While substantial evidence is emerging internationally of positive increases in the participation of women on company boards, there is less evidence of any significant change in the proportion of women in senior executive ranks. This paper describes evidence of positive changes in the number of women on boards in Australia. Unfortunately these changes are not mirrored in the senior executive ranks where the proportion of women remains consistently low. We explore some of the reasons for these disproportionate changes and examine the likely effect of the recent amendments to the Australian stock exchange’s corporate governance code designed to improve gender diversity both on boards and throughout organisations. Based on the early corporate response to these regulatory changes, it is interesting to consider whether Australia’s approach in promoting voluntary self-regulation at the corporate level may be as effective in the long run as the emerging trend in Europe to apply legislated quotas for female corporate board representation. Interview evidence is presented suggesting that the primary reasons for the lack of women in leadership are not simply lack of opportunity at the apex of the corporation, but issues at mid-management level that are unlikely to be resolved by mandatory board quotas. In some circumstances carefully monitored voluntary targets may be more effective at promoting cultural and strategic change at the heart of the corporation. In summary, mandatory quotas (set through hard law usually with sanctions for noncompliance) may achieve early and significant results in terms of female board representation. However, voluntary targets for women’s participation on boards and in executive ranks (proposed in soft regulation such as corporate governance codes and set as part of corporate strategy) may promote more effective cultural and practical change in support of greater representation of women in leadership.  相似文献

Governments are increasingly using public–private partnerships (PPPs) to deliver public infrastructures and facilities. The prime motivation to embark on these partnerships is often to deliver products and services on time and on budget. It is generally assumed that by transferring project risks and responsibilities to private‐sector actors, governments can achieve better value for money. This article provides a novel perspective on the standards applied in PPP endeavors as it examines the tensions between the public management rationale behind value for money on the one hand, and conceptions of design and city building on the other. We focus on planning practice in the Canadian province of Ontario to show that governments apply different understandings of value in PPPs which, in turn, affect the way the design process is run. Architects, who are used to playing the role of master builder in a traditional public infrastructure project, are shifted into a less influential position and struggle with their new role. Furthermore, a different set of priorities applies in the new procurement process. The increasing use of PPPs can thus have significant consequences for city building.  相似文献

In vocational education students are to be prepared to participate in communities of practice. Hence they need technical skills as well as content knowledge e.g. science and mathematics. Research has shown that the instructional strategy of guided co-construction may lead to deeper understandings within a practice. The research questions in this article aim at finding out whether guided co-construction is an effective strategy in joining experience and general knowledge with representations as tools for communication and orientation. The present study is a qualitative analysis of a design-based research project. Our goal was to establish how the use of representations developed within a process of tandem tricycle construction. We looked for video data that could potentially explain how representations were used in practice and how such use was related to vocational and academic disciplines. Interesting differences could be revealed which were clearly related to differences in the way representations were designed and used in the whole cycle of problem solving (the construction of a technical object). At two of the four schools the representations remained visible and continued to be used until the end of the process. Designing and using representations as a core activity in vocational education could be the key to integrate theory in designing and constructing in the workshop.  相似文献

This study addresses the question of whether different types of new firm formation have different impacts on regional employment generation. It is shown that new establishments of existing firms, i.e., organizational foundings, have a mainly short-term positive effect. In contrast, genuinely new firms, i.e., individual foundings, have a longer-lasting effect. Individual foundings are based on the recognition of business opportunities and spur a process of creative destruction spanning a few years. Organizational foundings can be seen as capitalizations of scale economies. They have an immediate effect, but appear to be less relevant for structural change in a regional economy.  相似文献

We investigate the effects of shareholder governance mechanismson bondholders and document two new findings. First, the impactof shareholder control (proxied by large institutional blockholders)on credit risk depends on takeover vulnerability. Shareholdercontrol is associated with higher (lower) yields if the firmis exposed to (protected from) takeovers. In the presence ofshareholder control, the difference in bond yields due to differencesin takeover vulnerability can be as high as 66 basis points.Second, event risk covenants reduce the credit risk associatedwith strong shareholder governance. The problem of financing a set of discrete public goods (facilities, projects) by private contributions is studied. The corresponding cooperative game, the realization game , is shown to be convex. For the noncooperative setting we study a realization scheme that induces a strategic game. This contribution game is shown to be a generalized ordinal potential game ; a best–response in the contribution game implies a best response in a coordination game in which the payoff to all players is the utilitarian collective welfare function, i.e., the sum of the utility functions of the players. Strategy profiles maximizing utilitarian welfare are strong Nash equilibria of the contribution game. Each strong Nash equilibrium corresponds in a natural way with a core element of the realization game, and vice versa. Moreover, each strong Nash equilibrium is coalitional proof.  相似文献
