Agricultural research and development (R&D) investment has become an increasingly important policy issue as food prices increased and food security problems emerged over the last decade. An important source of agricultural R&D funding is the producer check‐off, which is increasingly being used to fund applied agricultural research. Existing studies of producer‐funded agricultural R&D indicate there are high private rates of return to agricultural R&D investment by farmers, and thus farmers are underinvesting in R&D. Since a farmer's time horizon is typically less than the period of time over which the benefits of agricultural R&D take place, the horizon problem has been identified as a possible factor in this underinvestment. This paper shows that the horizon problem is unlikely to be the only cause of the underinvestment when the internal rate of return is large. Instead, shortened producer horizons only emerge as the main source of underinvestment when the internal rate of return is low. As a result, other factors, including behavioral determinants, need to be looked at as contributors to the underfunding of agricultural R&D. Les investissements en recherche et développement agricoles sont devenus un important enjeu politique étant donné l'augmentation des prix des aliments et les problèmes de sécurité alimentaire de la dernière décennie. Une importante source de financement pour la recherche et le développement dans le domaine agricole sont les programmes de contribution des producteurs, ces derniers étant de plus en plus sollicités pour financer la recherche agricole appliquée. Certaines études portant sur la recherche et le développement agricoles financés par les producteurs indiquent un haut taux de rendement privé des investissements en recherche et développement agricoles par les producteurs. Ces derniers y investissent donc moins. Puisque l'échéancier de l'agriculteur est typiquement moins long que celui pendant lequel les avantages liés à la recherche et au développement dans le domaine agricole s'échelonnent, le problème de l'horizon a été identifié comme facteur potentiel au sous‐investissement. Il est probable, selon cet article, que le problème de l'horizon ne soit pas la seule cause du sous‐investissement lorsque le taux interne de rendement s'avère grand. Plutôt, les échéanciers réduits des agriculteurs apparaissent seulement comme les sources principales de sous‐investissement lorsque le taux de rendement interne est bas. Il en résulte que d'autres facteurs, incluant les déterminants comportementaux, doivent être examinés à titre de contributeurs au sous‐investissement de la recherche et du développement en agriculture.  相似文献

The colonization of Mallorca gave rise to a late‐feudal agrarian society that evolved towards capitalism based on large estates owned by noblemen who hired large numbers of wage labourers from among smallholders living in agro‐towns, the dispossessed remnants of a formerly wealthier peasantry. These well‐off peasants originated from when the colonization frontier was open in the 13th and 14th centuries, but had been defeated when three peasant–plebeian revolts were crushed. Afterwards, Mallorca followed a latifundist transition towards agrarian capitalism similar to southern Italy or Spain, in sharp contrast with the middle‐peasant paths seen in Catalonia or Valencia. The land rent rose, while agricultural wages fell from 1659 to 1800. Peasant families could not survive, and had to supplement wages with the products of their own plots. This set a socio‐agroecological limit to growth in this agrarian class structure. The agrarian crisis at the end of the 19th century bankrupted the Mallorcan nobility. Bankers bought much of the land and sold it on as small allotments. This expanded the intensive cropping formerly limited to agro‐town belts, giving rise to a new “peasantization”. Despite their subordination, Mallorcan peasants had survived and created complex agroecological landscapes endowed with a rich biocultural heritage.  相似文献

Women who complain about sexual harassment in a union work environment may find that they are the focal point of the union’s defense of the alleged harasser. The defense the union uses can be broadly defined as one of four: deny the event, blame management, blame society, and blame the victim. This study investigates the frequency with which these defenses are used and their relative effectiveness. Deny the event and blame the victim were used in more than 80% of the cases. Their use was not significantly changed over time. There was no significant difference in the arbitrator’s decision based on the defense used by the union. It is suggested that unions consider using the blame management defense because it is equally effective but does not have the same negative effects on the victim as denying the event or blaming the victim.  相似文献

Industry transformation related to environmental stewardship proceeds through multiple stages, and there is as of yet no clear understanding of the importance of certain drivers of transformation at different stages. We bring together previous environmental management research regarding individual‐ and institutional‐level drivers of environmental stewardship to develop a model and series of questions regarding proactive environmental behavior in the US wine industry. A qualitative research method, including interviews and focus groups, is used to test the model. At the early stage of environmental transformation in the wine industry, we find that managerial attitudes and norms, existing regulations, employee welfare and competitive pressures are all strong drivers of proactive environmental behavior. However, our multi‐level analysis suggests that drivers of environmentalism vary in relevance and relative importance and that future environmental management research needs to consider the relationship between drivers of environmentalism and the stage of an industry's environmental transformation. This article presents analyses of individual investment in social capital using both the British Household Panel Survey (BHPS) and the UK Time Use Survey (2000) (UKTUS). We suggest a general theoretical framework that could possibly explain individual investment in various forms of social networking. Measures of social capital are then constructed in an attempt to capture the extent of individual investment in bonding, bridging, and linking networks. These measures, together with other socioeconomic indicators, are used as explanatory factors in wage equations, estimated using ordered probit, OLS, and instrumental variable approaches. We are unable to identify any consistent returns from investment in bonding and bridging networks. In contrast, the evidence suggests that any returns to investment in the development of linking social capital simply derive from the positive signals that group membership may transmit to potential employers. Our results underline the contrast between studies that consider social capital as an attribute of communities, as opposed to individuals, in that we find a negative return to social activity at the level of the individual.  相似文献

Product life-cycles are becoming shorter, leading firms to reduce the time to bring new products to market. Being early can provide a significant competitive advantage, making the acceleration of new product development (NPD) an important area for research and inquiry. Based on their review of a wide range of literatures in business strategy, marketing, new product development, manufacturing and organization management, Murray Millson, S. P. Raj and David Wilemon report a general set of techniques for reducing the developmental cycle time for new products. The article develops a hierarchy of available NPD acceleration approaches and discusses potential benefits, limitations and significant challenges to successful implementation.  相似文献
