广东医疗消费存在的问题及应对措施

医疗消费是一种特殊的消费，近年来广大民众对看病贵、看不起病等问题的诉求强烈，形成这些问题主要是政府对公共医疗的投入不足，医疗资源的分配不公，医院追求利润，医疗服务存在乱收费，公立医疗机构效率低，医疗改革存在偏差所造成的，要从根本上抑制药价虚高，解决“看病贵”的难题，必须加大政府对卫生的投入，积极推进医疗体制改革，医疗机构要分类管理，营利性医疗机构要市场化，政府应该加大医疗保障的力度，加大对虚假违法医疗广告的打击力度。     

The Ethics of Metrics: Overcoming the Dysfunctional Effects of Performance Measurements Through Justice

The last two decades have seen a great deal of scandals in the business world. Many of them have to do with accounting and management control, but in substantially different ways. This paper focuses on the dysfunctional effects of systems of measurement and incentives, and the possible ways to overcome those dysfunctional effects, achieving a stable state of goal congruence through the introduction of justice in the design and use of management control systems, by contributing to the ethical development within the organization. We first analyze how the discipline of control systems came into being, and show how, in the last decades, both in theory and practice, has gone in a direction of becoming more ‘automatic,’ and then, we provide some case studies of how they are at the origin of many of the scandals. Borrowing from Rosanas and Velilla (J Bus Eth 57:83–96, 2005) and from Cugueró-Escofet and Rosanas (Manag Account Res 24:23–40, 2013), we develop a model of control systems based on justice, where we make the distinction between formal and informal justice. We are then able to show how informal justice is the key element in the dynamics of a control system: to preserve formal justice, or to evolve toward formal justice. In any case, it is a necessary condition to reach a state of maximum goal congruence, stable through time, as a consequence of the ethical development that this type of systems are able to generate.

Ex ante forecasts of business-cycle turning points

This paper presents a logit model that accurately forecasts business-cycle turning points with a lead of one-quarter. The sample period consists of an initialization subset (1959:Q3–1975:Q4), and a subset for out-of-sample forecast evaluation (1976:Q1–2005:Q4). In contrast with the record of disappointing results in the literature, the model correctly forecasts all turning points in the test subset without forecasting recessions that did not occur.

在我国著名消费经济学家尹世杰教授的亲手领导和指导下,《消费经济》杂志迎来了20周年华诞,可喜可贺。作为贵刊的忠实读者与作者,谨对贵刊的创建者和指导者表示崇高的敬意,并对贵刊全体工作人员表示诚挚的感谢。《消费经济》创刊20周年,成就卓著,众口皆碑,我就不多谈了。这里谨就学术方面略述其梗概:首先,贵刊在学术界第一次打出“消费经济”这一“品牌”,这不但在我国学术界是首创,在国际学术界也是极少见;其次,贵刊提出并论证了消费经济学系列的基本概念、范畴、规律、制度、结构、分类等,并创造性地论证了消费的性质、分类、形式、结构等…

Comparing Time Series Cross-Section Model Specifications: The Case of Welfare State Development

In recent years, an impressive number of pooled time series (TSCS) cross-section models have been estimated in order to test hypotheses on welfare state development. Although most of these models share several of the variables, they can often be distinguished by the model specification adopted. This begs the question: what is the appropriate specification for modeling welfare state development? In order to answer this question some leading specifications are evaluated with respect to their ability to meet the theoretical assumptions about the theory of welfare state evolution in addition to the econometric canons on panel analysis. The main conclusions of this paper are the following. First, all specifications in levels are econometrically unfounded because most of the variables typically used for analyzing this topic cannot be considered to be stationary. Second, although a first difference model performs better from an econometric point of view, it is unable to test the hypothesized long-term relationships underlying welfare state dynamics. Third, and more importantly, the single equation error correction model represents the best pooled TSCS specification for modeling welfare state development since it is able tocapture long-run effects even in the presence of nonstationary processes.     

台湾地区消费变动及其特点分析

近10多年来,台湾地区消费变动的趋势是“前升后降”,台湾消费近年来所面临的主要问题是生存性产品消费增长乏力,并且这一现象是由企业投资锐减所造成的。其特征是居民消费以2000年为界具有明显的两阶段性。通过线性计量模型的分析可以看出,台湾消费的两阶段性是由投资的两阶段性决定的,因此本文认为,提升消费最终还是要通过增加企业投资来解决,并依此扭转岛内居民可支配收入不断下降的趋势。
