Many low-income countries are integrated into apparel global value chains through foreign direct investment (FDI), including Lesotho, which has become the largest Sub-Saharan African apparel exporter to the US under the African Growth and Opportunity Act. More recently, South Africa has emerged as a new apparel export market in Lesotho. The two markets are supplied by different types of FDI firms – affiliates of Taiwanese transnational producers and South African manufacturers – which are part of different value chain variants. The paper assesses the implications for industrial upgrading and development of integration into these two value chain variants in Lesotho, drawing on firm-level and institutional interviews. We show that their different characteristics in terms of investors’ motivation, governance structure, end markets, firm set up and most importantly and causally, ownership and embeddedness have crucial impacts on functional, product and process upgrading, local linkages, and skill development.  相似文献

While the multidimensionality of poverty is well-recognised, one dimension of poverty which has been often overlooked is weak social connectedness. This paper draws on conceptual, participatory and measurement literatures to show that social connectedness appears to be an important missing ingredient of multidimensional poverty analyses, with social isolation being a feature which exacerbates the condition of poor persons. To provide contextual detail as to its impact on persons in marginalized communities, we present qualitative primary data from South Africa and Mozambique and review pertinent studies of the First Nations of Canada and among persons with disability. A policy challenge for social isolation is that it is often seen as stemming from an individuals’ capacity rather than resulting from the broader social context. This paper is based on a systematic review of evidence of the impact of microfinance on the lives of poor women, men and children in sub‐Saharan Africa. It focuses specifically on longer‐term non‐financial outcomes related to health and nutrition and education. The paper contrasts microfinance's early days' initially refreshing and encouraging promises of a development initiative that empowers people to help themselves while ‘paying for itself’ with a more gloomy picture that derives from the synthesis results of our systematic review. It presents two simple models that show the pathways from microfinance to increased investment in improved health and education, contrasting theory with our synthesis results. Our discussion highlights that thinking through microfinance makes it necessary to thoroughly investigate both the theory behind interventions and the evidence for their impact. It raises the essential question: Is microfinance about providing banking services to the unbanked, or is microfinance a development intervention that concerns itself with the attainment of long‐term sustainable responses to high levels of poverty?  相似文献

While there is world-wide agreement on poverty reduction as an overriding goal of development policy, there is little agreement on the definition of poverty. Four approaches to the definition and measurement of poverty are reviewed in this paper: the monetary, capability, social exclusion and participatory approaches. The theoretical underpinnings of the various measures and problems of operationalizing them are pointed out. It is argued that each is a construction of reality, involving numerous judgements, which are often not transparent. The different methods have different implications for policy, and also, to the extent that they point to different people as being poor, for targeting. Empirical work in Peru and India shows that there is significant lack of overlap between the methods with, for example, nearly half the population identified as in poverty according to monetary poverty but not in capability poverty, and conversely. This confirms similar findings elsewhere. Hence, the definition of poverty does matter for poverty eradication strategies.  相似文献

Social protection has emerged as a key driver of development policy at the beginning of the twenty‐first century. It is widely considered a ‘good thing’ that has the potential not only to alleviate poverty and vulnerability, but also to generate more transformative outcomes in terms of empowerment and social justice. Based on an ethnographic study of the implementation of the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), India's flagship social protection policy, this paper takes a critical look at what this policy's ‘success’ consists of. The study was carried out in Tamil Nadu, a state widely presented as a ‘success’ in terms of MGNREGA's implementation, and describes who participates in the scheme and how success is understood and expressed at different social and bureaucratic levels. In terms of MGNREGA's outcomes, we conclude that the scheme is benefitting the poorest households – and Dalits and women in particular – especially in terms of providing a safety net and as a tool for poverty alleviation. But the scheme does more than that. It has also produced significant transformative outcomes for rural labourers, such as pushing up rural wage levels, enhancing low‐caste workers' bargaining power in the labour market and reducing their dependency on high‐caste employers. These benefits are not only substantial but also transformative in that they affect rural relations of production and contribute to the empowerment of the rural labouring poor. However, in terms of creating durable assets and promoting grassroots democracy, the scheme's outcomes are much less encouraging.  相似文献

It is often assumed that social protection leads to social inclusion and other well-being indicators. Yet evidence of this impact is weak. Cash transfers are a social protection tool designed to reduce poverty which can also have an impact on human development indicators such as health and education. In the district of Sarlahi, Nepal, cash transfer amounts are too low to improve health and education opportunities or productive pursuits and thus to break the inter-generational cycle of poverty. However, the transfer allows beneficiaries to participate more in community activities, increases their access to information and social networks, and enhances the social contract and people's relationship with the state. This breaks down some of the invisible barriers that perpetuate exclusion. Paying cash transfers in Nepal kick-starts other processes of inclusion and well-being that are hard to overcome by other means because they are invisible, denied and relational. The findings reveal that universal transfers generate perceptions of equality for beneficiaries who value receiving the same thing from the state as the rich. Yet being treated the same as the well-off will not necessarily lead to equal opportunities, poverty reduction or improved local governance. Cash transfers can facilitate social inclusion but are not enough alone to achieve substantive inclusion.  相似文献

ABSTRACT

Recent empirical research has revealed that sexual and gender minorities (SGMs) in all parts of the world face discrimination and disparities in important dimensions of development such as employment, income, education, violence and health. Yet, global human development policy largely overlooks SGMs. This paper seeks to advance the inclusion of SGMs in development discussions by formulating a capabilities approach applicable to SGMs. The paper first proposes a definitional scheme to identify precisely the population at stake, it then reviews psychological frameworks used to understand how sexuality and gender develop in ways that are positive and healthy, as well frameworks used to understand how law and culture restrict the choices and opportunities available to SGMs. Three themes emerge from each of these discussions, each of which underpin a capability vital to freedoms and positive development for SGMs: the capability to form one’s own identity, to engage in expression and expressive activity and to form and participate in relationships.  相似文献

Livestock play a key role in the lives of poor, rural people in developing countries, providing a major proportion of their cash income, capital assets, draught power, fuel and fertilizer. Rapid growth in demand for meat and dairy products in Asia presents both opportunities and challenges for livestock development and poverty alleviation. This paper explores the potential of livestock intensification to benefit the livelihoods of upland households and meet market demand in the Lao Peoples' Democratic Republic (Lao PDR), a South East Asian country undergoing significant economic change.

A review of the livestock sector in Asia shows increasing demand for live animals and meat in neighbouring Vietnam, Thailand and China. Lao PDR is well positioned to capitalize on the growing Asian livestock sector, however the extent livestock production in Lao PDR can reduce poverty, meet growing domestic meat demand and lift livestock exports is problematic. Findings from research in two upland northern provinces demonstrate how the introduction of forages for livestock has revolutionized the lives of some farmers and villages, but concludes that strategies are still needed to engage poorer households. The impacts of changing domestic and export markets are less certain, and are discussed within the context of environmental and public health, cultural traditions, economic development and sustainable livelihoods.  相似文献

2020年后,中国扶贫工作将由消除绝对贫困向缓解发展不平衡、不充分的相对贫困转变。本文首先回顾了绝对贫困和相对贫困标准的相关文献,基于可行能力理论从"贫"和"困"的视角构建了多维相对贫困标准概念框架,然后在对基本需要法和能力方法进行理论分析的基础上,结合典型国家的国别经验研究,提出了中国2020年后多维相对贫困标准的政策取向。本文认为,2020年后中国应采用多维相对贫困标准,没有必要与OECD国家相对贫困标准接轨。多维相对贫困标准,既要包括反映"贫"的经济维度,也要包括反映"困"的社会发展维度,还要包括生态环境维度:在经济维度,需要考虑收入和就业两个方面;在社会发展维度,需要考虑教育、健康、社会保障、信息获得等方面;而新发展理念以及生态补偿脱贫实践经验要求把生态环境纳入多维贫困框架中。  相似文献

Urban agriculture literature regarding the Global South reveals important knowledge gaps concerning spatial variations of food gardens across cityscapes, gardener motivations, and tensions with urban planning regulations, especially in locales beyond sub-Saharan Africa. In Vietnam, urban agriculture is growing in popularity and gaining media attention but there is little research as to why urban agriculture is practiced in smaller Vietnamese cities, especially those close to rural hinterlands. In this paper we investigate small-scale urban agriculture – or food gardens – in Lào Cai, a small upland city located on the Sino-Vietnamese border. We find a complex diversity of garden sizes and land management arrangements where gardens are built, including on state institutional land, thanks to informal arrangements. Gardener motivations focus predominantly on food safety concerns, contrasting with key motivations found elsewhere in the Global South. Throughout the city, albeit more so in newly urbanising sectors, this urban practice remains precarious due to irregular land access and confusing city authority regulations. We thus examine how urban residents are working to access safe food and contribute to their city’s urban food system while state officials tend to focus their priorities elsewhere.  相似文献

Most developing countries of the world are experiencing large-scale migration from rural to urban areas. Many new migrants end up in low-cost or informal areas and slums with attendant environmental concerns. One dimension of improved urban sustainability is the provision of green spaces and trees. Whilst many countries have urban greening programmes for public spaces and streets, few have considered the status and potential contribution of trees from resident's own gardens. This paper reports firstly on the policy environment for urban forestry and greening in South Africa and secondly on the maintenance, use and appreciation of trees on private homesteads of residents of new and older low-income suburbs as well as informal housing areas from three small towns in South Africa. In particular we examine if the most recent centrally planned and built low-income housing schemes (called RDP suburbs in South Africa) have considered and incorporated plans or spaces for urban greenery in peoples’ homesteads. We found that broad environmental and sustainability concerns and statements are common in urban development and housing policies, but specific guidelines for implementation are generally absent. More specifically, urban forestry and tree planting are rarely mentioned in the broader land use and environmental policies other than the national forest act and subsequent regulations, but even there it is relatively superficial. In the study towns the prevalence, density and number of species of trees was lowest in the new RDP suburbs relative to the township and informal areas. Consequently, the contribution of tree products to local livelihoods was also lower in the RDP areas. Yet there were no differences in the level of appreciation of the value and intangible benefits of trees between residents from the three different suburbs. This shows that the failure to plan for and accommodate trees in new low-cost housing developments is missing an opportunity to improve overall urban sustainability and liveability and constraining the potential flows of tangible and intangible benefits to urban residents. Making opportunities for such in older suburbs is challenging because of space limitations and cost implications of retrospective provisions, but incorporation into plans for new low-cost housing development should be possible.  相似文献

This paper evaluates the outcomes from an ambitious wildflower harvesting programme in South Africa's Western Cape, which has sought to achieve positive outcomes in terms of socio‐economic development and biodiversity conservation. Indigenous wildflowers, harvested according to conservation principles, are processed into ‘Cape Flora’ bouquets and sold into international and domestic markets. The principal supply chain provides an example of ethical trade due to the explicit environmental and social standards that are required at local sites of production. The incorporation of such standards represents an attempt to engender economic and social upgrading within the value chain. In this sense, the programme is consistent with dominant policy discourses, which suggest that exploiting potentially profitable niches within international trade flows represents a ‘high road’ to economic growth and transformation. The paper focuses upon the job creation and social impacts of the programme in the context of efforts to overcome South Africa's deeply entrenched socio‐economic disparities and high poverty levels. Despite impressive growth in production and exports during the global financial crisis, there have been mixed outcomes in terms of benefits to stakeholders at the upstream end of the supply chain. The paper concludes by considering the extent to which local initiatives operating under the framework of ethical trade possess the potential to facilitate effective social and economic upgrading.  相似文献

Over the past 40 years, China has made significant progress towards its poverty alleviation goals. The rural population under the current poverty line has decreased by 739.9 million. China has contributed to more than 70 per cent of world poverty reduction. To better promote the new anti‐poverty strategy and to serve as a reference for poverty alleviation in other developing countries, this paper summarises the main experiences of China’s poverty alleviation over the past 40 years and then discusses the challenges associated with implementing the targeted poverty alleviation policy in the new era. China’s experience with poverty alleviation includes development‐oriented poverty alleviation, improving self‐development capabilities of the poor population, encouraging multiple subjects to participate in poverty alleviation and focusing on innovation and ways to improve poverty alleviation. Although China’s poverty alleviation initiatives have achieved significant successes, there are still several challenges that should be of concern in the coming years, such as the diminishing marginal effect of financial inputs on poverty alleviation, the resulting negative incentives for the poor to improve their internal motivations and the insufficient participation of markets and social forces in poverty alleviation. Given these challenges, this paper provides suggestions for anti‐poverty policies beyond 2020.  相似文献

南非是世界五大矿产国之一,也是中国在非洲投资规模最大的国家。南非矿业的增加值约为2305亿兰特,占其G D P的7.3%。矿业已占据中国对南非投资比重的四分之一以上。南非矿业历史悠久,法律制度完善,受殖民主义和种族隔离影响,矿业成为了南非黑人经济振兴政策的重要领域。因此,南非矿业本土化的立法与评估体系对矿业所有权、矿山社区发展、当地采购、住房和生活条件、人力资源开发和就业平等六大方面提出了更高的要求。在赴南非投资矿业的进程中,中国企业必须高度关注其矿业本土化立法的规制,积极做好提升本土化评估等级、履行环境保护义务的举措。  相似文献

目的 试图从微观农户层面研究风险冲击对相对贫困的影响及作用路径,以期为增强农村居民家庭风险抵御能力、缓解相对贫困提供实证支撑。方法 文章基于中国家庭动态追踪调查(CFPS)数据,运用面板probit模型和固定效应模型实证分析风险冲击对农村居民家庭相对贫困的影响,用异质性分析和面板门槛回归模型探讨不同收入水平的农村居民家庭风险应对方式差异。结果 (1)风险冲击会增加农村居民家庭相对贫困的可能。其中,灾害冲击是导致农村居民家庭相对贫困的首要原因,其次是教育冲击和婚丧嫁娶、孩子出生等重大事件冲击,失业冲击和健康冲击的影响相对较小。(2)不同收入水平农村居民家庭的风险应对机制差异是导致相对贫困家庭无法摆脱相对贫困的重要原因。与高收入的农村居民家庭相比,低收入的农村居民家庭遭受风险冲击时会减少更多的农业生产投资,增加更少的人力资本投资,导致家庭现有的资源配置无法提升家庭未来的收入能力,使其囿于相对贫困无法脱离。结论 政府应构建更具韧性的国家治理体系、更具弹性的社会帮扶体系,在此基础上提高农村居民家庭的可持续生计能力,从而减少农村居民家庭陷入相对贫困的可能。  相似文献

South Africa’s mining towns were established by mining companies mostly after World War II. The workforce lived in company-owned or privately-owned houses, or high-density compounds. Since the demise of apartheid, South African government policy for these towns has promoted integrated mining communities and homeownership. The government’s urban policy aims to densify the country’s urban areas, which have some of the lowest urban densities. This paper compares the changes in urban density and the unintended land-use implications of mining in settlements around five types of mines: iron ore, manganese, coal, gold and platinum, and in a combination of towns during periods of mining boom and bust. We ask how the South African legal framework addresses land issues that are associated with mining settlements, how urban density has evolved in the five case studies; and how this evolution should be explained. We argue that the sprawl is associated with historical path dependencies and interdependencies. Contributing factors are the need to house miners, the unintended consequences of policies designed to minimise compound living, changing labour regimes, the continuation of migrant labour and the presence of traditional-authority land. This sprawl is evident in market-driven housing, government-subsidised housing and informal settlement development.  相似文献

This paper takes the viewpoint of a social scientist and looks at agricultural scientists' pathways for science impact. Awareness of these pathways is increasingly becoming part and parcel of the professionalism of the agricultural scientist, now that the pressure is on to mobilize smallholders and their productive resources for (global) food security and for reducing persistent rural poverty. Significant new thinking about pathways is emerging and it is useful to present some of this, even if it is not cut-and-dried. This new thinking focuses on innovation, not as the end-of-pipe outcome of development and transfer (or ‘delivery’) of results of research to ‘ultimate users’, but as a process of technical and institutional change at farm and higher system levels that impacts on productivity, sustainability and poverty reduction.

This paper will review technology supply push; farmer-driven innovation; market-propelled or induced innovation based on the agricultural treadmill; participatory technology development; and innovation systems. The pathways reviewed all have their merits; the paper will assess them from the perspective of improving smallholder productivity and livelihoods.

This paper concludes that many agricultural scientists have not developed their thinking about how the fruits of their work can help make the world a better place. This is a flaw in their professionalism. Curriculum development, training, promotion criteria, standards used in refereeing journal articles and research funding could benefit from taking on board understanding of pathways of science-for-impact.  相似文献

ABSTRACT

Martha Nussbaum’s capability approach (CA) offers a framework for a universal conception of human development. This paper interrogates Nussbaum’s approach using African environmental ethics (AEE) to see if it captures African ways of valuing nature. It looks at two ways in which Nussbaum’s approach considers the value of the natural environment: a) by applying her list of capabilities to non-human animals and b) by including, what is here termed, an environmental capability in Nussbaum's list of ten central capabilities she deems necessary for a person to flourish. The author argues that, despite limitations and need for further exploration, the second way of ‘environment capability’ aligns well with how nature is valued in AEE. The author also shows that both Nussbaum and AEE value nature in a way that, while not necessarily intrinsic, goes beyond material instrumentality and opens avenues for further discussion of the capabilities approach in traditional value systems  相似文献

Climatic change has a negative impact on people’s livelihoods, agriculture, freshwater supply and other natural resources that are important for human survival. Therefore, understanding how rural smallholder farmers perceive climate change, climate variability, and factors that influence their choices would facilitate a better understanding of how these farmers adapt to the negative impacts of climate change. A Zero-inflated double hurdle model was employed to estimate the factors influencing farmers’ adoption of adaptation strategies and intensity of adoption at the household level in South Africa. Different socioeconomic factors such as gender, age, and experience in crop farming, institutional factors like access to extension services, and access to climate change information significantly influenced the adoption of climate change adaptation strategies among beneficiaries of land reform in South Africa. Concerning intensity of adoption, age, educational level, farming experience, on-farm training, off-farm income, access to information through ICT and locational variables are the significant determinants of intensity of adaptation strategies. Thus, education attainment, non-farm employment, farming experience are significant incentives to enhance smallholder farmers' adaptive capacity through the adoption of many adaptation approaches. This study therefore concluded that farm-level policy efforts that aim to improve rural development should focus on farmers’ education, on-farm demonstration and non-farm employment opportunities that seek to engage the farmers, particularly during the off-cropping season. The income from non-farm employment can be plough-back into farm operations such as the adoption of soil and water conservation, use of improved planting varieties, insurance, among others to mitigate climate variability and subsequently increase productivity. Policies and investment strategies of the government should be geared towards supporting education, providing on-farm demonstration trainings, and disseminating information about climate change adaptation strategies, particularly for smallholder farmers in the country. Thus, the government, stakeholders, and donor agencies must provide capacity-building innovations around the agricultural extension system and education on climate change using information and communication technologies.  相似文献
