Abstract . Henry George delivered his famous “Moses” lecture in 1878, just one year prior to the publication of his masterwork. Progress and Poverty. The many parallels in the thinking of both George and Moses suggest that George may have been greatly inspired by Moses. George appreciated Moses’concern with improving this world rather than the hereafter. Moses, like George, advocated a minimum role for government. Moses proposed a thoroughly equitable distribution of the land which would generate fair taxes and avoid the exploitation so denounced by George. Land accumulation by the few would be prevented by requiring the return of ownership to the original owners every fifty years. George, the humanitarian, is also sympathetic with Mosaic reforms restoring human dignity such as the cancellation of oppressive debt every seventh year, and relief from drudgery every sabbath day and sabbatical year. 相似文献

Most of the literature on transboundaryenvironmental problems treats population ineach country or region as constant, ignoringpopulation mobility. We showed previously thatif there is perfect population mobility betweenregions, and populations are homogeneous, asocially efficient outcome can be supported asa Nash equilibrium of the game of uncoordinatedpolicy setting, even without any internationalenvironmental agreement. In the present paperwe introduce heterogeneous population, and showthat when people differ, a non-cooperativeoutcome is generally inefficient. We alsodemonstrate that for a particular set ofobjective functions for the regionalgovernments, there is an equilibrium of thegame of uncoordinated policy setting that isefficient. We examine the effects of public ownership and regulatory agency independence on regulatory outcomes in EU telecommunications.
Specifically, we study regulated interconnect rates paid by entrants to incumbents. We find that public ownership of the incumbent
positively affects these interconnect rates, and suggest that governments influence regulatory outcomes in favor of incumbents
in which they are substantially invested. However, we also find that the presence of institutional features enhancing regulatory
independence from the government mitigates this effect. In order to study regulatory independence, we introduce a new cross-country
time-series database—the European Union Regulatory Institutions (EURI) Database. This database describes the development of
institutions bearing on regulatory independence and quality in telecommunications in the 15 founding EU member states from
1997 to 2003

Companies are used to bringing in customers to participate in focus groups, usability laboratories, and market research surveys in order to help in the development of new products and services. And for improving products that customers know well, those tools are highly sophisticated. For example, knowledgeable customers are adept at identifying the specific scent of leather they expect in a luxury vehicle or at helping to tune the sound of a motorcycle engine to just the timbre that evokes feelings of power. But to go beyond improvements to the familiar, companies need to identify and meet needs that customers may not yet recognize. To accomplish that task, a set of techniques called empathic design can help. Rather than bring the customers to the company, empathic design calls for company representatives to watch customers using products and services in the context of their own environments. By doing so, managers can often identify unexpected uses for their products, just as the product manager of a cooking oil did when he observed a neighbor spraying the oil on the blades of a lawn mower to reduce grass buildup. They can also uncover problems that customers don't mention in surveys, as the president of Nissan Design did when he watched a couple struggling to remove the backseat of a competitor's minivan in order to transport a couch. The five-step process Dorothy Leonard and Jeffrey Rayport describe in detail is a relatively low-cost, low-risk way to identify customer needs, and it has the potential to redirect a company's existing technological capabilities toward entirely new businesses. 相似文献

Farming, including family farming, is now dominated by vertically controlled operations that deplete the soil, pollute water, and produce food designed more to satisfy marketing requirements than human nutritional needs. Agricultural practices today are a result of abdicating control over our lives to a thoroughly industrialized culture, in which institutions are governed by the single criterion of efficiency‐‐finding least‐cost solutions. Standardization is a major part of that process. But living systems cannot be standardized. They require diversity and some degree of redundancy to adapt to changing environmental conditions. In the cultural contest between the machine and the garden, the machine has definitely won, but if we do not make room for the garden again, our victory will be our own funeral. New Agrarianism seeks to encourage diversity of species on each farm and across farms within entire landscapes. But farmers cannot carry out the restoration of ecologically‐oriented agriculture on their own. They need support from cities: 1) in the form of markets to sell locally‐grown produce at prices that will support their work, 2) in a new understanding of ecosystems that focuses on inhabited spaces and not just wilderness, and 3) in an orientation that questions whether efficiency should be the paramount value of our culture. Finally, the transition to more biologically‐diverse human settlements can come about only if economic incentives are modified to remove the unrelenting pressure on farmers to expand their operations or go out of business. 相似文献

In addition to explicit contracts, corporations issue their stakeholders implicit claims, including fair treatment of employees and the promise of continuing service to customers. Corporate value is created by selling these implicit claims for more than it costs to honour them. Recently, a new class of non-investor stakeholders, related to environmental, social and governance (ESG) issues, has arisen. Although many ESG advocates stress their role in creating shareholder value, they do not explain how this value creation occurs. This paper shows that implicit claims provide a critical link that ties non-investor stakeholders and ESG to shareholder value, both its creation and its possible destruction. 相似文献

ABSTRACT Supranational organisations can only confront politico-economic issues that are recognised as important. Typically, issues gain recognition either when they provide an external shock to the system, shaking political actors into action, or when they are framed as important in policy networks concerned with developing the appropriate scientific approach. Ideally political and scientific actors align in creating pressures to recognise the issue as salient and to mobilise organisational responses. Issues differ in their capacity to be driven by both political and scientific pressures, creating crisis management, technocratic, and reform agenda outcomes. Here we explore a further variation, where pressures around an issue are insufficient, creating a policy vacuum. We examine one such policy vacuum in Europe: demographic change. This issue belongs to no particular Directorate-General in the European Commission, but is subject to policy frames from DG EMPL and DG ECFIN. Without sufficient political and scientific pressures, no particular policy position is occupied and advocated despite recognition of the issue’s importance. This paper examines the impact of foreign penetration on privatization in a mixed oligopolistic market. In contrast to the simple framework of single domestic market with foreign entry by entry mode of foreign direct investment (FDI) or exports, our result shows that government should increase the degree of privatization along with increasing proportion of domestic ownership of multinational firms. Furthermore, we show that an increase in domestic ownership of multinational firms raises all domestic private firms' profit and social welfare, while it may either increase or decrease public firm's profit. With the aid of numerical example, intensive competition from private firms in general will enhance the degree of privatization gradually; in particular, the degree of privatization is lower in the presence of multinational firms. 相似文献
