The Alberta Field Crop Development Centre (FCDC) at Lacombe has carried out an extensive research and development program on feed barley since 1973. Prior to 2002, FCDC released 11 hulled and six hull-less barley varieties that have been adopted by farmers. The primary objective of this study is to estimate an economic rate of return to the FCDC barley research and development program from 1973 to 2001. A secondary objective is to include benefits arising from research that improved feed barley disease resistance in new cultivars in addition to benefits from purely higher-yielding cultivar research. The analysis uses an ex post economic surplus methodology. Benefits are identified and empirically investigated for three separate FCDC feed barley research thrusts:
• benefits arising from FCDC research that developed new, higher-yielding feed barley cultivars that give a yield advantage
• benefits arising from FCDC research that improved feed barley disease resistance in new cultivars that result in yield loss avoidance from disease
• benefits arising from FCDC research that developed new feed barley cultivars that yield higher silage production.
Of the total benefits from research on feed grain varieties, 52% can be attributed to yield advantage research and 48% to yield loss avoidance research. The overall internal rate of return with base elasticity parameters is estimated at 27%, ranging between 23% and 31%, depending on the assumptions made about the yield advantage and base variety. The IRR was sensitive to changes in supply elasticities and ranges from 20% (∈= 1.5) to 54% (∈= 0.1).  相似文献

Several complicating issues arise in evaluating the returns to research into varietal improvements for perennial crops compared with annual crops. We elucidate and address these issues in the context of a case study of research aiming to develop varieties that are resistant to Pierce's disease (PD) of grapevines. PD imposes costs of over $100 million per year on the California grape industry, even with public PD control programs in place. Research projects to develop PD resistant varieties of grapevines are at various stages of completion. We describe the economic problems posed by PD, document the research programs undertaken to address the disease and present an economic assessment of the returns to the investment, which are conditional on other policies. Using a simulation model of the market for California winegrapes, we estimate the benefits from research, development and adoption of PD‐resistant vines as ranging from $4 million to $129 million annually over a 50‐year horizon, depending on the length of the R&D lag and the rate of adoption. In addition to these specific quantitative results the paper offers insight into the broader question of economic evaluation of damage‐mitigation technology for perennial crops.  相似文献

This article illustrates a methodology for assessing economic returns to a publicly funded breeding program in the presence of private sector investments, and spill‐ins from other contemporary public institutions and past research efforts. The approach consists of determining yield gains from bean improvement research; applying these yield gain estimates to measure benefits attributable to different institutional players and time periods; and then assessing the benefit‐cost ratios of investments in a bean improvement program since 1980 by Michigan State University (MSU). The results indicate that investments in MSU's bean breeding program have yielded benefits to costs ratio in the range of 0.7 to 2.2, depending on the attribution rule used to estimate the benefits. The estimated benefit/cost ratios reported in this study are lower‐bound estimates, as they do not account for potential benefits from area planted to MSU varieties outside of Michigan (spillover effects), which was 1.5 times greater than the area planted to MSU‐bred varieties within Michigan in the period 1998–2002. The implications of the increasingly privatized bean seed markets for the role of public sector research in bean improvement research are discussed.  相似文献

Many mechanized crop producers and agribusinesses are fascinated with precision agriculture technology, but adoption has lagged behind the expectations. Among the reasons for slow adoption of precision agriculture technology is that initial users focused excessively on in‐field benefits from variable‐rate fertilizer application using regional average fertilizer recommendations. This article illustrates how greater use of site‐specific crop response information can improve variable rate input application recommendations. Precision agriculture is spatial information technology applied to agriculture. The technologies include global position systems (GPS), geographic information systems (GIS), yield monitoring sensors, and computer controlled within‐field variable rate application (VRA) equipment. Experimentation with these technologies is occurring everywhere there is large scale mechanized agriculture. Commercial use has been greatest in the US, where 43% of farm retailers offered VRA services in 2001. Except for certain high‐value crops like sugar beet, farmer adoption of VRA has been modest. The farm level profitability of VRA continues to be questionable for bulk commodity crops. The theoretical model and illustration presented here suggest that VRA fertilization has not yet reached its profitability potential. Most VKA field trials to date have relied upon existing state‐wide or regional input rate recommendations. Unobserved soil characteristics can potentially interact with an input to make its effect on yield vary site‐specifically within fields. Failure to use site‐specific response functions for VRA applications may lead to a misallocation of inputs just as great as that which results from using uniform applications instead of VRA. Agricultural economists have a long history of estimating output response to input applications. Several have started to develop tools to estimate site‐specific responses from yield monitor and other precision agriculture data. Likewise, agricultural economists have developed an important body of research results on information value based on managing variability—typically in temporal settings. With these tools, a major potential exists to develop further benefits from precision agriculture technologies that permit truly spatially tailored input applications.  相似文献

In the continuing debate over the impact of genetically modified (GM) crops on farmers of developing countries, it is important to accurately measure magnitudes such as farm‐level yield gains from GM crop adoption. Yet most farm‐level studies in the literature do not control for farmer self‐selection, a potentially important source of bias in such estimates. We use farm‐level panel data from Indian cotton farmers to investigate the yield effect of GM insect‐resistant cotton. We explicitly take into account the fact that the choice of crop variety is an endogenous variable which might lead to bias from self‐selection. A production function is estimated using a fixed‐effects model to control for selection bias. Our results show that efficient farmers adopt Bacillus thuringiensis (Bt) cotton at a higher rate than their less efficient peers. This suggests that cross‐sectional estimates of the yield effect of Bt cotton, which do not control for self‐selection effects, are likely to be biased upwards. However, after controlling for selection bias, we still find that there is a significant positive yield effect from adoption of Bt cotton that more than offsets the additional cost of Bt seed.  相似文献

Adoption of improved maize varieties in the hills of Nepal   总被引:3,自引:0,他引:3  
Maize (Zea mays L.) is the most important cereal crop in the hills of Nepal, where the grain is used for human consumption and the stover for animal fodder. Maize farms are small, and population pressure necessitates the intensification of existing farming systems. Maize research directed at developing technologies for maize production began in Nepal in 1965. In 2000, a survey was carried out in two districts to determine the current level of adoption of improved maize production practices. In each of these districts, remote and accessible village development committees (VDCs) were surveyed. Questionnaires were administered to 54 randomly selected households in each VDC. A Tobit analysis was used to determine socio‐economic, physical and technology factors that influence the use of improved varieties by farmers. All households use composted farmyard manure, and in the more accessible areas, urea as part of their soil fertility management strategy. Use of improved varieties was less than 60% for all VDCs and only 15% in the most remote VDC. In three of the four VDCs, adoption of improved varieties primarily occurred during the past 5 years. Based on a Tobit analysis, Khet land area, ethnic group, years of fertiliser use, off‐farm income, and contact with extension significantly and positively affected adoption of improved varieties. Farmers in VDCs in central Nepal reported lack of seed to be the major constraint to the adoption of improved varieties, while lack of knowledge of new varieties was the major constraint for farmers in the western VDCs. The results from this survey suggest that the strategy for improving the adoption of new varieties will differ depending on infrastructure and the socio‐economic conditions of the farmers in a given area.  相似文献

Dry‐land legumes, well adapted to drought‐prone areas, have largely been neglected in the past despite the good opportunities they offer for income growth and food (and nutritional) security for the poor. This study evaluated the adoption and impact of two farmer and market‐preferred and disease‐resistant pigeonpea varieties that were developed and promoted in semi‐arid Tanzania. The new varieties were resistant to fusarium wilt, a fungal disease devastating the crop. However, farmers wanting to adopt new varieties did not adopt due to seed access constraints and under‐developed seed delivery systems. Adoption of new varieties is therefore analyzed using an augmented double hurdle model that allows estimating variety adoption conditional on seed access thresholds accounting for the additional information on sample separation. The study identifies the crucial role of seed access (local supply), extension, education, participatory decision making, capital, and household assets in determining adoption. The social economic benefits of the technology and policies for improved seed access were further analyzed using the extended economic surplus method (DREAM model). Even under restrictive assumptions, overall discounted benefits were found to be quite attractive, indicating the need for additional efforts to scale‐up the success story. Analysis of changes in research benefits from relaxing the seed access constraint showed that net gains would increase by up to 30% if farmer access to improved seeds can be assured. Smallholder farmers are the major beneficiaries along with consumers and rural net‐buyers who gain from productivity‐induced lower market prices.  相似文献

Rotational grazing has been promoted as a best management practice with environmental benefits and associated higher revenue. Its adoption rate has been relatively low. This study investigates the role of uncertainty in the adoption of rotational grazing with a cost‐share by cattle producers. Mail survey results indicate that 63–71 per cent of cattle producers are uncertain about adoption with a government cost‐share. The study suggests that the possibility of uncertainty should be considered in cases where willingness‐to‐pay is elicited in the context of adoption of technology.  相似文献

A 2012 survey of upland U.S. cotton producers was analyzed to determine the factors contributing to changes in weed management costs (WMCs) after the identification of herbicide‐resistant weeds. An ordered probit regression estimated changes in WMC as a first‐order Markov process. The most important determinants of post‐resistance cost increases were initial WMCs, adoption of labor‐intensive remedial practices, and wick application of herbicides. Cultivation and mechanical/chemical‐intensive practices did not increase WMCs. Post‐resistance changes in WMC ranged between $85 and $138 ha?1, depending on the practices adopted. WMCs increased by $88 ha?1 when cost‐neutral practices were adopted. The in‐sample aggregate costs of managing herbicide resistance ranged between $25 and $53 million, depending on the types of adopted practices.  相似文献

A production function approach is used to estimate growth in farm productivity in the Australian wool industry from an estimated level of expenditure on wool production R & D. A market equilibrium model of the wool industry is then used to measure the share of total benefits from this productivity growth accruing to Australia and its wool growers. The decoupling of direct payments from production introduced in the reform of the Common Agricultural Policy is expected to make production decisions more market‐oriented and farmers more productive. However, ex‐post analyses of the productivity of farms have yet to uncover any evidence of a positive impact of the decoupling policy on farm productivity. Using Irish, Danish, and Dutch farm‐level data, we identify whether the decoupling policy has contributed to productivity growth in agriculture and farm product adjustment behavior. We find some evidence that the decoupling policy had significant positive effects on farm productivity and behavioral changes related to farm specialization.  相似文献

In this article, we use data for 376 households, 1,066 parcels, and 2,143 plots located in 95 villages in the hillside areas in Honduras to generate information needed by decision makers to assess the needs and opportunities for public investments, and design policies that stimulate natural resource conservation. We develop a quantitative livelihood approach, using factor and cluster analysis to group households based on the use of their main assets. This resulted in seven household categories that pursue similar livelihood strategies. We use a multinomial logit model to show that livelihood strategies are determined by comparative advantages as reflected by a combination of biophysical and socioeconomic variables. While 92% of the rural hillsides population in Honduras lives on US$1.00/capita/day or less, households that follow a livelihood strategy based on basic grain farming are the poorest because they often live in isolated areas with relatively poor agro‐ecological and socioeconomic conditions. Opportunities for off‐farm work tend to be limited in these areas and household strategies that combine on‐farm work with off‐farm work earn higher incomes. Per capita incomes can be increased by improving road infrastructure, widening access to land, policies that reduce household size and dependency ratios, and adoption of sustainable land management technologies that restore soil fertility. We used probit models to show that the latter can be promoted by agricultural extension programs and land redistribution. Investments in physical assets should be directed toward households that pursue livelihood strategies based on off‐farm employment or coffee production, while agricultural training programs are best focused on livestock producers.  相似文献

Understanding the tradeoffs in improving the precision of agricultural measures through survey design is crucial. Yet, standard indicators used to determine program effectiveness may be flawed, and at a differential rate for men and women. We use a household survey from Mozambique to estimate the measurement error from male and female self‐reports of their adoption and knowledge of three practices: intercropping, mulching, and strip tillage. Despite clear differences in human and physical capital, there are no obvious differences in the knowledge, adoption, and error in self‐reporting between men and women. Having received training unanimously lowers knowledge misreports and increases adoption misreports. Other determinants of reporting error differ by gender. Misreporting is positively associated with a greater number of plots for men. Recall decay on measures of knowledge appears prominent among men but not women. Findings from regression and cost‐effectiveness analyses always favor the collection of objective measures of knowledge. Given the lowest rate of accuracy for adoption was around 80%, costlier objective adoption measures are recommended for a subsample in regions with heterogeneous farm sizes.  相似文献

Adoption of improved crop varieties can lead to multiple benefits to farm households, including increased productivity, incomes, and food consumption. However, possible impacts of adoption on child nutrition outcomes are rarely explored in the literature. This article helps bridge this gap through an impact assessment of the adoption of improved maize varieties (IMVs) on child nutrition outcomes using a recent household survey from rural Ethiopia. The conceptual linkage between IMV adoption and child nutrition is first established using an agricultural household model. Instrumental variable estimation suggests the overall impacts of adoption on child height‐for‐age and weight‐for‐age z‐scores to be positive and significant. Quantile instrumental variable regressions further reveal that such impacts are largest among children with poorest nutrition outcomes. Finally, by combining a decomposition procedure with system of equations estimation, it is found that the increase in own‐produced maize consumption is the major channel through which IMV adoption affects child nutrition.  相似文献

The purpose of this research is to improve understanding of conservation tillage adoption decisions by identifying key biophysical and socio‐economic factors influencing no‐till adoption by grain growers across four Australian cropping regions. The study is based on interviews with 384 grain growers using a questionnaire aimed at eliciting perceptions relating to a range of possible long‐ and short‐term agronomic interactions associated with the relative economic advantage of shifting to a no‐tillage cropping system. Together with other farm and farmer‐specific variables, a dichotomous logistic regression analysis was used to identify opportunities for research and extension to facilitate more rapid adoption decisions. The broader systems approach to considering conservation tillage adoption identified important determinants of adoption not associated with soil conservation and erosion prevention benefits. Most growers recognised the erosion‐reducing benefits of no‐till but it was not an important factor in explaining whether a grower was an adopter or non‐adopter. Perceptions associated with shorter‐term crop production benefits under no‐till, such as the relative effectiveness of pre‐emergent herbicides and the ability to sow crops earlier on less rainfall were influential. Employment of a consultant and increased attendance of cropping extension activities were strongly associated with no‐till adoption, confirming the information and learning‐intensive nature of adopting no‐till cropping systems.  相似文献

While it is often recognised that agricultural technology adoption decisions are intertwined and best characterised by multivariate models, typical approaches to examining adoption and impacts of agricultural technology have focused on single technology adoption choice and ignored interdependence among technologies. We examine farm‐ and market‐level impacts of multiple technology adoption choices using comprehensive household survey data collected in 2010/11 and 2012/13 in Ethiopia. Economic surplus analysis combined with panel data switching endogenous regression models are used to compute the supply shift parameter (K‐shift parameter), while at the same time controlling for the endogeneity inherent in agricultural technology adoption among farmers. We find that our improved technology set choices have significant impacts on farm‐level maize yield and maize production costs, where the greatest effect appears to be generated when various technologies are combined. The change in maize yield and production costs results in an average 26.4% cost reduction per kilogram of maize output (the K‐shift parameter). This increases the producer and consumer surpluses by US$ 140 and US$ 105 million per annum, respectively. These changes in economic surplus help to reduce the number of poor people by an estimated 788 thousand per year. We conclude that deliberate extension efforts and other policies that encourage integration of technologies are important for maize technologies to yield their full potential at both farm and market levels.  相似文献

This study was carried out to assess cotton farmers’ willingness to pay (WTP) for pest management services in northern Benin. Targeted staggered control (TSC) has been introduced to reduce pesticide use in cotton cropping and generate an estimated benefit of FCFA48,800 (€74.40) per cotton hectare accruing from increased productivity and reduced pesticide cost. However, TSC application requires extra time for pest identification and scouting, and its adoption remains low due to the lack of funding to boost farmers’ awareness and cover training costs. An interval regression model was used to analyze responses to a double‐bounded contingent valuation survey with data collected from 300 cotton farmers. The results showed that 87.3% of cotton farmers were willing to pay for TSC services. Annual WTP per cotton hectare was estimated at FCFA16,962 (€25.80), revealing an existing demand for TSC adoption. Respondents' WTP was driven by farm and socio‐economic characteristics. Financial mechanisms managed by farmers could thus potentially foster technology adoption, and in turn, generate economic and environmental benefits.  相似文献

This study evaluates the impact of a long‐term research collaboration between the Senegalese Institute for Agriculture Research (ISRA), and the Bean/Cowpea Collaborative Research Support Program (CRSP) funded by the U.S. Agency for International Development (USAID). Adoption of the primary outputs from this collaboration, a nonchemical cowpea storage method and two short‐season cowpea varieties, were tracked through a series of farmer interviews in 1996, 1997, and 2004 in the main cowpea growing area of Senegal. Combined with information from an impact assessment in the late 1980s, this study draws on ex‐post adoption data from most of the product life cycle for the storage technology. The 2004 survey found that 60.4% of cowpea production in the main cowpea growing area of Senegal is stored in metal drums and that 69% of households use this storage technology; ISRA/CRSP improved short season varieties were determined to account for 3.6% of cowpea production. Baseline economic analysis of the most recent survey data, which includes benefits and costs of the storage technology and improved varieties, reveal an IRR to donor funding of 13%. The benefits of these technologies appear to be evenly distributed in the rural population on the basis of gender and ethnic background. Comparison of the rates of technology adoption over time, however, reveals that use of the storage technology may be decreasing; inclusion of this technology disadoption trend reduces the IRR by only 0.4% from the baseline estimate. Overall, estimated returns reveal that this collaboration has been a good investment for the U.S. and Senegalese governments, and other donors.  相似文献

Agrobiodiversity can provide natural insurance to risk‐averse farmers by reducing the variance of crop yield, and to society at large by reducing the uncertainty in the provision of public‐good ecosystem services, for example, CO2 storage. We analyze the choice of agrobiodiversity by risk‐averse farmers who have access to financial insurance, and study the implications for agrienvironmental policy design when on‐farm agrobiodiversity generates a positive risk externality. While increasing environmental risk leads private farmers to increase their level of on‐farm agrobiodiversity, the level of agrobiodiversity in the laissez‐faire equilibrium remains inefficiently low. We show how either one of the two agrienvironmental policy instruments can cure this risk‐related market failure: an ex ante Pigouvian subsidy on on‐farm agrobiodiversity and an ex post payment‐by‐result for the actual provision of public environmental benefits. In the absence of regulation, welfare may increase rather than decrease with increasing environmental risk, if the agroecosystem is characterized by a high natural insurance function, low costs, and large external benefits of agrobiodiversity.  相似文献

There is considerable literature examining individuals’ behaviour with respect to Internet use, but less attention is paid to farm household use of the Internet. Among the few studies on farm households, the emphasis is on the correlation between socioeconomic factors and the adoption of the Internet. Thus, relatively little is known about the association between Internet use and farm household well‐being. In an effort to fill this void, this paper investigates Internet access among farm households and examines the effects of Internet access on farm household income. Given the observed income gap between Internet users and non‐users, we then investigate the extent to which socioeconomic factors may be associated with this income gap. Using a nationwide survey of farm households in Taiwan, a novel econometric model is proposed and estimated employing a semi‐parametric technique. Our results support the conclusion that Internet use improves farm household income. Most of the income gap between adopters and non‐adopters can be explained by the differences in the return of the socioeconomic factors.  相似文献
