THE EVOLUTION OF THE DISTRICT AUDIT

This paper examines the origins and development of the local authority audit from medieval times to 1933, and briefly reviews later developments. It gives particular attention to the role of the district audit which, as an independent mechanism operating within a centrally established administrative framework, gradually accumulated responsibility for monitoring most aspects of local authority expenditure, which grew from relatively modest amounts to about £5m by the beginning of the nineteenth century and £535m in 1933, which is roughly equivalent to £19.5b in 1990 prices. The paper shows that the government's present objective of greater central control has been a consistent theme over time.

THE EUROPEAN PERSPECTIVE ON THE COMPOSITION AND VARIABILITY OF THE ECU

In 1979 the Ecu was established as a currency basket including the currencies of the nine EC-member countries at that time. Its composition was modified in 1984 and again in 1989 by increasing the number of currencies in the basket to 10 and 12 respectively. The results of our analysis show that the Ecu has become consistently less variable with each change in its composition, when expressed in terms of the Greek drachma, Italian lira, Portuguese escudo, Spanish peseta, and to a lesser extent the British pound. However, the Ecu has become consistently less stable with respect to the German mark and the Dutch guilder. The results were mixed for the Belgian/Luxembourg franc, French franc, Irish punt and Danish krone.

我国金融机构市场退出制度的内在缺陷及对策

市场退出既是金融发展中不可避免的现象,也是金融体制中不可或缺的重要组成部分.随着经营体制的转变以及入世的临近,金融机构之间的市场竞争日趋激烈.由此引发了一个新的问题:如何实现我国金融机构市场退出的规范化、制度化和法律化.笔者认为我国现已建立的金融机构市场退出制度仅仅是一个初步的框架,缺乏符合市场经济体制要求的目标定位和处理方式,在运作中带有明显的行政随意性.为此,政府应通过建立健全金融机构的风险预警机制、公共安全网以及完善市场退出的法律支持等政策,构建基于市场原则之上的法制化的金融机构市场退出制度,以此适应新世纪我国金融业发展的要求.     

THE MARGINAL-EFFICIENCY-OF-CAPITAL FUNCTION OF THE FIRM

In this paper, the author points out that over a decade ago E. Norman Bailey identified the marginal-efficiency-of-capital (MEC) function as erroneous and argued that revisions in capital budgeting theory and teaching were necessary. The author develops more fully the arguments against the function and offers the theoretically correct MEC function. The development of the correct MEC function is a straightforward application of basic price theory; however, this application requires that the capital of the firm be viewed as a collection of complementary resources, in addition to its role as an income-producing investment.     

THE EFFECT OF THE WPPSS CRISIS ON THE TAX-EXEMPT BOND MARKET

The 1983 default of the Washington Public Power Supply System (WPPSS) was the largest municipal default. Some writers contend that the default affected the entire municipal bond market. This study examines the effect of key WPPSS-related events on the general municipal market, tax-exempt public power district bonds, and WPPSS bonds, respectively. The results show that although certain events significantly affected all WPPSS bonds, these events did not affect the general municipal bond market or non-WPPSS public power bonds. The use of a standard event-time methodology with daily bond prices (as opposed to monthly yields) appears to provide a more powerful test of the effect of a municipal crisis on the tax-exempt bond market.
