Over the past twenty years, social and economic decline in rural areas has intensified in the Central and Eastern European countries. A precondition for the reversal of this decline is the implementation of new policies in relation to the fundamentals of land ownership and management. In addition to addressing the problems of land ownership fragmentation, these should include measures to improve agricultural production and employment, taxation policy, and legislation to protect land ownership rights, within the context of acknowledging environmental and sustainability considerations. In Europe, the requirement for readjusting unfavourable land fragmentation and promoting the appropriate use of land combining with positive environmental solutions is expected to create new sustainable land management systems. The consolidation of land ownerships may be an effective and active land management instrument which not only addresses the problems of land fragmentation, but also, if applied sensitively, may be an instrument for delivering sustainable rural development in a wider context. The aim of this research is to investigate land consolidation as an essential tool to create sustainable rural areas in Lithuania.  相似文献

With growing awareness of fire hazard as an environmental threat within tropical rainforests, the state of Brazil initiated a set of fire control policies aimed at monitoring and ameliorating fire hazard in the Amazon region. These policies were developed in the aftermath of large-scale fire events and reflect a conservationist discourse that responded to internal as well as international environmental concerns. In doing so, the policies have framed the “fire problem” around those who use fire in their land use practices, in particular small-scale agriculturalists. Yet, land policy in general has repeatedly failed to address the institutional arrangements which compel small-scale farmers to use fire in their agricultural practices and the underlying development processes that have made the landscape more vulnerable to accidental spread of fire. Using regional level data on small-scale farmers, I suggest that the conservation oriented approach of fire policy may not be enough to curtail accidental fire events and instead that the fire issue needs to be positioned within rural development as well.  相似文献

In the 21st century, the U.S. has experienced a boom in unconventional oil and gas development (UOGD). In part due to advances in technology, this rapid increase in UOGD has moved extraction practices into geographic areas that have previously seen little or no oil and gas development. As a result, conflicts over property rights have erupted—particularly in relation to split estate situations. To understand this controversy, we must situate it in the conditions which have shaped land use and mineral rights. We argue that past federal and state level governance decisions have created the conditions for UOGD conflicts today. Here, we utilize historical institutionalism (HI) to review the historical actors, processes, and institutions that have shaped how mineral rights have developed in the context of split estates in the U.S. We suggest that tracing this legislative and judicial history through HI is an essential foundation for exploring issues related to UOGD. Most importantly, we highlight these processes of governance as a bedrock for understanding spatial inequality inherent in current split estate law that grants the mineral estate dominance over the surface estate. We suggest that this codification of spatial inequality is problematic both in and beyond the context of split estates in UOGD.  相似文献

Land consumption due to residential development, economic growth and transportation belongs to the most serious environmental pressures on landscapes worldwide, in particular in urbanised areas. Accordingly, the aim of containing the development of land is rated increasingly high on the agenda of environmental policy, at least in densely populated countries such as Germany, Belgium, the Netherlands or the UK. As a result, different strategies and instruments to prevent excessive land consumption are being discussed. However, many of these strategies and instruments adopt a rather general approach, while it seems more effective to define the particular areas where the goal of reducing land consumption is to be pursued. Such an approach must draw on information about how detrimental specific land use transitions are with regard to, for instance, the functionality of soils, water balance or habitat quality at specific locations. This paper introduces a conceptual framework for the impact assessment of land use transition in urban areas which highlights how such information can be acquired. This framework includes the differentiation of two levels of impact assessment: the level of the single land unit and the context level which takes into account regional and aggregated impacts of land use transition bound to the spatial context. The conceptual framework provides a basis to disaggregate (supra-)national policy targets regarding land use, to scale them down to the regional level, and thus to clarify the spatially explicit implications of land use policies.  相似文献

This paper links urbanization strategies to changes in land use and associated impacts on rural communities and agro-ecosystems in a rural area of China. Energy, monetary and human time variables as well as information on environmental pressures, have been combined to compare different typologies of households and the metabolism of different patterns of land use from an integrated perspective. The results show that urbanization strategies, aimed at shifting the current land use and at displacing the local population, while increasing the economic efficiency is also associated with an increase in fossil energy consumption and environmental pressure, as well as a reduction of the multifunctional characteristic of the area under investigation. Based on these findings the paper also offers a critical discussion of the Chinese rural development policy arguing that the multifunctionality of rural areas should be taken into account by Chinese policy-makers and planners as a viable strategy to achieve rural development targets.  相似文献

Land evaluation, an integral part of land use planning, has been established as one of the preferred methods to support sustainable land use management. In essence, land evaluation aims to compare and match each potential land use with the properties of individual parcels of land, also called land units. A land unit is an area that is, according to predetermined properties, different from the surrounding land and can be assumed to have homogeneous land properties (e.g. climate, soils, cover). Land components (also called landform elements, terrain units or land surface segments) are often used as land units, mainly because their boundaries frequently coincide with transitions in environmental conditions. Although land components have traditionally been delineated by studying topographical maps, interpreting aerial photographs and making field measurements, such manual mapping techniques are very time-consuming and subjective. Land component maps can be generated more objectively and faster by using computer algorithms. This paper compares the maps produced by three algorithms, namely the automated land component mapper (ALCoM), the iterative self-organizing data analysis technique algorithm (ISODATA) and multi-resolution image segmentation (MRS), to determine which technique produces the most homogenous and morphologically representative land components for an area in the Western Cape province of South Africa. The results revealed that the three methods produced significantly different land component maps. While ISODATA's units were relatively homogenous, their boundaries rarely followed morphological discontinuities. ALCoM performed better in delineating land components along terrain discontinuities, but produced relatively heterogeneous land components. Overall, MRS performed consistently well and was significantly more sensitive to morphological discontinuities than the other two methods tested. Land use managers should, however, use MRS with care as more research is needed to determine what effect its different input parameters have on land unit boundaries.  相似文献

This paper explores the complex relationship between economic development and land use in a remote part of the UK — the Highlands and Islands of Scotland. It is suggested that the essential link between land reform and economic development is obscured in the Highlands and Islands. The historic reasons for this are given in detail and attached to the argument that the problems of the area have never been fully addressed. The authors state that many government policies in the area have been on an ad hoc basis and the background and achievements of the Highlands and Islands Development Board are given. The authors conclude with a plea for further legislative changes.  相似文献

Taiwan has a wealth of experience in employing a graded, or split-rate, property tax. It is believed that a graded property tax can increase the capital intensity of improvements to land, and thus improve economic activities. In order to achieve this, land value needs to be extracted from the price of an improved property. Despite the long history of a graded property tax in Taiwan, the accuracy and corresponding equity issues of land valuation have so far received scant attention. This study adopts a linear regression model with data sets of both vacant land and improved property to separate land and structure values. This approach solves the common problem of scarce land sales and the empirical results turn out satisfactorily. The empirical findings suggest that the ratio of land value to total property price varies across property types and age of property. In addition, the current practice is likely to contribute to assessment inequity, and consequently tax inequity. All these observations call for the need to overhaul the present property assessment system.  相似文献

Central governments have neither the capacity nor the local knowledge to implement a just, large-scale national land registration system. Support to local institutions to undertake intermediate forms of land registration has been shown to be far more effective in many places—although these need careful checks on abuses by powerful local (and external) interests, measures to limit disputes (too many of which can overwhelm any institution) and measures to ensure that the needs of those with the least power – typically women, migrants, tenants and pastoralists – are given due weight. These locally grounded systems can also provide the foundation for more formal registration systems, as needs and government capacities develop. Even if there are the funds and the institutional capacity to provide formal land title registration to everyone in ways that are fair and that recognize local diversity and complexity, and could manage disputes, this may often not be needed. For the vast majority of people, cheaper, simpler, locally grounded systems of rights registration can better meet their needs for secure tenure.  相似文献

There has been continuous debate on whether the state can support market-based activities in the land market. It is widely recognized that land markets do not function by themselves, mainly because they are inherently imperfect; this imperfection provides foundation for state intervention. Under the Land Use Rights System of China, land supply is a powerful tool for intervening into land markets, and proceeds from land supply greatly contribute to local revenue and financing of infrastructure construction. The state, however, is not an impartial entity. Its desire to increase local revenue through land leasing has led to the oversupply of land and housing affordability problems in real estate markets. This paper, using evidence from Guangzhou, argues that land supply intervention is a two-edged sword in Chinese city development. It further claims that the state intervention is becoming gradually professional after the real estate market bubble in the early 1990s. Problems, such as structure imbalance in land supply, however, still have negative impacts on the sustainable development of Chinese cities.  相似文献

Summary

Although free enterprise remains the dominant characteristic of the Hong Kong economy, new land supply is controlled largely by the Hong Kong Government. Rather than establish a detailed system of development plans and controls, the Government has been able to achieve substantial decentralization of housing and industry through the location of new land release. The evidence suggests that industrial developers have been willing to build and industrialists to locate in decentralized areas, especially those close to the main urban areas. Furthermore, although vacancy rates are generally higher and rental levels lower in decentralized compared to centralized locations, the extent of the differences over time is not as pronounced as might be expected. Indeed, the overall strength of demand for industrial land, other than in the recent slump, has necessitated special policies to protect land for low‐density industrial users in decentralized locations. As planned decentralization approaches completion, attention is beginning to focus upon redevelopment in the older urban areas and upon the consequences of the Sino‐British Joint Declaration of 1985. Overall, recent land policies in Hong Kong offer the British observer some useful indications of the impact of government intervention in land use on existing property markets.  相似文献

Land consolidation (LC) is a tool for improving the effectiveness of land cultivation and for supporting rural development. In the Czech Republic it is, in addition, used to remedy the damages and wrongs caused by 40 years of suppression of land ownership. This paper investigates the specific conditions and various outcomes of LC in three study areas, focusing on the evaluation criteria of land ownership and plot arrangement before and after LC. The three study areas contain contrasting observed features, and they therefore provide a good illustration of a whole range of factors that can affect the rate of LC. The author designed LC projects in each of the study areas between 1994 and 2003, and defined two sets of criteria for ex ante and ex post evaluation based on size, shape and juxtaposition of the plots, on the natural and social conditions, and on the economic benefits and advantages of LC for the landowners. The relationship between the ex ante criteria and the three LC indicators was analyzed using a multiple regression approach. The results show that the initial conditions had a strong effect on the outcomes of the LC programmes. Defining the criteria and the models for the Czech Republic will help to improve the methodological principles underlying LC projects, and it will also support the decision-making processes of the LC authorities in order to optimize the allocation of limited funds.  相似文献

Landholdings and land parcels in South Asia are undergoing fragmentation, thereby accelerating the pace of their degradation and constraining agricultural development. Based on experiences gained in the region and elsewhere, this paper finds the fragmentation of small landholdings and tiny land parcels detrimental to land conservation and economic gain, thereby discouraging farmers from adoption of agricultural innovations. Primarily induced by the dependency of the major proportion of ever growing population on agriculture, the process of land fragmentation has been reinforced by the law of inheritance of paternal property, lack of progressive tax on inherited land, heterogeneous land quality and an underdeveloped land market. South Asian countries have had adopted policies and legal measures for facilitating land consolidation. However, desirable results were not achieved, as such interventions could not address structural causes of the problem. Broad policy and legal measures have been outlined for facilitating land consolidation in a sustainable way.  相似文献

开发区土地集约利用是一个动态变化发展的过程,不同的经济发展阶段,土地利用的集约程度也相应不同.在同一经济发展水平上,开发区的土地利用结构、土地开发率、地均投资强度以及开发区土地的发育程度和工业用地出让的市场化率,是影响开发区土地利用集约程度的重要因素.为显现开发区复杂的土地利用状况和经济现象,对开发区的现状进行科学评价,需设定多个土地集约利用评价指标,构建开发区土地集约利用评价指标体系.在完成了黑龙江省级开发区哈尔滨平房汽车零部件产业园区和哈尔滨松北经济开发区土地集约利用评价工作基础上,更好的与国家有关用地政策相衔接,充分体现评价指标的刚性标准,结合对其他开发区的实践研究,旨在进一步完善开发区评价指标体系.  相似文献
