This paper draws attention to the relative neglect of the consequences of barriers to processed food exports from developing countries in the literature examining the effects on these countries of agricultural trade liberalisation. These barriers are of three kinds: trade policy barriers; differing health, food safety and environmental standards; and, barriers arising from the evolving market structure in food processing and distribution in developed country markets. The paper discusses the likely significance of the gains to developing countries from reduction of tariffs on processed food commodities and examines the consequences of the EU single market programme for developing country food exports.  相似文献

Historically, earnings from farming in many developing countries have been depressed by a pro‐urban bias in own‐country policies, as well as by governments of richer countries favoring their farmers with import barriers and subsidies. Both sets of policies reduced global economic welfare and agricultural trade, and added to global inequality and poverty. Over the past three decades, much progress has been made in reducing agricultural protection in high‐income countries and agricultural disincentives in developing countries. However, plenty of price distortions remain. As well, the propensity of governments to insulate their domestic food market from fluctuations in international prices has not waned. Such insulation contributes to the amplification of international food price fluctuations, yet it does little to advance national food security when food‐importing and food‐exporting countries equally engage in insulating behavior. Thus there is still much scope to improve global economic welfare via multilateral agreement not only to remove remaining trade distortions but also to desist from varying trade barriers when international food prices gyrate. This article summarizes indicators of trends and fluctuations in farm trade barriers before examining unilateral or multilateral trade arrangements, together with complementary domestic measures, that could lead to better global food security outcomes.  相似文献

We analyse the impact of trade liberalisation, removal of production subsidies and elimination of consumption distortions in world sugar markets using a partial‐equilibrium international sugar model calibrated on 2002 market data and current policies. The removal of trade distortions alone induces a 27% price increase while the removal of all trade and production distortions induces a 48% increase in 2011/2012 relative to the baseline. Aggregate trade expands moderately, but location of production and trade patterns change substantially. Protectionist Organisation for Economic Co‐operation and Development (OECD) countries (the EU, Japan, the US) experience an import expansion or export reduction and a significant contraction of production in unfettered markets. Competitive producers in both OECD countries (Australia) and non‐OECD countries (Brazil, Cuba), and even some protected producers (Indonesia, Turkey), expand production when all distortions are removed. Consumption distortions have marginal impacts on world markets and the location of production. We discuss the significance of these results in the context of mounting pressures to increase market access in highly protected OECD countries and the impact on non‐OECD countries.  相似文献

Government support and trade restrictions on agricultural commodities are among the most globally distorting protectionist policies. This is especially true with regards to corn. Vast production subsidies and import barriers, primarily within the European Union and China, have artificially inflated the global supply of this commodity, while restricting the available consumer markets. This impact is augmented by the preferential treatment granted in these countries to the production and importation of the best available substitute to corn, soybeans. Using an econometric model with commodity data over the past 20 years, this article predicts the likely impact of potential World Trade Organization (WTO) trade pacts on these corn trade distortions. Despite the WTO setback in Seattle, the vast global benefits resulting from agricultural trade liberalization in corn alone validate a continued push towards freer trade.  相似文献

The Uruguay Round Agreement on agriculture attempted to lower distortions in global agricultural markets. However, the significant fall in commodity prices in the late 1990s may have reduced the incentives for both developed and developing countries to better integrate into world markets. This study analyzes price linkages and adjustment between developed and developing countries during the post–Uruguay Round period. Prices of two key commodities, long‐grain rice and medium‐hard wheat, are assembled for major exporters and producers. Results of multivariate cointegration analysis suggest partial market integration between developed and developing countries in the post–Uruguay Round period. Developed countries are found to be price leaders in these two markets, and in most cases, changes in their prices have relatively large impacts on those of the developing countries. Developing countries (e.g., Vietnam and Argentina) have faced considerable price adjustment due to changes in the developed countries' prices.  相似文献

Agricultural market distortions remain a major focus of contention in world trade negotiations. Estimates of the effects of liberalising current agricultural trade restrictions indicate an approximately $385 billion increase in global welfare, with the disproportionate share of the benefit being enjoyed by developing countries. In response to difficulties in adopting agricultural trade reforms, individual groups of countries have formed multiple bilateral and regional preferential trade agreements (PTA) to enhance trade among members. Few sectoral analyses exist of the effects on agricultural and food product trade of PTAs. This research uses a gravity model to isolate the effects of various PTAs on both intra‐ and extra‐bloc agricultural and food product trade for three time periods: 1995, 2000 and 2004. Findings strongly support PTA benefits in terms of increased intra‐bloc trade in both sectors. The findings also generally support trade creation in agricultural products. PTA membership was also associated with food trade creation in most cases, although diversion was observed for several associations composed primarily of developing countries.  相似文献

South Korea has been pursuing food self-sufficiency using high tariffs and high administrative prices in key agricultural and food markets. Using a dual approach to trade and trade restrictiveness indices, we analyze the impact of these market distortions on welfare and trade volume. Then, we compute second-best distortions, which minimize the welfare cost of meeting observed levels of self-sufficiency and production. We rationalize these second-best distortions to what could be claimed as legitimate protection under a "food security" (FS) box in World Trade Organization (WTO) negotiations. FS-box protection is sensitive to changes in the definition and the extent of the FS objectives. We show that FS via production targets and reliance on imports would be more palatable to consumers and trade partners, while preserving income transfer to the farm sector.  相似文献

The latest versions of the Global Trade Analysis Project database and the Linkage model of the global economy (projected to 2015) are used to estimate the impact of removing all merchandise trade distortions (including agricultural subsidies). Results suggest that a move to free merchandise trade would increase farm employment, the real value of agricultural output and exports, real returns to farm land and unskilled labor, and real net farm incomes in developing countries. This would occur despite the decline in international terms of trade for some developing countries that are net food importers or are enjoying preferential access to agricultural markets of high-income countries.  相似文献

A model is developed to characterize the vertically linked and concentrated nature of developed‐country food markets. This model is then parameterized and used to simulate the effects of varying food market structures on the benefits to developing‐country exporters of agricultural commodities from trade liberalization by developed countries. Results demonstrate that even relatively modest departures from perfect competition can cause much of the benefits from trade liberalization to flow to marketing firms instead of producers in the developing country. The distributional effects under downstream market power differ significantly from the perfectly competitive case and may result, somewhat paradoxically, in developing countries receiving a lower share of the total value added within the food chain as trade reform occurs.  相似文献

We investigate the impacts of multilateral removal of all border taxes and farm programs and their distortions on developing economies, using a world agriculture partial equilibrium model. We quantify changes in prices, trade flows, and production locations. Border measures and farm programs both affect world trade, but trade barriers have the largest impact. Following removal, trade expansion is substantial for most commodities, especially dairy, meats, and vegetable oils. Net agricultural and food exporters emerge with expanded exports; net importing countries with limited distortions before liberalization are penalized by higher world prices and reduced imports. We draw implications for current World Trade Organization negotiations.  相似文献

Fresh food products have a high income elasticity of demand and few traditional trade barriers in high income markets. As such, they represent an important opportunity for less developed country (LDC) exporters. Fresh food product exports account for half of all food and agricultural exports from LDCs to high income countries. But these products may be subject to greater food safety risks and potential trade barriers arising from sanitary regulation. This paper reviews the challenges and issues facing LDCs in meeting food safety standards for export. These issues include: (a) the importance of fresh food product trade by region and the kinds of issues that arise from those products; (b) the role of farm to table approaches and hazard analysis critical control points (HACCP) in ensuring safety; (c) the role of the public sector in LDCs in facilitating trade; (d) the potential role of the SPS Agreement in resolving disputes and determining equivalency of standards between high and low income countries.  相似文献

目的 面对日益严峻复杂的国际经济政治环境,理清全球农产品贸易格局演变的特征及趋势,对于及时应对国际农产品市场风险、提高国际循环利用能力具有重要意义。方法 基于社会网络分析法,利用1996—2021年世界农产品贸易数据,文章从总体—行业—加工程度3个维度分别构建了全球农产品贸易网络,定量分析了全球农产品贸易网络的格局演化及重要节点特征。结果 (1)各国间农产品贸易关联日益加深,处于核心地位的国家数量显著增加,以美国为代表的单中心主导地位被削弱,但由少数国家主导全球农产品贸易的情形并未改变。(2)中国在全球农产品贸易网络中地位显著提升,点度中心度和接近中心度均位于前列,但中介中心度处于较低水平,说明中国对全球农业资源和市场的掌控能力依然不足。(3)各国在不同细分行业中的地位呈现明显的异质性,大多数国家的进口集中于少数贸易伙伴的少数产品,加工贸易逐渐成为全球农产品贸易的主流,发展高附加值农产品贸易成为各国农业贸易长远发展的战略选择。结论 为此,应持续优化农产品贸易布局,拓展与亚洲、拉美、非洲等新兴市场的贸易,不断提升农业全球价值链地位。  相似文献

我国是农业大国,农产品的国际贸易对我国经济发展具有较大的影响。随着我国农产品贸易出口量的增加,国外许多国家,尤其是发达国家开始制定许多措施来限制我国农产品的出口,其中技术壁垒对我国农产品出口产生很大的阻碍。为了更好地促进农产品贸易发展,我国逐渐将特色果蔬作为农产品贸易的主要竞争力,特色果蔬不仅具有较高的经济效益,其区域特色、品质特色及丰富的营养结构等优势更是顺应了消费者对农产品质量要求越来越高的新变化。文章通过阐述特色农产品与技术壁垒等的相关概念,进而分析我国特色果蔬国际贸易发展存在的相关问题,从不利与有利因素来研究技术壁垒对我国特色果蔬国际贸易带来的影响,以此为我国特色果蔬贸易的发展提出以下几点政策建议:(1)提高特色果蔬产品质量安全水平;(2)完善特色果蔬质量标准体系建设;(3)实现特色果蔬集约化生产与运输。  相似文献

在梳理中美林产品贸易相互关系的基础上,分析了新一轮贸易战将对中美林业产业、林产品贸易、就业等的影响。结果表明:贸易战对中低级技术水平的从业人员影响较大,短期内对中国传统优势产品出口冲击较大,但长期反而能分摊和降低贸易风险,以价格优势为主的微利型木材加工企业和以美国为主要出口市场的出口导向型企业将面临较大风险;同时,贸易战不仅会直接损害美国消费者利益,还会加速其木材产业的萎缩。拓宽进口渠道,扩展替代市场和国内市场,加快国际合作,加强技术创新,落实财政政策是中国减缓和避免贸易战对中美双方林产品贸易产生不利影响的应对措施。  相似文献

We introduce a special feature on the functioning of international agricultural markets. This feature is motivated by the increased interest in the functioning of commodity markets raised by unprecedented price turbulences since 2008, major structural changes through changed roles of emerging economies and related concerns regarding food security. We argue that the delineation of non‐functioning markets from markets that adequately adjusted to adverse framework conditions lacks theoretical foundation. We discuss the relevance of some results on institutions for agricultural markets in emerging and transition countries. A synthesis of the articles included in the special feature is provided by highlighting the selection of topics that span a topical range covering price formation on world and domestic markets, market power and trade policy modelling.  相似文献

Asian developing countries have had varying experiences in trade and agricultural development in the 1980s, attributable in part to their differing stages of economic development and structural characteristics. Other important influences relate to the external economic environment and the policy choices made by their governments not only during the period but also in the preceding decade. The achievements of Asian developing countries under the adverse external conditions of the 1980s are discussed in terms of their macrocconomic and agricultural growth, the commodity structure of agricultural growth, their food production and trade, the expansion and diversification of their agricultural exports, and the policy and nonpolicy factors affecting them. Special attention is given to the role of policy reforms implemented in China and the South Asian countries, following similar policy developments in Northeast and Southeast Asia in the 1960s and 1970s, toward greater openness in their trade regime and increased private-sector participation in the economy. These reforms have contributed to the observed acceleration in gup , agricultural, and export growth in the 1980s. However, macroeconomic imbalances have emerged that threaten the sustainability of economic liberalization in those countries. The major challenges for the 1990s also differ among the Asian developing countries. In the industrially advanced Northeast economies of Taiwan and South Korea, the primary need is to ease the transition of the remaining rural population as farm incomes continue to fall and workers move to industrial and service activities. This challenge has to be addressed in the context of growing external pressure to further open their domestic market for agricultural imports. Among the Southeast and South Asian countries, there is a need to reduce the existing policy biases against agriculture, particularly against export crop production. Moreover, China and the South Asian countries face the additional challenges of continuing to deregulate their trade regime and internal markets, and of promoting macroeconomic stability. Despite the external trend recently toward regionalism, Asian developing countries generally seem committed to an open trading system, on which in fact their past impressive economic performance has been predicated. An important challenge for them in the 1990s is to play an active role in arresting and reversing any protectionist tendencies arising from the formation of regional trading blocs and to support multilateral initiatives such as the Uruguay Round that promote global trade liberalization.  相似文献

The Doha round of multilateral trade negotiations commits World Trade Organization (WTO) members to improving market access for both agricultural and nonagricultural goods. Tariff barriers on wool products represent a small but important subset of these negotiations. To inform the debate on the round, we analyze the distortionary effects of recent (1997–2005) tariff barriers on wool products using a model that applies a comprehensive analytical approach with regard to the production, trade, and consumption of wool products. We also account for any indirect effects of wool tariff barriers on the nonwool economy by incorporating the production, trade, and consumption of nonwool products, that is, the framework is a comparative‐static global general equilibrium model with a detailed representation of the world wool market. Changes in wool tariffs over 1997–2005 lead to positive welfare effects for most regions; Italy, China, and the UK are estimated to have gained the most from the changes. The results indicate that the nature of recent wool tariffs severely distort the size of wool industries in different regions. The changes in the output of wool commodities are extreme reflecting the discriminatory nature of the tariffs.  相似文献

It is hypothesised that the mechanics of the agri-monetary system impose shocks on EC agricultural markets which influence the Community's agricultural trade flows. A model illustrating links between agri-monetary changes and trade flows of sugar is presented. Empirical tests suggest that agri-monetary changes influence the volume and timing of sugar trade. Hypotheses relating the strength of this influence to self-sufficiency and other factors specific to Member States are discussed, as are the welfare costs of agri-monetary trade distortions. Although these welfare costs are unlikely to spark agrimonetary reform, they could be given consideration in the reform made inevitable by the Single European Market.  相似文献

The Australian Wheat Board (AWB) and Canadian Wheat Board (CWB) have attracted attention recently because they are two of the largest state trading enterprises (STEs) engaged in agricultural trade. They have traditionally been viewed as nearly sister agencies. Among major STEs in the world market, these two agencies historically had similar characteristics including: price pooling, cost pooling, export sales monopolies, monopoly powers within domestic markets, grain quality control, and government underwriting of initial producer prices and export credit. However, during the past 6 years, similarities between the AWB and CWB have begun to diverge and the importance of their differences is becoming increasingly apparent. This paper identifies major emerging differences between the AWB and CWB and explores potential explanations (hypotheses) for these dissimilarities. A major point is that reforms in institutional design and legislative changes have given rise to emerging differences in key aspects of the marketing systems and performance.  相似文献
