Using a qualitative social research method at the local administrative level, this paper provides insight into the policy process in China and farmers’ perceptions of the effectiveness of policies implemented to deal with drought. Two villages in rural South-West Yunnan were purposefully selected for the study. The research started with the general assumption that China has a strong top-down hierarchal approach to policy processes and that funding dispersal is prioritised by the central government. However, the study found that funding proposals are prioritised for selection in a bottom-up, participatory manner from the local level. The study also found that farmers’ perceptions of the effectiveness of policy implementation were directly related to their past experience. Among the nine indicators used to measure the effectiveness of policy implementation at the local level, the farmers in the study area perceived access to roads as highly effective; water use efficiency projects, market demand, human mobility for jobs, and government funds as moderately effective; drought knowledge, community participation in planning, and governance structures as least effective; and the role of leadership as not effective. The study found that farmers’ adaptation at the local level is oriented towards short-term market rewards and income diversification. Farmers’ local-level adaptation is guided by government priorities and driven by their perception of tangible benefits. To ensure the effectiveness of policy implementation, long-term adaptation strategies, such as awareness raising, capacity building, watershed management, and source conservation need to be strengthened at the local level.  相似文献

Most developing countries of the world are experiencing large-scale migration from rural to urban areas. Many new migrants end up in low-cost or informal areas and slums with attendant environmental concerns. One dimension of improved urban sustainability is the provision of green spaces and trees. Whilst many countries have urban greening programmes for public spaces and streets, few have considered the status and potential contribution of trees from resident's own gardens. This paper reports firstly on the policy environment for urban forestry and greening in South Africa and secondly on the maintenance, use and appreciation of trees on private homesteads of residents of new and older low-income suburbs as well as informal housing areas from three small towns in South Africa. In particular we examine if the most recent centrally planned and built low-income housing schemes (called RDP suburbs in South Africa) have considered and incorporated plans or spaces for urban greenery in peoples’ homesteads. We found that broad environmental and sustainability concerns and statements are common in urban development and housing policies, but specific guidelines for implementation are generally absent. More specifically, urban forestry and tree planting are rarely mentioned in the broader land use and environmental policies other than the national forest act and subsequent regulations, but even there it is relatively superficial. In the study towns the prevalence, density and number of species of trees was lowest in the new RDP suburbs relative to the township and informal areas. Consequently, the contribution of tree products to local livelihoods was also lower in the RDP areas. Yet there were no differences in the level of appreciation of the value and intangible benefits of trees between residents from the three different suburbs. This shows that the failure to plan for and accommodate trees in new low-cost housing developments is missing an opportunity to improve overall urban sustainability and liveability and constraining the potential flows of tangible and intangible benefits to urban residents. Making opportunities for such in older suburbs is challenging because of space limitations and cost implications of retrospective provisions, but incorporation into plans for new low-cost housing development should be possible.  相似文献

In this paper, we estimate the effect of tree canopy cover on sales price of urban residential properties in Perth, Western Australia. Using a data set of 5606 single family homes sold in 2009 and a spatial hedonic model with three spatial effects – spatial‐temporal lag on dependent variable, spatial error, and spatially lagged independent variables – we estimated the location‐specific effect of tree canopy cover. Tree canopy cover increases the property value when located on adjacent public space, but decreases the value when it is on own property and on the adjacent property within 20 m of property boundary. The results are suggestive that council urban tree planting programs provide significant private benefits to homeowners.  相似文献

The salinization of the extensive River Murray system and its highly cultivated basin in south-eastern Australia is viewed as one of the nation's most significant resource and environmental problems. This article details the major factors that have contributed to salinity and discusses policies for its management. Past salinity studies are seen to be too limited and have mainly examined the cost-effectiveness of alternatives at the local level over a short term using a limited set of economic and technical criteria. It is argued that a more comprehensive assessment of management options is needed, ideally with the objective of maximizing community welfare over time throughout the whole basin. Clearly, legislative and financial measures will then be necessary to encourage the adoption of relevant options.  相似文献

Reducing emissions from deforestation and forest degradation, conservation and sustainable management of forests and enhancement of forest carbon (REDD+) are considered to be important cost effective approaches for global climate change mitigation; therefore, such practices are evolving as the REDD+ payment mechanism in developing countries. Using six years (2006–2012) data, this paper analyses trade-offs between carbon stock gains and the costs incurred by communities in generating additional carbon in 105 REDD+ pilot community forests in Nepal. It estimates foregone benefits for communities engaged in increasing carbon stocks in various dominant vegetation types. At recent carbon and commodity prices, communities receive on average US$ 0.47/ha/year of carbon benefits with the additional cost of US$ 67.30/ha/year. One dollar’s worth of community cost resulted 0.23 Mg of carbon sequestration. Therefore, carbon payment alone may not be an attractive incentive within small-scale community forestry and should link with payments for ecosystem services. Moreover, the study found highest community sacrificed benefits in Shorea mixed broadleaf forests and lowest in Schima-Castanopsis forests, while carbon benefits were highest in Pine forests followed by Schima-Castanopsis forests and lowest in Rhododendron-Quercus forests. This indicates that costs and benefits may vary by vegetation type. A policy should consider payment for other environmental services, carbon gains, co-benefits and trade off while designing the REDD+ mechanism in community based forest land use practice with equitable community outcomes. The learning from this study will help in the formulation of an appropriate REDD+ policy for community forestry.  相似文献

Trees on farms have multiple roles in rural livelihoods, providing significant economic and ecological benefits. Trees on farms also constitute vital components in mixed crop-livestock-tree systems. In this paper, we analyze household tree planting and tenure security and explore the most important determinants that enhance the propensity to plant trees, using a cross-sectional household-level dataset from a sample of 200 households in the highlands of Tigrai, northern Ethiopia. Specifically, we employ a sample selection model that simultaneously takes into account the two decisions of tree growers (whether or not to plant tree and how many) to analyze the effect of tenure security on tree planting. We also use a multinomial logistic regression model to analyze the most important determinants contributing to a household’s decision of planting of particular tree species. We find that, among other things, tenure security enhances the propensity to plant trees as well as the amount of tree planting. Findings also suggest that households consider a diversity of attributes in making decisions to plant specific trees. These results can be used by policymakers to promote on-farm and homestead tree cultivation of private households in the study area by strengthening tenure security and considering households’ choices of specific tree species based on their attributes.  相似文献

Land use and cover (LUC) change is a major driver of ecosystem service loss worldwide. In response, policymakers have designed conservation strategies that incentivize the establishment and maintenance of LUC types associated with higher ecosystem service provision. Many of these policies also aim to promote social and economic goals such as reducing poverty. Attempts to measure the impact of policy-driven LUC change on stakeholders typically focus only on economic outcomes for landowning participants or aggregate the socio-economic outcomes of diverse groups. In this study, we applied local ecological knowledge (LEK) held by beekeepers in Costa Rica to understand the impact of policy-driven LUC change on this specific group of often non-landowning stakeholders. Beekeeping is a globally important rural livelihood and provides pollination services to crops and wild plants. We synthesized beekeeper LEK using a mixed-methods approach including apiary mapping exercises (n = 215 apiaries), questionnaires (n = 50 participants), and follow-up interviews (n = 21 participants). Our study revealed that some policy-driven LUC changes have limited beekeepers’ access to preferred land uses, such as secondary and mature forests with native trees. Participants reported concern for their livelihoods due to policy-driven spatial and temporal change of floral resources via the establishment of tree plantations, changes in pasture management, and laws that prohibit beekeeping in national parks and reserves. Our study provides evidence of unintended outcomes from land use policies, including Payment for Ecosystem Services, with disproportionate negative impacts on non-landowning residents who depend on natural resources in the landscape for their livelihoods. Our study illustrates potential inequality rising from current incentive mechanisms associated with Payments for Ecosystem Services and other conservation policies and calls for policymakers to consider LUC change impacts on non-landowning stakeholders.  相似文献

Approaches to natural resource management emphasise the importance of involving local people and institutions in order to build capacity, limit costs, and achieve environmental sustainability. Governments worldwide, often encouraged by international donors, have formulated devolution policies and legal instruments that provide an enabling environment for devolved natural resource management. However, implementation of these policies reveals serious challenges. This article explores the effects of limited involvement of local people and institutions in policy development and implementation. An in-depth study of the Forest Policy of Malawi and Village Forest Areas in the Lilongwe district provides an example of externally driven policy development which seeks to promote local management of natural resources. The article argues that policy which has weak ownership by national government and does not adequately consider the complexity of local institutions, together with the effects of previous initiatives on them, can create a cumulative legacy through which destructive resource use practices and social conflict may be reinforced. In short, poorly developed and implemented community based natural resource management policies can do considerably more harm than good. Approaches are needed that enable the policy development process to embed an in-depth understanding of local institutions whilst incorporating flexibility to account for their location-specific nature. This demands further research on policy design to enable rigorous identification of positive and negative institutions and ex-ante exploration of the likely effects of different policy interventions.  相似文献

Land managers in upper catchments are being asked to make expensive changes in land use, such as by planting trees, to attain environmental service targets, including reduced salt loads in rivers, to meet needs of downstream towns, farms and natural habitats. End‐of‐valley targets for salt loads have sometimes been set without a quantitative model of cause and effect regarding impacts on water yields, economic efficiency or distribution of costs and benefits among stakeholders. This paper presents a method for calculating a ‘menu’ of technically feasible options for changes from current to future mean water yields and salt loads from upstream catchments having local groundwater flow systems, and the land‐use changes to attain each of these options at minimum cost. It sets the economic stage for upstream landholders to negotiate with downstream parties future water‐yield and salt‐load targets, on the basis of what it will cost to supply these ecosystem services.  相似文献

People have planted trees in rural places with increasing frequency during the past two decades, but the circumstances in which they plant and the social forces inducing them to plant remain unclear. While forests that produce wood for industrial uses comprise an increasing number of the plantations, most of the growth has occurred in Asia where plantations that produce wood for local consumption remain important. Explanations for these trends take economic, political, and human ecological forms. Growth in urban and global markets for forest products, coupled with rural to urban migration, may spur the conversion of fields into tree farms. Government programs also stimulate tree planting. These programs occur frequently in nations with high population densities. Quantitative, cross-national analyses suggest that these forces combine in regionally distinctive ways to promote the expansion of forest plantations. In Africa and Asia plantations have expanded most rapidly in nations with densely populated rural districts, rural to urban migration, and government policies that promote tree planting. In the Americas and Oceania plantations have expanded rapidly in countries with relatively stable rural populations, low densities, and extensive tracts of land in pasture. If, as anticipated, the growing concern with global warming spurs further expansion in forest plantations in an effort to sequester carbon, questions about their social and ecological effects should become more pressing.  相似文献

One of the main causes of tropical forest loss is conversion to agriculture, which is constantly increasing as a dominant land cover in the tropics. The loss of forests greatly affects biodiversity and ecosystem services. This paper assesses the economic return from increasing tree cover in agricultural landscapes in two tropical locations, West Java, Indonesia and eastern Bangladesh. Agroforestry systems are compared with subsistence seasonal food-crop-based agricultural systems. Data were collected through rapid rural appraisal, field observation, focus groups and semi-structured interviews of farm households. The inclusion of agroforestry tree crops in seasonal agriculture improved the systems’ overall economic performance (net present value), even when it reduced understorey crop production. However, seasonal agriculture has higher income per unit of land area used for crop cultivation compared with the tree establishment and development phase of agroforestry farms. Thus, there is a trade-off between short-term loss of agricultural income and longer-term economic gain from planting trees in farmland. For resource-poor farmers to implement this change, institutional support is needed to improve their knowledge and skills with this unfamiliar form of land management, sufficient capital for the initial investment, and an increase in the security of land tenure.  相似文献

Soil erosion is a serious environmental threat to New Zealand’s agricultural sector. Economic costs of soil erosion are significant and the costs of adopting mitigation and management practices, given the targets set by environmetal policy, do not spread uniformly across space, economic activities and types of erosion processes. Management practices have been widely employed by farmers and promoted by several policy programs. Practices are not mutually exclusive and could be jointly adopted by comparing productivity gains against costs of implementation. However, research on the identification of the drivers of adoption is scarce in New Zealand. To identify the determinants of adoption of management practices in New Zealand farms, we combine novel survey information with data on climate and erosion in a multivariate probit framework. This framework allows identification of potential complementarity or substitution between management practices. We find significant and heterogeneous effects from erosion levels, temperature, wind velocity and primary land uses on the adoption of any of the practices. In addition, we also find significant complementarities between management practices. The results of this study are important because the complementarities relate to external effects of erosion mitigation which can help to promote public acceptability of mitigation policies.  相似文献

Regulation of building standards and residential development practices in the wildland-urban interface (WUI) is increasingly advocated as a possible avenue for wildfire risk reduction. However, many documented instances of successful wildfire adaptation occur in incorporated communities with local governments or formalized structures for channeling such efforts. Less research has explored whether regulatory approaches might be a viable option for adaptation in unincorporated communities without local governments, particularly from the perspective of community members and local professionals. The research presented here attempts to understand strategies, programs or incentives that local residents think would best advance fire adaptation in their communities given local social context, with a focus on both regulatory and voluntary approaches. Data presented come from focus groups of residents and professionals in Story, Wyoming, and Timber Lakes, Utah. Participants in both communities displayed low support for regulatory approaches due to distrust in local, state, or federal governments, preferring instead to conduct wildfire risk reduction activities on a voluntary basis. Each population was willing to consider regulatory approaches only if associated standards or policies were specifically tailored to their community, channeled through a trusted organizing body and organized by community leaders. Residents were interested in regulatory efforts that allowed community members the opportunity to act at the local level, govern efforts themselves, and produce tangible benefits for their community. We discuss implications for identifying appropriate voluntary and regulatory wildfire risk reduction approaches in unincorporated or rural communities and provide suggestions for encouraging collective action in similar local contexts.  相似文献

Transfer of land-use rights from the state to individual households and groups of households to encourage community forest management (CFM) and use of forest resources for livelihood improvement, has been in place in Vietnam since the 1990s. However, to date there has been no evidence of allocation to groups of households as community entities with joint ownership. This paper examines the success of processes tested in four villages in mountainous northern Vietnam to officially secure joint ownership of and exclusive rights to community forest land. After four years, implementation of CFM led to enhanced equality and distribution of benefits, and better protection of forest resources. Household income remained largely unchanged, in part because of loss of income from activities which were now illegal, but also because it was too early for benefits to flow from new forestry initiatives. Active participation of and between village communities in land-use planning and allocation, and a willingness to compromise, particularly on the position of land boundaries, were essential elements to ensuring equity in the distribution of benefits. Lack of enabling processes and experience in the implementation of government policies mean that further support for village communities is needed to fully realize the benefits from joint management of the allocated community forest.  相似文献

The main goal of the study is to determine which socio-economic factors affect level of participation in the community forest management of “Ludhi-Damgade” of Gorkha district in Nepal. The empirical evidence for level of participation as a function of social status is obtained by using an ordered probit and two-stage least-squares model. The model also estimates the marginal effects of socio-economic factors on different levels of participation suggesting how per unit change in such socio-economic characters affects the level of participation. Empirical results from the model also verify that participation in forest management determines the quantity and type of benefits received from the community forest. The research findings of the study suggest that participation in community forest management is based on the socio-economic profile of an individual and the level of participation is determined by the benefits obtained from the common forest resources. Lack of participation in community forest management excludes the disadvantaged groups from decision-making in product distribution. Consequently, the disadvantaged groups get less benefit from the community forest. The empirical results are expected to aid policy makers in empowering people of lower socio-economic status to understand the importance of participation in community forest management in order to have equal distribution of benefits accrued by community forest.  相似文献

Based on a comparative case study of four community forestry enterprises in Guatemala and Mexico, we examine the relationship between user group characteristics and state allocation of tenure bundles. Using Schlager and Ostrom's four levels of tenure bundles and collective action theory, we illustrate how tenure bundles and collective action costs interact to either promote or create disincentives for conservation and communal economic benefits. We suggest that in communities with high costs for collective action, a tenure bundle that includes management, withdrawal and exclusion rights yet omits alienation rights may be optimal for community forestry. We also demonstrate how unclear allocation of rights can result in local interpretations of land rights that do support collective action.  相似文献

Tropical deforestation and forest degradation are among the top global threats to biodiversity, carbon storage and rural livelihoods, but the social processes underlying these changes remain difficult to observe across large spatial scales and in data-poor contexts such as tropical Africa. We link longitudinal survey data from agricultural households in rural Uganda to high-resolution satellite data on forest cover change, and use this linked dataset to investigate processes at two scales: tree planting and harvesting at the parcel scale, and deforestation and reforestation at the community scale. This multi-scale analysis reveals that tree planting is more common on parcels with secure tenure, by educated heads and in isolated communities. Deforestation is highest in land-rich, agrarian communities with low population density and high baseline forest cover. These results provide explicit evidence that the social drivers of forest change in Uganda vary across scales, indicating a need for additional multi-scale studies.  相似文献

《建立国家公园体制总体方案》中提出“国家公园内全民所有自然资源资产应该占主体地位”。由于土地权属复杂,自然资源统一管理成为我国国家公园体制试点建设的难点问题之一。钱江源国家公园在试点期间,通过探索和分析租赁、置换、合作等方式,对比国内外国家公园地役权制度优劣,构建了适合本地特点的集体林地地役权改革制度,即在不改变森林、林木、林地权属的基础上,通过一定的经济补偿,限制权属所有者的行为,将其使用权和管理权通过各项决议和合同形式授权给国家公园管理机构。通过集体林地地役权改革实现了对自然资源的统一管控,不仅解决了国家公园建设中集体林占比较高的难题,同时还带来了显著的生态效益、经济效益和社会效益,为集体土地占比较高的东部经济发达地区构建互促共赢的可持续发展模式提供了示范经验。  相似文献

Producers' and consumers' risk perceptions and preferences can affect perceived costs and benefits of agricultural water quality protection. Many studies find that integrated pest management actually reduces economic risks to farmers. Results from crop rotation and conservation tillage studies are mixed, while nutrient management studies indicate a potential for higher risk compared with conventional practices. Uncertainty about pollution damages to water resources is likely also to increase the perceived benefits of a given quantity of water quality protection practices. Public policies to reduce uncertainty about the costs and benefits of water quality protection practices may produce net social benefits.  相似文献
