After reviewing the nature and extent of the landmine problem in Mozambique, this article applies cost-benefit analysis to landmine clearance in that country. The main benefits of clearance are saved lives, injuries and medical costs and the agricultural output that is not lost if landmines are cleared. A very large negative net present value was estimated, a result explicable by the high costs of clearance, the relatively small number of people killed or injured by landmines and the low value of agricultural productivity per hectare. The article concludes with a discussion of the role of the economist in analysing such issues and suggests some alternative areas in which financial resources would provide a greater positive impact on the welfare of Mozambicans. 相似文献

It is no longer a revelation that companies have some responsibility to uphold human rights. However, delineating the boundaries of the relationship between business and human rights is more vexed. What is it that we are asking corporations to assume responsibility for and how far does that responsibility extend? This article focuses on the extent to which economic, social and cultural rights fall within a corporation’s sphere of responsibility. It then analyses how corporations may be held accountable for violations of such rights. Specifically, the article considers the use of soft law as a protective mechanism; it also details how victims of harmful corporate behaviour are using litigation (pursuant to ATCA and common law domestic causes of action) to seek redress and recognition of the harms they have directly or indirectly experienced. The article concludes with an analysis of Professor Ruggie’s (the United Nations Special Representative on the issue of transnational corporations and human rights) 2008 and 2009 Reports in which it is suggested that a respect-based framework must be interpreted as imposing proactive requirements on companies to prevent the infringement of human rights. In many organizations people need to locate colleagues with knowledge and information to resolve a problem. Computer-based systems that assist users with finding such expertise are increasingly important to industrial organizations. In this paper we discuss the development of Expertise Finders suitable for use within the engineering design environment, as illustrated through the use of a scenario. A key feature of this work is that the Expertise Finder returns both recommended contacts and supporting documentation. The Expertise Finder bases its results on information held within the organization, e.g. on-line publications repositories, human resource records, and not on individually compiled Curriculum Vitaes or other forms of user-maintained records. A matching function methodology is used to investigate the macroeconomic effects of labor market program (LMP) commencements on youth unemployment outflows in Australia using unpublished data that classify commencements and outflows by duration of unemployment. The results indicate that LMPs have had significant effects on outflows from short-term unemployment. There is a net positive effect from LMP commencements on short-term unemployed female outflow rates. However, females experienced negative spillover effects from male LMP commencements. These spillover effects appear to be associated with wage subsidy programs and suggest the net impact of such programs may have been overstated in previous studies. 相似文献

The level of economic activity is never measured perfectly because of problems of definition, inaccuracies in data collection, and the existence of the hidden economy. Such mismeasurement implies that government policies based on official statistics can be optimal only by chance. The analysis formalizes this observation in a two-sector economy and attempts to quantify the direction and extent of the bias introduced into policy by the failure to account for the true size of the economy. It is shown that short-term reform (which need not balance the government budget) can be detrimental. When a budget constraint is imposed, this ensures that reforms will be beneficial no matter how bad is the mismeasurement. 相似文献

The paper addresses the application of foresight to research and innovation policy and strategy. It seeks to show an evolution away from a traditional focus on broad-based technological priority setting to a much more focussed and adapted set of applications. The inherent limitations of prioritisation processes are discussed. The more limited aim of articulating specific fields is noted. Recent trends in research and innovation policy have opened new opportunities for the application of foresight. Systemic and demand-side policies require a shared vision on the part of purchasers and suppliers. The role of foresight in such contexts needs both to be enhanced and better understood.An increasing structural focus for foresight exercises is associated not only with broader R&I system reform but also with an engagement with new-wave innovation policies. The success of demand-side measures such as cluster policies and the use of procurement or regulation to stimulate innovation is dependent upon the formation of a common vision between the supply and demand sides, opening the possibility for the application of foresight approaches. This study investigates business responses to new regulation by focusing on the rearrangement of interactions in business relationships involving ‘NRG’, a large multinational energy company in the aviation industry. ‘NRG’ is confronted with new environmental rules resulting from the inclusion of the aviation industry in the European Emissions Trading Scheme as of 2012. We demonstrate that business actors do not simply comply with the rules of the game; instead they elaborate responses which impact on the creation of new rules. We argue that research on business responses to new regulation is highly relevant to industrial marketing because the increasing complexity of regulation in many industrial markets provides significant opportunities and threats to businesses. Satellite communications systems are the outcome of the fusion of big governments, high technology and big business, whose needs they meet. As a major growth sector they are becoming extremely important in economic terms. But satellite communications raise wider issues of the relationships between rich and poor countries and within rich countries. They will crucially influence the location of economic activity and the future prospects for countries in terms of access to information, decision making and income. Using a transaction cost approach this paper analyzes the relationship between strategy, structure and organizational performance. It addresses three related questions. First, what determines the limit to growth through internalization for a firm pursing a particular strategy? Second, why does a firm pursue different strategies for achieving growth?
