennium development goals (MDGs) agenda. One of the elements in achieving climate-resilient urban development is the degree to which climate change adaptation and risk management are mainstreamed into two major elements of land governance, viz. securing and safeguarding of land rights, and planning and control of land-use.This paper proposes ways in which the growth of human settlements can be better managed through responsible governance of land tenure rights, and effective land-use planning to reduce vulnerability, provide adequate access to safe land and shelter, and improve environmental sustainability.  相似文献

Several studies show that agri-environment schemes (AES) are likely to be more effective if they are designed at the landscape scale. However, this requires spatial coordination of environmental management across multiple farm holdings and collaboration among governmental and other actors, including, possibly, groups of farmers. In this study we analyse alternative approaches to spatial coordination and collaboration. Through case studies from five EU member states in North West Europe we analysed collaborative governance arrangements, from the perspective of the distribution of governance tasks among collaborating actors and changes to these over time. Of these governance tasks, spatial coordination had our particular interest. The collaborative governance arrangements were shaped in various ways. In four out of five case studies a group of farmers had become involved in the performance of more governance tasks over time. In all cases a professional(ized) organisation (governmental organisation or a group of farmers) was responsible for spatial coordination, possibly due to the complexities inherent to a landscape approach. In relation to the change of schemes over time, we argue that adaptive collaborative governance, incorporating learning, monitoring and evaluation in the governance arrangements, is key to effective agri- environmental management.  相似文献

Peri-urban areas have no clear boundaries, both in geographic and conceptual terms. This paper presents a transdisciplinary approach for the identification of typologies of peri-urban areas and applies it to the Lisbon Metropolitan Area (LMA), Portugal. It is based on the assumptions that more than one type of peri-urban region around an urban core can exist, and that a transdisciplinary approach, linking the physical, economic, social and personal aspects, is needed to capture the intrinsic variability and the complexity of the peri-urban character. The approach is based on four sequential steps: (i) identifying the important peri-urban dimensions to be considered, based on expert-knowledge and stakeholder perspectives; (ii) defining a set of indicators for each dimension; (iii) summarizing redundant information for each dimension; and (iv) applying cluster analysis to identify typologies of peri-urban. This approach was applied to the 211 parishes comprised in the LMA. Seven types of parishes were identified, of which two can be considered urban and five peri-urban, although with quite distinct features. This approach has the potential to be applied to other metropolitan regions, and the resulting peri-urban (and urban) typologies can contribute to a better understanding of the peri-urban character, and to a more targeted implementation of planning and management strategies taking into consideration the diversity and specificities of each peri-urban type.  相似文献

Ecosystem services (ES) research has rapidly gained momentum in environmental policy and practice. However, qualitative socio-cultural approaches are still limited, and therefore, ES important for people, are currently not commonly captured. We performed 34 face-to-face semi-structured interviews to describe stakeholders' appreciation of ES from dehesa landscapes in northern Extremadura, Spain. A total of 45 ES were mentioned, and compared among different sectors and levels of governance. At the local level, people appreciated especially provisioning and cultural services. In contrast, regional level respondents showed more appreciation for regulating and supporting services, which included biodiversity conservation and climate regulation. Private and public sector respondents appreciated provisioning services more, whereas the civil sector mentioned supporting and regulating services more. For instance, water regulation was only mentioned by civil and public sector respondents, while genetic resource preservation was only expressed by the private sector. All sectors noted cultural services as key ES. We discuss most mentioned ES by respondents, the co-production nature of ES in wood-pastures, as well as cultural services as key ES of dehesas in coupled social-ecological systems. We conclude with policy recommendations drawn from the insights of this study.  相似文献

Global trends in land-use changes, including urbanization and abandonment of rural areas, have important repercussions for the supply and demand of ecosystem services (ES). In this study, we assessed and mapped the supply and demand of three ES (water provision, climate regulation, and outdoor recreation) along an urban-rural gradient in the Madrid region (Spain) from 1990 to 2012. We mapped ES supply, based on land use/land cover (LULC) data, using InVEST models and complementary methods, and ES demand, using population density and demand indicators. Then, we explored spatial supply-demand mismatches at a municipality spatial scale. Despite an increase in ES supply in some areas, a general increase in ES demand led to increasing dependence by the Madrid metropolitan area on outlying areas. We found that the number of municipalities that exhibited mismatches between the supply and demand in ES increased throughout the study period, due mainly to urban sprawl. Our results suggest the need for comprehensive land-use planning at the regional scale, taking into account that many ES flows reach beyond municipality boundaries. Finally, we discuss the utility of analyzing spatial mismatches in the supply and demand of ES for land-use planning and decision-making.  相似文献

In this study, we have used qualitative data from land-use conflicts for a development-related infrastructure project based on the case of Chotiari reservoir in Pakistan. Our results primarily highlight the networks of stakeholders involved in making the decisions for this project and their opposition to the desires of the local population, leading to significant tensions and conflicts due to the superposition of land-use expectations in the project area. Through this research, we have identified the key groups of actors and their logics, links and behaviors in terms of multi-level governance (from community level to international level) and territorial governance, thus revealing the positions of stakeholders and their relative social power. We show how public authorities have disregarded international rules and laws in undertaking a development project, and caused great damage to local populations and environmental resources. This article aims to provide useful information and insights for recommendations to help prevent and resolve land-use conflicts, principally on the basis of an analysis of proximity relations.  相似文献

In the past few decades, urbanisation has become a major phenomenon in European cities, thus representing one of the key human land cover changes with socio-economic and environmental impacts. In the Lisbon metropolitan region it is estimated that 17% of natural and farmland have been transformed into artificial areas. Since the end of 1990s, specific EU guidelines have been issued to contain urban sprawl and preserve agricultural land. Spatial planning in Portugal obviously is integrating these assumptions into the statutory land-use master plans. But what is the performance of this land use planning system regarding land cover evolution itself? Based on the Lisbon metropolitan region (LMR), one of the major areas of urban growth in Portugal, we examine spatio-temporal land cover patterns between 1990 and 2007 by integrating cross-matrix analysis, spatial metrics, and gradient analysis. Additionally, we overlay these land cover dynamics with municipal master plans that regulate land development in order to assess the compliance levels of this land-use regulatory system. Results indicate that: artificial areas are growing by coalescence and/or by scattered development along an urban–rural gradient; agricultural land is reducing and fragmentation is increasing to enlarge peri-urban spaces; there are high levels of conversion of agricultural land into urban land in protected areas, thus showing a lack of compliance to the land use regulatory system visible in the existing gaps between the original land-use assignments of the master plan and the actual developments.  相似文献

研究目的:构建半城市化地区土地适宜性评价指标体系,促进农村与城市间过渡性区域的土地资源可持续利用。研究方法:将厦门市集美行政区域划分为农用地、建设用地和生态用地三种土地利用类型,选择合适的评价指标,基于遥感、地理信息系统、层次分析法、专家评分法等手段对每种土地利用类型的适宜性进行评价。研究结果:集美区适宜作为农用地、建设用地和生态用地的土地面积分别占总面积的11.7%、15.4%和1.6%,与当地土地利用实际比较吻合。研究结论:构建的土地适宜性指标体系和评价步骤可用于其他半城市化地区。  相似文献

Green Belt policies have helped to create chaotic landscapes at the rural–urban interfaces of the United Kingdom's largest cities. Their prime functions, to control urban sprawl and preserve an encircling green girdle to separate the urban from the open countryside, have created ‘edgelands’ that have been remarkably dynamic despite relatively strong controls on certain types of development. A detailed case study of one part of London's Metropolitan Green Belt, drawing upon analysis of planning registers, reveals long-term trends in land-use change linked to the development controls operated within the context of the Green Belt and the adjacent built-up area. This paper also outlines the history of the Green Belt policy in the United Kingdom (UK) and discusses recently proposed policy changes that have provoked ongoing debate about this form of control on urban sprawl and its consequences for the land use of Green Belts and the edgelands.  相似文献
