This review examines three recent books that address the relationship between neoliberalism and agribusiness, on the one hand, and the demise of smallholder farming, traditional diets and the rise of diet‐related chronic illness, on the other. The first, by Timothy Wise, adopts what may be characterized as an ‘agrarian populist’ stance, constructing a universal binary between trans‐nationalizing agribusiness and a unified family farm sector. Protagonists from the latter are seen to embody the future, using agroecology to feed the world sustainably in a time of climate crisis. This is not a consistently propeasant stance, however; Wise seems rather to advocate a ‘farmer road’ to national capitalist development. The other two books, by Alyshia Galvez and Gerardo Otero, cover quite similar ground to one another, looking explicitly at the rise of neoliberalism, the decline of traditional farming and diets and the rise of processed food‐related diseases. Unlike ‘agrarian populists’, both authors privilege the state and ‘class struggle’ (sensu lato) in analysing the dynamics of neoliberalism, free trade agreements and food policies. Normatively, both see the state as pivotal in generating policies centred around smaller scale farming and the production of nutritious food for all. For Otero, like Wise, these policies seem to be tied to a form of national developmentalism as an escape route from neoliberalism. For Galvez, the future is less clear‐cut—although by inclination ‘propeasant’, she does not exclude elements of national developmentalism in envisioning a postneoliberal world.  相似文献

Are the agricultural policy reforms embodied in the Uruguay Round consistent with meeting domestic policy objectives such as providing adequate food security, environmental protection and viability of rural areas? This article examines the claim that agriculture deserves more price support and import protection than other sectors because of the non‐marketed externalities and public goods it produces jointly with marketable food and fibre (agriculture’s so‐called ‘multifunctionality’). Do these unrewarded positive externalities exceed the negative externalities from farming by more than the net positive externalities produced by other sectors? To what extent are those farmer‐produced spillovers under‐supplied, and what are the most efficient ways to boost their production to the socially optimal levels? The article concludes that there is little trade‐off required to meet domestic policy objectives on the one hand and agricultural protection reform objectives as embodied in WTO rules on the other.  相似文献

We address a new agricultural policy concern following the decoupling of CAP direct payments in 2005: passive farming, whereby landowners maintain their agricultural area to collect payments without producing commodities. It is claimed that passive farming is hindering agricultural development by ‘blocking’ access to farmland for expanding farmers. We evaluate the links between the EU's Single Payment Scheme (SPS), passive farming, land use and agricultural development. Following identification of the rational landowners’ optimal land‐use choice, we evaluate the effects of the SPS using a spatial, agent‐based model that simulates farmers’ competition for land in a case‐study region of Sweden. We show that passive farming does not constrain land from being used in production; on the contrary more land is used than would be the case without the SPS. We conclude that passive farming is not a problem for agriculture, but provides public goods that would otherwise be under provided: preservation of marginal farmland and future food security. However SPS payments on highly productive land inflate land values (capitalisation) and slow structural change, which hinder agricultural development. Consequently CAP goals could be better served by targeting payments on marginal land and phasing out payments to highly productive land.  相似文献

This article examines arguments about the relationship between mainstream agriculture and alternative food chains. It begins with a summary of Guthman's study of organic agriculture in California and her conclusion that it has come to resemble conventional, industrial agriculture in its agrarian structures and its supply chains. The article raises questions about both the evidence that smaller alternative producers have been squeezed out, and the assumptions underlying the analysis of relations between capitalist and non-capitalist forms. The issues are contextualized through a summary of earlier debates about the fate of non-capitalist producers in the 'development' process, and through reference to studies in economic anthropology, including research on household farming strategies in Italy. The article concludes that alternative food chains do not follow a simple linear trajectory, and that we need to include an ethnographic approach to understand both their economic values and political objectives.  相似文献

There is no single ‘best way’ of policy development. Bottom-up approaches to policy design and a broad debate among stakeholders facilitate policy learning and innovation. A novel approach of a bottom-up policy design process involving stakeholders is introduced. The first results obtained by implementing this methodology are presented. The outcomes of a large international effort for a development of policies for organic food and farming, which took place in Maj 2004 in Europe, are analyzed: the synthesized results from 11 European countries (AT, CH, CZ, DE, DK, EE, GB, HU, IT, PL, SI) on the current situation of policies related to the organic food market in Europe are highlighted and policy recommendations for the development of the organic food and farming sector are formulated. Specifically, strengths, weaknesses, opportunities, and threats of policies related to the organic food market are identified and policy instruments used to address these aspects are developed.  相似文献

This article assesses the decision to adopt organic farming practices. We use Duration Analysis (DA) to determine why farmers adopt organic farming practices and what influences the timing of adoption. We extend previous studies by including farmers’ objectives, risk preferences, and agricultural policies as covariates in the DA model. The Analytical Hierarchy Process is used as a multicriteria decision‐making methodology to measure farmers’ objectives. The empirical analysis uses farm‐level data from a sample of vineyard farms in the Spanish region of Catalonia. Farmers’ objectives are found to influence the conversion decision. Moreover, farmers who are not risk averse are more likely to adopt organic farming. Results point to the policy changes that have been most relevant in motivating adoption of organic practices.  相似文献

In this paper the impact of cotton on a traditional food crop system in a semi-arid area of Kenya is analysed using a linear programming model and sensitivity analysis. Alternative criteria, maximax, maximin, and a standard average return maximand, are used in turn. The solutions are all evaluated as ‘best year’, ‘worst year’, and average values. This gives a range of results that cakes account of the uncertainty in the farming situation. Several policy conclusions follow from the analysis. It is argued that the approach used is more realistic than an approach in which a single maximand is used, and that the simplicity of the approach brings it within reach of many involved in farm production analysis.  相似文献

How consistent is a single farm payment system with rural development goals? A new economic geography model is used to compare coupled subsidies to ‘single farm payments’ effects on the location of farming, agro‐industry and non‐farm activity between rural and urban areas. This abstract model features a majority of employment in service sectors, farming vertically linked to manufacturing, and strong preferences for geo‐varieties. It appears that both coupled subsidies and single farm payments can decrease spatial agglomeration. But only the single farm payment policy raises welfare in both rural and urban regions of this stylised economy.  相似文献

This study evaluates the environmental impact of current apple cultivation practices in Flanders, Belgium. It evaluates integrated production, the most common practice, and it compares this production method with conventional and organic production. The assessment was based on Farm Accountancy Data Network data from 2010 to 2012 for 64 farms in the region and a life cycle approach was used. The findings showed no significant improvement in environmental impacts for integrated farms compared to conventional farms and, even more, the former showed significantly higher average impacts per hectare for the categories ‘acidification’, and ‘non-renewable energy use’ in comparison with the latter. The organic production group showed higher average impacts per kilogram due to lower yields. Secondly, impacts related to the categories ‘acidification’, ‘eutrophication’ and ‘global warming potential’ were monetized based on the shadow price method in order to obtain external costs. Results show that external costs increase the production costs for integrated farming at least with 5%, both when these costs are expressed per kilogram and per hectare. However, the findings show a large variability in impacts and costs per farm. Farm-specific practices have therefore an important influence on the total environmental cost rather than production group-specific practices.  相似文献

By adopting new (higher output) technology farmers have largely compensated for the steady fall in ‘real’ EEC farm prices: as a result food production is in surplus. Because immediate price cuts adequate to curb production are unlikely, further restriction on farm output (e.g., milk quotas) appears unavoidable. Farmers must then aim to reduce their input costs so as to produce their ‘quota’ as cheaply as possible. The paper examines options for reducing inputs, and concludes that more research on lower-input production systems is urgently needed, and that the economic discipline must be closely integrated with this research. It notes that a shift towards ‘less intensive’ farming would be in line with public concern on the environment, food quality and animal welfare.  相似文献

There is a considerable literature about the adoption of organic farming. However, possible abandonment of organic farming has received scant attention. Thus, relatively little is known about the exit decisions of farmers. In addition, most studies are based on a static framework where it is not possible to account for changes in farmer decisions over time. This article attempts to fill this gap in the literature by investigating the determinants that affect both adoption and abandonment of organic drystock farming over time. The use of duration analysis allows for the consideration of cross‐sectional and time‐varying factors over the study period from 1981 to 2008. Using this dynamic econometric framework revealed a significant time effect on entry and exit decisions. Overall, the results highlight that where no attempt is made to account for exit decisions and time effects, important information about sustainable farmer decisions may not be taken into consideration.  相似文献

The resilience of family farming is an important feature of the structure of the farming industry in many countries, due largely to the ‘smooth’ succession of farms from one generation to the next. The stability of this structure is now threatened by the widening gap between the income expected from farming when compared with non‐farming occupations in an economy like Ireland, operating at almost full employment. Nominated farm heirs are increasingly unlikely to choose full‐time farming as their preferred occupation. To identify the factors that affect this occupational choice, a multinomial logit model is developed and applied to Irish data to examine the farm, economic and personal characteristics that influence a nominated heir's decision to enter farming as opposed to some non‐farming occupation. The results show a significant negative relationship between higher education and the choice of full‐time farming as an occupation. The interdependence between education and occupational choices is further explored using a bivariate probit model. The main findings are: the occupational choice and the decision to continue with higher education are made jointly; the nominated heirs on more profitable farms are less likely to pursue tertiary education and therefore more likely to enter full‐time farming. The model developed is sufficiently general for studying the phenomenon of succession on farms.  相似文献

‘Low-cost specialization’, ‘differentiation’, and ‘diversification’ are three overarching business models of professional urban agriculture in developed countries. Manifold city-adjusted farm activities belong to these business models resulting in the characteristic farm heterogeneity of urban areas. This paper makes use of the business models as tool for a geo-statistical analysis to spatially investigate farming patterns in reference region Metropolis Ruhr, Germany. Additional farm interviews substantiate findings of the geo-statistical analysis by focusing on horticulture as a common farm activity towards ‘low-cost specialization’, direct marketing and participatory farming belonging to ‘differentiation’, and equestrian services as a representative of the ‘diversification’ business model. These farm activities and underlying business models concentrate and tend to spatially cluster in the metropolitan’s center where population density is highest and farmland proportion is lowest. Agriculture plays a significant role in Metropolis Ruhr cultivating about one-third of the metropolitan area, but on-going loss of farmland and short-term lease of land affect farms considerably by complicating access to land. Most differentiated and diversified farms require certain amount of farmland to be successful, which is threatened by further farmland losses along with increased competition for the remaining farmland. Long-term planning security is crucial for farms focusing on high added value crops and organic farming. Progressively emerging participatory farming activities demonstrate urban farms’ abilities to innovatively adapt to societal demands. Better knowledge on professional urban agriculture’s farm activities and business models is of importance for farms and their related advisory services to address the urban context in farm development strategies more accurately, but also for public authorities’ planning and policies in land-related decision making. Economic viability of professional urban agriculture is the key requirement for additional social, environmental, and landscape functions within urban areas.  相似文献

This paper applies a convention theory (CT) approach to the analysis of labour management systems in African large‐scale farming. The reconstruction of previous analyses of high‐value crop production on large‐scale farms in Africa in terms of CT suggests that, since 1980–95, labour management has moved from a ‘domestic’ to a ‘market’ system. However, data collected by the authors from a sample of 11 large‐scale rose farms in Kenya in 2011 (covering around 20% of national output) points to the adoption of systems that, in CT terms, combine ‘industrial’ and ‘civic’ elements. The paper concludes by suggesting a series of hypotheses that might explain this trend.  相似文献

How do African agricultural livelihoods change under stressful conditions? How do market and agricultural policies and development interventions impact on both agricultural and social change, and consequently on food self‐sufficiency? Which long‐term factors can contribute to ‘depeasantization’? Is the ‘New Green Revolution’ the best and only solution for African food insecurity? These are the main questions this paper sets out to address, using southern Guinea‐Bissau as a case study. On the basis of long‐term ethnographic fieldwork, we look at farmers' responses to external and internal pressures, and analyse how ‘depeasantization’ progresses and livelihoods have been losing their resilience. Chances to reverse this trend, although difficult to implement, may still be feasible.  相似文献

Most studies concerned with measuring the rate of return to publicly‐funded agricultural R&D investment have found high returns, suggesting under‐investment, and calls for increased expenditure have been common. However, the evaluation of returns tends to measure the effect of research expenditure against growth in total factor productivity (TFP), based on market inputs and outputs. When compared against growing public unease over the environmental effects of pursuing agricultural productivity growth, TFP indices become a misleading measure of growth. This paper integrates some non‐market components into the TFP index. The costs of two specific externalities of agricultural production, namely fertiliser and pesticide pollution, are integrated in a TFP index constructed for the period 1948–1995. This adjusted, or ‘social’, TFP index is measured against UK public R&D expenditures. The rates of return to agricultural R&D are reduced by using the ‘social’ as opposed to the traditional TFP index. Whilst both remain at justifiable levels, previous studies appear to have over‐estimated the effect of agricultural R&D expenditures. Furthermore, with changes in policy towards more socially acceptable but non‐productivity enhancing outcomes, such as animal welfare, rural diversification and organic farming, the future framework for analysing returns to agricultural R&D should not be so dependent on productivity growth as an indicator of research effectiveness.  相似文献

Building on previous research at the experimental and national scales, this study was carried out at the local scale over a four-year period on three farms of reference: one specialized dairy farm ‘Vaquería 10’ (33.7 ha) and two mixed farms, ‘Remedio’ (9.4 ha) and ‘La Sarita’ (47 ha). All three farms are located in the San Antonio de Los Baños municipality, Havana, Cuba. This study illustrates the application of the Ecological Framework for the Assessment of Sustainability (ECOFAS). This methodology consists of a cyclical structure of six steps, aimed at guiding the process of implementing innovative mixed (crop–livestock) farming strategies. Local stakeholders (farmers, researchers, extension officers and representatives of the ministry of agriculture in the municipality) identified alternative strategies for agriculture in the region, based on the critical technological, environmental and socio-economic factors constraining the current performance of farming systems. The results show that implementation of ‘best practice’ mixed farming systems management strategies in the region potentially can lead to a strong positive impact on land productivity, food self-sufficiency as well as improve socio-economic performance.  相似文献

Food insecurity, child malnutrition, and land degradation remain persistent problems in sub‐Saharan Africa. Agricultural sustainable intensification (SI) has been proposed as a possible solution to simultaneously address these challenges. Yet there is little empirical evidence on if agricultural management practices and inputs that contribute to SI from an environmental standpoint do indeed improve food security or child nutrition. We use three waves of data from the nationally‐representative Tanzania National Panel Survey to analyze the child nutrition effects of rural households’ adoption of farming practices that can contribute to the SI of maize production. We group households into four categories based on their use of three soil fertility management practices on their maize plots: “Nonadoption”; “Intensification” (use of inorganic fertilizer only); “Sustainable” (use of organic fertilizer, maize–legume intercropping, or both); and “SI” (joint use of inorganic fertilizer with organic fertilizer and/or maize–legume intercropping). The results from multinomial endogenous treatment effects models with the Mundlak–Chamberlain device suggest that use of practices in the “SI” category is associated with improvements in children's height‐for‐age and weight‐for‐age z‐scores relative to “Nonadoption,” particularly for children aged 25–59 months. These effects appear to come through improvements in both crop income and productivity.  相似文献

This study investigates heterogeneous consumer preferences for nanofood and genetically‐modified (GM) food and the associated benefits using the results of choice experiments with 1,117 US consumers. We employ a latent class logit model to capture the heterogeneity in consumer preferences by identifying consumer segments. Our results show that nano‐food evokes fewer negative reactions compared with GM food. We identify four consumer groups: ‘Price Oriented/Technology Adopters’, ‘Technology Averse’, ‘Benefit Oriented’, and ‘New Technology Rejecters’. Each consumer group has a distinctive demographic background, which generates deeper insights into the diversified public acceptance of nano‐food and GM food. Our results have policy implications for the adoption of new food technologies.  相似文献
