浅谈如何提升外汇管理电子化水平

国家外汇管理局是行使国家宏观经济调控四大职能的重要机构之一，负责外汇收支的管理工作，并为国家宏观决策提供依据，监管对象涉及全社会。外汇局的信息化建设是中国金融电子化、信息化发展的重要组成部分之一。我国金融市场正面临着前所未有的新形势，如何进一步加强外汇管理是摆在我们面前的重要课题。胡晓炼局长曾指出，没有有效的手段，外汇管理就像“稻草人”，形同虚设。抓手段，就是要积极采取先进的技术手段实施监管，只有在信息化系统的支撑下，外汇局的管理和业务才能取得重大突破。     

打造IT综合信息平台提升外汇管理水平

在中国的几大金融机构中，国家外汇管理局（以下简称“外汇局”）是行使国家宏观调控四大职能之一——平衡国际收支，负责外汇收支管理工作，并为国家宏观决策提供依据的重要政府职能部门。其监管对象涉及全社会。在中国金融电子化、信息化发展的20多年历程中，外汇局的信息化建设是浓墨重彩的一笔。2007年1月21日，在全国外汇管理工作会议上，中国人民银行副行长、国家外汇管理局局长胡晓炼对外汇局的信息化给予了充分肯定，并在2007年外汇管理主要工作部署中强调，在我国金融市场全面对外开放的新形势下，要进一步积极采取先进的技术手段实施监管，没有有效的手段，外汇管理就像“稻草人”，形同虚设。今年的重点是对异常跨境资金流动和非法外汇交易实行严密监控，进一步提升外汇管理信息化水平，提高现场检查和非现场检查的效率，确保各项政策取得实效。     

信息化运行效能弱化对外汇管理工作的影响

近年来,以计算机和网络技术为代表的外汇局信息化建设发展很快,如何保障金融信息的有效性、保密性、完整性、可用性和可控性已成为各级外汇局关注的热点问题。本文从基层外汇管理的实际出发,就基层外汇信息化建设存在的问题进行分析,并对信息化建设和信息安全工作提出了政策建议。

国家外汇管理局：信息化建设硕果累累

近几年，国家外汇管理局（以下简称“外汇局”）按照国家信息化领导小组提出的信息化建设总体方针，在中国人民银行的领导下，紧紧围绕加强跨境资金流动监测、推动贸易投资便利化、提升外汇管理水平、促进国际收支平衡的目标，按照外汇管理信息化发展规划确定的任务，从转换职能、简化手续、改进服务、规范管理、提高效率等方面入手，有计划有步骤地积极开展了信息化建设。     

构建外汇管理信息化平台——为体制改革保驾护航

为了适应外汇体制改革，转变管理职能需要，国家外汇管理局在20O3年初确定了未来五年外汇管理信息化建设的规划：即基本完成外汇管理服务体系、外汇非现场监管体系、外汇决策知识体系、外汇系统自动化办公体系和储备经营管理体系及安全和标准化保障体系建设。两年的时闻过去了．外汇管理局在信息化建设方面取得了骄人的成果，不但建设了自己的服务平台、监管平台，而且还联合其他宏观经济管理职能部门联合共建了“金宏”、“金监”工程等。     

数据大集中模式下外汇科技工作转型路径探析

随着金融信息化的发展,IT系统数据呈现出向集中整合模式发展的趋势。顺应数据大集中的趋势,近年来,外汇局大力推进系统大集中工作,外汇应用系统的架构和运行模式綦本上实现了从区域集中向大集中模式的转变。这在很大程度上推动了业务管理模式的创新,使外汇管理信息化迈上新台阶。

Summary of Results of Survey of Seminar Attendees

Abstract

The Society of Actuaries undertook a three-phase research project on mortality improvement in the three NAFTA countries: Canada, Mexico, and the U.S. Phase 1 consisted of a literature review of papers on projecting mortality levels in the future and a study of the trend in mortality improvement during this century. Phase 2 consisted of a discussion of different facets of modeling mortality rates at a seminar attended by 79 experts (actuaries, demographers, economists, and medical researchers) representing different countries. The last session of the seminar consisted of the completion of a survey by the attendees to obtain input for Phase 3, which would analyze the impact of mortality improvement on the social security system of each country. This paper summarizes the results of the survey.

The survey results illustrate the difficulty in forecasting mortality levels, because the effects of many factors that could have significant impact on mortality rates are unknown. This suggests the need for dynamic forecasting, which allows for the possibility of random shocks. A majority of the survey respondents believe that stochastic forecasting models, despite their complexity, have significant potential to add value. Respondents also believe that both historical data and cause-specific mortality forecasts are useful as input and also in validating forecasts of the aggregate levels of mortality. The challenge is to develop more sophisticated forecasting models to produce results that are relatively easy to interpret and to communicate these results to the desired audiences, including the public and policymakers.

The survey results suggest that the aggregate effect of lifestyle changes, medical advances, diseases, catastrophe, and physical environmental changes is an increase in life span. However, there is much uncertainty about the future. Respondents expect that beyond the year 2020 the mean annual rate of reduction in mortality for males age 65 and over will average about 0.58% for Canada, 0.76% for Mexico, and 0.67% for the U.S. The results for the female age 65 and over population are 0.64%, 0.83%, and 0.70%, respectively. The age 65 and over population is expected to see larger percentage reductions in mortality than the 0–14 and 15–64 populations. The reductions in male and female mortality will be ultimately the same, and the mortality levels in the three countries will ultimately converge, although differences may persist for decades.

我国助学贷款改革刍议--"双担保"机制设计

国家新出台的助学贷款政策，还不过是既有的框架下的局部调整，存在诸多不完善的地方。为此，对国家助学贷款应构建高校与就业单位的“双担保”机制。从长期来看，要构建一个系统有效的“政府部门管理和商业银行运作相结合”、“多层次、多渠道、多方式”、“担保和非担保、贴息和非贴息、市场和非市场运作互相补充”的中国教育金融框架。     

人行县支行备份路由的解决方案

The Usefulness of Measures of Consistency of Discretionary Components of Accruals in the Detection of Earnings Management

Abstract:  Prior research has shown the prevalence of measurement error in models used to estimate aggregate discretionary accruals. In these models, the incremental information content of the various components of accruals is ignored. Limited prior research and data gathered from firms under Securities and Exchange Commission (SEC) litigation indicate that managers use either one or more than one component of accruals simultaneously, in a consistent way to manipulate bottom-line earnings in a given direction. I propose two measures that capture the consistency between the discretionary components of accruals and test their significance in earnings management (EM) detection in firms that have artificially added accrual manipulation and firms that were targeted by the SEC for accrual manipulation. There is evidence that this information is incrementally useful in detecting EM. This finding paves the way for improvements in the discretionary accruals measure by including consistency information from the components of aggregate accruals.
