近十年来北京市住宅用地出让与空间演变研究   总被引:1,自引:0,他引:1  
研究目的:揭示2001年以来北京市住宅用地出让的空间分布与动态演变,探讨增量住宅用地空间演变带来的城市土地利用方式的变化。研究方法:欧氏距离分析法,核密度估计法。研究结果:近郊区住宅用地出让所占比重下降、中心区和远郊区比重上升;住宅出让高集聚区主要分布于近郊大型居住区和旧城区,中、低集聚区主要分布于远郊新城和交通廊道沿线的乡镇;长安街以南地区住宅用地外延扩张较典型,以北内部填充式发展较明显。研究结论:新时期北京市住宅用地存在旧城区有机更新、近郊区内部填充式发展和远郊区分散组团式发展三种方式,并非简单的圈层式蔓延。  相似文献

The aim of the present study is to test empirically the Environmental Kuznets Curve (EKC) hypothesis for 42 Romanian counties over the 2000-2014 period. Specifically, we investigate the existence of an inverted U-shaped curve relationship between residential built-up land and economic development in a low-income EU country undergoing rapid and profound transition. We do so by making innovative use of spatial panel econometric techniques. Contrary to our expectations, the results indicate an inverted EKC, implying that higher levels of residential built-up area occur for higher levels of wealth. Moreover, we find that the built-up land in Romania mainly reflects processes of urban expansion, such as sprawl or suburbanization, that may have harmful environmental and social consequences. Spatial spill-overs in terms of built-up land arise and spread, albeit to a limited extent, to neighbouring locations. These findings are of potential significance for policy makers, because they highlight the need for coordination among neighbours. Furthermore, strengthening the institutional framework and local tax management, and planning urban regeneration better could curb and even reverse the extensive built-up land expansion and real estate speculation.  相似文献

Over the past centuries, cities have undergone major transformations that led to global urbanization. One of the phenomena emerging from urbanization is urban sprawl, defined as the uncontrolled spread of cities into undeveloped areas. The decrease in housing prices and commuting costs as well as the failure to internalize the real costs associated with natural land, led to households moving-out into the urban fringe – resulting in fragmented, low-density residential development patterns that has multiple negative impacts. Awareness for this problem has fed the need for the implementation of effective policies against urban residential sprawl – a subject that has received considerable attention in literature, albeit little attention has been given to economic incentive instruments. Hence, the objective of this paper is to assess the effectiveness of different economic instruments in steering urban residential sprawl – assessing property taxes, land taxes and public transport subsidies. To this end, the Sustainable Urbanizing Landscape Development (SULD) model is used and adapted, and a case study is provided for the medium-sized City of Aveiro in central Portugal. Results show that a flat property tax and a public transport subsidy for low and middle-income households are the most efficient instruments, leading to a decrease in urban residential area, living space and housing quantity as well as an increase in real estate values. On the other hand, a land tax results in insignificant changes in urban residential development patterns.  相似文献

While the recent global financial crisis heightened awareness of the linkages between global financial capital and urban spatial pattern, the timing of urban development – largely thought to be market driven – is not fully understood. Parcel-level studies of urban land-use change, which often use hazard models to investigate if and when development occurs, offer an opportunity to juxtapose the extent to which decisions to develop individual plots of farmland into housing are driven by market forces, the unique characteristics of the land and its intraurban location, or policies such as transportation infrastructure and municipal annexation. Using residential completion data in the Phoenix, Arizona region from 1992 to 2014, a period of dramatic commodity, fuel, and home price swings, and land cover imagery, we develop a parcel-level hazard model to gauge the relative impacts of market, policy, and place-based drivers of land change. We find limited evidence of induced development associated with freeway planning, that annexation and development are closely linked and moreso during economic booms, high fuel prices spur development in the region's core, and agricultural and urban land rents affect the timing of development. This study advances our understanding of development decision- making, policy impacts, and urban land-use change modeling and provides an empirical connection between local and global drivers of Greenfield development.  相似文献

模拟土地利用空间格局分布规律对合理利用土地资源、制定土地利用规划、协调土地与经济、环境的关系具有十分重要的意义。土地利用格局存在空间异质性,对比不同地区格局特征规律对加深土地利用格局的认识具有重要意义。以邻接的湖北省宣恩县和咸丰县为研究对象,通过对比基于局地因子、自相关因子和邻域因子的3种Logistic模型的模拟参数的一致性和异质性来对比研究两地的格局分布规律。实验与分析结果表明,宣恩县和咸丰县的土地利用格局特征存在共同的驱动因子和聚集效应,具有共性;不同模型的模拟结果表明驱动因子在作用方向,大小方面存在差异,邻域因子在邻域尺度上表现出不同特征。研究结果对加深理解不同地区的土地利用分布格局特征的差异性,促进区域土地利用的规划、土地资源的合理开发与可持续发展战略的顺利实施具有一定的参考价值。  相似文献

The peri-urban fringes of large metropolitan areas of Australia continue to experience major changes as natural and semi-natural landscapes are converted to built-up areas largely through increased residential development. These irreversible conversions are producing significant challenges for ecological and environmental protection. Yet, there has been little attempt to systematically analyse and model some of the key spatial features of these peri-urban fringes, especially in terms of examining factors underpinning new residential development. This paper attempts to fill this information gap using Adelaide, South Australia, as an exploratory case study. Using parcel-level data, we quantified spatial patterns of residential development during four consecutive periods (ten-year intervals between 1971 and 2010), revealing a gradual slow-down in the rate of new housing development after the 1980s. The effects of major roads and services, residents’ attraction to areas of high natural amenity, and previous residential development were estimated using logistic regression models and geographically weighted logistic regression models, respectively. Variation partitioning was used to examine the relative importance of three groups of predictors of residential development. Roads and services had the greatest impact on the pattern of residential development in the 1970s, while previous residential development ranked first among the three groups of forces in the last three time-periods. Influences relating to the attraction of natural amenities were of the least importance to peri-urban residential development during all four periods. These findings can help understand change mechanisms within peri-urban fringes and to develop corresponding policy responses to improve their management.  相似文献

The spatial pattern of urban development has important ecological and conservation implications. Urban sprawl, characterized by scattered and low-density urban development, is commonly criticized for its negative ecological impact. In response, growth management policies have been proposed in order to promote compact development, which is generally considered more favorable from an ecological perspective. Spatial simulations of land cover change are useful for comparing urban development scenarios and their potential effects. One aspect that has not received much attention is how the rate of development may affect differences between compact development and urban sprawl in terms of their potential impact to biodiversity conservation at the landscape scale. Our goal in this study was to compare the spatial pattern and landscape-scale conservation and ecological implications of sprawling development (expected under unregulated development) versus compact development (promoted by growth management policies) at different development rates. We focused on Israel's Mediterranean region—a region characterized by high human population density and heterogeneous land cover. Using a cellular automata model, DINAMICA-EGO, we calibrated and validated an urban development model for the period between 1998 and 2007. Using this period as a reference, we simulated two scenarios 20 years into the future: unregulated (resulting in a more sprawling development pattern) versus regulated development (resulting in a more compact development pattern). For each scenario we analyzed a range of development rates, and compared built-up area patterns, and several landscape-level attributes of natural habitats, conservation priority areas, and protected areas. We found that at development rates comparable to those observed during 1998–2007, there was no major difference between the two scenarios. At higher development rates, some differences between the scenarios emerged: natural core areas were more fragmented and smaller in their extent, and a higher proportion of conservation priority areas were expected to undergo development in the unregulated scenario. Overall, the regulated scenario was more favorable for conservation. Since the regulated and unregulated scenarios exhibited only minor differences in lower development rates, modifications to policy measures included in the regulated scenario should be considered in order improve its effectiveness.  相似文献

In the past few decades, urbanisation has become a major phenomenon in European cities, thus representing one of the key human land cover changes with socio-economic and environmental impacts. In the Lisbon metropolitan region it is estimated that 17% of natural and farmland have been transformed into artificial areas. Since the end of 1990s, specific EU guidelines have been issued to contain urban sprawl and preserve agricultural land. Spatial planning in Portugal obviously is integrating these assumptions into the statutory land-use master plans. But what is the performance of this land use planning system regarding land cover evolution itself? Based on the Lisbon metropolitan region (LMR), one of the major areas of urban growth in Portugal, we examine spatio-temporal land cover patterns between 1990 and 2007 by integrating cross-matrix analysis, spatial metrics, and gradient analysis. Additionally, we overlay these land cover dynamics with municipal master plans that regulate land development in order to assess the compliance levels of this land-use regulatory system. Results indicate that: artificial areas are growing by coalescence and/or by scattered development along an urban–rural gradient; agricultural land is reducing and fragmentation is increasing to enlarge peri-urban spaces; there are high levels of conversion of agricultural land into urban land in protected areas, thus showing a lack of compliance to the land use regulatory system visible in the existing gaps between the original land-use assignments of the master plan and the actual developments.  相似文献

[目的]通过对我国县域农村居民点空间重构相关研究进展进行综述,剖析当前研究中可能存在的不足,探讨该研究领域未来可能的发展方向,以期丰富我国县域农村居民点空间重构的理论与实证研究。[方法]文章采用文献回顾及归纳分析法,从县域农村居民点空间分布及其演变特征、农村居民点空间重构思路与方法、农村居民点空间重构模式与策略等三方面对该领域的研究进行综述与讨论。[结果]当前我国县域农村居民点空间重构研究内容不断丰富,但由于农村居民点空间重构是一个涉及自然、社会和经济等多方面的复杂系统,县域层面相关研究还不成体系;不同地貌类型县域农村居民点空间重构对比研究不足,对"三块地"改革、精准扶贫、乡村振兴等社会经济转型背景下的农村居民点空间重构模式与策略研究仍有欠缺,研究结果之间也相对独立,缺乏整合集成。[结论]今后应加强不同区域县域农村居民点空间重构研究的对比分析,探索不同发展阶段和背景下的县域农村居民点空间重构模式与策略,开展跨学科、多元化的综合性研究是该领域未来的发展趋势。  相似文献

As concern grows regarding urban sprawl and forest and agricultural land preservation, the effectiveness of land-use policies in shaping land-use change warrants further study. We evaluate the impact of county-level zoning laws, the most predominant land use policy in the USA, and land rents on the relative amounts of forest, agricultural, and developed land, while controlling for demographic information and taxation rates. Over the past decades, southern Indiana has experienced forest regrowth on private lands, but this regrowth has declined in recent years with increased conversion of open space for urban residential development. We develop a model of land-use shares in 40 southern Indiana counties based on the net benefits to agriculture, forestland, and urban uses using a maximum likelihood estimation of a Dirichlet distribution. We find agricultural land rent and indicators of land productivity are the most important predictors of the proportion of agriculture and urban uses. Forest use is better explained by shifting regional economic structure and hilly terrain. Counties with a greater proportion of their work force in the service sectors have a greater proportion of land forested. Finally, to some extent zoning may protect agricultural land in the region, although land rents, land characteristics, and population are strong predictors of the ratio of agriculture to urban use.  相似文献
