Using the theory of indigenous alternatives, this paper considers whether the Autonomous Bougainville Government (ABG) complies with Bougainville’s co-produced financial reporting expectations. Textual analysis of the indigenous-led state audit reports from 2008 to 2013 shows that the ABG’s financial statements were disclaimed. The study considers how the deployment of indigenous alternative mechanisms may help improve reporting outcomes of the ABG.

IMPACT

Co-produced policies arranged in the aftermath of jurisdictions that have just endured civil wars may be well-intentioned but their impact may count for little if pedestrian processes, such as financial reporting and the rendering of accountability by an autonomous government, do not meet co-produced reporting expectations. This paper highlights how financial statements of the Autonomous Bougainville Government (ABG) from 2008 to 2013 did not meet those reporting expectations. The inability of the ABG to provide an account of its activities appears to undermine calls for Bougainville’s independence.  相似文献

The paper identifies the need to model the skier's choice of centre and the basic ideas underlying discrete choice models and their estimation. It then identifies data requirements and sources, the final choice of specification and the estimated parameters of the resultant nested multinomial logit model. The results indicate two quite distinct markets. For day-trippers snow cover, cost, and, to a lesser extent, the journey length, were the critical factors. For those staying overnight the key determinant in this market seems to be accommodation. Interestingly centres which for the day-tripper are competitors, become, for the overnight customer, complementary.  相似文献

While social capital has been applied in a variety of contexts, the nature, role and application of social capital in an entrepreneurial context have not been extensively explored. The nature of social capital presents a conceptual puzzle in that it is said to be both glue, which forms the structure of networks, and at the same time a lubricant that facilitates the operation of networks. Using techniques of participant observation and interviews, this paper attempts to resolve this enigma. It finds that social capital is not a thing, but a process that creates a condition of social capital. The structural and relational aspects are found to be dimensions of this process. Interestingly, the data also demonstrates that there are successful etiquettes of social capital formation. These etiquettes provide the rules and framework for the interactions.  相似文献

Despite considerable effort to understand and represent decision making by farmers, there has been little attempt to integrate socio-economic, psychological and farming variables within a comprehensive framework. This paper attempts to do this in the context of two types of farming behaviour - business and environmental -for a sample of over 200 Scottish farmers. Using variables covering their attitudes, objectives and behaviours relevant to many aspects of farming, we proposed mediating variables models of business-oriented and environmentally-oriented farming behaviours. Structural equation modelling was used to test the adequacy of the proposed models. The results of the study emphasise the importance of psychological factors in the decision making of farmers.  相似文献

This paper examines the strategic role of advertising subsidies in a third‐country trade model in which two firms located in different countries export their products to a third country. First a basic model of advertising in oligopolistic industries is developed in which firms decide how much to invest in either predatory or cooperative advertising and then engage in product market competition either as Cournot competitors or as Bertrand competitors. It is shown that firms invest in only one form of advertising; which form they invest in depends on the relative effectiveness of the two types of advertising, the degree of product differentiation, and the form of product market competition. The paper then studies strategic industrial policy and shows that an advertising subsidy is the optimal strategic policy irrespective of the form of product market competition and the form of advertising in which firms invest.  相似文献

Ecomuseums are attracting increasing attention as means of preserving heritage and also impacting positively on social and economic issues. This paper contrasts ecomuseums with previous forms of cross-sector partnerships. The authors focus on the governance, strategy and leadership of the Flodden 1513 Ecomuseum. The findings have lessons for ecomuseums and other cross-sector partnerships both in and outside the UK.  相似文献

This paper provides a theory of general equilibrium with externalities and/or monopoly. We assume that the firm’s decisions are based on the preferences of shareholders and/or other stakeholders. Under these assumptions a firm will produce fewer negative externalities than the comparable profit maximising firm. In the absence of externalities, equilibrium with a monopoly will be Pareto efficient if the firm can price discriminate. This paper compares two methods for determining policy priorities for reform of Scottish agricultural support. Multifunctional agriculture attempts to establish a new balance between traditional commodity support and payment for the production of non-market goods and services that are increasingly demanded by the public. Supplying non-market goods presents particular problems for optimal policy design, not least the elicitation of consumer demand for those goods. From public focus groups, a range of attributes was derived as central to the Scottish public’s preferences for future agri-environmental reform. This information was then combined in two separate survey methods using the Analytical Hierarchy Process (AHP) and choice experiments (CE). Both applications suggest that the public has defined preferences and a willingness to pay (using general income taxation) to affect changes beyond the status quo, and that policy payments should be targeted towards both environmental and social benefits. The divergent preference orderings derived from the alternative methods can be considered in the light of previous methodological debates on question framing, bounded rationality and respondent uncertainty. We speculate about the validity of alternative methodologies for informing particular policy questions.  相似文献
