Editorials and geopolitical explanations for 11 September

In the wake of the 11 September attacks, public intellectuals, editorialists and newspaper columnists began to attempt to offer largely geopolitical explanations for the attacks through editorials and op-ed pieces. In this essay we analyze some sixty editorials and op-ed pieces from a range of perspectives. We classify the editorials under five main categories of geopolitical explanation: imperialism, ‘blowback’, state decline, Islamism, and the ‘clash of civilizations’ perspectives. We then discuss each category of explanation, highlighting the arguments made, the theoretical perspectives which inform them, and counterarguments, when presented. In our conclusion we discuss the strengths and weaknesses of the categories and suggest that geographers might help provide some integration of these varying perspectives.     

The Aotearoa Traditional Maori Performing Arts Festival 1972–2000. A Case Study of Cultural Event Maturation

This article describes the history of the Aotearoa Traditional Maori Performing Arts Festival between the years of 1972–2000. It reveals a series of tensions between a need to express a cultural identity and financial constraint, between a wish for expressing independence, and a subsequent dependency upon state grants, between the traditional and the contemporary in performance. The history also shows the significance of key personalities. Yet through these discourses has emerged a successful and important Festival that attracts increasing numbers of participants and which is a dynamic component of Maori culture in contemporary New Zealand. A significant tourism event, by reason of primarily appealing to Maori it still, to a large extent, lies outside of the conventional tourism structures of New Zealand, dominated as these are by overseas visitors and non-Maori New Zealand domestic demand. Yet its very success is bringing it to the attention of a wider market, with all that implies for possible future development. The article also proposes dimensions of festival evolution and maturation.     

ARE ALL ECONOMIC FACTS GREATLY EXAGGERATED? THEORY COMPETITION AND SELECTIVITY

Abstract ..There is growing concern and mounting evidence of selectivity in empirical economics. Most empirical economic literatures have a truncated distribution of results. The aim of this paper is to explore the link between publication selectivity and theory contests. This link is confirmed through the analysis of 87 distinct empirical economics literatures, involving more than three and a half thousand separate empirical studies, using objective measures of both selectivity and contests. Our meta–meta‐analysis shows that publication selection is widespread, but not universal. It distorts scientific inference with potentially adverse effects on policy making, but competition and debate between rival theories reduces this selectivity and thereby improves economic inference.

The integration substitute: the role of controls in managing human asset specificity

As the integration solution to the problem of specific assets cannot be replicated on human asset specificity because slavery is illegal, economic theory states that control systems substitute for integration through a balanced structure to help align diverse interests. To understand the intricate design features of the balance, we examine a case‐study firm. For low human asset specificity, the restriction and segregation of usable decision rights link with standards. However, incentives are traced to individuals only to the extent task deviations do not create relevant future costs that are difficult to be self‐corrected. For high specificity, incentives are related to outputs rather than outcomes, because outcome variations reduce the attractiveness of maintaining the balance. Subjective assessment is used as an efficient alternate ‘balancing’ solution and decision control is shared when available subjective data are inadequate.     

Futures basis,inventory and commodity price volatility: An empirical analysis

We employ a large dataset of physical inventory data on 21 different commodities for the period 1993–2011 to empirically analyze the behavior of commodity prices and their volatility as predicted by the theory of storage. We examine two main issues. First, we analyze the relationship between inventory and the shape of the forward curve. Low (high) inventory is associated with forward curves in backwardation (contango), as the theory of storage predicts. Second, we show that price volatility is a decreasing function of inventory for the majority of commodities in our sample. This effect is more pronounced in backwardated markets. Our findings are robust with respect to alternative inventory measures and over the recent commodity price boom.     

How broad-based is broad-based black economic empowerment?

Common perceptions about broad-based black economic empowerment (BBBEE) have been that it is nothing more than a tool for the already affluent to access further wealth and has limited potential to address the economic exclusion of the most marginalised. An analysis was conducted of data on black economic empowerment (BEE) deals between 2004 and 2009. The findings demonstrate that although the elite continue to benefit from deals, broad-based beneficiaries, particularly employees and women, are also beginning to benefit to some extent. This suggests that empowerment policies have some potential to promote private sector involvement in addressing the state's social transformation agenda. However, a closer analysis of the BEE transactions shows that the BEE landscape is far more complex and nuanced than commonly thought. Further research is necessary to understand the real impacts of BEE on the ground.     

Fairness and Consumer Decision Making under the Unfair Commercial Practices Directive

This article analyses the unfairness concept from the Unfair Commercial Practices Directive (UCPD). It considers why the nature and level of protection is particularly important given the range of coverage of the regime and the Europeanisation agenda. It argues that the UCPD concept provides the potential for a relatively protective approach to consumer decision making. At the same time, it emphasizes that realisation of this potential is partly dependent on recognizing the limits of transparency as a protective tool and in understanding the “professional diligence” and “average consumer” concepts in particular ways. It is further suggested that the protective potential of the regime is not necessarily undermined by the “average consumer” concept or by the “informed decision-making” paradigm of the general unfairness clause. Indeed, the general clause may be capable of extending the protective effects to some extent. Finally, it is suggested that regulators may have a key role to play in maximizing both the level of protection and the prospects for a genuinely common European approach.
