Monetary Policy Committees (MPCs) differ in the way the interest rate proposal is prepared and presented in the policy meeting. In this paper, we show analytically how different arrangements could affect the voting behavior of individual MPC members and therefore policy outcomes. We then apply our results to the Bank of England and the Federal Reserve. A general finding is that when MPC members are not too diverse in terms of expertise and experience, policy discussions should not be based on preprepared policy options. Instead, interest rate proposals should arise endogenously as a majority of views expressed by the members, as is the case at the Bank of England and appears to be the case in the Federal Open Market Committee (FOMC) under Chairman Bernanke. This article reviews the ways in which historians and economists have applied the term ‘globalization’ to the early modern era. It distinguishes a soft and a hard definition, and goes on to test the claims made about the driving forces shaping the growth and character of long‐distance trade between Europe and Asia in the age of the European trading companies. Abstract— A tentative planning and resource allocation system for product-oriented research in large centralized research laboratories is described. The system has been developed and tested on the basis of a number of case studies. It can be used as an information system providing the research organization with research goals and their economic value and also to recommend which research project funding patterns have the greatest value to the company. Assessing the Performance of Business Unit Managers   总被引:1,自引:0,他引:1  
Using a sample of 140 managers, we investigate the use of various performance metrics in determining the periodic assessment, bonus decisions, and career paths of business unit managers. We show that the weight on accounting return measures is associated with the authority of these managers, and we document that both disaggregated measures (expenses and revenues), and nonfinancial measures play a greater role as interdependencies between business units increase. The results suggest separate and distinct roles for different types of performance measures. Accounting return measures are used to create the proper incentives for managers with greater authority, while disaggregated and nonfinancial measures are employed in response to interdependencies.  相似文献

We explore how a supervisor's hierarchical rank affects the extent to which employees’ targets reflect their past performance. Literature documents that supervisors do not fully ratchet targets for past performance, arguably because the commitment not to penalize successful employees with more difficult targets alleviates the severity of the ratchet effect. We argue that commitment is less credible in organizational hierarchies where a middle manager sets employees’ targets. Using data from an organization comprised of three hierarchical layers, we consistently find that a middle manager's exposure to performance pressure is positively associated with the ratcheting of the employees’ targets. Moreover, we show that management at headquarters reduces a middle manager's performance pressure when most of her employees missed their targets in the previous period. Overall, the results imply that the hierarchical rank is an important determinant of the credibility of a supervisor's commitment to deemphasize past performance in target setting.  相似文献
